Participação, saúde e envelhecimento : histórias de participação do Conselho Municipal de Saúde de Porto AlegreAndres, Bárbara January 2013 (has links)
O envelhecimento populacional é um fenômeno mundial expressado pelo crescimento acelerado da faixa etária acima dos 60 anos. Manter a autonomia e a independência é fundamental para que os idosos envelheçam ativamente. Assim, o exercício da participação política pelos idosos pode atuar como uma forma de promoção da saúde, visto que favorece a sociabilização e o desenvolvimento de habilidades. Este estudo de abordagem qualitativa, com caráter descritivo e exploratório, teve como objetivo analisar a experiência de participação política de nove idosos participantes do Conselho Municipal de Saúde (CMS) de Porto Alegre e a influência desta no seu processo de envelhecimento e na sua saúde. Utilizou-se de entrevistas temáticas que foram analisadas através da Análise de Conteúdo Temática. Os idosos, cinco homens e quatro mulheres, tinham entre 60 e 79 anos na realização das entrevistas, todos aposentados ou pensionistas e representam os usuários no CMS. A maioria dos entrevistados tem nível de escolaridade acima de oito anos, participam do CMS a menos de cinco e moram com familiares. Os idosos apontaram trajetórias de participação distintas que foram construídas participando de outros espaços, além do CMS. As motivações para participar evidenciaram que os idosos buscam, além de lazer e recreação, estratégias para melhor encarar o envelhecimento, a viuvez, o isolamento social, a aposentadoria e, ainda, ajuda para suas famílias e comunidades. O envelhecimento é encarado por muitos como um período de dificuldades, porém, mostrou-se que se manter em atividade proporcionou uma avaliação mais tranquila ou realista do processo de envelhecer e da saúde. A participação política se revelou um fator protetor para a saúde dos idosos, ao garantir o envolvimento com atividades após a aposentadoria e prazer em desenvolver um trabalho para a comunidade, além de estimular o desenvolvimento cognitivo e o estabelecimento de novas relações sociais. Os gestores e profissionais de saúde são atores importantes para a construção de espaços e atividades criativos que promovam a saúde dos idosos e no incentivo à participação de mais idosos nesses espaços. / Population aging is a global phenomenon expressed by the accelerated growth of the age group above 60 years. Maintain autonomy and independence is essential for the elderly grow old actively. Therefore, the exercise of political participation by the elderly can act as a form of health promotion, since it favors the socialization and development of skills. This qualitative study, descriptive and exploratory, aimed to analyze the experience of political participation of nine elderly participants of the Municipal Health Council (CMS) of Porto Alegre and its influence on their process of aging and their health. Thematic interviews were used and analyzed using Thematic Content Analysis. The elderly, five men and four women, aged between 60 and 79 years in the interviews, all retirees or pensioners and represent the users in CMS. Most respondents have education level above eight years, participate in the CMS under five and live with relatives. The elderly showed distinct trajectories of participation that were built by participating in other spaces, in addition to CMS. The motivations to participate showed that the elderly look for, besides leisure and recreation, strategies to better face the aging, widowhood, retirement, social isolation and, also, to help their families and communities. Aging is seen by many as a period of difficulties, however, it was showed that keeping active provided a more peaceful or realistic evaluation of the process of aging and health. Political participation proved to be a protective factor for the health of the elderly, to ensure involvement with activities after retirement and delight to develop a work for the community, in addition to stimulate cognitive development and the establishment of new social relations. Managers and health professionals are important actors for building creative spaces and activities that promote the health of older people and in encouraging the participation of older people in these spaces. / El envejecimiento de la población es un fenómeno mundial que se expresa con el crecimiento acelerado de la franja de edad situada por encima de los 60 años. Mantener la autonomía y la independencia es fundamental para que los ancianos envejezcan activamente. Así que, el ejercicio de participación política de los ancianos puede actuar como una forma de promover la salud, al favorecer la socialización y el desarrollo de las habilidades. Este estudio de abordaje cualitativa, con carácter descriptivo y exploratorio tuvo como objetivo analizar la experiencia de participación política de nueve ancianos participantes del Consejo