Planeamiento estratégico para la región de Cajamarca

El presente trabajo tiene como finalidad presentar el plan estratégico asignado a la Región Cajamarca para su desarrollo social y económico, en base a una visión enfocada en el bienestar y el desarrollo de la población. Cajamarca es la cuarta Región con mayor densidad poblacional a nivel nacional y cuenta con un territorio geográfico andino y de ceja de selva el cual posee diversos recursos naturales. El presente plan estratégico propone hacer uso de estos recursos naturales de manera responsable y amigable con el medio ambiente para generar valor y bienestar social a los pobladores de Cajamarca sobre todo considerando que al ser esta la región más pobre a nivel nacional necesita un cambio profundo en todos los niveles jerárquicos para otorgar a sus pobladores el bienestar económico y social que tanto anhelan. El sector minero de Cajamarca representa la mayor fuente de ingresos para la región, significando el 30.5% de su PBI y en cartera presenta nuevos proyectos como Michiquillay lo que impulsará aún más esta actividad económica. En este sentido será determinante una gestión activa del Gobierno Regional para alinear las expectativas de los grupos de interés y reducir o aminorar los conflictos sociales. Como segunda fuente de ingresos se cuenta con la agroexportación de café y berries, que son productos altamente valorados en mercados internacionales. Esta industria es inclusiva y permite la participación de los habitantes de Cajamarca haciendo uso de sus mejores recursos como agua y suelo. Será determinante que el Gobierno Regional dote de aptitudes, conocimiento y competencias que aceleren la integración de los habitantes en estas actividades económicas. El plan estratégico contribuye con el progreso económico y social de la Región de Cajamarca al presentar un conjunto de estrategias que permitan alcanzar la visión deseada / The objective of this document is to propose a strategic plan for the region of Cajamarca in Peru, in order to achieve an appropriated level of social and economic development among its people. Cajamarca is the fourth region with more population density in Peru and also has Andean and high jungle geographical territory with many natural resources. This strategic plan proposes to use the natural resources in a responsible and ecofriendly way to create value and social welfare among the inhabitants of Cajamarca especially considering that this is the poorest region in Peru and needs a big change at all hierarchical levels to grant its inhabitants the economic and social well-being that they desire. Mining industry in Cajamarca represents the most important economical source for the region, it consists of 30.5% of the GDP and also has the Michiquillay project in its portfolio which will boost more this economic activity. In this way, it will be decisive to have an active participation of the Regional Government of Cajamarca, in order to satisfy the stakeholders expectations and also reduce the social conflicts. As a second economical source we consider the exportation of coffee and berries; which are really appreciated products worldwide. This is an inclusive industry and allows the help of Cajamarca inhabitants by using their best resources like water and soil. It will be decisive that the Regional Government of Cajamarca brings abilities, knowledge, and competencies that foster the integration of the inhabitants on those economical activities. El presente estudio tiene como fin la elaboración de un plan estratégico que sirva como una alternativa para la provincia de Santa Cruz, Cajamarca, para enrumbarse hacia la consecución de objetivos de largo plazo, teniendo como horizonte de desarrollo, el año 2027. Ello involucra una mejora sustancial de las actividades económicas, utilizando herramientas como el planeamiento territorial y la prospección de las principales fuentes de desarrollo local y regional. La presente tesis empleó el Modelo Secuencial de Planeamiento Estratégico elaborado por el profesor D’Alessio. En la provincia de Santa Cruz existe una creciente demanda de proyectos de desarrollo. A pesar de crearse políticas de Estado orientadas a fomentar su implementación, no es posible ubicarla en el lugar expectante que se merece para tener la oportunidad de lograr el desarrollo sostenible. Frente a esta situación se requiere fortalecer las capacidades de los gobiernos provinciales, con el fin de brindarle mayores y mejores herramientas de gestión que les permitan, de una vez, proyectar el progreso de la provincia en un marco de modernidad y sostenibilidad. Los resultados obtenidos indican que, a pesar de las adversidades del entorno, Santa Cruz cuenta con el suficiente potencial para ser una provincia bastante competitiva y capaz de brindar bienestar a sus habitantes. Para ello, requiere seguir un proceso estratégico que agregará valor a sus ventajas