The program involves Grade 11 learners of the Cape Metropolitan area. The aim is to investigate the use of environmental education for sustainability as an approach which offers opportunities for utilisation and development of skills and knowledge, these being subject to problem-solving, decision-making, consensus and critical questioning to make proposals that are evident of authentic insights. The investigation process consist of a brainstorming session, a three-day workshop and a concluding session. The learning activities are based on tasks which offer pupils the opportunity to gather, analise, organise and evaluate information. The study describes similarities to outcome-based education. / AFRIKAANSE OPSOMMING: In die studie word 'n leerprograrn in plaaslike ontwikkeling gedokumenteer en ge-analiseer. Die leerprogam is uitgevoer met Graad 11 leerders van Kaapse Metropool. Die doel hiervan is om omgewingsopvoeding vir volhoubaarheid te ondersoek as opvoedingsbenadering. So 'n benadering bied geleentheid vir die benutting en ontwikkeling van vaardighede en kennis wat onderliggend is aan probleemoplossing, besluitneming, konsensus en kritiese bevraagtekening ten einde aanbevelings te maak wat bewys lewer van outenitieke insigte. Die ondersoekproses bestaan uit 'n ideeberaad, 'n driedaags werkswinkel en 'n sarnevattende werksessie. Planning for biodiversity in the wider countryside : recognising opportunities, overcoming barriers

There is an increasing imperative to conserve the biological diversity of the world to ensure its future viability and integrity. The traditional approach in England has been to protect a series of small, isolated sites. Recent research has demonstrated the inadequacies of this approach, suggesting a need to direct energies more towards conservation in the surrounding wider countryside. However, there are considerable difficulties associated with achieving biodiversity objectives in the wider countryside, as there is a heavy reliance on non-statutory planning mechanisms. Whereas solutions to biodiversity conservation have generally been seen to lie in the realm of natural science, this thesis recognises the need for a better understanding of the people, policies and activities involved in the process. It therefore couples social science perspectives with an understanding of ecological science principles, in order to investigate the issues affecting the implementation of biodiversity conservation plans in three case studies in south west England. By employing a range of qualitative techniques this research: defines a number of conservation objectives for the study areas; uses conservation objectives as a basis for conducting a content analysis of biodiversity planning documents, in order to uncover potential implementation opportunities and barriers; presents the results in an analytical framework; explores and refines these through a series of semi-structured interviews with key biodiversity actors. This research uncovers a complex set of interacting issues. These issues relate to partnership styles of working, building agreement and trust, variable levels of knowledge about habitat and species in the wider countryside, restoration techniques, indicative strategies, strategic targeting of resources, financial support to farmers and other land managers, the role of monitoring, and policy responses to recent agricultural crises. The results attest to the importance of a social-scientific understanding of biodiversity planning, in particular, of the forces which drive or obstruct the implementation of local solutions. The thesis concludes with a number of recommendations, based on original evidence, aimed at improving the implementation of biodiversity plans in the wider countryside.

Governance structures and management dynamics in large scale Common Property Resources: cases from Lake Victoria Fishery, Mwea Rice Irrigation System and Laikipia Group Grazing Lands in Kenya