Municipal de Salud (CMS) de Porto Alegre y la influencia de esta en su proceso de envejecimiento y en su salud. Se utilizaron entrevistas temáticas que fueron analizadas a través del Análisis del Contenido Temático. Los ancianos, cinco hombres y cuatro mujeres, tenían entre 60 y 79 años durante la realización de las entrevistas, todos jubilados o pensionistas y representaban a los usuarios del CMS. La mayoría de los entrevistados tienen nivel de escolaridad superior a los ocho años, participan del CMS un mínimo de cinco y viven con familiares. Los ancianos apuntaron trayectorias de participación distintas que fueron construidas participando en otros espacios, además del CMS. Las motivaciones para participar evidenciaron que los ancianos buscan, además de ocio y recreación, estrategias para afrontar mejor el envejecimiento, la viudez, el aislamiento social y la jubilación, además de ayuda para sus familias y comunidades. El envejecimiento es afrontado por muchos como un periodo de dificultades, pero se demostró que mantenerse en actividad proporcionó una valoración más tranquila o realista del proceso de envejecer y de la salud. La participación política se reveló como un factor protector para la salud de los ancianos, al garantir un envolvimiento con actividades después de la jubilación y un placer en desenvolver un trabajo para la comunidad, además de estimular el desarrollo cognitivo y el establecimiento de nuevas relaciones sociales. Los gestores y profesionales de la salud son actores importantes para la construcción de espacios y actividades creativos que promueven la salud de los ancianos y el incentivo a la participación de más ancianos en estos espacios.

It examines the comprehension of managers, municipal council counselors, directors of social assistance institutions, social workers and users about the effectiveness of this policy based on the citizen s rights. Its theoretical framework includes the issues of management and democratization and also the actual key elements of the Social Assistance Policy. A qualitative research was done for the documental analysis and the semi-structured interviews. The data revealed the comprehension of the democratization as a means to make viable the access to social rights and to participation. The analysis about the democratization of the management was based on two axis: the effectiveness of the rights and the broadness of the participative process. The rise of the funds made possible the quantitative and qualitative amplification of the social assistance programs and the implementation of the Regional Centers of Social Assistance. The actions of the Municipal Council were highlighted by the exercise of the social control. The democratization was confirmed as a management qualifying component and was incorporated in the practice of the managers and professionals / Este estudo analisa o processo de democratização da Política de Assistência Social em Londrina/PR no período entre os anos 2001 a 2004. Examina as visões de gestores, conselheiros municipais, dirigentes de entidades assistenciais, assistentes sociais e usuários sobre a efetivação desta política pública baseada nos direitos do cidadão. O referencial teórico aborda a gestão e a democratização, bem como as determinações atuais da Política de Assistência Social. Foi utilizada a abordagem qualitativa para a análise da pesquisa documental e das entrevistas semi-estruturadas. Os dados coletados revelaram o entendimento da democratização como viabilização do acesso aos direitos sociais e à participação. A análise sobre a democratização da gestão baseou-se em dois eixos: a efetivação dos direitos e a ampliação dos espaços participativos. O aumento do financiamento possibilitou a ampliação quantitativa e qualitativa de programas socioassistenciais e a implementação dos Centros Regionais de Assistência Social (CRASs). Foi destacada a atuação do Conselho Municipal no exercício do controle social. Previous issue date: 2015-12-15 / Discussions about social participation in public policies construction instances, have become increasingly frequent in the social and political environment in Brazil and the world. Opening social participation initiatives aim to meet a yearning of the people themselves to be able to be integrated into the decision-making process, thus contributing to the construction of public and ensuring that their demands are heard and implemented policies. As well as the management of public policies, by the State, managers of social projects can use the strategy to involve the beneficiaries of these projects in the process of its preparation and execution. Besides the opportunity to influence decision-making personally exposing their priority needs and opining on what policies and actions to take, the participation of beneficiaries can help them to develop autonomy to continue these actions after completion of the projects. The