Public Interest, Patient Engagement and the Transparency Initiative of the College of Physicians and Surgeons of Ontario

In recent years, patient-centredness has become a central focus in improving health care quality. In 2010, the Canadian Medical Association (CMA) launched a four-year action plan aimed at transforming Canada’s health care through a framework aimed at creating a culture of patient-centred care, accountability and responsibility. Several of Canada’s provincial governments proceeded to launch patient-centred action plans, including the Government of Ontario’s “Patients First” framework, which prioritizes patient engagement and increased transparency. As an example of how organizations are putting these values into practice, the College of Physicians and Surgeons of Ontario (CPSO)’s transparency initiative, which aims to make more physician-specific information available to the public in order to help patients make informed decisions about their health care, was examined. This thesis asks how physicians and members of the public feel that the transparency initiative aligns with the CPSO’s public interest mandate. Using discourse analysis, 226 responses by physicians, members of the public and organizations on a discussion forum in the Policy Consultations section of the CPSO’s website were analyzed in order to identify the main themes in arguments for or against increased transparency. The results show that physicians and members of the public tended to differ in their views on the purposes and probable outcomes of the CPSO’s transparency initiative. The majority of physicians worried about patients’ ability to accurately understand and utilize the information being provided to them, and the negative impact that this might have on individual physicians and on the physician-patient relationship more broadly. Most members of the public had a more positive outlook on the potential for transparency to build public trust, help patients become informed and engaged decision-makers and improve patient safety.

The analysis intends to point out the occurrence of a semiotic of light, motivated by the metaphor of the “glass tile”, suggested in a poem by the mentioned novelist, in the translated text and in the developments that extrapolate the original textual plan. The analysis in question develops in two levels. The first one is composed by the challenge that represents the film adaptation of the mentioned literary work, by passing through its adaptation to comic books, video and TV; and the second one refers to the dichotomous literary relations of transparency versus opacity, studied within the context of a semiotic of light. Based on the discursive semiotic of Greimas and his followers, specially Denis Bertrand, Diana Luz Pessoa de Barros and José Luiz Fiorin, and of the intersemiotic translation proposed by Roman Jakobson, this study culminates in a quantitative and qualitative survey of the occurrence of transparency and opacity in the film adaptation of O Quinze, which is understood as a translation of the namesake novel, realized by Jurandir Oliveira in 2004. By crossing the mentioned theoretical references, the reading of the literary and movie texts, by admitting that the metaphor of the glass tile is an integrating category of the compared study, we conclude that it is possible to recognize either the opacity or the transparency effect in the work of Jurandir Oliveira. / Esta investigação refere-se à tradução intersemiótica do romance O Quinze, obra lançada em 1930 pela escritora Rachel de Queiroz, segundo as categorias da transparência e da opacidade. A análise propõe-se apontar a ocorrência de uma semiótica da luz, motivada pela metáfora da “telha de vidro”, sugerida em poema da referida romancista, no texto traduzido e nos desdobramentos que extrapolam o plano textual de origem. A análise em questão se desenrola em dois níveis. O primeiro é composto pelo desafio que representa a adaptação da obra literária referida para o cinema, passando por sua adaptação para os quadrinhos, para o vídeo e para a TV; e o segundo refere-se às relações literárias dicotômicas de transparência versus opacidade, estudadas dentro do contexto de uma semiótica da luz. Fundamentado na semiótica discursiva de Greimas e seus seguidores, com destaque para Denis Bertrand, Diana Luz Pessoa de Barros e José Luiz Fiorin, e da tradução intersemiótica proposta por Roman Jakobson, este estudo culmina com um levantamento quantitativo e qualitativo da ocorrência da transparência e da opacidade na adaptação fílmica de O Quinze, entendido como tradução do romance homônimo, realizada por Jurandir Oliveira em 2004. A partir do cruzamento dos referenciais teóricos mencionados, da leitura dos textos literário e fílmico, admitindo-se como categoria integradora do estudo comparado a metáfora da telha de vidro, conclui-se que é possível reconhecer tanto a opacidade quanto o efeito de transparência no trabalho de Jurandir Oliveira.

Cette thèse se propose d’analyser l’agence en conseil de vote et les mécanismes de responsabilisation dans le champ de la gouvernance d’entreprise au travers de plusieurs prismes. Elle se compose d’une introduction générale, de trois chapitres distincts mais interconnectés et d’une conclusion générale. Chaque chapitre suit un ordre logique mais est organisé comme un papier de recherche indépendant avec des contributions théoriques et empiriques qui lui sont propres. Cette thèse étudie l’émergence et la structuration de l’industrie des agences en conseil de vote à un niveau transnational, depuis la construction du champ de la gouvernance (Chapitre 1) à l’autorégulation de l’agence en conseil de vote (Chapitre 2) et enfin la gouvernance (d’entreprise) en action (Chapitre 3). / The dissertation investigates the emergence and the structuration of the proxy advisory industry at a transnational level, from the construction of the field of governance (Chapter 1) to the (self)-governance of the proxy 43 advisor (Chapter 2) and ultimately to the (corporate) governance in action (Chapter 3). The general conclusion wraps-up the main contributions of the dissertation, discusses the potential limitations of this research and suggests avenues for future research.

