В данной работе проведено исследование по совершенствованию системы нормирования расхода топлива на основе конкретизации и установления закономерностей изменения его расхода под влиянием природно-климатических условий округов Свердловской области. / In this paper, a study was conducted to improve the system of fuel consumption rationing based on concretization and establishing patterns of changes in its consumption under the influence of the natural and climatic conditions of the districts of the Sverdlovsk region.

The article analyzes the state of the administrative law institute of public procurement at the present stage, reflects the main problems, focuses on the need to introduce complex contract schemes, presents modern theories and approaches to the modernization of public procurement mechanisms on electronic platforms. In order to improve the institutional and legal regulation in the field of public procurement, new formal institutions are constantly being introduced. Some violation of the legal framework and unstable and chaotic legal framework create the ground for corruption and “control for the sake of control”. The main theory in the field of public procurement is the theory of efficiency which is a political and managerial task for practitioners in the field of public procurement. The legal and regulatory framework governing public procurement should be clear and understandable, promote fairness and eliminate all forms of discrimination and favouritism.The use of an integrated information system to centralize information on public procurement should be recognized as objectively correct and the only correct one. The main problems of electronic trading platforms are: the unclear rental business model; the emergence in procurement of financial relations that are outside the credit and banking regulation; a negative impact on the development of the contract system and corporate procurement, procedural control; etc. Failures of institutional regulation of procurement procedures significantly affect their effectiveness and form a negative public opinion in relation to public procurement. Thus, an effective institutional structure in the field of public procurement on electronic platforms is formed quite slowly, due to the lack of legal entities and government agencies associated with public procurement, appropriate incentives. Fundamental changes in the sphere of public procurement should also contribute to the creation of positive motivation for state and municipal customers. Such promotions should provide the material interest of state customers in budget. / Выпускная квалификационная работа на тему «Административно-правовой институт государственных закупок на электронных площадках: проблемы функционирования и развития» содержит введение, 3 главы, 6 параграфов, включающие 5 рисунков, 2 таблицы, заключение и библиографический список. В первой главе «Теоретические основы и исторические предпосылки формирования административно-правового института государственных закупок на электронных площадках» представлена теоретическая база, содержащая понятия и характеристики развития сферы государственных закупок. Во второй главе «Правовое обеспечение административно-правового института государственных закупок на электронных площадках» представлена законодательная основа формирования сферы государственных закупок на электронных площадках, как особенная обеспечивающая деятельность органов государственного управления. В третьей главе «Исследование процесса государственных закупок на электронных площадках» показаны проблемы функционирования административно-правового института государственных закупок. Проведен экспертный опрос как инструмент, позволяющий выявить проблемы в сфере реализации государственных закупок на электронных площадках.

Вопросы энергосбережения и повышения энергоэффективности являются одними из основных приоритетов государственной политики в деятельности органов исполнительной власти, как на федеральном, так и на региональном уровнях, т. к. Россия все еще принадлежит к группе стран с очень высокой энергоёмкостью ВВП. Цель диссертационного исследования заключается в разработке практических рекомендаций по повышению эффективности использования топливно-энергетических ресурсов в условиях реализации региональной политики энергосбережения. В работе рассмотрен топливно-энергетический комплекс Свердловской области, дана его характеристика и описаны его особенности. Проведен анализ использования энергоресурсов в различных сферах региональной экономики: рассмотрены энергоёмкость валового регионального продукта, объемы финансирования энергосберегающих мероприятий, удельные расходы топливно-энергетических ресурсов. Предложен проект по переводу автопарка транспортной компании с бензинового топлива на газомоторное с целью снижения потребления энергетических ресурсов и вредного воздействия на окружающую среду. Проведена оценка экономического и экологического эффектов реализации проекта. / Issues of energy conservation and energy efficiency are one of the main priorities of state policy in the activities of executive bodies, both at the federal and regional levels, since Russia still belongs to the group of countries with very high energy intensity of GDP. The purpose of the dissertation research is to develop practical recommendations to improve the efficiency of the use of fuel and energy resources in the context of the implementation of the regional energy conservation policy. The work considers the fuel and energy complex of the Sverdlovsk region, gives its characteristics and describes its features. The analysis of the use of energy resources in various areas of the regional economy is carried out: the energy intensity of the gross regional product, the volumes of financing energy-saving measures, the specific costs of fuel and energy resources are considered. A project is proposed to transfer the fleet of a transport company from gasoline to gas engine fuel in order to reduce the consumption of energy resources and harmful effects on the environment. An assessment of the economic and environmental effects of the project is presented.

