O espaço público no processo de urbanização de favelas / Public space in the process of slums upgrading

No cenário brasileiro atual, em que se consolidam e se intensificam as práticas de políticas públicas no campo da urbanização de assentamentos precários, mostra-se pertinente buscar uma abordagem de intervenção que priorize o planejamento urbano como fio condutor do processo, de modo a possibilitar a qualificação de espaços urbanos que atendam ao interesse público, dando um passo além das soluções primárias para os problemas emergenciais das situações de risco e de provisão de infraestrutura básica. Ao colocar o espaço público no foco da questão, todos os demais componentes de projeto e ação se reposicionam no conjunto da intervenção numa lógica que prioriza o interesse da coletividade, a partir do qual se definem com maior consistência as diretrizes de intervenção. Este estudo busca um caminho pragmático para o enfrentamento deste desafio, construindo uma matriz para avaliação das intervenções de urbanização de assentamentos precários a partir do espaço público. Nela os indicadores agrupam-se nos eixos: inserção social; inserção ambiental; inserção urbana; inserção da moradia; áreas de encontro e lazer; e dinâmica de uso do espaço público, visando à avaliação da inserção dessas localidades e de suas comunidades na cidade consolidada. Dois assentamentos paulistanos foram estudados a partir da metodologia desenvolvida no trabalho: Jardim Iporanga/ Esmeralda (Cidade Dutra, Programa Guarapiranga, 1998/ 2007) para análise dos resultados da implantação, e Favela do Sapé (Rio Pequeno, Programa de Urbanização de Favelas da Prefeitura de São Paulo, obras em andamento em 2011) para análise do processo de projeto. / In the current Brazilian scenario, the practice of public policies is being intensified and reinforced in the environment of precarious settlements. Therefore, it is relevant to seek for an approach of intervention that prioritizes the urban planning as a guiding principle for this process, so as to enable urban spaces to attend public demands and take a step forward to rudimentary solutions for emergency problems on risky situations, offering appropriate basic infrastructure. By placing the public space in the heart of the question, all components of the project and the action are repositioned to prioritize the collective needs, from which intervention directions are more consistently defined. The purpose of this study is to seek a pragmatic way to face this challenge, by creating a matrix for the assessment of urban interventions in precarious settlements, having the public space as a starting point. In this matrix, the indicators are subdivided as follows: social insertion, environmental insertion, urban insertion, housing insertion, meeting and leisure areas, and the dynamic and use of the public space, aiming to evaluate the insertion of those places and its communities in the city. Two settlements in the city of São Paulo, Brazil, were studied with the methodology developed in this study: Jardim Iporanga/ Esmeralda (Cidade Dutra/Guarapiranga Program 1998/ 2007) for the analysis of the results after implementation, and Favela do Sapé (Rio Pequeno, Slums Upgrading Program by the São Paulo Municipal Administration) for the analysis of the process of the project.

A Study on Health Assessment Indicators of Artificial Wetlands: Zo-Zai Wetland Park in Kaohsiung, Taiwan as the Case

The disappearance of the wetlands of Taiwan have reflected all kinds of biological drifting about aimlessly. We have to take action for protecting the wetlands, due to there are less than before. In the face of the wetlands that there are not much left, we must treasure and offer protection. The action that a lot of wetlands protection at present is going on. We need to invest more research and monitoring, and should investigate the state of wetland health that file, expect that can utilize limited resources more effectively during the process of protecting. This research expects to build the index system constructing out a set of Taiwan wetlands and assessing to the characteristic of the wetland of Taiwan. After consulting the domestic and international relevant index system, this research drafts preliminary wetland health assessment system. Through Delphi method, gathering opinions and suggestions from experts and scholars this research could set up the health assessment indicators of Taiwan artificial wetlands. Index system is divided into environment and management two general parts, and is categorized into six major indexes groups, including organism, water, soil, environment, management and social economy, amounts to 18 indexes. In the case of Zo-Zai Wetland Park, in Kaohsiung, Taiwan, we applied this index system to inspect the health degree of Zo-Zai Wetland Park and its index results. Assessing the result for being 'good' in health, and cause the unhealthy projects of wetland include restoration species grow up degree, the distribution of the invasive species, the water quality situation, the hydrology situation and the maintenance funds of the wetland . The whole but the speech, the continent Zo-Zai Wetland Park still belongs the health, but influence the wetland healthy factors still need to monitor continuously in order to maintain wetland health quality. This research hopes to diagnose the health state of the wetlands, through health assessment indicators system and regular wetland monitoring, Then designing the wetland follow-up planning and management strategies to result the wetlands¡¦ problems earlier. Finally, it hopes to help restoring the wetlands in Taiwan.

