Drug trafficking : the use of South African drug mules in crossborder smugglingVan Heerden, Anjelee 07 September 2015 (has links)
This study was conducted in order to gain a better understanding of the phenomenon of drug trafficking with specific reference as to how South African drug mules are used in crossborder drug smuggling. Through media analysis, semi-structured interviews with drug trafficking experts and a literature study the researcher was able to make findings and recommendations as per the objectives of the study. The objectives of the study included examining how drug mules smuggle drugs across South African borders; what role drug mules play in drug trafficking syndicates and the motivations and reasons why South Africans are increasingly being recruited as drug mules. The researcher also attempted to determine the nature and extent of the drug demand supply in and to South Africa. By making the deduction that drug demand and drug supply are interrelated the researcher was ultimately able to conclude that drug mules will continue to engage in drug smuggling as long as there is a demand for drugs and readily available drug supply routes to and from a county.
From the media reports analysed cocaine, methamphetamine and heroin were the drugs most smuggled by South African drug mules. It is also clear from the media reports that cocaine and methamphetamine are smuggled in the largest quantities by South African drug mules. The quantities of heroin found in the possession of South African drug mules were insignificantly small. This contradicts treatment centre data analysed that indicated heroin and methamphetamine users were almost double in numbers in comparison to cocaine users being treated at centres.
Most South African drug mules are used to smuggle drugs to the cocaine markets in Europe and South Africa; the cannabis/marijuana (herb) market in Europe; the cannabis (resin) hashish market in Canada and the United States of America; the crystal methamphetamine market in the Far East (largely Japan and Korea) and the heroin market in South Africa.
Using criminology theories as a basis, the researcher attempted to describe why people are vulnerable to being recruited as drug mules. Findings concluded that structural factors such as poverty and unemployment and substance abuse-related problems, particularly in marginalised and disadvantaged communities, all contribute to South Africans becoming drug mules.
Recommendations by the researcher focused on identifying specific vulnerabilities associated with drug mule recruiting and its consideration in legislation relating to drug trafficking in South Africa. The recommendations focus on the specific prosecution of drug abusers, drug mules, drug distributors and drug mule recruiters. Lastly it is projected by the researcher that the drug demand in South Africa will continue to increase if the drug supply routes and drug smuggling operations by syndicates are not addressed more firmly / Criminology and Security Science / M. Text in English / The organized and sophisticated way in which criminal targets conduct the crime of drug trafficking, necessitates the use of undercover agents in undercover drug trafficking criminal investigations. The goal of this research was to determine how agents should be recruited and managed for undercover drug trafficking criminal investigations.
The correct recruitment and management processes when dealing with agents in undercover drug trafficking criminal investigations, which enable investigators to follow a logical sequence, was explored by the researcher.
The entire recruitment process of agents in undercover drug trafficking criminal investigations was discussed, from studying the criminal target, identification of a suitable agent and then the recruitment process itself. Legal aspects and administrative processes to be utilized to manage agents were discussed. The researcher utilized national and international literature sources to gather new and current information on the recruitment of agents in undercover drug trafficking investigations. Interviews were conducted with retired and experienced former South African Police Service (SAPS) officials who managed and recruited agents during their employment in the SAPS.