Oswaldo Cruz Foundation has supported initiatives aimed at reducing inequalities and social inequities, and adopting social participation as a tool for empowerment. Among the projects supported by Fiocruz, the Community Communication Agency Manguinhos is a project that aims to involve the beneficiaries in its stages of design and development. In view of this, the objective of this research is to analyze how is the process of social participation in the Community Communication Agency Manguinhos project, supported by Fiocruz. A theoretical survey was conducted on the concept of social participation in the Brazilian context and on the social project management forms to identify the main characteristics of these elements in literature and subsequently carry out an empirical research on social participation in social projects. By analyzing the collected data it was possible to characterize the Oswaldo Cruz Foundation and its relationship with the local communities where it is headquartered, describe the performance of the Social Cooperation Coordinator at Fiocruz and profile of the projects it supported, characterize the design Community Communication Agency of Manguinhos as to its structure and its actors, and finally, analyze the process of stakeholder participation in the Community Communication Agency Manguinhos project. The results revealed that social participation is a differential of this project, which from the time of its formulation, seeks to involve residents of the territory in discussions, decision-making processes and monitoring of the results / Discuss?es a respeito da participa??o social nas inst?ncias de constru??o das pol?ticas p?blicas, t?m se tornado cada vez mais frequentes nos cen?rios social e pol?tico do Brasil e do mundo. Previous issue date: 2013-11-20 / Nenhuma / A presente dissertação de mestrado visa a identificar a inferência do princípio da participação na gestão dos riscos oriundos da manipulação e do uso de organismos vivos ou parte deles, para a produção de bens e serviços. Levará em consideração o conceito contemporâneo de risco, bem como a irreversibilidade dos efeitos na utilização de determinadas biotecnologias, para tratar de aspectos como o enquadramento constitucional pátrio do Direito Ambiental, em especial os princípios da precaução e da equidade inter-geracional. Ao percorrer esta trajetória, analisa-se a maneira por meio da qual o Direito poderia garantir a efetiva participação da sociedade civil na elaboração, no desenvolvimento e na deliberação sobre a biotecnologia, especialmente no âmbito do principal colegiado deliberativo sobre biotecnologia, a Comissão Técnica Nacional de Biossegurança - CTNBio. O presente trabalho também analisa os déficits de participação na formação do referido colegiado, à luz do Estado Democrático Ambiental, que elege a participação da sociedade civil nas políticas de biossegurança como princípio básico, identificando a prevalência do discurso cientificista boundary-maker, que influenciou determinantemente o texto da vigente lei de biossegurança, dividindo as cadeiras da Comissão a partir de três segmentos sociais identificados pelo legislador, a comunidade científica, o governamental e a sociedade civil, hierarquizados nessa sequência, em que se observa o papel menos significativo ao último segmento, cuja escolha foi relegada sem critérios rígidos ao setor governamental. Procura descortinar as contradições desse discurso prevalente transformado em lei que relegou à sociedade civil um papel secundário na tomada de decisões, isto em plena vigência da Constituição Democrática de 1988, estabelecendo problemas estruturais de difícil superação. Por fim, expõe-se o impacto da tentativa de regulamentar a escolha dos integrantes da sociedade civil por parte do setor governamental sobre o déficit de participação e de que forma ela contribui para distanciar a CTNBio do propósito de estabelecer a boa governança biotecnológica, responsiva à sociedade presente e futura, corolário do Estado Democrático Ambiental. A metodologia utilizada é qualitativa e exploratória, com análise bibliográfica e documental. / This dissertation aims to identify the inference of the principle of participation in the management of risks arising from the handling and use of living organisms or parts thereof, for the production of goods and services. It takes in account the modern concept of risk and irreversibility of effects on use of biotechnology to analyze issues such as the brazilian constitutional framework of environment rights, including the principles of them immanent, in particular the precautionary principle and intergenerational equity principle. Going thru this path, intend to analyze the manner by which the law could ensure the effective participation of civil society in the design, development and deliberation on biotechnology, especially within the main brazilian’s deliberation