Democratic Vanguardism: Modernity, Intervention and the making of the Bush DoctrineHarland, Michael Ian January 2013 (has links)
The terrorist attacks of September 11, 2001 transformed the way in which Americans and their leaders viewed the world. The tragic events of that day helped give rise to a foreign policy strategy commonly referred to as the “Bush Doctrine.” At the heart of this doctrine lay a series of propositions about the need to foster liberal democracy as the antidote to terrorism. President George W. Bush proclaimed in a variety of addresses that democracy now represented the “single surviving model” of political life to which all people aspired. In the course of making this argument, President Bush seemed to relate his policies to an overarching “teleology” of progress. This discourse implied that the United States might use force to hasten the emergence of liberal norms and institutions in selected states. With a sense of irony, some commentators soon referred to the Bush administration’s position as “Leninist” because of its determination to bring about the so-called “end of history” today. Yet, surprisingly, these critics had little more to add. This thesis is an attempt to assess in greater depth the Bush administration’s claim to comprehend historical eschatology. Developing a concept termed “democratic vanguardism,” this study investigates the idea of liberal modernity, the role of the United States as a force for democracy, and the implications of using military intervention in the service of idealistic ends. It examines disputes among political theorists, public intellectuals and elected statesmen which help to enrich our understanding of the United States’ efforts under President Bush at bending history to its will.

The current mainstream classroom presents several challenges for teachers and principals.
Leaner diversity is seen as one of these challenges that teachers face. The Education White Paper 6 (South-Africa, 1996) recognizes all learner diversities, yet gifted-education is given minimal attention.
The purpose of this qualitative research is to create a clear picture about the perspectives of high-school teachers, principals and parents of academically-gifted learners. This study seeks to identify the participants’ views about the education of academically-gifted learners and identify possibly gaps in ways of how academically-gifted learners can be supported
productively.
The research found that there is currently a lack of adequate educational support to
academically-gifted learners. Research shows that there is a gap between official
educational policies and the classroom situation. Participants in the study admit that
academically-gifted learners are not effectively included in the mainstream classroom.
Participants believe that the lack of a national definition of academic-giftedness, the deficit to
appropriate training for teachers and the views of inclusive education puts strain on the
education of these learners.
Secondary school teachers and principals believe that the successful implementation of a
policy an appropriate education of academically-gifted learners can only be accomplished if
there is cooperation between all interested parties. Participants believe that both the parent
and the teachers of academically-gifted learners should work together to form a support
network for these learners.
The findings of the research confirm the need for appropriate productive education and

