Au milieu du XIXe siècle, en l’espace de quelques mois, l’Etat français se dote de plusieurs outils pour contrôler la mobilité de populations dites « indésirables », françaises et étrangères : l’expulsion des étrangers, la surveillance de la haute police et l’interdiction administrative de séjour dans le département de la Seine et l’agglomération lyonnaise. Cette thèse propose une comparaison de ces dispositifs répressifs sur la longue durée, durant tout le second XIXe siècle et questionne leurs modes de justification théoriques, leur application effective dans les départements et les populations touchées. Ce faisant, se dessine la dissociation progressive du traitement de la mobilité des étrangers et des nationaux à la fin du XIXe siècle. / By the middle of the nineteenth century, the French state acquire several legal tools in order to control the mobility of "unwanted" population, whether they are Frenchs or strangers. In this PhD thesis, we want to compare three of this repressives procedures during the long second nineteenth century, by examinating their public justifications, their effective enforcement in a local frame, and the populations effectively affected. Doing this, we highlight the progressive dissociation of the control of mobility of aliens and natives by the end of the nineteenth century.

En komparativ fallstudie om ishockeyföreningars förändringsförmåga vid en degradering / A Comparative case study on ice hockey societies` ability to change during a relegation

Disappointment spreads across the locker room, the crowd walks with heavy steps from the arena and the sports manager sits with the board trying to figure out where it all went wrong. The season is over and the ice hockey association stand before the reality that a relegation is a fact. Somewhere in the middle of the season the ice hockey association found themselves in a downward spiral and everything went south after that. Players, coaches and remaining staff feels uncertain over what is going to happen, they realize that some players are going to leave. The big question is what will happen to the remaining staff. A relegation implicates a big financial alteration to the ice hockey association and the budget for the upcoming season reduces significantly. The ice hockey associations preparation and ability to handle changes becomes crucial in this context. That makes it interesting to analyze what a relegation means to the organization and how it affects the structure and culture. The study has been carried out through qualitative interviews with a selection from the ice hockey associations that has recently been through a relegation, either from SHL or Hockeyallsvenskan.   The purpose of this study is to analyze how the ice hockey association can handle a relegation in terms of the organizations structure and culture:   • How are changes made within the organizations structure and culture during a relegation? • Is there a structural and cultural preparation for the various ice hockey associations in a change that involves a relegation? • How are ice hockey associations affected by external factors associated with a relegation? The results of the study show that ice hockey associations frequently are built in a similar way. During a relegation they see which part of the organization that are necessary and which part they can cut down on. The differences that may exist are by what changes they make depending on the size of the organization and how prepared they are for a relegation. There are share opinions on how external factor such as sponsor and audience affect the ice hockey associations in connection with a relegation. However, they agree that some form of plan must exist. In terms of culture, we could see the biggest differences among the ice hockey associations. One meant that culture is so strong that it does not change, while another ice hockey association took the opportunity to try to change the culture and their values. / Besvikelsen sprider sig i omklädningsrummet, publiken går med tunga steg från arenan och sportchefen sitter med styrelsen och försöker lista ut var allt gick fel. Säsongen är över och ishockeyföreningen står inför den verkligheten att degraderingen är ett faktum. Någonstans i mitten av säsongen hamnade ishockeyföreningen i en negativ spiral och allt gick utför efter det. Spelare, ledare och övrig personal känner sig osäkra över vad som kommer att hända, de är införstådda med att spelare kommer att lämna. Den stora frågan är vad som kommer att hända med den övriga personalen. En degradering innebär framförallt stora ekonomiska förändringar för ishockeyföreningen och budgeten inför kommande säsong minskar drastiskt. Ishockeyföreningens förberedelse och förmåga att hantera förändringar blir avgörande i sammanhanget. Det gör att det blir intressant att undersöka vad en degradering innebär för organisationen och i sådana fall hur den påverkar strukturen och kulturen. Studien har genomförts genom kvalitativa intervjuer med ett urval av de ishockeyföreningar som på senare tid genomgått en degradering, antingen från SHL eller Hockeyallsvenskan.   Syftet med denna studie är att analysera hur ishockeyföreningar kan hantera en degradering vad gäller organisationsstrukturen- och kulturen:  • Hur genomförs förändringar i organisationsstrukturen- och kulturen vid en degradering? •  Finns det en strukturell och kulturell förberedelse hos de olika ishockeyföreningarna vid en förändring som innebär degradering?  • Hur påverkas ishockeyföreningarna av yttre faktorer i samband med en degradering?  Resultaten av studien visar att ishockeyföreningarna ofta är uppbyggda på ett liknande sätt. Vid en degradering ser dem över vilka delar av organisationen som är nödvändiga och vilka de kan skära ned på. Skillnader som kan finnas mellan vilka förändringar de gör kan bero på storleken på organisationen samt hur väl förberedda de är på degraderingen. Det råder delade meningar hur yttre faktorer såsom sponsorer och publik påverkar ishockeyföreningarna i samband med en degradering. Dock är de överens om att någon form av plan måste finnas. Vad gäller kulturen kunde vi se de största skillnaderna bland ishockeyföreningarna. Där en menade på att kulturen är så pass stark att den inte förändras, samtidigt som en annan ishockeyförening tog tillfället i akt att försöka förändra kulturen och deras värderingar.

