This dissertation is a theoretical exploration of commonly used policy tools meant to improve market performance. The first chapter examines the use of prizes and grants as instruments for encouraging research and development. The second chapter investigates the welfare impact of price caps in oligopoly markets with endogenous entry. The third chapter studies the relationship between deposit insurance and bank risk taking, when a banker is motivated by reciprocity. The first chapter explores the use of grants and prizes as tools for encouraging research activity and innovation. Grants and prizes are commonly used by public and private research funders, and encourage R&D activity in different ways. Grants encourage innovation by subsidizing research inputs, while prizes reward research output. A common rationale for prizes is moral hazard; if a funder cannot observe all relevant research inputs then prizes create a strong incentive for R&D activity. In this chapter, it is shown that grants are a more efficient means of funding when a researcher's ability is unknown to the funder (adverse selection). When both adverse selection and moral hazard problems exist, a grant may emerge as an optimal funding mechanism, provided the moral hazard problem is relatively weak. In settings where the moral hazard problem is sufficiently strong, a grant emerges as part of an optimal funding mechanism, in conjunction with a prize. These results are useful for understanding different funding mechanisms used by both public and private entities. The second chapter, which is based on joint work with Stan Reynolds, examines the impact of price caps in oligopoly markets with endogenous entry. In the case of deterministic demand, reducing a price cap yields increased total output, consumer welfare, and total welfare. This result falls in line with classic results on price caps in monopoly markets, and with results for oligopoly markets with a fixed number of firms. These comparative static results for price caps need not hold when demand is stochastic and the number of firms is fixed, but recent results in the literature show that a welfare improving price cap does exist. We show that a welfare-improving cap need not exist in the case where demand is stochastic and entry is endogenous. In addition, we provide restrictions on the demand function such that a welfare-improving price cap exists under endogenous entry and stochastic demand. The third chapter, which is based on a joint project with Martin Dufwenberg, investigates the relationship between deposit insurance, risk taking, and insolvency. Empirical evidence suggests that the introduction of deposit insurance increases risk taking by banks and results in a greater chance of insolvency. The common rationale for this connection is that deposit insurance decreases the incentive for customers to monitor their banks, and invites excessive risk taking. In this chapter, it is argued that this classic explanation is somewhat puzzling. If customers can monitor their bank's behavior, certainly the insurance provider (FDIC) has this same ability. If this is the case, appropriate mechanisms could limit the moral hazard problem. We put forth an alternative explanation, and demonstrate that deposit insurance invites excessive risk taking when a banker is motivated by reciprocity.

We elucidate the differences between absolute and intensity-based limits of CO2 emission when there is uncertainty about the future. We demonstrate that the two limits are identical under certainty, and rigorously establish their relative attractiveness under two criteria: preservation of expectations—the minimization of the difference between the actual level and the initial expectation of abatement associated with a one-shot emission target, and temporal stability—the minimization of the variance of abatement due to fluctuations in emissions and GDP over time. Empirical tests of these theoretical propositions indicate that intensity caps are preferable for a broad range of emission reduction commitments. Este trabalho trata do acompanhamento dos processos de acolhimento em um CAPS II localizado na cidade de Porto Alegre ao longo de quatro meses. O objetivo não é propor um modelo de como acolher o usuário, mas ver como a política pública se desdobra em prática, como o acolhimento se atualiza nesse serviço, mapeando suas vicissitudes e potenciais. No intuito de adotar uma estratégia que fosse sensível aos processos de um coletivo em uma política do acolhimento, utilizamo-nos de ferramentas teórico-metodológicas da etnografia e da Biologia do Conhecer de Humberto Maturana. Vinculados a uma política inventiva da cognição, entendemos que o processo de produção de conhecimento não pode ser efetivado de modo separado dos processos de transformação de nós próprios e do mundo. Por isso, tomamos a própria imersão no campo como dispositivo de análise. Três focos principais guiam o olhar nessa pesquisa: a concepção de acolhimento que se atualiza nas ações empreendidas, a organização