以絲綢之路作為文明接觸的和平場域為概念,探討中國正在推動「一帶一路」─以連結中歐為終極目標的道路、基礎設施、投資、政策互聯及人民交流網路─的全新重大外交體系。針對當前國際地緣政治的環境,中歐領導人近期確實強調了布魯塞爾與北京關係的重要性。儘管如此,很多中歐關係的專家也指出這種夥伴關係,還沒有達到雙方所預期的那樣快速及深刻。 本文的第一個研究問題「進一步發展中歐關係的障礙是什麼,以及如何克服這些障礙?」,便是基於對此國際情勢的考量。透過建構主義理論,本文對深化中歐關係的真正障礙進行討論,認為這些障礙來自於中歐人民身份、價值觀與文化的差異,並提出促進中歐人民之間的文化交流來加強中歐關係的可行方案。因此,本文提出第二個研究問題,「一帶一路在中歐文化關係中扮演什麼角色?」,對前項結論接續探討,發現由於一帶一路為中歐雙方提供了文化專案及人際交流合作的動機和框架,因此這一政策對中歐關係具有正面影響的潛質。 本文的最後兩個研究問題「一帶一路將帶給歐洲怎樣的風險與利益?」與「歐盟應如何應對一帶一路?」是相互關聯的。通過對一帶一路將帶來的風險與利益的分析,筆者對中歐雙方如何更有效地推進一帶一路提出了一些政策建議,其中重點分析了歐盟領導人如何與中方開展合作,並認為歐盟必須回應中國的倡議,與之合作,確保中歐雙方實現共贏、對國際規範的遵守、以及幫助中國保持一帶一路所經之地的穩定。 / By recalling the idea of the Silk Road as a place of peaceful encounter of civilizations, China is promoting its new, major diplomatic outreach system called the Belt and Road Initiative (BRI), a network of roads, infrastructures, investments, policy connections and people to people exchanges with the final objective of connecting the PRC to Europe. Indeed, in view of the current international geopolitical circumstances, the Chinese and European leaders are recently emphasizing the importance of the Brussels-Beijing relationships. Nonetheless, many experts complain that this partnership has not yet developed as fast and deeply as the two sides originally hoped. This leads to the first research question addressed in the thesis:"which are the obstacles to a deeper EU-China partnership and how to overcome them and improve the overall relations?". By borrowing the constructivist theories, this thesis argues that the real obstacle to deepening the China-EU partnership are the differences in identities, values and culture, and that the improvement of the people to people and cultural interactions will enhance the general bilateral relations. Consequently, the second research question is "which role does BRI play in the China-EU cultural relations?". BRI has the potential to have a positive impact on their relations by providing a new framework and incentives for the collaboration on cultural projects and people to people interactions. The last two research questions are related to each other: "what are the risks and benefits that BRI will bring to the EU?" and "how should the European Union respond to BRI?". By analyzing the risks and benefits that will derive from the implementation of BRI, the author provides some policy suggestions to both sides on how to efficiently implement BRI, and especially to EU leaders on how to cooperate with their Chinese counterparts: the EU should definitely cooperate in the Chinese initiative, to ensure a win-win outcome for all, to guarantee the respect of the international norms and to help the PRC maintain the stability in the areas crossed by the BRI network.

