Uncertainty and the effects of a pay-as-you-go social security program on economic growthMcCoy, Christopher January 1981 (has links)
This paper examines the implications of a simplified social security program on future wages and interest rates in the context of uncertainty. Individual consumption-savings and portfolio decisions are integrated into stochastic growth models to find how a social security program alters intermediate and long-run equilibrium factor payments. Two forms of uncertainty are used, namely, production uncertainty and labor force participation.
In the first part of this paper recent arguments over how social security affects individual savings are presented and evaluated. Conclusions are made that Feldstein's tax and benefit effects represent the dominant influences on personal savings behavior. A neo-classical growth model is then built, that integrates the two period consumption savings decisions of individuals, and long-run equilibrium wages and interest rates are derived. A social security program is then introduced, causing wages to fall and interest rates to rise. Production uncertainty is then added to the model to find how social security impacts on factor payments via individual consumption and portfolio decisions.
Certain questions regarding a social security program are then examined within the production uncertainty model. They include: determining the optimal amount of social security; examining the implications of a fully funded program; studying the relationship between future labor force participation and private investment; examining if optimal social security varies, depending on the individual's wage income and introducing technological growth to see how it effects optimal savings.
An alternative form of uncertainty, labor force participation, is then substituted into the model to see if the implications of social security differ, depending on the form of uncertainty. The results are similar to those found in the production uncertainty model. In addition, it is shown that social security tends to increase the variance of future stochastic wages. / Ph. D.

The South African Constitution in section 27(1)(c) obligates the state to develop a comprehensive social security system. It affirms the universal right to access to social security, including appropriate social assistance for those unable to support themselves and their dependants. It orders the state to take reasonable legislative and other measures, within its available resources, to achieve the progressive realisation of these
rights.
The underlying normative commitment of social security is the improvement of the quality of life of the population by promoting economic or material equality. Social security ensures that all citizens have a stake in society and that each individual has an incentive to contribute to the development of the commonwealth. It plays a crucial role in the lives of communities and families viewed in the context of social transfers which
provide broader development objectives and tackles income poverty transfers.
The objectives of this study are threefold. Firstly, it examines the extension of social assistance coverage to the indigents in South Africa. Secondly, it looks at the legal mechanisms employed by courts and government in order to improve the social security rights of the poor in South Africa. Thirdly, the research investigates the possible reform
and trends in India and Brazil with the aim of improving South Africa’s system of social security.