da própria equipe e a relação com a rede de saúde. Tendo como plano de análise a perspectiva da cognição enativa, constatamos que o acolhimento revela uma micropolítica que atualiza as relações entre os princípios do SUS e da Reforma Psiquiátrica. Uma vez que entendemos que o coletivo é o que opera a micropolítica, o acolhimento é fundamentalmente uma ação do coletivo. Obtivemos pistas sobre como o acolhimento é feito no CAPS estudado, sobre como esse coletivo específico o exercita. Vimos que a conversa é um importante operador de produção do acolhimento, sendo sustentado coletivamente, o que implica na impossibilidade de haver um modelo único de como acolher. Além disso, observamos que os entraves no funcionamento do processo de acolhimento aparecem em momentos de ausência de operacionalidade coletiva. / This work deals with attendance on welcoming processes at a CAPS II located in Porto Alegre city for four months along. The objective is not to purpose a model how welcome users, but realize how the public policies are unfolded in practice, how the welcoming is upgraded on this service, mapping its vicissitudes and potentials. Aiming to adopt a sensitive strategy to collective processes on welcoming policies, we have used theoretical and methodological approaches from ethnography and Humberto Maturana’s Biology of Cognition. Entailed with an inventive cognition policy we understand knowledge production process cannot be realized apart from worldwide and ourselves changing processes. Therefore, we have taken our own field immersion as an analysis procedure. Three aims guide us on this research: the welcoming conception upgraded on the undertaken actions, team organization and the relationship with health network. Working with enactive cognition perspective as an analysis plan, we have found, welcoming shows up a micropolicy, upgrading the relations between SUS principles and Psychiatric Reform. Thus, we understand the collective accomplishes the micropolicy, so the welcoming is fundamentally an action from the collective. We have obtained indications about how welcoming is realized in studied CAPS, and how this specific collective exercise it. We have observed conversation is an important production operator of welcoming, being collectively maintained, what carries to the impossibility of existence of a single model on welcoming. Besides, we had observed the fetters on this process have appeared at moments of lack of collective operacionalization.

It consists of an introduction; an article made in Musical Education II Fundamentals of discipline; semi-annual reports of the practical activities divided into semesters, three in the first half, three in the second and two in the third; a conclusion; Appendices and attachments. In the introduction there are the objectives and the justification of the choice of subject and the academic and personal importance to the development of this project. In the semi-annual reports describe as were the practical lessons in the local stages, CAPSad, Philharmonic UFBA and Special Studies, the difficulties encountered and solutions, as well as my role in each practice. In the final considerations I write briefly about my graduation and as I approached the band practice. The importance of school bands in Bahia and the perception and interaction between the educator and conductor and his students and how they and the environment, influence the work of both musical and personal educator regent. Also describe the outcome of each practice and I hope with this project. In the references I quote some authors who have drawn me to write the first project and others who read during the Masters course and I think important to the reader, or those who are interested in continuing this project, inquire of other works that have a proximity therewith. Para sua realização, usamos procedimentos de descrição densa, respaldando-nos, no método etnográfico. Além disso, lançamos mão de estratégias de análise e de interferência no campo pesquisado, inspirando-nos nas discussões da escola francesa de análise institucional e em questões propostas pelo método cartográfico. O tipo de análise dos dados produzidos no campo compôs com a vertente de análise do discurso de perspectiva foucaultiana. Ao longo da tessitura, por entre linhas enredadas e tortuosas, os desenhos produzidos iam indicando que as formas hegemônicas de subjetivação de relações homoeróticas que atravessam as sociedades capitalísticas e, em particular, as culturas aracajuanas bem como o CAPS analisado, articulam-se a um certo modo - o qual tende a ser naturalizado - de subjetivar o ‘outro’. Essas linhas imprevisíveis, formadoras do inusitado, ampliavam, assim, nosso problema inicial: a análise dos modos de subjetivação de relações homoeróticas solicitava a análise das formas de subjetivar o diferente e a diferença. Além disso, como pesquisa-interferência, as análises apontavam outras direções, outras formas de tradução e de relação com o ‘outro’ e a alteridade, formas, inclusive, ainda por vir.