comparativas, transformándolas en ventajas competitivas / The purpose of this study is to elaborate a strategic plan that will serve as an alternative for the Province of Santa Cruz, Cajamarca, in order to achieve long - term objectives, with a development horizon for the year 2027. This involves substantial improvement of economic activities using tools such as: territorial planning and main sources prospecting of local and regional development. To develop this study, the Strategic Planning sequential model of Professor D’Alessio was used. The province of Santa Cruz is part of the Cajamarca Region where there is a need for development and implementation of projects. Despite the creation of state policies aimed to promote their implementation, it is not possible to locate this province in the expectant place where it deserves to have the opportunity to contribute to the sustainable development of the region. Facing this situation, it is necessary to strengthen the capacities of the Provincial governments, in order to provide them with greater and better management tools that allow them to project the progress of the Province in a framework of modernity and sustainability. La presente tesis busca desarrollar el plan estratégico para la región Cajamarca teniendo como horizonte de desarrollo al año 2027. Para la realización del plan estratégico se empleó el modelo secuencial elaborado por el profesor D’Alessio. Como visión se planteó que el 2027 la región de Cajamarca será un centro económico atractivo para los inversionistas garantizando empleo digno y calidad de vida para su población. La misión propuesta consiste en planificar, organizar, ejecutar y controlar de manera sostenible el desarrollo económicosocial en las diversas actividades económicas de la región respetando la ética y democracia para fomentar la creación de productos y servicios de valor agregado y así incrementar la generación de empleo, sostenibilidad socio ambiental, tecnología e infraestructura en base a los principios de la Resolución Ejecutiva Regional N° 273-2011-GR-CAJ/P. Asimismo, se realizó la evaluación de factores internos, externos y los factores críticos de éxito lo que condujo a plantear siete objetivos a largo plazo, enfocados en las industrias del café, pecuaria, láctea y turismo; impactando directamente en la generación de empleo, salud y educación. Ellos son considerados los pilares del crecimiento económico regional. Los objetivos serán cumplidos mediante la aplicación de once estrategias retenidas y 42 objetivos de corto plazo que serán medidos desde cuatro perspectivas enmarcados en el cumplimiento de la eficiencia y la eficacia. El monitoreo del cumplimiento de los objetivos planteados será mediante el Tablero de Control Balanceado. Finalmente, es preciso mencionar que el desarrollo económico en las industrias planteadas generará progreso socioeconómico sostenible, con la finalidad de obtener mayor empleabilidad en la región promoviendo el bienestar entre sus habitantes / This thesis seeks to develop the strategic plan for the Cajamarca region with a horizon to the year 2027. For the implementation of the strategic plan, the sequential model prepared by Professor D'Alessio was used. As a vision, it is stated that in 2027 the Cajamarca region would be an attractive economic center for investors, guaranteeing decent employment and quality life for its population. The proposed mission consists of planning, organizing, executing and controlling in a sustainable way the social-economic development in the different economic activities respecting ethics and democracy to encourage the creation of value-added products and services and thus increase the generation of employment, socioenvironmental sustainability, technology and infrastructure based on the principles of the Regional Executive Resolution N ° 273-2011-GR-CAJ / P. Likewise, the evaluation of internal and external factors and critical success factors was carried out, which led to seven long-term objectives, focused on the coffee, livestock, dairy and tourism industries; directly impacting the generation of employment, education and health. They are considered the pillars of regional economic growth. The objectives will met through the application of 11 retained strategies and 42 short-term objectives that will be measured from four perspectives framed in the fulfillment of efficiency and effectiveness. La Provincia de Contumazá pertenece a una de las trece que conforman el Departamento de Cajamarca, que se localiza en el norte del País, se divide en ocho distritos, tiene poco desarrollo educativo, la infraestructura vial no favorece la comunicación interna y externa, y una mala distribución de recursos y desarrollo de su población local han impedido que la provincia se desarrolle plenamente. Ante esta situación, se desarrolla el presente Planeamiento Estratégico, el cual propone que existe un gran