The objectives are to identify the operating system of community radio as a way to understand how far it falls in oliveirense everyday and articulates the local drive, especially during election periods; determine the type of information conveyed; observe the feeling of listeners for the same. The study is based on bibliographic research to weave theories and guide the whole process of research, and the case study through methodological procedures such as desk research, participatory research and semi - structured interviews, and a survey of receipt by the listeners. We conclude that the Good News Radio that coexists harmoniously with the community communication also established by the speaker articulates a simplistic way information and local culture in their practices because there playing content from mainstream media, besides the fact that no be a wide participation of the community association that is your keeper; also that despite the lack of technical knowledge of most speakers and partisan political relationship present in both the operation of the station as the motivations of communicators, there is compatibility between the radio and conveys the interest of listeners. / Estudo sobre a Rádio Comunitária Boa Nova FM do município de Senhora de Oliveira-MG, no que se refere às suas configurações e as relações com a comunidade local. Os objetivos são identificar o sistema de funcionamento da rádio comunitária como forma de compreender até que ponto ela se insere no cotidiano oliveirense e articula a movimentação local, sobretudo em períodos eleitorais; averiguar o tipo de informação veiculada; observar o sentimento dos ouvintes em relação à mesma. O estudo se baseia em pesquisa bibliográfica para tecer as teorias e nortear todo o processo de pesquisa e no estudo de caso por meio de procedimentos metodológicos como a pesquisa documental, a pesquisa participante e entrevistas semi-estruturadas, além de uma pesquisa de recepção junto aos ouvintes. Conclui-se que a rádio Boa Nova, que convive harmoniosamente com a comunicação comunitária estabelecida também pelo alto falante, articula de forma simplória a informação e a cultura local em suas práticas, pois há reprodução de conteúdo da mídia convencional, além de não haver uma participação ampla da associação comunitária que é sua mantenedora. Apesar da falta de conhecimento técnico da maioria dos locutores e da relação político partidária presente na emissora, há compatibilidade entre o que a rádio veicula e o interesse dos ouvintes

'Becoming citizens': young people making sense of citizenship on a South African community radio station youth show

This research set out to investigate the role that community radio can potentially play as a space in which young people engage with their own role as citizens and, in so doing, participate in discussions that seek to address social problems in a community divided by class, income, gender and race. The study examines how a local community radio station - Radio Grahamstown - developed a youth programme Y4Yin which the producers of the show and its audience came together to negotiate the meaning of citizenship. The study examines whether this interactive programme was able to function as something like a public sphere where in young people were able to develop a greater sense of agency, at least in the realm of citizenship. Using evidence gathered through focus group discussions with a group of young school-going leamers, interviews conducted with the producers of the show Y4Y, and drawing on Dahlgren's elaboration of a functional public sphere, the research concludes that the show provided a useful platform for Grahamstown high school students to develop their own notions of citizenship and to, at least partially and tentatively, build some 'bridges' across the vectors of socio-economic division in the town. However, the research also concludes that the Y4Y producers often failed to use a mode of address contemporary to the youth and often did not use production techniques congruent with young people's cultural tastes. This limited the programme's appeal and its potential as an enabler of discussion about notions of citizenship and as a platform for social bridging. In addition, because of the producers' control over the choice of topics put up for discussion, open interaction was more limited than could have been expected. In addition, the study also concludes that various limitations to the leamers' freedom of expression (including their fear that teachers might be listening in to the shows) inhibited the programme's role as a deliberative public sphere where issues could be aired, common ground found, and solutions discussed.

Its objective was to understand how they relate to the local population, the way they operate, their management models, the circumstances in wich they were licensed, as well as discussing whether and how they enable popular participation and contribute do the expansion of citizenship. Guiding parameters for the analysis of such radio stations were defined from the discussion of concepts like "community", local" and "region", sought to enumerate the characteristics usually found (and those who ideally could be expected) in community, local and regional media, especially regarding the aspects of popular participation and citizenship. The study of multiple cases combined to bibliographical research was adopted as methodology of research. The techniques used consisted of interviews with the managers of the radio stations, study of documents and observation of their programming. The research revealed a complex, flexible and contingent universe, where the contribution to the promotion of citizenship is very much dependent on the managers intentions, availability and focus. Even so, and despite all their limitations, such radio stations represent a step forward in the democratization of communication in Brazil, especially in places where there is no other locally-based options available.(AU) / Esta pesquisa oferece um mapeamento das principais tendências e características das rádios comunitárias legalizadas na Região Administrativa de Bauru, interior paulista, o que totaliza 23 emissoras. Objetivou-se entender qual a relação dessas emissoras com a população local, o modo como operam, os modelos de gestão adotados, as circunstâncias em que foram outorgadas, se e como têm viabilizado a participação popular e contribuído para a ampliação da cidadania. A partir da discussão de conceitos como comunidade , local e região , buscou-se enumerar as características usualmente encontradas e aquelas que idealmente deveriam estar presentes nas mídias comunitária, local e regional, especialmente sob o aspecto da participação popular e da cidadania, para empregá-los como parâmetros norteadores de análise das rádios estudadas. O trabalho se utilizou do estudo de casos múltiplos como tipo de pesquisa, além da pesquisa bibliográfica. As técnicas utilizadas foram entrevistas com os gestores das emissoras, estudo de documentos e observação da programação. Considera-se que tais emissoras são fenômenos comunicacionais complexos, flexíveis e contingentes, contexto esperado por lidar com o estudo de objetos díspares e em circunstâncias variadas. Contribuem para a ampliação da cidadania e promovem a participação, quando e na proporção em que sua equipe de gestão possui esse foco de trabalho. Apesar de seus limites, representam avanço para a democratização das comunicações no Brasil, proporcionando acesso da população a um meio de comunicação local.(AU)

