Tenure and vulnerability : the effects of changes to tenure security on the identity and social relationships of the urban poor

Directed by the Millennium Development Goal to improve the lives of at least 100 million ‘slum’ dwellers by 2020, national governments and development agencies are driving policy to upgrade and formalise informal settlements. This study is an investigation into the effects of in situ upgrade and formalisation on the vulnerability and resilience of the urban poor in Durban, South Africa. The study examines the relationships between tenure and vulnerability by identifying and exploring how changes to tenure security, introduced through the upgrade process, affect individuals’ exposure to risk and ability to cope, and the ways in which identity and social relations influence those effects. The data are drawn from twenty-four ethnographies of residents living in three low income settlements in/around Durban each at different stages in the upgrade process. The findings of the study show that many residents are better off following an upgrade – ownership claims are better protected, they are more comfortable in their homes and able to improve livelihoods. However, these security and resilience gains are undermined by the high levels of crime and violence that continue post-upgrade and affect the desirability of a location and the ability of people to live there. Furthermore, the manner in which the process is implemented reconfigures local power relations, without meaningfully altering them; thus continuing to tie residents’ wellbeing to social rules administered by informal institutions. These findings challenge conceptualisations of ‘tenure security’ and the conventional orthodoxy of upgrading.

Paljon palveluja tarvitsevien asiakkaiden yksilöity sosiaali- ja terveyspalvelujen yhteen kokoaminen

Abstract The purpose of this study was to describe and understand the individualised integration of social and health services for frequent attenders by customer profile from the perspective of knowledge-based management. The study was carried out using the multi-method approach. Sub-study (Ⅰ) described what kind of customer profiles could be identified among municipal residents based on diaries (n=15) at the planning stage of the social and health care centre. Sub-study (Ⅱ) identified the customer profiles of frequent attenders based on service plans (n=56). Sub-study (Ⅲ) described, in the form of a register study, based on four customer profiles, the use of primary healthcare, emergency care and specialised healthcare services by frequent attenders (n=2388) and the social services decided to them. The data of the sub-studies was analysed by means of content analysis and systematic analysis as well as statistically. As a result of the study, customer profiles were generated both for municipal residents and for frequent attenders. The purpose of identifying customer profiles for municipal residents was to seek preunderstanding for the definition of frequent attenders’ customer profiles. With frequent attenders, physical, mental and social service needs are intertwined. The use of social and health services was highly individualised according to the customers’ current life situation. The study highlighted from the perspective of knowledge-based management the need for individualised integration of social and health services for frequent attenders and for the multi-disciplinary social and health information and the flow of information between different social and health service operators it requires. The results of the study can be utilised in the construction and management of the integration of social and health services for frequent attenders. / Tiivistelmä Tutkimuksen tarkoituksena oli kuvailla ja ymmärtää paljon palveluja tarvitsevien asiakkaiden yksilöityä sosiaali- ja terveyspalvelujen (sote) integraatiota asiakasprofiileittain tietoperustaisen johtamisen näkökulmasta. Tutkimus toteutettiin monimenetelmäisesti. Osatutkimus (Ⅰ) kuvasi, millaisia kuntalaisten asiakasprofiileja oli tunnistettavissa päiväkirjojen (n = 15) avulla hyvinvointikeskuksen suunnitteluvaiheessa. Osatutkimuksessa (Ⅱ) palvelusuunnitelmien (n = 56) perusteella tunnistettiin paljon palveluja tarvitsevien asiakasprofiileja. Osatutkimuksessa (Ⅲ) kuvailtiin rekisteritutkimuksena neljään asiakasprofiiliin perustuen paljon palveluja tarvitsevien asiakkaiden perusterveydenhuollon, päivystyksen ja erikoissairaanhoidon palvelujen käyttöä (n = 2 388) sekä heille myönnettyjä sosiaalipalveluja. Osatutkimusten aineistot analysoitiin sisällönanalyysillä, systemaattisella analyysillä sekä tilastollisesti. Tutkimuksen tuloksena syntyi sekä kuntalaisten että paljon palveluja tarvitsevien asiakkaiden asiakasprofiileja. Kuntalaisten asiakasprofiilien tunnistamisella haettiin esiymmärrystä paljon palveluja tarvitsevien asiakkaiden asiakasprofiilien määrittelyyn. Paljon palveluja tarvitsevilla asiakkailla fyysiset, psyykkiset ja sosiaaliset palvelutarpeet kietoutuivat toisiinsa. Sote-palvelujen käyttö oli vahvasti yksilöity asiakkaiden oman elämäntilanteen mukaan. Tutkimus nosti esille tietoperustaisen johtamisen näkökulmasta perusteen paljon palveluja tarvitsevien asiakkaiden yksilöityyn sosiaali- ja terveyspalvelujen yhteen kokoamiseen ja sen edellyttämään monialaiseen sote-tietoon ja tiedon liikkumiseen eri sote-toimijoiden välillä. Tutkimuksen tuloksia voidaan hyödyntää paljon palveluja tarvitsevien asiakkaiden sote-integraation rakentamisessa ja johtamisessa.