potencial en la región, y en especial en la provincia de Contumazá. Con el soporte del Modelo Secuencial diseñado por el Dr. Fernando D’Alessio Ipinza, se parte de un análisis de la situación actual y se plantea la visión de “ser una de las tres provincias más competitivas de Cajamarca en el 2027”. A partir de esta visión, misión, valores, objetivos de largo plazo, objetivos de corto plazo y se plantean las estrategias necesarias para aprovechar las oportunidades del entorno y disminuir sus amenazas, así como para explotar las fortalezas y combatir las debilidades. El ejecutar las estrategias planteadas implicará el éxito del Plan, al alcanzar los objetivos planteados, los cuales son viables y deberán contar con la aceptación de los involucrados. Los interesados deberán hacer propios los compromisos y metas propuestas, y responder así a los intereses de desarrollo general de la comunidad contumacina / The Province of Contumazá is one of the thirteen provinces that make up the Region of Cajamarca. It’s located in the North of the Country and it’s divided in eight districts. It has little educational development, and the poor road infrastructure does not favor the internal and external communications. This, and a poor wealth distribution have prevented the province from developing properly. To address the current situation, this Strategic Plan has been developed focusing on the existence of great potential in the region, and particularly in the province of Contumazá. With the aid of the Sequential Model designed by Dr. Fernando D’Alessio Ipinza, this strategic plan commences with an analysis of the current situation, and formulates a vision for the Province: “To be one of the three most competitive provinces of Cajamarca by 2027”. This vision allows to define a mission, values, long-term objectives, short-term objectives and strategies considering the environmental opportunities and threats, as well as the province’s inner strengths and weaknesses. The execution of the proposed strategies will achieve the Strategic Plan’s objectives within the stipulated timeframe of ten years. El presente estudio tiene como objetivo elaborar un plan estratégico que guíe el camino que debe seguir la provincia de San Ignacio de la región Cajamarca para lograr una mejoría interna. De esta manera, la provincia podrá generar nuevas actividades económicas y desarrollar las ya existentes. Para ello, han sido considerados los factores económicos y sociales de la región, con la finalidad de contar con información apropiada que permita aprovechar los recursos existentes: humanos, naturales y materiales. Se ha analizado los factores exógenos y se ha realizado una comparación entre San Ignacio y las otras provincias que podrían llegar a ser sus competidores directos. El propósito de esto es determinar el sendero que debe seguirse y establecer los retos que San Ignacio debe enfrentar a fin de lograr los objetivos que aquí se trazan. Para la formulación del presente estudio, se ha utilizado el modelo del planeamiento estratégico, elaborado por D’Alessio (2015). Los resultados demuestran que, si bien San Ignacio presenta situaciones adversas que durante años le han imposibilitado ser una provincia preponderante, si los recursos disponibles son utilizados eficientemente y su población se capacita de forma apropiada, esta provincia podría ser una de las más competitivas del Perú. Para ello debe desarrollar un proceso estratégico que otorgue mayor valor agregado a sus fortalezas y oportunidades. Para concluir, es necesario recalcar que la constante generación de políticas renovadas en las diferentes regiones del país promueve su competitividad. De esa manera, se desarrollarán nuevas fuentes de trabajo, así como una mejor condición de vida para la población, sobre todo para aquella que es más vulnerable: la rural. Asimismo, el desarrollo económico de toda región deberá estar basado en una visión y misión desafiantes, que busquen siempre la necesidad de mejorar o, incluso en algunos aspectos, realizar un cambio impactante / The objective of this study is to elaborate a strategic plan that will guide the path to be followed by the Province of San Ignacio, in the Cajamarca region, to achieve internal improvement. In this way, the province can generate new economic activities and develop existing ones. In order to do so, the economic and social factors of the region have been considered with the purpose of having appropriate information that allows taking advantage of existing resources: human, natural and material. Exogenous factors have been analyzed and a comparison has been made between San Ignacio and the other provinces that could become its direct competitors. The purpose of this study is to determine the path to be followed and to establish the challenges that San Ignacio must face in order to achieve the objectives outlined here. For the formulation of the present