Esta dissertação trata da importância da preservação da cultura local, na cidade de São Luis do Paraitinga, no interior do Estado de São Paulo. O sentimento de pertencer a um grupo, partilhando valores, ideais e crenças comuns motiva essa população a comemorar e dessa forma preservar suas festas tradicionais, uma rica e diversificada cultura popular. A pesquisa aqui apresentada buscou conhecer como os processos comunicacionais dessa localidade se relacionam com as suas manifestações culturais, mas deteve-se no estudo da comunicação radiofônica, com ênfase na rádio comunitária da cidade. Foi procurar indícios de como a Rádio Paraitinga pode estabelecer um processo comunicacional, em comunhão com a concepção de vida, dos valores éticos, estéticos, artísticos e religiosos da comunidade. Como compreende, participa e desenvolve os laços de identidade e de pertencimento. Como a comunidade se identifica com a Rádio. Como vinculam sua intensa vivência do cotidiano à emissora. O estudo apresenta, em suas considerações finais, importantes dados indicadores do quanto a rádio da cidade responde a essas questões e sugere ações para que ela efetivamente exerça seu papel junto à comunidade, ações que realmente possam identificá-la como comunitária e, dessa forma, contribuir para a preservação das manifestações culturais. / This study says about the importance of the local culture preservation, in the city of São Luis do Paraitinga, interior of São Paulo. The feeling of belonging to a group, sharing values, ideals and common beliefs motivate this population to celebrate and therefore preserve their folk festivities, a rich and diversity popular culture. The following research meant to know how the communicational processes of this place relate to their culture manifestations, but privileged the radiophonic communication, focusing the city community radio. Searched hints how the Paraitinga Radio can establish a communication process, in congruent with their life conceptions, ethical, aesthetical, artistical and religious values. As understanding, sharing and developing their identity and belonging bonds. As the community identify itself with the Paraitinga Radio. As sharing their intense way of life with the radio station. In its final considerations, the research shows important indicating data of how the city radio answer this questions and its recommends actions that can really identify than as community and therefore to contribute to the preservation of the cultural manifestations.

The thesis aim is to open an imaginary window into the world of specific activities of radio amateur enthusiasts in the period 1945-1995 from the position of perception of this hobby by its actors-radio amateurs, and by this optics to approach some aspects of metamorphic developmental transformation on the background of historical development. Observing the effects of a concurrent varied spectrum of different influences on the development of this community through the interpretation of narratively accented themes will reveal in the historical reflection the process of change in the radio amateur community. The primary concern, therefore, is to look into the transformation of the community through interpretations of narratively accented dynamic themes and, in some cases, indirectly, in some details, point out the implications of the political activity of the then hegemonic forces as its then-defining platform. An assessment of the contribution of community radio on HIV/AIDS awareness in LeSotho: the case of Mafeteng Community Radio Station (MCRS)

Since the first diagnosis of HIV/AIDS more than three decades ago, the epidemic remains a humanitarian challenge. In Sub-Saharan Africa, the infection rate has escalated at an alarming rate over the years. Lesotho is no exception. Multiple stakeholders have resorted to different media platforms, including community radio to communicate HIV/AIDS awareness messages with the aim of reducing the HIV infection spread. This study focuses on a community radio station as a way of making sense of HIV/AIDS communication. Using the case of MCRS, the study assesses the contribution of this community broadcaster on HIV/AIDS awareness in Mafeteng district, in Lesotho. Two theories: the Public Sphere Theory and the Agenda Setting Theory guided the study and were used to conceptualise the contribution of this community radio station towards contributing to HIV/AIDS awareness in the community of broadcast. In a bid to assess how MCRS programmes contribute to HIV/AIDS awareness and education; the researcher employed a qualitative research methodology. The data were collected using two data collection instruments, namely face-toface interviews and focus group discussions. Thematic analysis was used to deduce the meaning and present the findings. The findings reveal that MCRS programmes largely contribute to HIV/AIDS awareness in the community. The station’s programmes on HIV/AIDS awareness are easily understood and influence communities’ socio-behavioural change as they enlighten them about the dangers of HIV/AIDS and how to reduce its spread. The results also reveal that live broadcasts proved to be more effective as they encourage two-way communication whereby listeners are involved and participate in these HIV/AIDS programmes. Community radio broadcasting in Zambia: a policy perspective