A methodological approach for indicator-based sustainable transport assessment

Sustainable transport is now a popular goal of transport planning. As with any aspiration, systems and mechanisms are required to assess and gauge success in achieving this policy goal. There is increasing reliance on sustainable transport indicators as appropriate tools for this purpose. The usefulness and credibility of any indicator-based assessment will undoubtedly depend on the specific indicators utilised. As such, indicators must be selected carefully to maximise their contribution to the sustainable transport decision making process. A review of current applications of sustainable transport indicators has revealed however, that they are typically selected in an ad hoc and arbitrary fashion. Development of a framework that facilitates transparent and systematic indicator selection would therefore represent a significant advance in transport research. In that regard, this thesis presents the Evaluative and Logical Approach to Sustainable Transport Indicator Compilation (ELASTIC), a methodological framework which provides a flexible, participatory and systematic mechanism for identifying and selecting key sustainable transport indicators. The output of ELASTIC is the Transport Sustainability Profile (TSP), a small un-aggregated suite of sustainable transport indicators which together can provide a snapshot of the sustainability of a transport system. Using various multi-criteria and statistical techniques, ELASTIC applies a robust process to evaluate and select indicators based on their analytical soundness and their relevance to key objectives of sustainable transport. A generic and transferable tool, ELASTIC is capable of application at different geographical scales as well as to non-transport sustainability assessment. For the purpose of this research, the framework is demonstrated through application to England, UK where the judgements of relevant Academics and Transport Planners are elicited and entered into the ELASTIC framework to systematically select a subset of 15 indicators from an initial set of 200. By disaggregating the sample of stakeholders into regional groupings, different context-specific suites of indicators for the regional groupings were also derived. The demonstration confirms ELASTIC to be an inclusive and practical approach to compiling a suite of sustainable transport indicators specific to context and which reflects the unique values of key stakeholders.

臺灣永續大學評估指標建構之研究 / A study on the construction of assessment indicators of sustainable university in Taiwan

本研究目的在建構臺灣永續大學之評估指標,提供大學永續發展之參考。研究方法上,先採以文獻分析歸內出臺灣永續大學之59項評估指標,並以專家問卷進行指標的刪修與確立,建立48項臺灣永續大學評估指標,接者以概念構圖法及集群分析整合高等教育永續發展學者、永續政策行政主管及高等教育永續政策承辦人員對指標的重要性評估與分群以建立構面,最後求取各構面及指標權重,完成臺灣永續大學評估指標體系。根據研究之結果與分析,歸納主要結論如下: (一) 本研究建構之臺灣永續大學評估指標含「永續承諾與完整計畫」、「永續氛圍與營運規劃」、「永續課程與研究發展」、「永續環境與制度平等」及「永續推廣與專業培訓」等五大構面與48項指標。 (二) 五大構面於永續發展政策中所佔之分量與重要性,由高至低為「永續環境與制度平等」(22.51%)、的「永續氛圍與營運規劃」(20.96%)、的「永續課程與研究發展」(20.08%)、的「永續承諾與完整計畫」(18.42%)及「永續推廣與專業培訓」(18.08%)。 (三) 分析高等教育永續發展學者、永續政策行政主管及高等教育永續政策承辦人員的三方之意見。由綜合比較分析後發現: 1. 「永續承諾與完整計畫」構面的重要性具有高度共識。 2. 「永續課程與研究發展」是三方意見較具歧異之構面,於大學校園內工作之高等教育永續發展學者及永續政策行政主管較為重視此構面,而高等教育永續政策承辦人員則較為不重視。 3. 「1-3.永續發展計畫的制定」及「1-5.永續發展計畫的落實執行」受到三方群體皆高度重視的指標。 4. 「2-6.建立公開透明的課責機制」、「1-7.永續發展的刊物或文宣」與「3-1.開設永續發展相關課程」此三項指標則因各方利害關係人在大學永續發展中所扮演之角色不同而具有較大的差異。 本研究針對高等教育永續發展及未來研究方向提出具體建議。 關鍵字:永續大學、評估指標、概念構圖

