A Study on the Practice of the Control Power as a Result of Constitutional Amendments: Taking the Third Control Yuan as a CaseChou, Chao-liang 22 February 2010 (has links)
The control system is an original and sound system of this Country. The Founder of this Country, Dr. Sun Yat-sen, proposed after he established this Republic that the control power should be practiced by an independent body to highlight the functions of such power, rather than putting it under the legislative power as in the 3-Separated Powers common to many Western countries.
This thesis begins by examining the status and nature of control power in the 5-Separated Powers as in the constitutional regime of this Country from a perspective of separation of powers. It follows by exploring the evolution of mandates of the Control Yuan as a result of various constitutional amendments during the 1990s when the Government undertook constitutional amendments engineering for the promotion of democratic development. This thesis then analyzes the impact of such constitutional amendments upon the practice of control power from existing laws and regulations relevant to the control power and provides the views of this author. It then analyzes the status quo of the practice of functions of the Third Control Yuan by its Members, in comparison to the statistics on the functional practice of the Second Control Yuan, so as to comprehend the efficacy of the practice of functions of the Third Control Yuan. In the conclusion, the author puts forward his own findings and suggestions on the practice of control power by the Third Control Yuan.

A stall-regulated wind turbine with fixed-speed operation provides a configuration which is one of the cheapest and simplest forms of wind generation and configurations. This type of turbine, however, is non-optimal at low winds, stresses the component structure and gives rise to significant power peaks during early stall conditions at high wind speeds. These problems can be overcome by having a properly designed generator speed control. Therefore, to track the maximum power locus curve at low winds, suppress the power peaks at medium winds, limit the power at a rated level at high winds and obtain a satisfactory power-wind speed curve performance (that closely resembles the ideal power-wind speed curve) with minimum stress torque simultaneously over the whole range of the wind speed variations, the availability of active control is vital. The main purpose of this study is to develop an internal model control (IMC) design for the squirrel-cage induction generator (SCIG), coupled with a full-rated power converter of a small (25 kW), stall-regulated, variable-speed wind-turbine (SRVSWT) system, which is subject to variations in the generator speed, electromagnetic torque and rotor flux. The study was done using simulations only. The objective of the controller was to optimise the generator speed to maximise the active power generated during the partial load region and maintain or restrict the generator speed to reduce/control the torque stress and the power-peaking between the partial and full load regions, before power was limited at the rated value of 25 kW at the full load region. The considered investigation involved estimating the proportional-integral (PI) and integral-proportional (IP) controllers parameter values used to track the stator-current producing torque, the rotor flux and the angular mechanical generator speed, before being used in the indirect vector control (IVC) and the sensorless indirect vector control (SLIVC) model algorithms of the SCIG system. The design of the PI and IP controllers was based on the fourth-order model of the SCIG, which is directly coupled to the full-rated power converter through the machine stator, whereas the machine rotor is connected to the turbine rotor via a gearbox. Both step and realistic wind speed profiles were considered. The IMC-based PI and IP controllers (IMC-PI-IP) tuning rule was proven to have smoothened the power curve and shown to give better estimation results compared to the IMC-based PI controllers (IMC-PI), Ziegler-Nichols (ZN) and Tyreus-Luyben (ZN) tuning rules. The findings also showed that for the SRVSWT system that employed the IVC model algorithm with the IMC-PI-IP tuning rule, considering the application of a maintained/constant speed (CS) strategy at the intermediate load region is more profitable than utilizing SRVSWT with the modified power tracking (MoPT) strategy. Besides that, the finding also suggested that, for the IMC-PI-IP approach, the IVC does provide better power tracking performance than the SLIVC model algorithm.