Evaluating the implementation of the Hyogo framework for action in the Kabokweni location : views from the frontline perspective / Prudence P. DlaminiDlamini, Phiwinhlanhla Prudence January 2010 (has links)
Although disaster risk reduction is still not considered a priority by many countries and organisations, there is significant progress made towards the reduction of disaster risk. The experience of the International Decade for Natural Disaster Reduction (IDNDR, 1990–1999) prompted a major conceptual shift from disaster response to disaster reduction underscoring the crucial role of human action (UNISDR, 2001:03). This circumstance led to the adoption of an International Strategy for Disaster Risk Reduction (ISDR) in 1999 by the participants of the IDNDR Programme Forum. The adoption gave emphasis to the importance of a global strategy that encourages and facilitates concerted action to reduce risk and vulnerability to natural and related technological and environmental hazards. This research then focuses on the disaster risk reduction phenomenon and major or international initiatives and forums aimed at improving or raising the disaster risk reduction profile. It also focuses on disaster risk management in the South African context.
In recent years, disaster risk reduction has grown in importance on the international agenda. This followed the prevalence of natural hazards such as floods, drought, earthquakes, tsunamis, as well as epidemics, which have had an increasing impact on humans, due to population growth, urbanization, rising poverty and the onset of global environmental changes. Aspects of environmental change include climate change, land degradation and deforestation. Practitioners and researchers widely acknowledge that poor planning, poverty and a range of other underlying factors create conditions of vulnerability that result in insufficient capacity or measures to reduce hazards‘ potentially negative consequences (IISD/UN/ISDR, 2007:01). It is in this light that in 2005 many governments around the world committed themselves to take action to reduce disaster risk, and thereby adopted a guiding document to reduce vulnerabilities to natural hazards, called the Hyogo Framework for Action (HFA).
The HFA was adopted in January 2005 at the World Conference on Disaster Reduction, in Kobe Hyogo, Japan by 168 States. The aim of the HFA is to assist the efforts of nations and communities to become more resilient to, and cope better, with the hazards that threaten their development gains with the overriding goal of achieving a substantial reduction in global disaster risk. It also emphasizes that disaster risk reduction is a central issue for development policies, in addition to being of interest to various science, humanitarian and environmental fields. To help attain the expected outcome, the HFA identified five specific priorities for action (PFAs) which are: (i) making disaster risk reduction a priority; (ii) improving risk information and early warning; (iii) building a culture of safety and resilience; (iv) reducing the risks in key sectors; and (v) strengthening preparedness for response.
The Global Network of Civil Society Organisation for Disaster Risk Reduction (GNDR) which was launched in 2007 in Geneva, is a major international network of civil society organisations working to influence and implement disaster risk reduction policies and practice around the world. The major programme of the global network is to collect perspective for the local level as to how the HFA is progressing. The Views from the Frontline (VFL) is the first independent assessment project undertaken towards the implementation of the HFA at the local level and is led by the Global Network. The aim of this project is to measure the gap between policy formulation at international level with the realities of policy execution at local level and to deepen the communication and coordination between different stakeholders on disaster risk reduction by involving government organisation and communities at the local level. The VFL perspective is that nationally formulated policies are not generating widespread systematic changes in local practices. There is a concern that the current approach is top–down and engages minimally with affected communities and fails to address their needs and capacities (GNDR, 2008:01).
The main objective of this research was to provide an overview of progress made in the implementation of the HFA at local level particularly in the Kabokweni Location. The approach adopted in this study is called 'the Views from the Frontline', and explores the extent of the actual progress made toward the implementation and impact of the HFA priorities at local level, namely the Kabokweni community in the Mbombela Local Municipality (MLM) situated in the Mpumalanga Province of South Africa. / Thesis (M. Learning from nature-based Indigenous knowledge: a trail to understanding elders' wisdomMcBee, Gabriela 13 August 2013 (has links)
Fostering collaboration among people of diverse ethnicities is vital to improving our relationships with Nature and with each other. All knowledges known to humans have their limits, including Western scientific knowledge. This study argues that Indigenous elders have a wealth of nature-based wisdom which is urgently needed. The Thirteen International Indigenous Grandmothers have been sharing their wisdom with the world and meeting them inspired this work. Two Grandmothers, one Mazatec and member of the Thirteen Grandmothers who follows in the healing tradition of curandera María Sabina, the other Taíno (Caribbean Arawak), and several members of their families in Mexico and in Cuba kindly agreed to be research participants so that I could bring attention to their gifts and share with the world. Embodying their ancient wisdom they do not see themselves as separate from Nature but as integral part of her. Their relationships to all beings, humans, animals, plants, minerals, and spiritual entities, are imbued with love and care. They can be role models for people who have forgotten the most basic premise of respect, reciprocity, responsibility, and empathy for all our relations.
The methodologies underlying this investigation are Indigenous. I used strategies of inquiry such as storytelling, participant observation, and reflexive self study. Relationality and accountability are its pillars. Being of European descent, doing research with Indigenous elders required great vigilance on my part. I had to challenge my own conventional Western views and question the truths I am surrounded with to gain an understanding of my research participants’ worldview. Even with the best of intentions all I could hope for was an approximation.
As I immersed myself into the worlds of my participants the great significance of plants as part of their physical, emotional, and spiritual wellbeing became evident. Maize, tobacco, and the plant teachers cohoba and psilocybe mushrooms were, and for the most part still are, essential and closely knit into their cultural fabric. Coming from a background where the written word is placed high above the spoken one, and Nature is seen as separate to us, it is important to acknowledge that much rich understanding of the world is beyond pen and paper, even beyond words. / Graduate / 0727 / gabriela@uvic.ca