This study is a policy investigation of community radio broadcasting in Zambia. The emergence of this tier of broadcasting can be traced to the 1990s, following the country's policy of politico-economic liberalisation. The state broadcasting system had hitherto reigned supreme. Based upon a focused synthesis of a range of historical, political, policy, regulatory and other factors, within the context of participatory development communication, this study proposes a normative policy model for community radio broadcasting in Zambia. To begin with, the study focuses on the historical factors that have influenced the development of community radio broadcasting in the country, particularly in the period before and after 1991. This historical analysis establishes the fact that the shape that community radio broadcasting has assumed in Zambia is largely reflective of the state-centric policy-making regime. This policy-making regime is itself a legacy of British colonialism. Next, the study offers a conceptual framework of community radio broadcasting. It analyses several theoretical antecedents upon which the conceptual edifice of community radio broadcasting would seem to be built. In particular, the study explores the contributions of media effects and normative media theories towards the conceptual underpinnings of community radio broadcasting. Furthermore, as an attempt at establishing some empirical referents for developing a community radio broadcasting policy for Zambia, the study delves into a comparative analysis of trends in broadcast policy and regulatory practices throughout the world, with a special focus on Malawi, Mozambique, South Africa and Australia. This comparative policy analysis reveals differentiated levels of sophistication of policy-cum-regulatory models relating to community radio broadcasting. This provides a wealth of chequered experiences for Zambia to learn from. To further substantiate the case for a policy model, the study examines selected community radio initiatives in Zambia. Finally, based upon this focused synthesis, the study proposes a normative policy model for community radio broadcasting in Zambia. The policy proposal, informed by the assumptions of the group and organised anarchy models of policy-making, seeks to promote community radio broadcasting in terms of its vision, regulatory structures, funding, training, facilities, technology, production of local content and research. / Communication Science / D. Thus, it is sought to examine why these radios live precariously, suffer discrimination and criminalization, to the point of being persecuted by the Brazilian Association of Radio and Television Broadcasters (Abert) and by state agencies, such as Anatel and even the Federal Police. In this sense, in light of the legislation, the problems and challenges of this communication as a democratic possibility in the country are analyzed. It is the large groups of broadcasting prevent, through the supremacy in the correlation of installed forces, above all, in the National Congress, as well as through the legislation of the broadcasting, the growth and the development of the community radios, relegating them to the condition of inferiority. Finally, supported by in-depth interviews with: announcers and directors of the community radio stations Heliopolis and Paraisópolis; representatives of entities that defend the right to communication; and professors and researchers of the area, it was tried to identify the vicissitudes in the system of broadcasting that accompanied the crises of the Brazilian democracy itself. As an auxiliary resource of the research, besides the interviews, a study of documentary sources was carried out. Because it is a multidisciplinary subject, the theoretical framework permeates several fields of knowledge, especially the areas of communication, urban sociology and legislation pertaining to public policies / No contexto em que o Brasil figura como um dos países que não apresenta uma regulamentação equitativa para os veículos de radiodifusão, esta pesquisa de doutorado busca estudar a importância da rádio comunitária, averiguando o seu potencial para os processos de democratização social, cultural, política, econômica junto à população de favela, além disso, como mediadora na luta por implementação de políticas públicas voltadas à melhoria das condições de vida das pessoas. Dessa forma, intenta-se perscrutar o porquê dessas rádios viverem precarizadas, sofrerem discriminação e criminalização, a ponto de serem perseguidas pela Associação Brasileira de Emissoras de Rádio e Televisão (Abert) e pelos órgãos do Estado, como Anatel e até a Polícia Federal. Nesse sentido, são analisados, à luz da legislação, os problemas e desafios desse modelo de comunicação como possibilidade democrática no país. Sustenta-se, hipoteticamente, que, os grandes grupos de radiodifusão impedem politicamente, por meio da supremacia na correlação de forças instaladas, sobretudo, no Congresso Nacional, bem como por meio da legislação da radiodifusão, o crescimento e o desenvolvimento das rádios comunitárias, relegando-as à condição de inferioridade. Por fim, apoiado nas entrevistas em profundidade com: locutores e dirigentes das rádios comunitárias Heliópolis e Paraisópolis; representantes de entidades que defendem o direito à comunicação; e professores e pesquisadores da área, procurou-se identificar as vicissitudes no sistema de radiodifusão que acompanharam as crises da própria democracia brasileira. Como recurso auxiliar de pesquisa, além das entrevistas, foi realizado estudo de fontes documentais.