Entreprenörskap i skolan : en studie av lärarroll och entreprenöriella förmågor på gymnasiekurser med konceptet Ung Företagsamhet

During the recent years the interest in entrepreneurial education has increased both in terms of research being made in the subject, but also in the extent of entrepreneurial courses in Swedish secondary schools, where as the concept Junior Achievement (JA) is particularly being used. A common goal of the entrepreneurial education is apart from teaching the students how to start and run a business, to develop the students’ entrepreneurial skills and competences. The main purpose of the essay is to describe and illustrate the role of the teacher in the entrepreneurial pedagogy being used in courses with the JA concept and to investigate which entrepreneurial skills are being developed by the students participating in these courses. There is also the purpose of investigate what the characteristics are of this entrepreneurial pedagogy being used in the courses using the JA concept. The main theoretical foundation underpinning this study is the pedagogical philosophy formulated by John Dewey and the theory of situational leadership. My study took place in a secondary school in the area ofStockholm, where the JA concept was used in economical and project work courses. Two teachers teaching on these courses were interviewed and a questionnaire survey was conducted to obtain data from the teachers’ students. The main findings from this study are that the entrepreneurial pedagogy being used in the courses with the JA concept show high similarities with the philosophy of John Dewey. The role of the teacher is to be a tutor, guiding the students through the work process, by being more directional and instructive at start, and more supportive and encouraging in the end. However, the results show that it‘s unclear if the amount of help and support the students receive from the teacher is sufficient. The entrepreneurial skills, for example communication ability and creativity are being developed the most when they are connected to economical work assignments. Regarding the cooperation ability it is unclear if the ability is being developed due to the fact that the results show that students tend to cooperate with their friends and the work load being unequally shared in the JA business.

The 1990&#039 / s witnessed the emergence of Constructivist approach in the International Relations theory. Constructivism rejecting the rationalist precepts of Neo-Realism and Neo-Liberalism brought a sociological point of view to the world politics mentioned the role of ideational factors in the constitution process of interests and identities. Constructivism assumes that there is a mutual constitution process between states and normative structures in which states internalized existing international societal norms with efforts of international non-state actors seen as active teachers guiding states to initiate policies that are congruent with international civilized norms of behaviour. Today human rights are defined as civilized normative patterns. At this point five phase spiral model reveals itself and introduces explanations for how states understand, interpret and internalize international human rights norms. The model assumes that target state&#039 / s identity, interest and behaviors are influenced by international human rights norms as it progresses through the model&#039 / s five phased spiral process. The model in this process emphasizes roles and efforts of international organizations. v This work assesses the usefulness of the five phase spiral model and Constructivism as an explanation of the changes in the Turkish government&rsquo / s human rights practices. As case study effect of the European Union over normative transformation in the field of human rights in Turkey will be given. The thesis bringing criticisms to the model&rsquo / s assumptions in Turkey case will assert that Turkey, from the 1980 Military intervention to the end of 2007 has made progressive steps in line with the phases mentioned in the spiral model.

Turkey has been one of the few countries that signed the 1951 Convention relating to the Status of Refugees with the provision of maintaining geographical limitation to that of offering protection only to European nationals. This is, however, expected to change as Turkey heads towards EU membership. Since 1999, Turkey has been declared as a candidate country to the European Union (EU), in the Helsinki Summit. It is expected to adopt EU Asylum Acquis into its legislation and to lift the geographical limitation of the 1951 Geneva Convention. This study aims to analyze EU&rsquo / s Common Asylum Policy in order to present a comprehensive overview to EU Asylum Acquis and practices that are expected to be adopted by Turkey during the pre-accession process. The aim of this thesis is to analyze deficiencies of European Common Asylum Policy and its potential positive and negative effects on Turkey&rsquo / s asylum policy.