Entendemos a reforma psiquiátrica como um processo histórico que tem como objetivos questionar e propor novas estratégias para a transformação do modelo clássico e do paradigma da psiquiatria. O estudo foi realizado em um CAPS I de um município do interior de São Paulo, no qual participaram oito trabalhadores com nível superior e que atuavam há mais de um ano nesse serviço. A pesquisa foi pautada na Teoria Histórico-Cultural, portanto, alicerçada aos pressupostos metodológicos do materialismo histórico-dialético. Os procedimentos utilizados envolveram entrevistas semiestruturadas, observação participante e registros no diário de campo. A partir das entrevistas e da análise das informações coletadas pudemos compreender que alguns trabalhadores no cotidiano do serviço identificam em suas práticas, muitas vezes, uma reprodução da lógica manicomial, realizando constantemente um movimento pessoal e coletivo para que tal lógica seja superada. Enquanto uma outra parcela de trabalhadores acaba por reproduzir e naturalizar essa lógica dentro do serviço que tem como proposta a ruptura com o paradigma manicomial. No entanto, não podemos simplificar a compreensão dos trabalhadores entrevistados em dois grupos completamente distintos (manicomiais X antimanicomiais), já que foi possível observar que, em diversos momentos, alguns trabalhadores apresentavam concepções contraditórias, ora em defesa de práticas de atenção psicossocial, ora em consonância com a reprodução da lógica manicomial, a depender da temática abordada. Observamos também que a compreensão (ou sua ausência) das políticas públicas por vezes está relacionada com a superação ou não da lógica manicomial. Constatamos que para esta superação é importante fortalecer e implantar completamente as políticas públicas de saúde mental, visto que a não consolidação dessas políticas dificulta as ações dos trabalhadores no cotidiano, em especial no que tange à Rede de Atenção Psicossocial no município em questão. Cabe ressaltar ainda a importância de se evidenciar tanto o caráter ideológico como o caráter humanizador das práticas destes profissionais e também a compreensão de que o ideário manicomial vem na contramão do que concebemos para a saúde. / This survey aimed to identify the advances and regressions of the Psychiatric Reform, as well as contemporary challenges involving the progress and / or reproduction of asylum practices in professionals of a CAPS in the professional practices of workers in a CAPS. We understand the psychiatric reform as a historical process that aims to question and propose new strategies for the transformation of the classical model and paradigm of psychiatry.This study was conducted in the CAPS I of a city in the interior of São Paulo, where eight graduated employees working in this area for over one year were interwied. The survey was guided by the Historical-Cultural Theory, therefore, supported the methodological assumption of historical dialectical materialism. The procedures used involved semi-structured interviews, participant observation and records in a field diary. Based on the collected data we understood that some of these workers often identify on their routine a reproduction of asylum practices, constantly struggling personally and collectively to overcome this situation. Others employees, on the other hand, eventually reproduced and naturalized this practice within the service that intends to break with the asylum paradigm. However we cannot it is not correct to simplify the understanding of these workers in two completely different groups (asylum x anti asylum), once it was observed that many times, some workers had conflicting views, sometimes in defense of the psychosocial mental health practices, others according to the reproduction of asylum logic. We also noted that the understanding or the lack of public policies sometimes is related to overcoming or not the asylum practices. We observed that strengthen and fully implement of public policies of mental health is important to overcome this fact, once the non-consolidation of these policies hinders the workers' actions in daily life, especially with regard to the system of psychosocial service in the studied city. It is worth noting the importance of emphasizing both the ideological and the humanizing character of these professionals practices and the understanding that the asylum ideology is in the opposite direction to what we conceive to health.

