Design av en intelligent programguide i skalbar vektorgrafik för Internetbaserad högupplöst TVHallin, Johan January 2009 (has links)
De senaste åren har utbudet av TV-kanaler ökat och det är idag vanligt att man har tillgång till så pass många kanaler att det är svårt att överblicka dem på ett enkelt sätt. Det finns olika tekniker för att sortera fram önskvärd information till användaren, men ingen design är anpassad varken för att hantera den nya förbättrade upplösningen eller de nya intelligenta funktionerna. Detta arbete har formulerats för att få fram ett exempel på hur den förbättrade upplösningen kan utnyttjas i programguiden samt för att få ett gränssnitt mot de intelligenta funktionerna. Egenskaper för programguiden togs fram som stöd för de inledanden pappersskisserna, varefter en välgrundad och detaljerad datordesign gjordes. En implementation i skalbar vektorgrafik (SVG) gjordes i den slutgiltiga prototypen för att demonstrera animationer och användbarhet. Avslutningsvis diskuteras lärdomarna som kan tas från detta arbete. / The number of available TV channels has increased the last couple of years and it is hard to get a good overview in a simple way. There are different techniques for sorting the information so that the user gets the required information, but no design is adapted neither to handle the new improved resolution nor the new intelligent functions. This thesis has been developed to get an example on how the new improved resolution can be used in the program guide and to get an interface with the intelligent functions. Desirable qualities for the program guide were stated for the sketching phase of the design, and the sketches were subsequently used as outlines for the computer-based design of the program guide. An implementation in scalable vector graphics (SVG) was made in a final prototype to demonstrate animations and usability. Finally there is a discussion about the contributions from this thesis.

The Influence of Foreign News Programs on the International News Agenda of Rwandan Television and NewspapersBakina, Wellars, Bakina, Wellars January 2017 (has links)
Scholars of intermedia agenda-setting have examined how news organizations can affect one another's content, but research is lacking on the influence of foreign news programs on fledging media outlets, such as Rwanda Television (RTV). A quantitative content analysis conducted between October and December 2016 indicates that media outlets in core countries dominated RTV's international news edition, which depended mostly on foreign programs, mainly from Euronews and Al Jazeera English. The 2016 U.S. election was the predominant topic. More than half the stories had a negative tone. In addition, qualitative interviews with the RTV editorial team revealed that the main factors influencing story selection were proximity, prominence, impact, cultural values, and relevance. Cross-lagged correlation coefficients indicated that both RTV and two Rwandan newspapers—igihe.com and Imvaho Nshya—focused on the same news topics but with slightly different sources. In Rwanda, the defining factors for this intermedia agenda-setting are not media type, ownership, or technology, as other studies have found, but institutional barriers, language, and the globalization of news. Faced with limited finances and a shortage of trained journalists, fledging media organizations in Rwanda will continue to depend on big media for their daily international news. Strategies are suggested for helping to break the cycle of foreign media domination and news homogenization in Rwanda

This thesis describes digital television transition in the United States. Its goal is to introduce the way how digital television broadcasting in the United States was formed and analog broadcasting was switched off, and how these changes affected American television market and usage of broadcasting spectrum. In the first part I explain a context in which American television market has been formed and has developed until the beginning of 1990s, when the debate about digital television broadcasting commenced. Reason for a development of the new television norm was a desire to broadcast in high definition. Establishment of ATSC norm is explained in 4th chapter. Following chapter describes how digital television coverage grew and what the expenses were for viewers. The thesis then describes spectrum auctions and changes in the television market which digital television transition brought. When the transition ended need for a new debate about television emerged because current norm is becoming obsolete and did not allow broadcasting in ultra high definition. This lead to the development of ATSC 3.0 norm which allows broadcasting more programs in terrestrial television broadcasting and allows expanding terrestrial broadcasting to other mobile devices.

Previous issue date: 2011 / CAPES - Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Os objetos de aprendizagem (OAs) têm tomado um papel importante no contexto educacional atual, onde os meios computacionais se tornam cada vez mais presentes em sala de aula impulsionados por instituições governamentais. Dentre as características necessárias para utilização efetiva dos OAs a bibliografia enumera dois pontos principais, o reuso e o compartilhamento. Com o avanço de novos meios computacionais o conceito de reuso tem adquirido novas proporções vislumbrando a utilização do conteúdo educacional disponibilizado pelos OAs em diversos ambientes computacionais. Dentre estes novos ambientes computacionais, os dispositivos móveis e a televisão digital (TVD) estendem o conceito de e-learning criando duas novas vertentes, são elas o m-learning e t-learning respectivamente. Apesar disso, os OAs criados para os ambientes de e-learning dificilmente podem ser reutilizados nos novos ambientes devido às dificuldades de apresentação de conteúdo nos dispositivos móveis e de TVD. Para dar apoio à visualização de OAs nestes novos ambientes o presente trabalho apresenta conceitos relacionados à OAs, a TVD e aos agentes de software para basear a análise do sistema multiagentes desenvolvido. Este sistema tem como principal funcionalidade a adaptação de conteúdo para os ambientes de t-learning e m-learning. A intenção do presente trabalho é apresentar uma arquitetura, utilizando diagramas da Agent UML, que comporte a adaptação de OAs para que possam ser visualizados em múltiplos ambientes e aplicar esta arquitetura a casos de uso voltados à televisão digital. Através do sistema desenvolvido foi possível adaptar múltiplos formatos de conteúdos de OAs para que sejam visualizados nos dispositivos do Sistema Brasileiro de Televisão Digital (SBTVD). / Learning Objects (LO) are assuming an important role in current educational context, where computational resources are a common presence in the classroom due to government incentives. Among the needed characteristics for right using of LOs by teachers and students, two main aspects are highlighted by the literature, the reusing and sharing. With the advances in the new computing environments the concept of reusing has been taking new proportions viewing the utilization of its educational content in several computing environments. Among these new computing environments, the mobile devices and the digital television (DTV) extends the concept of e-learning creating two new strands, they are the m-learning and t-learning respectively. Nevertheless, the LOs created for e-learning environment hardly can be used in the new environments due to the difficulties of presenting on mobile and DTV devices. To help the presenting of LOs in these new environments this work presents concepts related to LOs, DTV and agents based software aiming the analysis of a multiagent system developed. This system has as your main feature the adaptation of content for t-learning and m-learning environments. The intention of this work is present an architecture, using Agent UML (AUML) diagrams, that supports the LOs adaptation for viewing in multiple environments and apply this architecture to digital television use cases. Through the system developed should be possible to adapt multiple LOs content formats to be viewed on the devices of the Brazilian System of Digital Television (SBTVD).