В диссертации рассмотрена проблематика государственного финансового контроля в России, обоснована роль и место внешнего муниципального финансового контроля в системе государственного контроля. В процессе исследования проведён анализ деятельности Счётной палаты г. Екатеринбурга и выявлены основные недостатки работы контрольно-счетных органов. В частности, выявлено, что численность сотрудников Счетной палаты г.Екатеринбурга в два раза ниже нормативных значений, в результате чего проверкой охватывается не более 5% всех доходов и расходов муниципалитета. К другим немаловажным проблемам относятся отсутствие автоматизации процессов контрольной и экспертно-аналитической деятельности контрольно-счетных органов, при составлении отчетов в результате контрольных мероприятий используется неинформативная классификации финансовых нарушений и ошибок. В результате исследования разработана авторская методика оценки эффективности деятельности муниципальных контрольно-счетных органов, позволяющая учесть недочеты существующих методик. / The dissertation examines the problems of state financial control in Russia, substantiates the role and place of external municipal financial control in the system of state control. In the course of the study, an analysis of the activities of the Accounts Chamber of the city of Yekaterinburg was carried out and the main shortcomings of the work of the control and accounting authorities were identified. In particular, it was revealed that the number of employees of the Accounts Chamber of Yekaterinburg is two times lower than the normative values, as a result of which the audit covers no more than 5% of all income and expenses of the municipality. Other important problems include the lack of automation of the processes of control and expert-analytical activity of control and accounting bodies; when compiling reports as a result of control measures, an uninformative classification of financial irregularities and errors is used. As a result of the study, the authors developed a methodology for assessing the effectiveness of the activities of municipal control and accounting bodies, which allows taking into account the shortcomings of existing methods.

The aim of the master's thesis is to develop theoretical and practical methods for increasing the efficiency of the enterprise’s vehicles and ensuring the development of the quality of operation of the operational service. The practical significance of the work lies in the application of methods and calculations to improve the efficiency of the operational and maintenance services of the enterprise LLC “Jasmine”. The introduction of the results of work at the enterprise will increase the efficiency of the use of rolling stock due to its rational use, as well as reduce material costs for transportation. In the master's thesis, an analysis was made of the activity of the enterprise, the possibility of using a tractor- transport unit in the construction of roads was considered, the construction of a transport bogies for semi trailers was proposed, and the maneuverability indicators of a motor train were determined. / Целью магистерской диссертации является разработка теоретических и практических методов повышения эффективности работы транспортных средств предприятия и обеспечение развития качества работы эксплуатационной службы. Практическое значение работы заключается в применении методик и расчетов для повышения эффективности работы эксплуатационной и обслуживающей службы предприятия ООО «Жасмин». Внедрение результатов работы на предприятии позволит повысить эффективность использования подвижного состава за счет рационального его использования, а также снизить материальные затраты на транспортные работы. В магистерской диссертации проведен анализ деятельности предприятия, рассмотрена возможность применения тракторно-транспортного агрегата при строительстве автомобильных дорог, предложена конструкция подкатной тележки для полуприцепа, а также определены показатели маневренности автотракторного поезда.

Магистерская диссертация состоит из введения, трех глав, заключения, списка литературы и приложения. В работе рассмотрены теоретические основы, отечественный опыт строящихся спортивных комплексов, новые направления концепций оздоровительных комплексов. Проанализирован район и микрорайон расположения планируемого физкультурно-оздоровительного комплекса. Определен источник финансирования, сформирован бюджет проекта, рассчитаны показатели экономической эффективности проекта. В заключении сформулированы основные выводы и обобщены результаты исследования. / The master's thesis consists of an introduction, three chapters, conclusion, list of references and Appendix. The article discusses the theoretical foundations, domestic experience in the construction of sports complexes, as well as new directions for the development of concepts of health complexes. The district and microdistrict of the planned sports and recreation complex are analyzed. The source of funding was determined, the project budget was formed, and the project's economic efficiency indicators were calculated. In conclusion, the main conclusions are formulated and the results of the study are summarized.