Research Thesis  Submitted  in  Fulfilment  of  the  Requirements  for  the  Degree  of  Doctor  of   Philosophy  in  Economics, School of Economic & Business Sciences Faculty of Commerce, Law and Management University of Witwatersrand, Johannesburg, SA / The world is facing a sustainability crisis due to depletion and degradation of environmental and natural resources faster than they can be generated. Many of these resources are not partitioned by private property rights, and are held as state property, common property, or as open-access. Common Property Resources (CPRs) have two distinct attributes: (1) limited or nontrivial exclusion (it is difficult to exclude multiple individuals or users from appropriating from the resource) and (2) substractability (the resource features rivalry in consumption), meaning that appropriation by one reduces the overall resource availability and thus, subtracts from what can be appropriated by others. Examples include fisheries, grazing lands, irrigation systems, and ground water basins. Because no one has property rights or control over such resources, users of CPRs are frequently assumed to be caught in an inescapable dilemma - overexploitation of the resource. Thus, unlike the ‘invisible hand’ of Adam Smith in competitive markets, in the case of CPRs the self-interested behavior does not yield economic efficiency or optimal outcome or Pareto optimality. This study sought to understand the evolution of management dynamics and operation of governance structures developed by resource users and other stakeholders in three large scale CPRs in Kenya. The objectives are to (1) examine the evolution of management dynamics. (2) Examine the management model applied and its functioning. (3) Explore the governance structures and challenges of implementing them. (4) Explore critical variables related to user groups, institutional arrangements and external environment in the resource system. (5) Suggest measures to improve on the management and governance of the resource system. In addition, the study gives a comparative analysis of the management models applied in the three CPR systems. The general theoretical literature on CPRs has focused mainly on two basic but important conditions or categories. First, small scale communally owned and governed resources, in ii terms of the physical or geographical size of the resource system with well-defined boundaries. Secondly, group or users size, characterized by small numbers with similar identities and interests. This study therefore, contributes to literature by using large scale CPR case studies in terms of physical size of resource system and number of users and examining the evolution and dynamics in the management model and governance structures. A Qualitative Research (QR) methodology is adopted and analytical tools of institutional analysis and an empirical foundation based on field data applied. A survey research design is used. Both primary and secondary data was sourced and a pilot study was conducted to test reliability of research instruments. Data is documented, compiled and presented in form of tables, figures and general descriptions. Data analysis and synthesising is done by working through the data to arrive at a conclusion to answer the research questions and achieve the purpose of the study. The study findings show that management and governance issues in the three CPRs have evolved over time both in terms of the scale and involvement of other stakeholders in decision making process in the resource system. Specifically, the collaborations among state agencies, other stakeholders and resource users through their associations has enabled monitoring and enforcement not only be effective but also legitimate and consequently, lead to sustainable resource use. The management models used in the three CPR case studies are identified as the Partnership Fisheries Management (PFM) in Lake Victoria fishery, Participatory Irrigation Management (PIM) in Mwea Rice Irrigation Scheme and Holistic Management Framework (HMF) in Laikipia group grazing lands. The governance structures applied in the three CPRs are generally position, boundary, choice or authority, aggregation, information, payoff and scope rules. The degree of application of each set of rules however, depends on the nature of the resource system. They are designed, developed, implemented, monitored, enforced, sanctioned and arbitrated by the resource users, state lead agencies, departments and ministries iii and other stakeholders or actors. Each of these actors are involved in varying degrees in the various phases depending on their role and interest in the resource system. The management and governance structures can be strengthened and improved by enhancing certain administrative, health, safety, environmental issues and increased state support and involvement in the resource system. The co-management model design which is applied in the three CPRs yield various benefits to the resource-dependent community, public, state and resource system because it incorporates state and local (resource users) managers in decision making. However, the degree of participation of other stakeholders, challenges faced and other internal and external factors, depend on the nature of CPR, ownership and control of the CPR by resource users and the technical infrastructural investments required for the operation of the system. These results add to existing knowledge on Sustainable Development (SD) environment nexus by providing facts to multidisciplinary environmental and natural resources scholars regarding the dynamics of large scale CPR systems. Provide an in depth understanding of CPR management issues for the formulation of national strategies for SD, fisheries, Arid and Semi-Arid Lands (ASALs), and irrigation farming. Lastly, they provide ways of responding to increasing challenges of shared water resources (Lake Victoria) in addition to strengthening of relations within the East African Community (EAC). Estimating the vulnerability of Everglades peat to combustion