The study was conducted to determine the key obstacles to strategy implementation at the Social Security Commission. The objective was to establish various factors that inhibit successful strategy implementation and explore alternative approaches that could be adopted to facilitate effective implementation of strategic decisions.
The data was collected through questionnaires distributed to the personnel of the institution. 34 respondents out of a population of 56 participated in the study. The results showed serious lack of change management practice which could be regarded as the reason why resistance to change from the majority of the personnel is being experienced. Indications are also prevalent from the results obtained that show lack of ownership of the implementation process.
In addition, lack of commitment to achieve positive results, lack of control of the implementation plan, ineffective information sharing methods as well as negative organizational culture are influencing the outcome of the strategy implementation process. / Business Management / M. Text in Afrikaans / Social security is an important instrument of government to reduce the risks of economic
insecurity to indivi~uals and the community. Social security usually consists of social insurance
(for example pensions, unemployment insurance and workmen's compensation) and social
assistance (for example social pensions, disability grants and maintenance grants). In view of
South Africa's low economic growth, high and rising unemployment, widespread poverty, skew
distribution of income and the disintegration of the family, social security requires urgent
attention. This issue is even more pressing during the political transition since most policy
measures and institutions are reconsidered, while pressure on government expenditure increases.
This study commences with a discussion of basic aspects of social security, such as its definition,
the rationale for social security in a market economy, the possible influence on economic
behaviour, targeting, the financing of social security through a payroll tax and general taxation
and the financing of a national pension fund.
One of the sources of information of social security is the experience of other countries in this
regard. The second part, which constitutes the core of the study, involves a comparative study of
social security. After a general discussion on comparative studies, the origin and development of
social security in welfare states (the USA, Britain and the Netherlands) and developing countries
(Chile, Mexico, Guatemala, Cuba and Sri Lanka) are studied. African countries and the
"miracle" countries of the East also receive brief attention. The main emphasis is on equity and
efficiency, and aspects such as affordability, financing, targeting, the extension of coverage, a
negative income tax, traditional social security and specific programmes that could be of
importance to South Africa.
In the last section the origin and development of and the fiscal scope for social security are
discussed. Besides social insurance and assistance, programmes such as in-kind transfers, public
works programmes and tax expenditure receive attention. Aspects of social security such as
poverty alleviation, means testing, take-up rates, administration and corruption are discussed,
while recommendations are made on topics such as a "voluntarily" national pension scheme,
employment creation programmes and food stamps. / Bestaansbeveiliging is 'n belangrike instrument in die hande van die owerheid om die risiko' s van
ekonomiese onsekerheid vir individue en die gemeenskap te verminder. Bestaansbeveiliging
bestaan gewoonlik uit maatskaplike versekering (waaronder pensioene, werkloosheidsversekering
en ongevalleversekering) en maatskaplike bystand (byvoorbeeld maatskaplike pensioene,
ongeskiktheidstoelaes en onderhoudstoelaes). In die lig van Suid-Afrika se lae ekonomiese groei,
hoe en stygende werkloosheid, wydverspreide armoede, skewe verdeling van inkome en
gesinsverbrokkeling, verg bestaansbeveiliging dringende aandag. Die aangeleentheid is des te
dringender gedurende die politieke oorgangsperiode waartydens die meeste beleidsmaatreels en
instellings in heroorweging geneem word en daar voortdurend druk op die owerheid is om meer
van die land se skaars bronne te gebruik.
Ter inleiding word enkele kemaspekte van bestaansbeveiliging bespreek, waaronder die definisie
daarvan, die rasionaal vir bestaansbeveiliging in 'n markekonomie, die moontlike invloed van
bestaansbeveiliging op ekonomiese gedrag, die rol van teikenstelling, die finansiering van
bestaansbeveiliging deur middel van 'n loonstaatbelasting en algemene belastings en die
finansiering van 'n nasionale pensioenfonds.
Een bron van inligting oar bestaansbeveiliging is die ervaring van ander lande op hierdie terrein.
Die tweede gedeelte, wat die kern van die studie is, behels 'n vergelykende studie van
bestaansbeveiliging. Na 'n inleidende bespreking oar vergelykende studies in die algemeen, word
die ontstaan en ontwikkeling van bestaansbeveiliging in welvaartstate (die VSA, Brittanje en
Nederland) en in ontwikkelende lande (Chili, Mexiko, Guatemala, Kuba en Sri Lanka) bestudeer.
Afrikalande en die "mirakel-lande" van die Coste kry oorsigtelik aandag. Die nadruk in die
gedeelte val veral op billikheid en doeltreffendheid en aspekte soos bekostigbaarheid,
finansiering, teikenstelling, uitbreiding van dekking, negatiewe inkomstebelasting, tradisionele
bestaansbeveiliging en programme wat vir Suid-Afrika van betekenis kan wees.
In die laaste gedeelte word die ontstaan en ontwikkeling van en die fiskale ruimte vir
bestaansbeveiliging in Suid-Afrika bespreek. Benewens maatskaplike versekering en bystand, kry
programme soos in natura oordragte, openbare werke-programme (werkskeppingsprogramme) en
belastinguitgawes aandag. Aspekte van bestaansbeveiliging soos armoedeverligting, die
middeletoets, opneemkoerse, administrasie en korrupsie word bespreek en aanbevelings word
onder me er gemaak ten opsigte van 'n "vrywillige" nasionale pensioenskema,

Sa rigidité prétendue est dénoncée comme un frein à l’emploi. En comparaison, le droit de la sécurité sociale attire peu l’attention. Il est pourtant d’une importance considérable. De meilleures relations entre les caisses de sécurité sociale et les entreprises seraient profitables à tous. Les entreprises se mueraient en partenaires des organismes sociaux. Des contrats conclus, pourrait naître une plus grande souplesse, gage de compétitivité. Longtemps repoussée, aujourd’hui inévitable, une refondation du système de protection sociale est envisagée. Le seuil des trois millions de chômeurs a été franchi tandis que les plans sociaux se multiplient. Les réflexions menées par le groupe de travail sur la compétitivité de l’économie française devront être croisées avec celles confiées au Haut conseil pour le financement de la protection sociale. All eyes are on labour law. Its supposed rigidity is denounced as a brake upon employment whereas social security law is paid little attention despite it being of considerable importance. Better relations between social security offices and employers would benefit everyone. Businesses would become partners of varying social organisations. Such agreements could give rise to greater flexibility and competitiveness. A reorganisation of the social security system, although postponed for a long time is now inevitable and is currently being considered. The threshold of three million unemployed has been reached while restructuring plans multiply. The reflections of the working group on the competitiveness of the French economy should be intersected with those entrusted to the High Council for the financing of social security. Proposing scenarios which «pose less risk to work » will determine the sustainability of our social security model.