La relation mère-enfant est une variable déterminante de l’adaptation de l’enfant exposé à la violence conjugale. Toutefois, les rares études qui analysent simultanément le point de vue de la mère et celui de l’enfant au sujet de la qualité de leur relation révèlent peu de
liens entre eux. La présente étude vise à identifier les variables associées à l’écart dans l’évaluation que la mère et l’enfant victimes de violence conjugale font de la qualité de leur relation. Au total, 117 mères victimes de violence conjugale et leur enfant âgé entre 8 et 12 ans ont participé à l’étude. Conformément aux hypothèses, plusieurs variables déjà liées à la qualité de la relation mère-enfant en contexte de violence conjugale sont associées aux différences de points de vue. C’est le cas pour les troubles extériorisés de
l’enfant, son degré de parentification, la détresse de la mère et les troubles intériorisés de l’enfant. En revanche, l’intensité de la violence conjugale, la présence d’abus physique et le sexe de l’enfant ne prédisent pas de manière significative les écarts de point de vue
entre la mère et l’enfant. La discussion montre l’intérêt de prendre en compte non
seulement le point de vue de la mère et celui de l’enfant à propos de leur relation mais également leurs écarts de point de vue et les facteurs qui y contribuent. / The mother-child relationship is a determinant factor that predicts the adaptation of children exposed to domestic violence. The few studies who consider both mother and child perceptions of the mother-child relationship quality find little similarity between them. The current study identifies the variables associated to different perceptions between mothers and children exposed to domestic violence while evaluating the motherchild relationship. The research was conducted with 117 abused women and their children aged 8 to 12. In accordance to the hypothesis, many variables that are already linked to the mother-child relationship’s quality in a context of domestic violence are associated to
differences in points of views. It’s the case for the externalized problems of the child, his parentification degree, the mother’s distress and the internalized problems of the child. On the other hand, the domestic violence’s intensity, the physical abuse and the child’s
sex do not significantly predict the difference in points of views between the mother and the child. The discussion underlines the importance of evaluating the mother’s and the child’s perceptions as well as the differences between them and the contributing factors.

The present work examines the literary criticism expressed by Isabella Teotochi Albrizzi in several of her unpublished letters. / The first part outlines the cultural and historical tradition of Venice during the Eighteenth Century. Particular attention is subsequently given to the intellectual role of women, their contribution to the literary salons of the time, and the neoclassical tradition. This first part is essential in that it supplies a valuable context to Isabella Teotochi Albrizzi's writings. / In the second part, I examine Isabella Teotochi Albrizzi's literary criticism of major European authors and works. Through these criticisms she exposes her misvision of the literary world to which she aspired, and reveals that although she was influenced by the subtle preromantic tendencies, she remained faithful to the neoclassical school.

Marching into history : from the early novels of Joseph Roth to Radetzkymarsch and Die KapuzinergruftTonkin, Kati January 2005 (has links)
This thesis takes as its starting point the consensus among scholars and interpreters of Joseph Roth’s work that his writing can be divided into two periods: an early “socialist” phase and a later “monarchist” phase. In opposition to this view, a reading of Roth’s novels is put forward in which his desire to make sense of post-Habsburg Central Europe provides the underlying logic, thus reconciling his early novels with Radetzkymarsch and Die Kapuzinergruft. The first chapter addresses the common contention that the transformation in Roth’s work is the result of a deep identity crisis. An alternative reading of the relevance of Roth’s identity to his work is offered: namely, that Roth’s conviction that identity is multivalent explains his rejection of both nationalism and other “solutions” to the problems of post-war Europe, a sentiment that finds expression in his early novels. The interpretation of these novels, which represent Roth’s early attempts to give literary form to contemporary reality, is the focus of the second chapter of the thesis. In the third chapter Radetzkymarsch is analyzed as a historical novel in the terms first proposed by Georg Lukács, as a novel which facilitates the understanding of the present through the portrayal of the past. Paradoxically, it is the historical form that most effectively captures and illuminates the complex reality of Roth’s contemporary times. The fourth and final chapter demonstrates that Die Kapuzinergruft is not simply an inferior sequel to Radetzkymarsch, a nostalgic evocation of an idealized lost Habsburg world and condemnation of the 1930s present, but rather continues the dialogue between past and present begun in Radetzkymarsch. In this novel, written before and in the immediate aftermath of the Anschluß of Austria to Nazi Germany, it is not Roth but his narrator who takes flight from reality, behaviour that Roth condemns as leading to the repetition of mistakes from the past and the failure to prevent the ultimate political catastrophe.