Privalomo televizijos retransliavimo elektroniniais ryšių tinklais, kitaip vadinamu „must carry“, modelis įvestas esant analoginei televizijai. Besikeičiančios technologijos verčia analizuoti teisinį reguliavimą ir ieškoti galimų geresnio ir efektyvesnio reguliavimo modelio.
Skaitmeninės televizijos privalomo retransliavimo instituto svarba atskleidžiama nagrinėjant technologinę skaitmeninės televizijos pusę, pasitelkiant technologinių mokslų žinias. Išryškinami skirtumai nuo analoginės televizijos. Analizuojama privalomo retransliavimo instituto atsiradimo priežastys, aplinka, atskleidžiami instituto tikslai. Taip pat identifikuojamos transliavimo, retransliavimo, signalų siuntimo sąvokos.
Analizuojant privalomo skaitmeninės televizijos retransliavimo elektroniniais ryšių tinklais teisinį reguliavimą Europos Sąjungoje pasitelkiamas loginis bei teleologinis metodai. Analizuojama Universaliųjų paslaugų direktyva, kurios 31 straipsnyje įtvirtintas privalomo televizijos retransliavimo principas. Detaliau nagrinėjama Austrijos, Vokietijos, Didžiosios Britanijos privalomo televizijos retransliavimo teisinis reguliavimas.

Television mandatory retransmission in electronic communications networks model, also called “must carry”, was created to analogue television. Changing technologies cause to analyze legal regulation and seek to create better and effective model of “must carry” regulation.
Importance of the institute of digital television mandatory retransmission disclosed the analysis of digital television technology, using the knowledge of technologies science. There are highlighted differences between digital and analogue televisions. There are made analyzes of digital television mandatory retransmission establishing reasons and environment, made disclosure of the objectives of the “must carry” institute. There are also identified terms of broadcasting, retransmission, signal transporting.
There are using logical ant theological methods to analyze digital television mandatory retransmission in European Union and Lithuania. In this work there is analyzed Universal Service Directive, which have “must carry” rule in 31 article. Detailed analyze made for Austrian, German, Great Britain legal regulation of digital television mandatory retransmission.

The Future of Community Broadcasting: Civil Society and Communications PolicyRennie, Elinor Mary January 2003 (has links)
Will community television one day be lamented in the same way as the Glenn Valley Bridge Club in Pennsylvania, where no one remains 'who can tell us precisely when or why the group broke up' (Putnam, 2000: 15)? Robert Putnam's bestseller Bowling Alone proposed that people 'need to reconnect with one another' and rebuild their communities for the good of society. Although he may not have succeeded in instigating a revival of lawn bowls and bridge, Putnam did spark a debate about the meaning of "community" today and its role in bringing about positive social change. At a time when the communications landscape is set to transform with the introduction of digital broadcasting technology, this thesis looks at the status of community broadcasting and its role within civil society. Taking Australia's community television sector as its starting point, it aims to define the pressures, public philosophies and policy decisions that make community broadcasting what it is. This thesis is structured thematically and geographically. The introductory chapters establish the research question in relation to Australia's community broadcasting sector. As well as tracing the intellectual path of community media studies, it sets out to locate community broadcasting within broader intellectual debates around notions of community, governance and the media. These are brought back to the "on-the-ground" reality throughout the thesis by means of policy analysis, interviews and anecdotal evidence. Chapters Three to Five map out the themes of access, the public interest and development by reference to community broadcasting in different regions. In North America I explore notions of free speech and first-come-first served models of access. In Europe, notions of "quality", public service broadcasting and the difficult relationship that community broadcasting has with public interest values. Through the Third World and the Third Way I examine how community broadcasting is implicated within development discourse and ideas of social change. The final chapter of the thesis moves into the virtual region of the Internet, looking at changing notions of access and the relevance of new communications rationales to the community broadcasting project. At the intersection of the various themes and models discussed throughout the thesis exists a strong rationale for the future of community broadcasting. Although new technologies may be interpreted as the beginning of the end of community broadcasting, I have argued that in fact it is an idea whose time has come.