Em Natal, esse projeto tem origem na demanda jur?dica para enfrentamento ao problema social do adolescente adicto. Gra?as ? luta travada pelos t?cnicos, o CAPSi Natal se efetivou com uma proposta de desinstitucionaliza??o e inclus?o, assumindo caracter?sticas efetivas de pol?tica em sa?de mental para a inf?ncia e juventude, as quais, atravessadas pela heran?a de exclus?o, encontram no s?culo XXI espa?o privilegiado para efetivas mudan?as, igualmente seu maior desafio. / The objective of this study is to analyze the historical setting of the development of mental health policies for children in Brazil, from initial initiatives to the implementation of CAPSi. The study focuses on the context of Natal / RN, which was chosen due to the recent inauguration of CAPSi, an innovative mental health service, aimed at replacing the traditional medical asylum model. The specific objectives of the study are to: a) collect and analyze, from the perspective of children's mental health, the documents produced from the National Conferences of Health (CNS) and the National Conference of Mental Health (CNSM); b) analyze the historical setting that led to the creation of CAPSi in Brazil and the capital of Rio Grande do Norte (RN); c) identify and analyze the practices and discourses used to legitimize actions in CAPSi Natal. To this end, a Foucaultian discourse analysis was carried out on bibliographic data, including research reports, official documents and semi-structured interviews with the officials responsible for the implementation of CAPSi Natal. CNS' reports provide evidence of these as places to discuss children, primarily disabled children, and children diagnosed with severe neurotic and psychotic disorders, even addressing health practices regarding women in labor, as well as policy control of infant mental health. The CNSM already implemented, in the political process of reform of the psychiatric model, paving the way for a direct and effective debate of the CAPSi's deployment project. In Natal, this project comes from the legal demand to face the social problem of substance abuse in the adolescent population. Thanks to the struggle waged by the technicians, the CAPSi Natal was accomplished with a proposal of de-institutionalization and inclusion, taking on effective policy features in mental health for children and youth, which, living through a heritage of exclusion, to find in, the XXI century, privileged space for effective change, also its greatest challenge.

No intuito de adotar uma estratégia que fosse sensível aos processos de um coletivo em uma política do acolhimento, utilizamo-nos de ferramentas teórico-metodológicas da etnografia e da Biologia do Conhecer de Humberto Maturana. Vinculados a uma política inventiva da cognição, entendemos que o processo de produção de conhecimento não pode ser efetivado de modo separado dos processos de transformação de nós próprios e do mundo. Por isso, tomamos a própria imersão no campo como dispositivo de análise. Três focos principais guiam o olhar nessa pesquisa: a concepção de acolhimento que se atualiza nas ações empreendidas, a organização da própria equipe e a relação com a rede de saúde. Tendo como plano de análise a perspectiva da cognição enativa, constatamos que o acolhimento revela uma micropolítica que atualiza as relações entre os princípios do SUS e da Reforma Psiquiátrica. Uma vez que entendemos que o coletivo é o que opera a micropolítica, o acolhimento é fundamentalmente uma ação do coletivo. Obtivemos pistas sobre como o acolhimento é feito no CAPS estudado, sobre como esse coletivo específico o exercita. Vimos que a conversa é um importante operador de produção do acolhimento, sendo sustentado coletivamente, o que implica na impossibilidade de haver um modelo único de como acolher. Além disso, observamos que os entraves no funcionamento do processo de acolhimento aparecem em momentos de ausência de operacionalidade coletiva. / This work deals with attendance on welcoming processes at a CAPS II located in Porto Alegre city for four months along. The objective is not to purpose a model how welcome users, but realize how the public policies are unfolded in practice, how the welcoming is upgraded on this service, mapping its vicissitudes and potentials. Aiming to adopt a sensitive strategy to collective processes on welcoming policies, we have used theoretical and methodological approaches from ethnography and Humberto Maturana’s Biology of Cognition. Entailed with an inventive cognition policy we understand knowledge production process cannot be realized apart from worldwide and ourselves changing processes. Therefore, we have taken our own field immersion as an analysis procedure. Three aims guide us on this research: the welcoming conception upgraded on the undertaken actions, team organization and the relationship with health network. Working with enactive cognition perspective as an analysis plan, we have found, welcoming shows up a micropolicy, upgrading the relations between SUS principles and Psychiatric Reform. Thus, we understand the collective accomplishes the micropolicy, so the welcoming is fundamentally an action from the collective. We have obtained indications about how welcoming is realized in studied CAPS, and how this specific collective exercise it. We have observed conversation is an important production operator of welcoming, being collectively maintained, what carries to the impossibility of existence of a single model on welcoming. Besides, we had observed the fetters on this process have appeared at moments of lack of collective operacionalization.