Petroleum Development Oman (PDO) and Oman Electricity Transmission Company (OETC) are running the main 132kV power transmission grids in the Sultanate of Oman. In the year 2001, PDO and OETC grids were interconnected with a 132kV Over head transmission line linking Nahada 132kV substation at PDO's side to Nizwa 132kV sub-station at OETC's side. Since then the power exchange between PDO and OETC is driven by the natural impedances of the system and the frequency and power exchange is controlled by manually re-dispatching the generators. In light of the daily load profile and the forecasted Gulf Cooperation Council (GCC) states electrical interconnection, it is a great challenge for PDO and OETC grids operators to maintain the existing operation philosophy. The objective of this research is to investigate Automatic Generation Control (AGC) technology as a candidate to control the grid frequency and the power exchange between PDO and OETC grid. For this purpose, a dynamic power system model has been developed to represent PDO-OETC interconnected power system. The model has been validated using recorded data from the field which has warranted the requirement of refining the model. Novel approaches have been followed during the course of the model refining process which have reduced the modelling error to an acceptable limit. The refined model has then been used to assess the performance of different AGC control topologies. The recommended control topologies have been further improved using sophisticated control techniques like Linear Quadratic Regulator (LQR) and Fuzzy Logic (FL). Hybrid Fuzzy Logic Proportional Integral Derivative (FLPID) AGC controller has produced outstanding results. The FLPID AGC controller parameters have then been optimised using Multidimensional Unconstrained Nonlinear Minimization function (fminsearch) and Particle Swarm Optimisation (PSO) method. The PSO has been proved to be much superior to fminsearch function. The robustness of the LQR, the fminsearch optimized FLPID and the PSO FLPID optimized AGC controllers has been assessed. The LQR robustness found to be slightly better than the FLPID technique. However the FLPID supercedes the LQR due to the limited number of field feedback signals in comparison to the LQR. Finally, a qualitative assessment of the benefits of the ongoing GCC interconnection project on PDO and OETC has been done through modelling approach. The results proved that the GCC interconnection will bring considerable benefits to PDO and OETC but the interconnection capacity between PDO and OETC needs to be enhanced. However, the application of AGC on PDO and OETC will alleviate the PDO-OETC interconnection capacity enhancement imposed by the GCC interconnection.

A mixed integer programming (MIP) model has been proposed to solve the OTS problem based on the direct current optimal power flow (DCOPF) approximation. Previous studies indicated computational issues regarding the OTS problem and the need for a more accurate model. In order to resolve computational issues, especially in large real systems, the MIP model has been followed by some heuristics to find good, near optimal, solutions in a reasonable time. The line removal recommendations based on DCOPF approximations may result in poor choices to remove from service. We assess the quality of line removal recommendations that rely on DCOPF-based heuristics, by estimating actual cost reduction with the exact alternating current optimal power flow (ACOPF) model, using the IEEE 118-bus test system. We also define an ACOPF-based line-ranking procedure and compare the quality of its recommendations to those of a previously published DCOPF-based procedure. For the 118-bus system, the DCOPF-based line ranking produces poor quality results, especially when demand and congestion are very high, while the ACOPF-based heuristic produces very good quality recommendations for line removals, at the expense of much longer computation times. There is a need for approximations to the ACOPF that are accurate enough to produce good results for OTS heuristics, but fast enough for practical use for OTS decisions.

Phase control in microwave circuits is an impotant process. Especially, in certain applications such as phase array antennas, it is the main principle of opeation.
In antenna arrays, each array element is fed by an individual oscillator. By controlling the phase of each oscillator, the radiation pattern and the RF power can be combined in space in certain directions. For such applications, phase shifters have been utilized extensively. However, their high costs, difficulties in design and efficiency are impotant disadvantages.
More recently, another technique, " / Injection Locking" / or " / Phase Locking" / suggests to use a single reference signal injected into each oscilator element. Through this signal, the phase of the individual oscillators can be controlled and set to a desired value.
Therefore, power combining in space or known as " / Spaial Power Combining" / is possible by using " / Phase Locking" / of individual oscillator elements.
In this thesis, this new phase control technique is examined in theory and in application of a 1GHz oscillator system. A reference signal is injected into a voltage controlled oscillator, and the phase progression is obtained by tuning the oscilator' / s free running frequency.
