Statens strategiska beslutsfattning, hur kan vi förstå dess rationalitet?Lindberg, Peter January 2022 (has links)
Denna teorikonsumerande och kvalitativa fallstudie har med hjälp av Allisons och Westbergs teoretiska ramverk analyserat FB20, syftande till en ökad teoretiska förståelsen kring strategisk beslutsfattning och dess rationalitet. Resultatet visar att rationalitet i FB20 kan förstås med både objektiv och avgränsad rationalitet. Den objektiva rationaliteten kan förstås hur statens valda säkerhetsstrategi där militära samarbeten och avtal används för att uppnå nationella säkerhetsmålsättningar i relation till hotbild och resurser. Här kan avgränsade rationellt organisatoriska värderingar överväga objektiva militära produktionsrationella skäl, vilket delvis kan förstås utifrån hur staten styr det militära maktmedlet. Den avgränsade rationaliteten ses i hur förhandlingar och organisatoriska värderingar framträder genom FB20. Resultaten visar att enbart objektiv rationella överväganden inte ensamt kan förstå FB20, utan andra avgränsade – subjektiva överväganden får en påverkan på FB20. Detta kan även förstås med satisifieringsteorier. Westbergs inre påverkansfaktorer breddar det teoretiska perspektiven av rationalitet. Sammantaget ger undersökningens teoretiska ramverk ökad teoretisk kunskap kring statens strategiska beslutsfattning, vad som formar beslutets handlingsutrymme utifrån rationalitet baserat på den strategiska kontextens påverkan.

The work of Jens Jensen at the James A. Allison EstateDodson, Kenneth R. January 1998 (has links)
This study has determined the historical significance of the James A. Allison Estate as a designed historic landscape and suggested possible guidelines for future development at the site by the current owners, Marian College. Historical evidence indicated that the James A. Allison Estate was designed by noted landscape architect Jens Jensen of Chicago. This was proven through the identification of definable design elements utilized by Jensen in his design work. These included: reliance on native plants, manipulation of space, light and shadow, architectural features (pergolas and bridges), water features, a meadow, and a player's green and formal gardens. National Register Bulletin #18 was then used to determine that the James A. Allison estate could be classified as a designed historic landscape. Suggestions for the future treatment of the site, including guidelines for development, were then created. / Department of Landscape Architecture

Jane G, first appeared as a series in Solidarity, the mouthpiece of the Cape Action League. The series was read by activists in community, student, youth and worker organisations. At the request of readers, the Cape Action League decided to publish the series as a booklet. The book is written in easy English in order for it to be used by workers and their allies as an instrument for active struggle against all forms of oppression and exploitation. The story of Jane G has its roots in the daily experiences of an ordinary black working mother living in South Africa/Azania. She is the mother you meet at the bus stop, meet in the taxi, talk to at the corner shop or prayer meeting. In this series, Jane G’s struggle is typical of the millions of workers suffering a similar fate in our country. Jane speaks of the hardship she faces under the exploitative cycle of earning low wages and paying high rents. The burden of working long hours and paying high prices for basic food in order to look after her family. She finds relief by joining the Clothing Workers’ Union which organises workers at the Rex-Tex factory where she works.

This thesis addresses the driving forces behind the Swedish state’s procurement of Helicopters 14 and 16 and the decommissioning of Helicopter 4. These actions have significantly affected the Swedish Armed Forces, especially the Helicopter Wing, in carrying out their operational tasks. On numerous occasions the Helicopter Wing has been unable to perform its tasks. For instance, the Nordic Battle Group 08 had no helicopters to exercise with and, until recently, Sweden had completely lacked the ability to hunt submarines with helicopters for almost ten years. This thesis also aims to compare the decisions in 1999-2000 regarding Helicopter 14 with the decisions in 2010-2011 regarding the acquisition of Helicopter 16, to find if there is a general trend and how much the Armed Forces were able to influence decisions. This is done by using Graham T. Allison’s and Philip Zelikow’s models for explaining and analysing the factors behind a state’s decisions. The analysis shows that the decisions were primarily compromises between the Armed Forces and Sweden’s government, where the government had the main influence. The decisions can be seen as rational, depending on whose point of view they are observed from, although they were not unanimously agreed between the organisations involved. It also shows that economic restrictions and the government’s involvement have had negative consequences for the Helicopter Wing organisation, that the acquisition of Helicopter 16 was a consequence of the procurement of Helicopter 14, and that further consequences will probably arise from the decision to acquire Helicopter 16.