Diversité et identité nationale en France : pour quels processus d'intégration ? Le cas de Mayotte / Ethnic minorities and national identity in France : for what kind of integration processes ? Mayotte’s case study

L'objectif principal de cette recherche consiste à prouver que le modèle d'intégration de la France est défaillant et rencontre plusieurs limites notables, du point de vue d'une justice ethnoculturelle, qu'il refuse toutefois de voir. Il s'agit, en clair, d'accuser une relégation des identités ethnoculturelles différenciées en France. C'est précisément une mécanique discriminatoire « d'exclusion » qui cible, de manière privilégiée, les segments différenciés de la population française, qui est mise en place par ces mêmes processus d'intégration. Trois dimensions sont nodales au bon fonctionnement, pour ainsi dire, de cette mécanique. La première – ou la dernière – est politique. Il s'agit d'un processus républicain qui fonctionne exactement à l'envers par rapport à ses propres ambitions. C'est dire, la formation d'un citoyen universel, la mise en place d'une égalité citoyenne et politique. La deuxième est sociale. Elle disqualifie et ségrègue socialement et spatialement les éléments différenciés de la population. La troisième est morale. Elle condamne les valeurs culturelles des populations différenciées en stigmatisant précisément ces identités ethnoculturelles de par des processus d'insécurité qui sont consubstantiels à la société. À partir de ce constat, la question élémentaire à une philosophie politique s'appliquant à la diversité ethnoculturelle en France consiste à se demander : 1) comment rompre le cercle vicieux de cette relégation ? 2) comment recréer de nouveaux processus d'intégration et avec quel modèle ? Le fameux 101ᵉ département français, ledit « neuf, sept, sita (six) », offre de nouvelles perspectives d'analyses par rapport à cette double problématique. / The main purpose of this dissertation is actually to prove that the French political integration model is completely failing on its goals. It meets in reality several limits. The French institution policies towards the French minorities could demonstrate this fact. The French model refuses however to see those limits. Our principal aim here is clearly to accuse about what we can call an “ethnic relegation” in France. Roughly speaking, it could be understood as a discriminatory mechanism of exclusion that targets especially some of the French population segments. This mechanism is set up by the French integration processes and seems to focus particularly the ethnic minorities. Three dimensions are really important in this relegation mechanism. The first one is a social problem. It is especially the disqualification and the segregation (socially and spatially speaking) of the French minorities. The second one is about the minorities moral values. It is set up by the social and civil insecurity. The third one is constructed by a political scheme. It means that the French republican processes are working in the wrong way regarding what kind of society they want to build. Hence, the main interrogation of a political philosophy questioning the minority problems and ethnic justice in France is : 1) how to deal with and stop this relegation? 2) how to recreate new integration processes and with what kind of model? The 101st French department, the so-called "neuf, setp, sita (six)", offers new perspectives of analysis concerning this double problem.