Public involvement and civic rationalism in local authority planning and decision making

This work considers the potential contribution of rational actor and behaviouralist models of political and participatory culture, in understanding specific contemporary issues within the topic of public participation in the decision making activities of UK local authorities. The basis for the research was a range of disruptive or confounding phenomena reported in various literatures, that either generate antipathy during schemes or create negative pre-conceptions that could affect future projects. It is suggested that an appreciation of these confounding factors, when viewed in the context of streamlining local authorities and a rationally acting public, can help us understand issues such as non-participation, apparent apathy in public involvement and certain participatory dynamics. It is argued that understanding these issues is vital, especially given the emergence of the Modernisation Agenda in the UK which places a great deal of importance on the consultative activities of local authorities. The research draws upon Almond and Verba’s Civic Culture theory (1963) and the work of the Public Choice school of political economics, especially the work of James Buchannan and Gordon Tullock, to address issues of political culture and rationalised political activity among both the public and authorities. These provided a framework for a multiple case study research design, looking at public involvement policies and schemes in two English local authorities, against a particularly dynamic policy background. The thesis identifies a range of issues that are linked to the public’s inclination to participate, that are additional to the traditionally quoted issues of apathy or unequal access to democracy. These issues are linked to the perceived effectiveness of participation and its methods, to individuals who are already acting subjectively on the basis of their values and material interests. This work offers and discusses the term ‘Civic Rationality’ to describe this mix of rationales in a participatory culture.

Three Portraits of S. Kovalevsky: Interpretation of S. Kovalevsky’s life and creativity in the works by P. Ja. Kochina, A. C. Leffler and A. Munro This research puts forward the hypothesis that S. Kovalevsky was an example of a multifaceted talent: an outstanding mathematician, writer and public figure simultaneously. As such, the basis of the phenomenon that is S. Kovalevsky is the ingenious synthesis of the various facets of creativity.  An attempt was made to achieve a better understanding of the multifaceted life and creativity of S. Kovalevsky though a comparative study of the perceptions of Kovalevsky put forward by the Swedish writer, A.C. Leffler (1892), and that of the Russian biographer, P. Ja. Kochina (1981), and that of the Canadian writer, A. Munro (2009), Nobel laureates in literature 2013. Similarities and differences in the interpretations and understanding of the life and creativity of S. Kovalevsky between the Swedish, Russian and Canadian authors were identified and an important part was to define which image of S. Kovalevsky appears in the analysis of the authors. Another essential component was to identify which image dominates, that of Kovalevsky as a mathematician, as a writer or as a public figure. A table, containing the results of a comparative analysis using the maximum number of identified, scientifically sound parameters, is also presented in the study for a clearer picture of the perception of S. Kovalevsky’s image presented by the three writers. Twenty-four such comparative parameters were identified. The article concludes with possible prospects for further research on the subject.