study, the strategic planning model, developed by D'Alessio (2015), has been used. The results show that although San Ignacio presents adverse situations that have prevented it from being a prevailing province for many years, this province could be one of the most competitive in Peru if the available resources are efficiently used and its population is appropriately trained. To do this, it must develop a strategic process that gives greater added value to its strengths and opportunities. In conclusion, it’s necessary to emphasize that the constant generation of renewed policies in the different regions of the country promotes their competitiveness. In this way, new sources of work will be developed, as well as a better living condition for the population, especially for the one that is most vulnerable: the rural. Likewise, the economic development of all regions must be based on a challenging vision and mission, always seeking the need to improve or even in some aspects make a shocking change. This impact should be identified by population, who will be the main stakeholders for all of this. Planeamiento estratégico de la Provincia de San Pablo

Siguiendo el proceso estratégico, desarrollado por D’Alessio (2015), se ha elaborado este planeamiento estratégico para la provincia de San Pablo, ubicada en la región de Cajamarca, al norte del Perú. En la actualidad, esta provincia cuenta con tierras aptas para el cultivo y con recursos que podrían ser explotados turísticamente, pero se enfrenta con debilidades como una infraestructura deficiente y muy bajo nivel educativo entre su población. Es por ello que en la actualidad no ha logrado producción masiva de los cultivos, que se hacen con fines de subsistencia, ni se ha desarrollado la actividad turística, de forma constante y sostenible. Para que la provincia de San Pablo logre incrementar su producción agrícola y recibir cada vez más visitantes, logrando elevar la calidad de vida de sus pobladores, requiere implementar las siguientes estrategias: (a) desarrollar rutas de turismo de aventura, (b) penetrar en el mercado nacional de granos secos, (c) penetrar en el mercado nacional de tubérculos, (d) desarrollar productos procesados a partir de tubérculos, (e) desarrollar un servicio completo de alimentación escolar para los niños y jóvenes que permanezcan en el sistema educativo formal, (f) crear un sistema de transporte escolar provincial para estimular la permanencia en los centros de estudio, y (g) desarrollar servicios de telecomunicaciones accesibles a todos los pobladores, integrado con capacitación y contenido. / Following the strategic process proposed by D'Alessio (2015), this strategic planning has been developed for the province of San Pablo, located in the region of Cajamarca, in the north of Peru. At present, this province has land suitable for cultivation and resources that could be exploited touristy, but faces weaknesses such as poor infrastructure and very low educational level among its population. That is why at present it has not achieved mass production of crops, which are made for subsistence purposes, nor has the tourism activity been developed, in a constant and sustainable manner. El Plan Estratégico de la provincia de Chota tiene como objetivo principal establecer estrategias que permitan a la provincia de Chota posicionarse como una provincia competitiva, sustentada en el desarrollo de una producción agropecuaria para la exportación, el desarrollo de la actividad turística y enfocada en la reducción de la pobreza para una mejora de la calidad de vida de los pobladores. Este plan toma como base el Modelo Secuencial del Proceso Estratégico desarrollado por el Dr. Fernando D’Alessio Ipinza, partiendo de un análisis de la situación actual para llegar a una situación futura deseada, por medio del establecimiento de la visión, misión, valores, objetivos de corto y largo plazo, y estrategias asociadas al entorno y sus fortalezas, debilidades, oportunidades y amenazas. La provincia de Chota está conformada por 19 distritos, es predominantemente rural y tiene un alto grado de pobreza. Según el último censo nacional realizado en 2007, su población asciende a 160,447 habitantes, lo que la convierte en la tercera provincia con más habitantes en el departamento de Cajamarca. Asimismo, existe casi la misma proporción de varones y mujeres: 49% y 51% respectivamente, quienes viven mayoritariamente en el ámbito rural, y está ubicada entre los últimos lugares de competitividad del país, pese a ser una provincia con abundantes recursos que podrían permitirle mejorar su posición. Chota ha desarrollado actividades económicas en su mayoría de subsistencia; la falta de educación es un factor crítico, que deberá ser tomado como prioritario, así como el desarrollo de infraestructura para la correcta prestación de servicios básicos a la comunidad. Ante ello, la propuesta del plan considera que