collegiate organ in biotechnology, the Commission National Technical Biosafety - CTNBio. This work also analyzes the deficits of society participation in that collegiate body, according to the paradigm of the Democratic Environmental State, which elects the participation of civil society in political biosecurity as a basic principle. Identify the prevalence of scientistic boundary-maker speech, who decisively influenced the text of the current biosafety law, dividing the chairs of Commission in three social segments identified at the law, the scientific community, the government and civil society, straight to this hierarchical sequence, in which the less significant role was given to the last social segment, whose choice was relegated to the government sector with no rigid criteria. Try to uncover the contradictions of this prevalent discourse tuned into law which relegated a secondary role to the civil society in decision-making, at full force of the brazilian Democratic Constitution of 1988, which also created structural problems hard to overcome. Exposes the impact of the attempt to regulate the choice of members of civil society by the government sector over the deficit of participation and how it contributes to distance ‘ from the purpose of establishing an responsive biotechnological governance, for her present and the future society, corollary of Democratic Environmental State. The methodology is qualitative and exploratory, with bibliographical and documental analysis.

Using Brownfields to Think Green: Investigating Factors that Influence Community Decision-Making and ParticipationStair, Charissa Ruth 01 January 2011 (has links)
Brownfield restoration and remediation is a growing concern across the United States. Brownfields are vacant or abandoned properties with real or perceived contamination. Successfully restoring these properties requires strong stakeholder collaboration, including the local community. The purpose of this study was to explore the complexities of creating a community garden on a residential brownfield site located in a low-income, high-minority neighborhood and to gain a better understanding of how a community based project develops and impacts individuals from the community. Specifically, the study investigated who chose to participate in the project, what motivated individuals to become involved and remain committed, and how individual's understanding of the project's risks and plans changed throughout his/her involvement. The case study followed 17 participants through the first year of the Emerson Street Garden, a brownfield restoration project in the King Neighborhood of northeast Portland, Oregon. Findings showed that individuals were attracted to different styles of outreach materials based on their own personality and preferences. The desire to improve the community was an important motivation for all the participants but personal motivation was not connected to knowledge retention. While the Emerson Working Group was successful at distributing knowledge to all its members, individual's flexibility to new ideas was critical for continued involvement in the working group. In conclusion, the study found that a "one-size-fits-all" method for engaging community members in urban restoration and renewal projects does not exist; however, there are best practices that can be applied to most situations. Implications for practice and further research are discussed.

The contribution of community education towards reducing child abuse : a participatory action research approachMabade, Avhurengwi Samson January 2013 (has links)
Thesis (Ph.D. (Adult Education)) -- University of Limpopo, 2013 / The sexual abuse of children seems to be a worldwide community-based problem. In any attempts to address this problem, community participation is crucial. The study, which was conducted in the Vhembe district of the Limpopo province of South Africa, focused on the factors that contribute to child sexual abuse in this area. The aims of the study were to encourage community participation in the reduction of child sexual abuse and to educate the community on child sexual abuse in order to improve the quality of life of the community members.
The study adopted a participatory action research approach utilising a qualitative technique to collect the data. Interviews were conducted with educators, nurses, social workers, traditional leaders, church leaders, members of the civic organisation, policing staff and the Victim Empowerment Group. A data matrix was used to analyse the data. Community education was found to be the most successful way of addressing child sexual abuse. According to the responses of all target groups, community participation is imperative to reduce the incidence of child sexual abuse. All target groups seemed to be aware of the problem and ready to work together to reduce the prevalence of child sexual abuse.