One result was the creation of the United States Information Agency in August 1953. This agency, according to guidelines established by the US Congress and President Dwight Eisenhower, had the mission to promote a better understanding between the United States and other nations of the world. In practice, the actions of this agency were directly linked to the characteristics and requirements imposed by the Cold War. The USIA was ruled by the opposition of the United States against the Soviet Union and Communism. In this war, art, literature, the media, and science, among many other cultural expressions were pooled and mobilized on behalf of a political, ideological and even philosophical project. From a historical perspective, one can recognize that this "project", diffuse and fragmented in the design of its founders, contained a homogeneous civilization matrix, visible in the various agency's practices over the years. While factors such as the improvement of military weapons, expansion and armies employment constituted as a fact throughout the world, culture, in the hands of cultural officers of the US Information Agency, was used in almost equal terms. While the barbarity of violence which was one inescapable horizon of possibility, a conception of civilization was settled alternatively, a path for the future / Ao final da 2ª Guerra Mundial, os serviços de inteligência e informação empregados pelos Estados Unidos passaram por várias reformulações. Um dos resultados foi a criação da United States Information Agency, em agosto de 1953. Esta agência, segundo definia diretrizes estabelecidas pelo Congresso americano e pelo Presidente Dwight Eisenhower, tinha a missão de promover um melhor entendimento entre os Estados Unidos e outras nações do mundo. Na prática, as ações desta agência estavam diretamente ligadas às características e exigências impostas pela Guerra Fria. Sob uma perspectiva histórica é possível reconhecer que este projeto , difuso e fragmentado na concepção de seus idealizadores, continha uma matriz civilizatória homogênea, reconhecível nas diversas práticas da agência ao longo dos anos. Enquanto fatores como o aperfeiçoamento de armamentos militares, ampliação e emprego de exércitos se constituía como um fato pelo mundo, a cultura, nas mãos dos oficiais culturais da USIA, era empregada em termos quase equivalentes. A Islamofobia será conceituada a partir de um medo cultural que converte as culturas islâmicas em uma fonte de ameaça. Alinhando-se a uma perspectiva teórica que aponta para a força criativa dos discursos, se procederá à análise de alguns discursos ilustrativos para se sugerir a construção da ideia de ameça islâmica, bem como as formas através das quais o medo inspirado por tal concepção de uma ameaça islâmica alcançou as instâncias decisórias em política externa nos Estados Unidos. Por intermédio de uma análise de conteúdo que se utilizará de uma bibliografia de apoio multidisciplinar, serão abordados temas relativos à problemática de se representar as culturas, à dimensão social do medo, e às diretrizes gerais da política externa dos Estados Unidos após os Atentados Terroristas de 11 de Setembro, considerando que o desenvolvimento de tais questões subsidiará o alcance do objetivo principal do trabalho. Trata-se, em última instância, de um estudo que busca conjugar considerações sobre a política externa dos Estados Unidos com uma análise antropológica acerca da problemática das culturas, expressa a partir da conversão de uma cultura determinada em uma fonte de ameaça. Nesse sentido, a dissertação pode ser caracterizada como de natureza exploratória, uma vez que busca situar um tema pouco explorado no horizonte teórico, sobretudo em estudos sobre política externa. / The thesis intends to show the circulation of Islamophobia in the foreign policy decision making process in the United States after September 11, 2001, through its appropriation by social actors considered to be potentially influential in said process. We conceptualize Islamophobia as a cultural fear that converts islamic cultures in a threat source. By aligning with a theoretical perspective that points out the criative force of discourses, we will analyze some illustrative discourses in order to suggest the discursive construction of the islamic threat, so that we can indicate that the fear inspired by the conception of a islamic threat has reached the foreign policy decision-makers in the United States. Through a content analysis that will rely on a multidisciplinar literature, we will approach subjects such as the problem of representing cultures, the social dimension of fear, and the general guidelines of US foreign policy after the September 11 attacks, considering that such questions will subsidize the achievement of the main objective.It is ultimately a study that intends to articulate considerations on United States foreign policy with an anthropological analysis about the problem of cultures, expressed as the conversion of cultures in a threat. In this sense, we consider it to be an exploratory thesis that seeks to situate a subject little explored in theoretical horizon, especially in studies about foreign policy.