One of the prevalent challenges in investor state a dispute settlement in the last decade has been the demand for greater transparency. The call for greater transparency is so apparent to many contemporary observers that many questioned why it took long for ICSID and many Tribunals like it address this issue. It is therefore rather ironic that what was widely held as the main advantages of commercial arbitration is now seen as a liability in the investor state arbitration context. The reforms that ICSID undertook were relatively moderate, well balanced and should be commended transparency is essential in making certain the acceptance and democratic legitimacy of investment arbitration and the governments concerned. Amicus curiae briefs can present a unique view point, offer Tribunals with additional expertise and mirror civil society’s views on issues bearing on the public interest. The Politics of Information: Examining the Conflict Between WikiLeaks and the US Government

In 2010 WikiLeaks released a number of secret and classified documents that contained information pertaining to the United States government. Since then, WikiLeaks and the United States government have been engaged in a rhetorical battle over the circulation of information. Using membership categorization analysis (MCA) as an analytical technique this thesis answers the following research question: what form(s) of politics are made possible as the result of the social orders produced by both WikiLeaks’ and the United States government’s public discourse on the circulation of information? After analyzing a sample of the related discourse, it became clear that the disagreement between WikiLeaks and the United States government is much greater than different views on the distribution of, and access to, information. Rather, the major issue is that the discourses produced by representatives of both organizations constitute two similar and yet somehow opposing social orders. The social orders produced result in different forms of politics and democracy. In turn, this involves each side thinking differently about transparency, the public, the government, the law, and the media.

The aim of this thesis is an analysis of the development and changes in the relationship of political and economic independence and accountability of central banks on the example of CNB and FED. I use the method of comparative analysis of the qualitative characteristics of central banks. The theoretical and methodological part is focused on the historical evolution of central banking, as well as on the relationship between central bank independence and its accountability, credibility and transparency. The next section is devoted to analyzing the benefits and the risks of an independent status. The largest chapter deals with the ways of measuring the legal and the actual independence of central banks, the calculation of legal independence from the selected indices are applied to the CNB. Finally I make an evaluation of degree of independence of the CNB and FED and I try to explain what degree of independence and accountability is optimal.

This thesis examines corruption in economic terms and in terms of social impact on Russian society. This is a very serious problem for the Russian economy - corruption here reaches epic proportions. The main goal of this thesis is to develop effective proposals for fighting against corruption in Russia. The central hypothesis is the following assertion: the main reason of corruption existence in Russia are unsuccessful Nikita Khrushchev's reforms in state management. The paper is based on a literature review, correlation analysis, forecasting and comparison. The thesis is based on previous analysis of the development of corruption in the country, the current situation and also on the experience from other countries. These analyses are used for making suggestions for the removal of the negative state.

The municipal budget is a very important document providing the public information on the management of the municipality. This thesis deals with the analysis of the transparency of municipal budgets. The aim is to analyse and compare the transparency of the budget documents in twenty selected cities. On the basis of the created questionnaire is evaluated by the accessibility and clarity of the budget documentation published on the websites of municipalities. In addition, the thesis contains recommendations that can contribute to the publication of the budget documents in the form accessible to the citizen without a specific accounting or economic knowledge. It was recommended, in particular, to describe in detail the individual budget items, to supplement the budgetary documents on the summary tables and charts, and attach the summary and comments to budget documents.

A Blockchain-enabled System to enhance Food Traceability in Local Food Supply Chains (FSCs) suitable for Small Co-operatives in South Africa

Food is vital to human life. Therefore, ensuring its safety as it moves from producer to consumer in food supply chains (FSCs) is essential. This can be achieved through the use of food traceability technology which enables track and trace of produce within a FSC. Recently, blockchain technology (BCT) has shown great potential to enhance traceability in FSCs, owing to its ability to securely store data in a decentralised and tamper-evident manner. However, it appears that research on blockchain-enabled food traceability exists primarily within the context of large FSCs, whilst scarce for local FSCs in which traceability is often an inefficient and manual process. Given this background, this exploratory research is carried out, to investigate whether a blockchain-enabled system can be used to improve traceability in local FSCs. To do this, we (i) collaborate with Oranjezicht City Farm Market (OZCFM) - a farmers market in Cape Town, the smallholder farmers that supply OZCFM with fresh local produce and the OZCFM patrons that purchase the produce; (ii) map out the local FSC by conducting observations and running surveys with the aforementioned actors; (iii) design, develop and pilot FoodPrint - a web based and blockchain-enabled food traceability application. During the pilot within the OZCFM-related local FSC, FoodPrint is used to capture data on the harvest, transportation and storage of produce; and reveal produce provenance at destination by scanning of supplier-produce specific quick response (QR) codes. We find that FoodPrint provides tamper-evident traceability and authentic transparency of produce related data to the local FSC actors. Further, we note that scanning a FoodPrint QR code for produce provenance does not enhance the consumers trust of the local FSC, as it pre-exists. This implies that local FSCs with existing and functional trust mechanisms do not benefit from trust-enhancing mechanisms such as blockchain-enabled traceability. Future work may consider data privacy in FSCs and automating FSC data entry to reduce the risk of fraud.