It is recommended that community education programmes be organised by each particular community to address any community-based problems such as child sexual abuse. Some of the recommendations in this study could help the community to become involved in the fight against child sexual abuse. The research indicated that educational programmes bring about greater change in the behaviour and beliefs of a community if the programmes allow the participants to articulate and examine their personal values and beliefs concerning the sexual abuse of children.
In the study, participants themselves demonstrated strategies to encourage community members to become involved in the reduction of child sexual abuse. The participants developed a positive attitude towards the reduction of child sexual abuse. They appeared to believe in community education programmes and were committed and willing to support such initiatives. By the end of the project, participants were empowered to fight against child sexual abuse

<p>Riksdagen beslutade år 2000 om en nationell handlingsplan för att förbättra tillgängligheten för persoaner med funktionsnedsättning. Hindren skall vara åtgärdade före 2010.</p><p>Syfte. Att studera hur tillgänglighet i offentlig miljö beskrivs i vetenskapliga artiklar och hur det påverkar delaktigheten i socila aktiviteter för personaer med fysisk funktionsnedsättning.</p><p>Metod. Systematisk litteraturstudie av artiklar sökta i fyra olika databaser.</p><p>Resultat. Elva artiklar publicerade 2002-2009 studerades och resultatet visar att tillgänglighet i offentlig miljö har stor betydelse för delaktighet i sociala aktiviteter men också graden av funktionsnedsättning, ålder samt upplevelse av hinder är faktorer som är avgörande.</p><p>Konklusion. Resultatet styrker vikten av att följa den nationella handlingsplanen från 2000 för att öka möjligheten för personer med funktionsnedsättning att leva enligt sina egna önskemål och inte vara tvingade att acceptera hinder i omgivningen.</p> / <p>The Swedish Parliament decided in 2000 on a national plan to improve the accessibility to people with disability. Environmental barriers should be removed prior to 2010.</p><p>Purpose. To investigate how accessibility to public environments is described in scientific articles and how it influences participation in social activities for persons with physical functional limitations.</p><p>Method. Review of scientific articles found in four different databases.</p><p>Results. Eleven scientific articles published 2002-2009 were studied and the result showed that accessibility to public environments is found to be of great importance for participation in social activities. For persons with physical functional limitations, level of disability, age and experience of environmental barrioers are utmost importance.</p><p>Conclusion. The result strengthen the necessity of following the national plan from 2000 and thereby increase the possibilities for persons with disability to live according to their own wishes and not be forced to accept environmental barriers.</p>

Percepción social en la gestión del riesgo de inundación en un área mediterránea (Costa Brava, España)Lara San Martín, Alejandro 11 December 2012 (has links)
This research aims to understand the perception of civil society both organized and unorganized, regarding the problem of floods and their management. This is based on a case study of the following municipalities; Calonge, Torroella de Montgrí and Tossa de Mar. This is achieved through a mixed methodology that combines qualitative and quantitative aspects and applies three complementary techniques of data collection: a) surveys of residents in flood-prone areas; b) interviews with mayors and technical environments within each of the respective municipalities of the study, and c) Focus Groups sessions with civil society representatives previously defined. The main results show that the flood experience is a determinant to know social perception of flood risk and structural measures have great support by local authorities and residents of areas prone to flooding. However, organized civil society prefers to enhance non-structural measures for the protection and management of flood risk. / La presente investigación pretende dar a conocer la percepción de la sociedad civil organizada y no organizada respecto a las inundaciones y su gestión, a partir de un caso de estudio configurado por los municipios de Calonge, Torroella de Montgrí y Tossa de Mar. Para ello se desarrolla una metodología mixta que combina aspectos cualitativos y cuantitativos y se aplican tres técnicas complementarias de recolección de datos: a) encuestas a los residentes de las zonas expuestas a las inundaciones; b) entrevistas a los alcaldes y técnicos de medio ambiente de cada uno de los respectivos municipios de estudio; y c) sesiones de Focus Groups con representantes de la sociedad civil previamente definidos. Los principales resultados establecen que la experiencia con las inundaciones es determinante en la percepción de este riesgo y que las medidas estructurales presentan un gran soporte tanto por parte de las autoridades locales como de los residentes de las zonas expuestas a las inundaciones. Sin embargo, la sociedad civil organizada prefiere potenciar las medidas no estructurales destinadas a la protección y convivencia con el riesgo de inundación.