Physical exercise and sudden cardiac death:characteristics and risk factors

Abstract Physical activity with regular physical exercise (PE) has long been advocated because it lowers morbidity and mortality. However, there have been concerns about a transiently increased risk of adverse cardiac events such as sudden cardiac death (SCD) during PE. Our aim was to identify risk factors related to SCD during PE and clarify the effect of PE on cardiovascular well-being in the general population. In study I we found out that male gender as well as coronary artery disease (CAD), cardiac hypertrophy and myocardial scarring as autopsy-findings were clearly more common among exercise-related SCD. Typical northern activities in skiing and snow shoveling were among the three most common types of PE alongside cycling. In study II we analyzed the previously recorded electrocardiograms (ECG) of victims of SCD. Fragmented QRS complex (fQRS) in anterior leads was a common finding among subjects who died during exercise, especially among subjects with a prior diagnosis of CAD. In study III, we collected retrospectively out-of-hospital sudden cardiac arrest (SCA) data in Northern Ostrobothnia between the years 2007 and 2012. The subjects who suffered SCA in relation to PE were younger and previously healthier, and they had more often a shockable rhythm as the initial rhythm. There was a markedly better prognosis for hospital discharge when SCA occurred during PE. In study IV, we noticed a decrease in cardiac mortality in subjects who were physically active or became active during follow-up in a population of 1,746 stable CAD patients. A similar effect could be seen affecting SCD mortality. No increase in cardiac mortality could be seen among those with the highest levels of habitual PE. In conclusion, ischemic heart disease and male gender, especially when fQRS is present in anterior leads, are characteristics related to exercise-related SCD. On the other hand, when SCA takes place during PE, the prognosis is markedly better compared to SCA occurring at rest. An active lifestyle is also linked to decreased cardiac mortality. / Tiivistelmä Säännöllinen aktiivinen elämäntapa on yhteydessä pienempään fyysisten ja psyykkisten sairauksien riskiin. Tutkimuksissa on kuitenkin havaittu raskaampaan liikuntaan liittyvä väliaikaisesti lisääntynyt akuutin sydäntapahtuman, kuten äkkikuoleman, riski. Väitöskirjatutkimuksessa tutkitaan rasitukseen liittyvän sydänperäisen äkkikuoleman erityispiirteitä ja fyysisen aktiivisuuden merkitystä hyvinvoinnille. Ensimmäisessä osajulkaisussa havaittiin, että rasitukseen liittyvissä kuolemissa oli ruumiinavauslöydöksenä merkittävästi enemmän sepelvaltimotautia, sydänlihaksen arpeutumista ja sydänlihaksen liikakasvua verrattuna äkkikuolemiin levossa. Miessukupuoli oli selkeästi yliedustettuna rasituspopulaatiossa, sillä peräti 94 % oli miehiä. Yleisimmät rasitusmuodot olivat hiihto, pyöräily ja lumenluonti. Toisessa osatutkimuksessa tutkittiin edeltävien EKG-muutosten yhteyttä rasitusperäisiin äkkikuolemiin. Havaitsimme, että QRS-kompleksin pirstoutuminen etuseinäkytkennöissä oli selkeästi yleisempi löydös rasitusryhmässä. Tämä löydös oli erityisen merkittävä sepelvaltimotautipotilailla. Kolmas julkaisu sisältää tiedot sairaalan ulkopuolisista sydänpysähdyksistä Pohjois-Pohjanmaalla vuosina 2007–2012. Tässä aineistossa havaitsimme, että rasitukseen liittyvän sydänpysähdyksen alkurytmi oli useammin defibrilloitava, potilaat olivat nuorempia ja terveempiä, ja maallikkoelvytys aloitettiin useammin. Rasituksessa elottomaksi menneillä oli suhteellisen hyvä selviämisennuste. Neljännessä tutkimuksessa havaitsimme selkeästi paremman ennusteen niillä stabiilia sepelvaltimotautia sairastaneilla, jotka olivat liikunnallisesti aktiivisia. Sydänperäinen kuolleisuus oli pienempi myös niillä potilailla, jotka onnistuivat lisäämään liikunnallista aktiivisuuttaan. Samankaltainen tulos todettiin sydänperäisten äkkikuolemien osalta. Sepelvaltimotauti ja miessukupuoli ovat hyvin yleisiä löydöksiä, kun sydänperäinen äkkikuolema tapahtuu rasituksessa. Myös QRS-kompleksin pirstoutuminen etuseinäkytkennöissä liittyi rasitusperäisiin kuolemiin. Toisaalta potilaan ennuste selvitä on selkeästi parempi sydänpysähdyksen tapahtuessa rasituksessa. Osoitimme myös, että liikunnallinen aktiivisuus ja sen pienikin lisäys parantavat sepelvaltimotautipotilaiden ennustetta.

The struggle for power in education : the nation-state versus the supranational in the evolution of European Union education policy, 1945-1976

European integration is a curious concept. There is stark disparity between some areas of policy that seemingly glide through the integration process, while others lag behind and despite decades of attempts, never reach the status of a fully-fledged area of European Union competence. Once such area is education. Through integration theories, political scientists have sought to explain how policies develop and are implemented at European level. This interdisciplinary study borrows the opposing theories of neofunctionalism and intergovernmentalism with the aim of identifying the influence of the supranational and the strength of the state in the evolution of a European Union education policy. It seeks to pinpoint how education can be placed within the construction of Europe and the process of early European integration to determine the feasibility of these integration theories in explaining the journey of education policy in the European context. Historical methodology is adopted, based on archival research at the Historical Archives of the European Union, using documentary analysis to trace the history of activities and initiatives relating to education between 1945-1976. Collective biography methodology is adopted to give space to the role of states in driving the scope, direction and extent of integration based on domestic interests, while a case study implements methodological triangulation to stress-test the case of education. The study proposes that education is a complex case that does not slot neatly into a theory of integration. Education is multifaceted, a cultural – while at the same time – economic component: it is woven into the fabric of nation-states, it contributes to increasing global competitiveness, it diversifies across borders, and its development is attached to temporality and context. Despite suggestions that the state is diminishing in power, education serves as an example to demonstrate that the state is very much alive and at the centre of certain areas of policy development at European level.