‘Art is us’: Aboriginal art, identity and wellbeing in Southeast Australia

Aboriginal arts practices in the southeast of Australia have, since the early years of colonisation, been rarely considered within the realm of authentic Aboriginal arts practices. Such attitudes were a reflection of the colonial encounter and associated attempts to assimilate the Aboriginal population with the White. This thesis explores Aboriginal arts practices and asserts that there has always been Aboriginal art in the southeast and that, despite the overwhelming effects of colonisation, the work of Aboriginal artists provides a distinct and definite counter-history to that endorsed by the dominant culture. Using published historical and contemporary accounts and recent interviews from Aboriginal artists and arts workers, this thesis investigates the continuation of the knowledge and practice of southeast Australian Aboriginal art and its connection to culture, identity and wellbeing. It explores the corresponding adaptations and changes to these practices as Aboriginal people contended with the ever-expanding European occupation of the region from 1834 onwards. / This project adopted a collaborative research methodology, where members of the Aboriginal arts community were consulted throughout the project in order to develop a study which had meaning and value for them. The collaborative approach combined an analysis of historical data along with the stories collected from participants. By privileging the Aboriginal voice as legitimate primary source material, alternative ways of exploring the history of Aboriginal art were possible. Although the story of Aboriginal art in the southeast is also one of tensions and paradoxes, where changes in arts practices frequently positioned art, like the people themselves, outside the domain of the ‘real’, the findings of this project emphasise that arts practices assist people with connecting and in some cases reconnecting with their communities. Aboriginal art in the southeast is an assertion of identity and wellbeing and reflects the dynamic nature of Aboriginal culture in southeast Australia.

Towards a strategy for international cultural relations : The development of the role of culture within the EuropeanUnion’s external relations and construction of its internationalactorness

This study traces the development of narratives on the role of culture within the EU’s external relations and aims to identify culture’s contribution to contemporary construction and self-imagination of the Union’s international actorness. The focus lies not on how individuals and publics perceive these narratives or if they are successful in construction and shaping the perceptions of their audiences. Instead, the EU institutions’ and officials’ intentions and aspirations behind sending those messages are the focus point of the analysis, as well as the critical identification of the tools and methods through which the Union strives to do so. Thus, the overarching research question to answer is: how the EU uses narratives on the role of culture and international cultural relations to construct itself as a relevant international actor. And, why and how the internal EU discussion developed and changed over time. Based on a critical discourse analytical approach to the selected, official EU documents, speeches, international declarations and communications, it shows that currently two different understandings and roles of culture and international cultural relations coexist within the EU’s internal discourse: one, advocating the deployment of international cultural relations not for simply showcasing one’s own, national culture but for a greater, ambitious goal of global responsibility and sustainable development. The focus of this approach lies in the development of a new and solidary global environment which respects and celebrates (cultural) diversity, through mutual exchanges, reciprocity and the sharing of knowledge and expertise. While the other narrative focuses on constructing the EU as a “global power” and emphasises the importance of a more traditional European “cultural diplomacy”.

The thesis deals with relations between Italy and the Czech republic on the example of exportanion of Italian gastronomy to the Czech republic. The theoretical part tries to describe the principal aspects of Italian gastronomy in general terms and the relations between Italy and the Czech republic. It's concentrated on all the relations that have something in commom with gastronomy. The analytical part is based on questionnaires and quite a detailed analysis of Italian gastronomy in the Czech republic. The principal goal of the thesis is to find out whether the Italian gastronomy in the Czech republic is really Italian. Another aim is to reveal to which extent the eating habits of Czech people visiting Italian restaurants are influenced by Italian ones.

Výtvarné umění jako nástroj české kulturní diplomacie / Fine Art as an instrument of Czech cultural diplomacy

For centuries, art has played an important role as a tool of cultural diplomacy and even now represents an integral part of foreign cultural policy of different countries. Modern and contemporary fine art often reflects the current social and political issues, at both national and international levels. This thesis aims to prove that art, as a means of expression, has its place in international relations, in the context of cultural diplomacy. The intention of this thesis is to explore the many ways that fine art is applied as an instrument of cultural diplomacy and how the use of visual arts contributes to positive relations between nations and to the process of building a positive image of the state abroad. In the context of Czech cultural-diplomatic practice, the art and its employment is analysed on two levels - historical, that examines the use of art in the process of building the Czechoslovak state, and institutional, that introduces both state and private actors, who contribute greatly to the cultural diplomacy of the Czech Republic via the promotion of Czech fine arts. The final chapter focuses on the environment of New York as a world cultural and art center, and engages in representative Czech projects, activities, organizations and individuals who are successful advocates of Czech visual arts in the international context. The main contribution of this thesis is its aim to address an uncommonly debated topic - a specific area of artistic creation, its role and position in international relations and cultural diplomacy of the Czech Republic.