Sweden's decision to participate in Operation Inherent Resolve (OIR) in Iraq 2015 appears to be a paradox in the perspective of the new defence policy which emphasises an increased national defence capacity. The Swedish Armed Forces is expected to increase both its national capacity and its international commitments despite personnel and economical limitations?Besides this paradox the Swedish decision to participate in a US-lead operation appears to be a deviant case in several perspectives which has not been investigated by previous research. The Swedish Parliament decision is made in a security environment tinged by Russian aggression against Ukraine. At the same time the domestic situation is framed by a weak minority government which relies on unorthodox political agreements to survive. Despite its weak position the government abandons traditional practise like the operation´s legal framework, the processing of the government bill etc.The purpose of this thesis is to explain why Sweden seems to seek broader international military cooperation and deepening its international commitments when there is an increased need for national defence capacity-building.When Swedish security and sovereignty is threatened, directly by Russian aggression and indirectly by weakened international institutions it is a rational choice to seek broader and deeper cooperation with other partners. OIR is hereby a unique opportunity to an operational cooperation with the only state that alone can counteract Russian aggression in the Baltic region, USA.By a decision-making process with the ability to apprehend both foreign policy and defence policy ends the political opposition abandons ideological stands and political benefits enabling the parliament decision.

Intervention in Libya is an anomaly in President Barack Obama's foreign policy during his eight years in the office. This thesis aims to analyze the decision-making process leading to this unprecedented step. Using Graham Allison's Bureaucratic Politics Model, the purpose of this analysis is to investigate the influence of some presidential advisors and allies on his final decision. Data for this study were collected using President Obama's public statements, biographies of several members of the administration, and secondary academic sources. After some general context, the thesis closely examines the selected period from the first protests in Libya on February 15 to the beginning of the Operation United Protector on March 31. This timeframe of forty-five days is further divided into the week-by-week process tracing analyses. The development on the ground in Libya is merged with changes of attitude in the American administration and changing alliances among the members of the advisory team of the President. The Bureaucratic Politics Model is used to analyze specific tactics used by American officials to impose their preferred scenario. After the cold war the border or epicenter in the conflict between east and west has moved north. From central Europe to the Baltic sea region. The Åland archipelago in the middle of the Baltic Sea, is a military strategic interest for many actors in the Baltic Sea. Demilitarized and neutral according to international law. This thesis will study the Swedish, Finish, Russian and Nato perspective of which impact Åland has a on national security policy and military strategy for the Baltic region. What are the mechanisms and strategic motives for the actors in using Åland for military purposes. Will the international agreements concerning Åland have any effect in armed conflict? This case study is performed as a qualitative study based on Graham Allison and Philip Zelikows book Essence of decision which will also serve as frame of reference for the thesis. In order to understand Ålands special status according to international law, we have made a historic exposé which aims to give the reader the background needed to understand the islands significance, both historically and present. The analysis is based on four perspectives; The actors ideological position, The rational actor model (RAM), Organizational behavior and Governmental politics. The result of this study shows that Åland will not be left untouched in case of a conflict in the Baltic area. Due to the geographic position of the islands it will be affected regardless of its status in accordance with international law. The motives for using Åland for military purposes can be found with all our four actors with regards to the islands strategic location. The one who can control Åland will also increase his ability to control sea and airspace in the northern Baltics. He will also be able to control the sea lines of communication in to the bay of Bothnia. The incentive to re-militarize Åland and use the island for own military purposes however varies with the four actors. We have found that the incentive is strongest with Finland and Sweden and very limited with Russia and Nato. Ålands status as demilitarized and neutral will probably not have any big significance in an armed conflict in the Baltic sea area. However, it may delay military intervention on Åland but not stop it.

Interest also, focuses on Kant's effort to show that freedom of the will, and further autonomy, can be reconciled with the strict deterministic system. Additionally, it offers an extensive analysis of basic kantian notions and undertakes to bring to the fore the value of kantian autonomy, whilst highlighting the interpretative issues which arise. Finally, it presents two fundamental, but different approaches to kantian autonomy.

Black people live and work in very poor conditions in South Africa. They have always protested and resisted this. But at the beginning of this century, these protests were limited to a few groups of workers at any one time. There was no organisation for black workers. Then, soon after the First World War ended, a new movement appeared. It spread through the land like a veld fire. The people began to talk of their liberation, their new leaders and their organisation - the Industrial and Commercial Union (the I.C.U.). As a farm labourer from Standerton said: "Man we thought we were getting our country back through Kadalie".