In this thesis I processed the options of support for women during pregnancy and maternity which could be offered by the legislation of the Czech Republic and also the possibilities which were connected with their accession to the European Union. I also mentioned planned law changes which the new government of the Czech Republic wants to get through in their election period of 2013-2017. The thesis is divided into two parts. The first part, "The Social Security of Women During Pregnancy and Maternity According to Czech Legislation" consists of four chapters: 'The Evolution of Social Security', 'The Social Security and Its Systems', 'The Social Security Within the Sickness Insurance' and 'The Social Security of Women Within the National Social Support'. In these individual chapters there are processed historical context of social security law evolution and then individual institutes serving for securing woman during pregnancy and maternity. The institutes consist of benefits in maternity and equalized contribution within the sickness insurance and also of child benefit, maternity grant and parental allowance within the national social support. Social security for women in pregnancy and maternity and the protection of their rights in the Czech Republic and the EU The objective of this diploma thesis is to describe and analyse the topic of protection and social security of pregnant women and mothers in the Czech Republic and the EU. The reason of such protection lies in the fact that during pregnancy and early maternity women and their families are significantly limited in their possibilities of working, which is connected with a decrease in the family income and a certain difficulty in the social life. The main part of the thesis consists of five chapters. The first chapter concerns the family policy, which is a state policy branch that focuses on the support of a family, family life and other related institutes and activities, e. g. marriage, motivation of employers to employ pregnant women and mothers or parents, support of institutions that provide care and education to small children etc. The section dedicated to the social security funding explains possible resources and methods of financing the social protection used within contemporary developed political and economic systems. Previous issue date: 2010-05-17 / Many discussions are held about the statute of limitations on the collection of social security contributions when it is executed in the sphere of the Labor Courts. Often, based on the argument that the Social Protection System itself should be safeguarded, the juridical safety is relegated to second place. As this paper will show, said issue creates more unsafety to all citizens to the extent that the end is overestimated to the detriment of the means created with mechanisms of checks and balances to allow previous knowledge of the rules that will govern the social relations. Especially within the context of the Tax Law, the guidelines laid down by the Constituent Power must be carefully followed otherwise we may turn our legal system into a make-believe legal system. The purpose of this study lies in identifying the rules in the Constitution and in the ordinary law that govern the principle of the statute of limitations and further, if such rules change where such contributions are executed in the context of labor claims. To this end, an in-depth analysis is required. We intend to understand the constitutional limitation of the State itself when confronted with the limitations imposed by the Constituent Power. The pertinent legislation will be searched for the proper juridical vehicles able to introduce rules for the statute of limitations on the social security contributions, and any affront to said instructions by the lawmaker, should any unconstitutional law have been created on the pretext of protecting the collection of such contributions to finance the Social Security. At the end, the conclusion will demonstrate how the statute of limitations on social security contributions should be applied even where they are executed by the Labor Courts and indicate if the Brazilian lawmaker is alert to said fact / São grandes os debates em torno da aplicação da decadência tributária sobre as contribuições previdenciárias quando executadas no âmbito da Justiça do Trabalho. Muitas vezes, com base no argumento de resguardar o próprio Sistema de Proteção Social, a segurança jurídica é posta em segundo plano. Como se poderá observar neste trabalho, o referido problema acaba por criar mais insegurança a todos os cidadãos, à medida que os fins são superestimados em detrimento dos meios criados com mecanismos de freios e contrapesos, no sentido de permitir o conhecimento prévio das regras que irão reger as relações sociais. Especialmente no âmbito do Direito Tributário, deve-se maior respeito às diretrizes estabelecidas pelo Poder Constituinte, sob pena de transformarmos nosso ordenamento jurídico em mero sistema jurídico de fachada. Neste estudo, objetiva-se identificar quais são os princípios e as regras constitucionais e infraconstitucionais que regulam o instituto da decadência das contribuições previdenciárias, verificando, ainda, se há alterações das regras quando da execução das referidas contribuições no bojo de ação trabalhista. E, para tanto, será necessária uma análise minuciosa de diversas normas jurídicas. Busca-se compreender as limitações constitucionais do próprio Estado quando confrontado com as limitações impostas pelo Poder Constituinte. Pesquisar-se-á na legislação pertinente quais são os veículos jurídicos que têm a capacidade de introduzir normas relativas à decadência das contribuições previdenciárias, bem como se houve por parte do legislador infraconstitucional a afronta de tais orientações por meio da criação de leis inconstitucionais, a pretexto da proteção da arrecadação destinada ao Custeio da Previdência Social. No final, será apresentada a conclusão do estudo, demonstrando como deve ser realizada a aplicação da decadência das contribuições previdenciárias, mesmo quando executadas pela Justiça do Trabalho, e se o legislador brasileiro está atento a tal fato

O presente trabalho tem por intuito analisar o contexto de proteção social em que estão inseridos os trabalhadores brasileiros que emigraram ao Japão no passado e ainda permanecem naquele país ou que tenham retornado ao Brasil, comparando-se os sistemas de seguridade social japonês e brasileiro. A comparação em questão visa expor as medidas colocadas em prática não apenas para eliminar a dupla tributação, mas também para garantir os direitos sociais desses trabalhadores migrantes por meio da aplicação do Acordo Previdenciário Brasil-Japão. O resultado desta pesquisa pretende, por fim, contribuir para o conhecimento dos pesquisadores brasileiros de Direito sobre o tema e, oportunamente, proporcionar reflexões sobre as questões eventualmente suscitadas. / This study aims at analyzing the social protection context in which participate the Brazilian migrant workers who migrated to Japan and there are settled down or are back to Brazil, by comparing the Japanese and the Brazilian social security systems. This comparison is driven to introduce the measures which have been taken, not only for the purposes of avoiding double taxation, but also to ensure the social rights of these migrant workers, by means of applying the Brazil-Japan Social Security Agreement. Finally, the results of this research intend to contribute to the knowledge of the Brazilian legal researchers on this subject and, timely, to yield considerations on the possibly arisen issues.