Fire occurrences in the Everglades have increased since hydrologic alterations began, yet the vulnerability of Everglades peat to combustion during wildfires has yet to be determined. Natural fire regimes help maintain ecosystem functions and services and disruptions of natural disturbance regimes can have detrimental impacts, jeopardizing ecosystem health. Severe peat combustion can destroy native vegetation, alter microtopography, and release large amounts of stored carbon into the atmosphere. To create a better understanding of the mechanistic controls on Everglades ground fires, the soil's physical properties within several sites of Water Conservation Area 3 and how changes in water table affect these physical characteristics were determined. Areas disturbed by hydrologic alterations contain higher mineral content and therefore require lower water content to combust when compared to preserved regions. Thesis (M.Dev.) --University of Limpopo, 2012 / The main aim or purpose of this study was to look at the ways and the strategies of minimizing\ mitigating the over-harvesting of indigenous medicinal plants in order to use them sustainably. The task of identifying and assessing challenges facing local communities in utilizing and sustaining indigenous medicinal plants in Thengwe village and their implications on environmental conservation and management of natural resources was done during the pilot survey. The environmental field survey was conducted after gaining permission to enter into the identified study areas including the Mutavhatsindi Nature Reserve. The result revealed that most of the indigenous medicinal plants are used for healing, religious, economical and for protection purposes. Most of the indigenous medicinal plants in the study area are depleted and many of them are facing extinction. The study was qualitative in design. Semi-structured interviews and a questionnaire were used. The questionnaire had both open-ended and closed questions. The study area was Thengwe Village in the Mutale Municipality. The existence of medicinal plants is threatened by people `s perceptions and attitudes towards them. For some indigenous medicinal plants, depletion is at a high rate due to over-harvesting and because the plants when traded by herbalists they have a premium price attached to them. Interestingly, perhaps surprisingly, the majority of young people hold negative attitudes towards the indigenous medicinal plants due to poor knowledge of the value of indigenous medicinal plants, in contrast to the elders who appreciate their role and consider them as part of their culture, economy and religion. One of the findings is that medicinal plants were found to be important to the community members as the source of income and creation of jobs for the medicinal collectors who sell the species to traditional healers. For the reason of preserving indigenous medicinal plants and others as the environmental resources, this study recommends that there should be strong intergovernmental relationships between the National, Provincial and Local governments in order to prevent over-harvesting of the medicinal plants. The indigenous medicinal plants are equally important to biodiversity students and researchers who want to study and research indigenous medicinal plants which play an important role in the improvement of the livelihoods of community members. Furthermore, education campaigns within the communities and school learners are recommended to encourage the prevention, sustainability and utilization of the indigenous medicinal plants. Additionally, the legal authorities should be empowered to prosecute all people who may be found illegally in possession of indigenous medicinal plants, as well as endangered and protected species. Heavy fines and charges should be imposed on such culprits. Of importance is the fact that the results and recommendations of this study may facilitate the teaching of environmental education and management of natural resources as well as boost the local economy of the Vhembe district Municipality by showing that medicinal plants in the area can be seen as a viable tourist attraction.

The integration of nature conservation and community development in Nepal's protected natural areas and buffer zones

This thesis has endeavoured to enhance the knowledge and effectiveness of integrated conservation and development projects (ICDPs) as a model for the management of conservation areas and the buffer zones to national parks and reserves in Nepal. ICDPs evolved as it was recognised that the Western model of protected natural area management imposed costs on poor rural communities in developing countries and often failed to achieve nature conservation objectives. The ICDP concept was questioned when, after many years of mostly development effort in several developing countries, ICDPs did not provide an appropriate contribution to nature conservation. An ICDP in Nepal that provided considerable benefit to local people and greatly enhanced nature conservation is provided to establish that the ICDP concept is valid. The question that initiated this research was why some ICDPs fail to contribute to nature conservation while others are successful. The ICDP process is based on the assumption that the welfare of people who rely on resources from within protected natural areas is central to the pursuit of nature conservation and has priority in that nature conservation objectives can only be achieved where the wellbeing of local people and their access to the resources they require has been assured. The establishment of a nature conservation estate in developing countries is both an ecological problem and a social problem. The social problem is one of poverty. ICDPs in Nepal’s protected natural areas have been studied using qualitative research methods and a contextual constructionist approach that is central to the study of social problems. The evidence suggests that ICDP agencies have accepted assumptions that sustainable development and poverty alleviation will lead to the conservation of biodiversity. This thesis argues that sustainable resource use can not ensure the conservation of biodiversity yet paradoxically the sustainable use of resources in one place may lead to biodiversity conservation in more remote places where human impact is minimal. The variables associated with different settings are such that the outcomes of interventions designed to achieve ICDP objectives are not always predictable. The research suggests that assumptions about the outcomes of interventions should be treated with caution. Monitoring interventions can help ensure the desired outcomes are achieved but ICDP intervention monitoring in Nepal has been neglected. Numerous reports and evaluations detail input and effort rather than outcomes. The results include a recommendation to apply the principles of action research and adoption of a structured process for monitoring and evaluation of progress towards clearly stated objectives for the project and for individual interventions. / Doctor of Philosophy (PhD)