Riksdagen beslutade år 2000 om en nationell handlingsplan för att förbättra tillgängligheten för persoaner med funktionsnedsättning. Hindren skall vara åtgärdade före 2010. Syfte. Att studera hur tillgänglighet i offentlig miljö beskrivs i vetenskapliga artiklar och hur det påverkar delaktigheten i socila aktiviteter för personaer med fysisk funktionsnedsättning. Metod. Systematisk litteraturstudie av artiklar sökta i fyra olika databaser. Resultat. Elva artiklar publicerade 2002-2009 studerades och resultatet visar att tillgänglighet i offentlig miljö har stor betydelse för delaktighet i sociala aktiviteter men också graden av funktionsnedsättning, ålder samt upplevelse av hinder är faktorer som är avgörande. Konklusion. Resultatet styrker vikten av att följa den nationella handlingsplanen från 2000 för att öka möjligheten för personer med funktionsnedsättning att leva enligt sina egna önskemål och inte vara tvingade att acceptera hinder i omgivningen. / The Swedish Parliament decided in 2000 on a national plan to improve the accessibility to people with disability. Environmental barriers should be removed prior to 2010. Purpose. To investigate how accessibility to public environments is described in scientific articles and how it influences participation in social activities for persons with physical functional limitations. Method. Review of scientific articles found in four different databases. Results. Eleven scientific articles published 2002-2009 were studied and the result showed that accessibility to public environments is found to be of great importance for participation in social activities. For persons with physical functional limitations, level of disability, age and experience of environmental barrioers are utmost importance. Conclusion. The result strengthen the necessity of following the national plan from 2000 and thereby increase the possibilities for persons with disability to live according to their own wishes and not be forced to accept environmental barriers.

Magistro darbe tiriamas žinių apie pozityvų požiūrį į gyvenimą sklaidos žinių vadybos aspektu įgyvendinimas realizuojant klubo, kaip žinių sklaidos formą. Darbe pateikiamas žinių poveikio kriziniuose procesuose jų siekimo pagrindo identifikavimas, žinių vadybos konceptas, pozityvaus požiūrio į gyvenimą samprata. Empirinis tyrimas atspindi klubo narių įsigalinimo proceso analizę, atskleidžia klubo, kaip žinių sklaidos formos specifiką. Teorinės analizės rezultatai apima tris momentus: efektyviai žinių sklaidai būtinas nuolatinis dalyvavimas bei subalansuoto žinių vadybos proceso etapų išpildymo užtikrinimas, o disbalansinių situacijų sprendimui reikalingas žinojimas, sugebėjimas valdyti žinias. Empirinio tyrimo rezultatai atskleidžia grįžtamojo ryšio ir pasitikėjimo žinių vadybos procese svarbą. Taip pat tai, jog dažniausiai naudojama žinių sritis – šeima ir kitų įgalinimas geriausias per saviįgalinimą. / This master‘s final paper research’s the spread of knowledge about positive approach to life in knowledge management aspect realization putting into practice the spread of knowledge form of club. Work includes knowledge influence for crisis situation and knowledge aspiration base identification; knowledge management conception; comprehension of positive approach to life. Empiric analysis reflects the process of becoming able of members of club and reveals the specifics of knowledge spread form – club. The results of theoretical analysis include three moments: continual participation and balanced knowledge management process are necessary for effective spread of knowledge. Also knowing and ability to manage knowledge is necessary for dealing with any disbalance situations. The results of empirical analysis reveals the importance of reversible process and trust in knowledge management process, affirms the fact that the most usable knowledge area is family and the best way to make able others is thru making able yourself.