Artificial neural network (ANN) based decision support model for alternative workplace arrangements (AWA): readiness assessment and type selection

A growing body of evidence shows that globalization and advances in information and communication technology (ICT) have prompted a revolution in the way work is produced. One of the most notable changes is the establishment of the alternative workplace arrangement (AWA), in which workers have more freedom in their work hours and workplaces. Just as all organizations are not good candidates for AWA adoption, all work types, all employees and all levels of facilities supports are not good candidates for AWA adoption. The main problem is that facility managers have no established tools to assess their readiness for AWA adoption or to select among the possible choices regarding which AWA type is most appropriate considering their organizations' business reasons or objectives of adoption and the current readiness levels. This dissertation resulted in the development of readiness level assessment indicators (RLAI), which measure the initial readiness of high-tech companies for adopting AWAs and the ANN based decision model, which allows facility managers to predict not only an appropriate AWA type, but also an anticipated satisfaction level considering the objectives and the current readiness level. This research has identified significant factors and relative attributes for facility managers to consider when measuring their organization's readiness for AWA adoption. Robust predictive performance of the ANN model shows that the main factors or key determinants have been correctly identified in RLAI and can be used to predict an appropriate AWA type as well as a high-tech company's satisfaction level regarding the AWA adoption.

A pesquisa apresenta o método de análise do conteúdo de entrevistas, a partir de indicadores de avaliação desenvolvidos de acordo com os padrões preconizados pela International Federation of Library Associations and Institutions, das entrevistas e da literatura da área, que foi ancorada em trabalhos de autores contemporâneos. O estudo aponta que os gestores dos espaços pesquisados compreendem o que são competências em informação e as utilizam conforme as suas necessidades, dada à realidade que cada instituição vivencia. Considera-se que o objetivo geral deste estudo foi alcançado, pois através dos resultados da pesquisa, foi possível compreender as competências em informação necessárias para os profissionais que atuam em arquivos, bibliotecas e museus possam colaborar com a difusão do conhecimento na atualidade. Como resultado, foram apresentadas as principais competências em informação desenvolvidas pelos gestores que atuam nestes espaços e que são comuns aos profissionais de arquivos, bibliotecas e museus.Abstract- The research work that resulted from this dissertation aims at pointing out the skills in information necessary for managers in public archives, libraries and museums in the city of Salvador to act in a way that contributes to the formation and development of the human person, acess to information. It is an applied reserarch of a qualitative nature that was developed through visits to the Arquivo Publico do Estado da Bahia, Biblioteca Central do Estado da Bahia e Museu de Arte Moderna da Bahia. The research presents the method of analysis of the content of interviews, based on the evaluation indicators developed according to the standards recommended by the International Federation of Library Associations and Institutions, interviews and the litarature of the area, which was anchored in works by contemporary authors. The study points out that the managers of the spaces surveyed understand what information literacy are and use them according to their needs, given the reality that each institution experiences. It is considered that the general objective of this study was reached, because through the results of the research, it was possible to undestand the information skills necessary for professionals working in archives, libraries and museums to collaborate with the diffusion of knowledge at the present time. As a result, the main information competences developed by the managers who work in these spaces and who are common to professionals in archives, libraries and museums were presented.
