Public programming of public archives in the East and Southern Africa regional branch of the International Council on Archives (ESARBICA): towards an inclusive and integrated frameworkSaurombe, Nampombe Pearson 02 1900 (has links)
Public programming initiatives are considered as an integral part of archival operations because they support greater use of archival records. This study investigated public programming practises in the ESARBICA region. The findings of the study were determined after applying methodological triangulation, within a quantitative research context. This included the use of self-administered questionnaires, semi-structured interviews and the analysis of documents and websites. Participants in this study were ESARBICA board members, Directors of the National Archives and archivists from the ESARBICA region. Nine (69.2%) national directors representing different member states completed the questionnaire and eight archivists from the same region were interviewed. Furthermore, three ESARBICA board members were also interviwed. Legislation and country reports from ESARBICA member states were reviewed, together with websites of institutions within the ESARBICA region that offered archival education and training.
Findings of the study indicated that public programming initiatives were not a priority. Reasons for this included lack of public programming policies, budgetary constraints, shortage of staff and lack of transport. Furthermore, the national archives were reluctant to rope in technology to promote their archives. Collaboration efforts with regard to promoting archives were shallow. Moreover, the investigation of user needs was restricted to existing users of the archives. In addition to all this, the archivists felt that they needed to improve their public programming skills.
The study therefore suggests that the national archives of ESARBICA should focus on: legislation, public programming policies, advocacy, users, partnerships and skills. Taking these factors into consideration, an inclusive and integrated public programming framework was developed and proposed as a possible measure for improving public programming efforts in the ESARBICA region. / Information Science / D. Previous issue date: 2012-03-22 / Analysis of university archives based on the research into the center archives from two federal universities representative in municipality of Rio de Janeiro: UFRJ Universidade Federal do Rio de Janeiro e UNIRIO Universidade Federal do Estado do Rio de Janeiro with a main goal: The analysis, the identification of their functions, flow and information systems. The theoretical framework was based on grounds of Information Science and assumptions of the theory of Archival, in addition to files of the relevant legislation. Definitions and concepts of documents and information state the different approaches and also the confluence between Information Science and Archival, in their interdisciplinary features and are supplemented by file, scientific files and university archives concepts, which are focus of research and also addressed as institutional memory. Case study with questionnaires, interviews and visits to the files studied, with emphasis on human resources, collections, organization and document management system, information retrieval, access and use of documents and information products and services and files. The results show adherence to existing national legislation, the institutionalization of the activities of two university archives, concern about the Archival staff training, expansion of the staff of archivists and actions for digital world inclusion, the evolutionary process of the university archives studied / Análise de arquivos universitários, a partir de pesquisa realizada nos arquivos centrais de duas universidades federais representativas no município do Rio de Janeiro: UFRJ- Universidade Federal do Rio de Janeiro e UNIRIO- Universidade Federal do Estado do Rio de Janeiro, tendo como objetivo principal a análise, a identificação das funções dos arquivos universitários, fluxo e sistemas de informação. O quadro teórico teve por fundamento a Ciência da Informação e os pressupostos da teoria da Arquivologia, além da legislação pertinente a arquivos. Definições e conceitos de documentos e informação mostram as abordagens diferenciadas e também as confluências entre Ciência da Informação e Arquivologia, nos seus traços interdisciplinares, e são complementados por conceitos de arquivo, arquivos científicos e arquivos universitários, estes focos da pesquisa são abordados também como memória institucional. Estudo de caso com aplicação de questionários, entrevistas e visitas aos arquivos estudados, com ênfase nos recursos humanos, acervos, organização e gestão de documentos, sistema de recuperação da informação, acesso e uso de documentos e informações e produtos e serviços dos arquivos. Os resultados mostram aderência à legislação nacional vigente, na institucionalização das atividades dos dois arquivos universitários, preocupação com a capacitação de pessoal de Arquivologia, expansão do quadro de arquivistas e ações voltadas para a inserção no mundo digital, no processo evolutivo dos arquivos universitários estudados

An archival collecting framework for the records generated by South Africa's Portuguese community-based organisations in GautengDa Silva Rodrigues, Antonio 11 1900 (has links)
South African institutions of preservation, such as archives, have often focused their collecting efforts on records of national significance and documenting the perspectives of the more dominant communities that represent power and government. This has resulted in the underrepresentation of certain communities in the archival heritage of the nation, such as the South African Portuguese community, whose contemporary history and experiences have not been adequately reflected in the country’s archival collections, including in those of government and other mainstream archival institutions and non-public institutions. Since South Africa has a number of Portuguese community-based organisations - and because the records they have created may be a potential resource for safeguarding the social history of this under-documented group - this study aimed to investigate the management of these records with a view of proposing a best practice model that would assist in their future management and guide their inclusion in any intended archival collection initiatives. Utilising a generic interpretive qualitative research design, the study revealed that the selected study population, namely the Portuguese community-based organisations in Gauteng, create and hold diverse types of records that may show important aspects of the community’s history that are worthy of systematic management and preservation. However, it became evident from the empirical findings that the recordkeeping practices of these organisations were performed inadequately, with records often being misplaced or discarded after their administrative use had expired. The findings also showed that, although these organisations had never thought of establishing an archival programme for themselves or depositing their records in any mainstream archives, they were willing to contribute their records to a planned archival collecting initiative of the community.
Based on these findings, recommendations were made with regard to these organisational records in order to improve their management and to facilitate their potential inclusion in an archival collecting plan. The study also suggested an archival collecting framework and a model for these records. The proposed model followed an integrated approach, taking into account the community’s divergent collecting and custody preferences, such as the mainstream institutional acquisition of these records or these being preserved within community structures. / Information Science / D.