Структура магистерской диссертации включает в себя введение, три главы, заключение, список использованной литературы, приложения. В работе рассматриваются культовые объекты в качестве бренда территории, а также изучение степени влияния гражданской активности горожан на градостроительные решения. Выявлены социально – экономические проблемы развития выбранной территории, отличающиеся для города миллионника острым дефицитом свободных для строительства земельных участков и необходимости включения механизма редевелопмента. На основе анализа вариантов развития территории предложен девелоперский проект, включающий в себя храм, отличающийся грамотным расположением, что повышает комфортность проживания жителей города. Рассмотрен анализ окружения, варианты размещения. Приводится оценка эффективности проекта по строительству храма, формируется социальная нацеленность проекта, включающая в себя ряд социальных эффектов, а также затронут вопрос самоокупаемости текущей деятельности объекта как некоммерческой организации. Based on the analysis of the options for the development of the territory, a development project has been proposed, which includes a temple, which is distinguished by a competent location, which increases the comfort of living for residents of the city. The analysis of the environment, placement options are considered. An assessment of the effectiveness of the project for the construction of the temple is given, the social orientation of the project is formed, which includes a number of social effects, and the question of the self-sufficiency of the current activity of the object as a non-profit organization is raised. In the conclusion, the main conclusions are formulated and the results of the study are summarized.

Влияние институциональной среды на эффективность российских публичных акционерных компаний. Целью исследования является определение влияния факторов институциональной среды на эффективность российских публичных акционерных компаний. Предмет исследования - институциональная среда российской экономики. Объект исследования - компании, включенные в индекс Московской Биржи. В работе изучена научная и теоретическая литература по вопросам роли институциональной среды в развитии экономики и общества, проанализировано развитие российской институциональной среды и происхождение собственности в исторической ретроспективе, проанализировано влияние государственного участия и прочих факторов на эффективность зарубежных и российских компаний, разработана эмпирическая модель оценки влияния факторов на эффективность компаний и сформулированы рекомендации по итогам проведённого эмпирического и теоретического исследования. По итогам исследования были сделаны выводы о том, что наиболее значимыми переменными собственности в объяснении эффективности котируемых компаний являются бинарная переменная государственно-олигархического происхождения собственности, а также доля акций в свободном обращении. Также был сделан вывод о том, что абсолютные и ранговые значения доли государства и концентрации собственности оказывают незначительное влияние на зависимые переменные. / The impact of the institutional environment on the efficiency of Russian public joint-stock companies. The aim of the study is to determine the impact of institutional environment factors on the efficiency of Russian public joint-stock companies. The subject of the study is the institutional environment of the Russian economy. The object of the study is companies included in the index of the Moscow Exchange. This paper studied the scientific and theoretical literature on the role of institutional environment in the development of economy and society, analysed the development of the Russian institutional environment and the origin of ownership in historical perspective, analyzes the impact of government participation and other factors on the efficiency of foreign and Russian companies, developed an empirical model of the impact factors on the performance of companies and make recommendations on the results of empirical and theoretical research.

Экспорт образовательных программ высших учебных заведений как одно из направлений диверсификации экономики государства имеет стратегическое значение для РФ, что подтверждается включением одноименной программы в состав национального проекта «Образование». Кроме того, развитие международных связей на уровне подготовки молодежи призвано также обеспечить распространение русской культуры за пределы границ РФ, а также выстроить международную культурную, социальную и бизнес коммуникацию между странами-участниками образовательного процесса. Работа содержит следующие положения научной новизны: предложена методика консолидированной качественной оценки эффекта от экспорта образовательных программ, позволяющая получить более точное оценочное суждение об уровне эффекта от реализации международных образовательных услуг; развита методика оценки эффективности экспорта образовательных программ, что позволит получать объективные адаптированное к специфике деятельности конкретного университета данные, а также сформировать информационную основу реализации административных процедур по управлению вузовскими международными отношениями; разработано положение о Китайско-Российском институте УрФУ, что позволит регламентировать деятельность основного структурного подразделения УрФУ, ответственного за реализацию совместных образовательных программ с университетами КНР. / The export of educational programs of higher educational institutions as one of the directions of diversification of the state economy is of strategic importance for the Russian Federation, which is confirmed by the inclusion of the program of the same name in the national project "Education". In addition, the development of international relations at the level of youth training is also intended to ensure the spread of Russian culture beyond the borders of the Russian Federation, as well as to build international cultural, social and business communication between the countries participating in the educational process. The work contains the following provisions of scientific novelty: a methodology for a consolidated qualitative assessment of the effect of the export of educational programs is proposed, which makes it possible to obtain a more accurate value judgment about the level of effect from the implementation of international educational services; a methodology for assessing the effectiveness of the export of educational programs has been developed, which will allow obtaining objective data adapted to the specifics of the activities of a particular university, as well as form an information basis for the implementation of administrative procedures for managing university international relations; a regulation on the Chinese-Russian Institute of UrFU has been developed, which will allow regulating the activities of the main structural unit of UrFU, responsible for the implementation of joint educational programs with the universities of the PRC.