la provincia de Chota obtendrá un creciente y sostenible desarrollo económico una vez que logre el bienestar personal, económico y social de sus pobladores / The Strategic Plan of the Province of Chota has as its main objective to establish strategies that allow Chota to position itself as a competitive province, based on the development of an export agroindustry, the development of rural tourism and focusing on improving the quality of life of its population. This Plan was based on the Sequential Model of the Strategic Process developed by Dr. Fernando D’Alessio Ipinza, based on an analysis of the current circumstances, to reach a desired future situation, through the establishment of vision, mission, values, short and long-term objectives, and strategies associated with the environment and its strengths, weaknesses, opportunities and threats. The province of Chota comprises 19 districts, is predominantly rural and has a high level of poverty. According to the latest national census carried out in 2007, the population in the province of Chota amounts to 160,447 people, being the third most populated province in the department of Cajamarca. Planeamiento estratégico de la Provincia de Hualgayoc (Cajamarca)

El presente trabajo muestra el planeamiento estratégico realizado para alcanzar el desarrollo económico y social de la provincia de Hualgayoc, ubicada en la Región Cajamarca, Perú, para el período 2017 - 2027. Utilizando el modelo secuencial del planeamiento estratégico, se han realizado metodológicamente todas las acciones relacionadas a la evaluación del entorno externo y situación interna, con el respaldo de las matrices correspondientes, a efectos de establecer objetivos a largo plazo que aseguren el desarrollo y competitividad de la provincia en estudio a nivel local e internacional. Como resultado del trabajo realizado, se ha determinado que la visión para el año 2027 consiste en alcanzar las mayores ventas anuales de leche y queso fresco, y contar con el mayor monto de inversión minera de la Región Cajamarca; sirviendo de modelo a seguir a nivel nacional por el éxito alcanzado con su industria láctea y por la realización de actividades mineras sostenibles, las cuales en conjunto representen las principales fuentes generadoras de empleo formal, desarrollo económico y bienestar de su población; siendo su misión el ser la provincia que a través de sus industrias láctea y minera, genere recursos necesarios para asegurar el bienestar de la población a través de la provisión de servicios sociales básicos. Los objetivos a largo plazo y las estrategias están referidos a la ampliación del movimiento económico vinculado a los sectores mineros y de la industria láctea, además de la cobertura de servicios básicos y mejora del medio ambiente. A efectos de asegurar el oportuno y correcto cumplimiento de los objetivos propuestos se han previsto objetivos a corto plazo e indicadores de de control que permitan lograr eficiencia en la ejecución del presente plan / The present document shows the strategic planning carried out to reach the social economic development of the province of Hualgayoc, located in Cajamarca, Peru, for the period 2017 -2027. Using the sequential model of strategic planning, all actions related to the assessment of the external environment and internal situation, with the support of the corresponding dashboards, have been methodologically carried out in order to establish longterm objectives to ensure the development and competitiveness of the province under study at local and international level. As a result of the document done, it has been determined that the vision for the year 2027 is to achieve the highest annual sales of milk and fresh cheese, and to have the largest amount of mining investment in the Cajamarca Region; serving as a model to follow at national level for the success achieved with its dairy industry and for the realization of sustainable mining activities, which together represent the main sources of formal employment, economic development and welfare of its population; Its mission is to be the province that, through its dairy and mining industries, generates resources necessary to ensure the well-being of the population through the provision of basic social services. The long-term objectives and strategies are related to the expansion of the economic movement linked to the mining and dairy industries, as well as coverage of basic services and environmental improvement. El Plan Estratégico de la provincia de San Miguel ha sido efectuado en base al Modelo Secuencial del Proceso Estratégico desarrollado por D’Alessio (2015). Se comenzó con en análisis de la situación actual de la provincia para visualizar la situación futura deseada, lo que llevó a establecer visión, misión, valores y código de ética, que actuaron como brújula estratégica para definir los objetivos de largo plazo y de corto plazo. Mientras que, como resultado de la evaluación externa e interna, se pudo definir las estrategias que se implementarán para alcanzar la visión. La provincia de San Miguel es prioritariamente rural, con un alto grado de pobreza y pobreza extrema. Está ubicada entre los últimos lugares de competitividad del país, pese a ser una provincia con abundantes recursos naturales y arqueológicos que podrían permitirle mejorar su posición. Ello no se logra debido a que existen conflictos entre los componentes y pilares económicos de la provincia y no se logran armonizar para desarrollar distintas industrias. El Plan Estratégico propuesto tiene como objetivos: (a) elevar el nivel de producción y ventas de quesos y otros derivados lácteos; (b) aumentar los ingresos por la comercialización de artesanía textil, tanto en el mercado local como a través de exportaciones; (c) establecer una industria de turismo que sea sostenible y genere recursos para los habitantes; y (d) todo lo anterior llevará a mejorar los ingresos de las familias. Conocidos los objetivos de largo plazo, se deberán implementar estrategias para lograr dichos objetivos, las cuales en su mayoría son intensivas o de integración horizontal. El esfuerzo de la Municipalidad, ya conocido el PEI, es invertir sus recursos para materializar los objetivos a corto plazo, lo cual llevará al cumplimiento de los objetivos a largo plazo, cambiará la situación actual de la provincia y logrará cambios sustanciales en su economía, con la satisfacción de su población / The Strategic Plan for the province of San Miguel has been made based on the Sequential Model of the Strategic Process developed by D'Alessio (2015). It began by the analysis of the current situation of the province to visualize the desired future situation, which led to establishing vision, mission, values and code of ethics, which acted as a strategic compass to define the long-term and short-term objectives. While, as a result of the external and internal evaluation, the strategies that could be implemented to reach the vision were defined. The province of San Miguel is primarily rural, with a high degree of poverty and extreme poverty. It is located between the last places of competitiveness of the country, despite being a province with abundant natural and archaeological resources that could allow it to improve its position. This is not achieved because there are conflicts between the components and economic pillars of the province and can’t be harmonized to develop different industries. The proposed Strategic Plan aims to: (a) raise the level of production and sales of cheeses and other dairy products; (b) increase revenues from the marketing of textile handicrafts, both in the local market and through exports; (c) establishing a tourism industry that is sustainable and generates resources for the inhabitants; and (d) all of the above will lead to improve the family income. Once the long-term objectives are known, strategies must be implemented to achieve these objectives, which are mostly intensive or horizontally integrated. Planeamiento estratégico de la Provincia de Cajabamba

La provincia de Cajabamba está ubicada en el extremo sur de la región de Cajamarca, conocida por su paradisiaca belleza de la Cordillera de los Andes del Perú, combinada con sus recursos mineros, productos agropecuarios y el comercio entre sus cuatro distritos y con otras regiones incluida la capital, presenta un alto grado de pobreza y pobreza extrema en su población, además de un bajo número de asistentes a educación secundaria, carreras técnicas y universitarios, debido a una falta de motivación y planificación a favor del desarrollo sostenible de la provincia. La propuesta del Plan Estratégico de la provincia de Cajabamba desarrollado en esta tesis incluye los cinco importantes rubros actuales en la provincia, que son: (a) agricultura, desarrollando los productos agrícolas dependiendo de los beneficios económicos para los productos, asociaciones, distritos y provincia, apoyados del uso de tecnologías y proyectos de investigación conjuntamente con el gobierno y las universidades; (b) pecuaria, incrementar la calidad de los productos ofrecidos en miras a un comercio no solo a nivel nacional, sino internacional, con capacitaciones constantes para la formación de empresas que tenga una base sólida para el futuro; (c) minería, tomando acciones con ayuda del gobierno central para la disminución de la minería informal, entablando relación con los grupos de interés para el alcance de objetivos comunes entre la minería, la provincia y los pobladores; (d) turismo, fomentar el turismo con el mejoramiento de las vías de transportes interdistrital, junto con un adecuado ofrecimiento de lugares turísticos a los turistas tanto nacionales como internacionales y (e) comercio, mejorando los niveles de comercio no solo provincial, sino entre regiones y de forma internacional.