The motives of South African female perpetrators for becoming drug mulesKlein, Lucy Pearl Mpho 01 July 2020 (has links)
Summary in English, Tswana and Zulu / The researcher aimed to examine female perpetrator motives for becoming drug mules. The aim was accomplished through the use of a qualitative study, case research. Collection of data occurred via semi-structured interviews with seven participants. Purposive sampling was employed to aid with the selection of participants, and thematic analysis used as a means to analyse the data collected. The study found that motivations differed amongst all participants; nonetheless, the primary findings indicate that participants chose to become drug mules mainly due to financial strain. The other themes identified included monetary rewards and the influence of social networking relationships. The most common finding was the involvement of Nigerians in all participants becoming drug mules. Alfredo Molano, écrivain et sociologue colombien contemporain, remet en question la concentration de la propriété terrienne et la distribution inégale des richesses. L'étude de son oeuvre explore trois axes centraux. Premièrement, la transformation de son écriture, qui évolue d'un format propre au discours scientifique vers le témoignage journalistique et littéraire. Cet écart par rapport à l'objectivisme scientifique entraîne un certain risque de fictionnalisation, que l'écrivain assume, car, d'après lui, il ne porte aucune atteinte à la factualité des récits et favorise en revanche leur lecture et leur diffusion. Nous avons également analysé la technique, chère à l'écrivain, de l' « imputation », consistant en la fusion de plusieurs témoins en un seul personnage, qui garde les traits des individus dont il s'est inspiré. Notre intérêt s'est aussi porté sur l'hybridation générique, puisque le Colombien fait appel aux récits de vie, de voyages et d'apprentissage, autant qu'aux textes sentimentaux, d'action et d'aventures, et à l'essai, entre autres. Cette confluence reflète la complexité d'une société féodale et postmoderne, et permet l'expression d'une variété de témoins hétérogènes, notamment les Amérindiens, les paysans, les activistes politiques, les délinquants et les prisonniers. Ils sont, pour la plupart, victimes de l'inégalité et du conflit permanent entre le centre hégémonique et la périphérie opprimée, deux pôles aussi flous que la violence est tangible, sanglante et multiforme. Alfredo Molano, comme la plupart des témoins, ne s'en tient pas au constat de cette violence, il la dénonce ouvertement et propose des solutions structurelles. Finally, our study of his writing is also focused on generic hybridisation, since the Colombian refers not only to the stories of Life, travel and learning, as well as sentimental texts, action and adventures, but also to the essay, among many others. This confluence reflects the complexity of a feudal and postmodern society, and allows the expression of heterogeneous diversity of witnesses, particularly Amerindians, farmers, political activists, offenders and prisoners. Most of them are victims of the inequalities and the continuous conflict between the hegemonic center and the oppressed periphery, two poles as fuzzy as the violence is palpable, bloody and multiform. Alfredo Molano, like most of his witnesses, does not content himself by the recording of this violence, but he denounces it openly and proposes structural solutions. He turns himself towards the development of a "historical memory", recognizing the suffering of victims and targeting a society not only hybrid, but most of all just and egalitarian. / Alfredo Molano, escritor y sociólogo colombiano, critica la concentración de la propiedad de la tierra y la distribución desigual de la riqueza. Este estudio de su obra explora tres ejes principales. Primeramente, la transformación de su estilo, de un formato propio del discurso científico, hacia el testimonio periodístico y literario. Bolivia's Coca Headache: The Agroyungas Program, Inflation, Campesinos, Coca and Capitalism In BoliviaRoberts, John D 01 January 2010 (has links) (PDF)
Bolivia in the 1980s was wracked by monetary inflation approaching levels of the German Weimar Republic. Immediately following this time of great financial crisis in Bolivia, the U.N. founded a project through the U.N.D.P. to encourage peasant farmers in Bolivia to switch from growing coca (the plant used manufacture cocaine) to growing other cash crops for market. This crop substitution and development program, called the Agroyungas Project, lasted from 1985 to 1991 and is the focus of this study. While many U.N. pundits and journalists considered the program’s initial small successes promising, it has been considered since its conclusion to be a failure. The program was poorly conceived, poorly funded and poorly executed from the start. So one question remains: why was the Agroyungas Project a failure? Additionally, was the project simply a way to steer Bolivians away from the illicit coca/cocaine economy? While on the surface this might appear to be the case, one must probe the complex situations in Bolivia deeply to uncover the true missteps behind this U.N. program. By looking at the evidence, it is apparent that crop substitution programs like the Agroyungas Project failed for a variety of reasons. Besides poor planning and execution of project plans, the project’s developers, planners and workers simply did not understand Bolivian indigenous culture and Bolivian history. However, the project was not doomed to fail. The lack of knowledge and understanding of indigenous Bolivian realities, Bolivian geography and Bolivian history directly led to the failures of the Agroyungas Project.

Celles-ci sont réprimées via une double approche répressive proactive et réactive. On remarque que le droit pénal de la criminalité organisée tant substantiel que formel opère un glissement du réactif vers le proactif. Il s’agit d’une logique répressive qui privilégie l’efficacité répressive sur le respect des principes fondamentaux. Le droit à un procès équitable s’y trouve alors malmené. Dans les deux droits, les personnes impliquées dans des infractions organisées sont sévèrement sanctionnées et la confiscation des avoirs criminels est utilisée à des fins préventives et répressives. Cette répression se fait dans le cadre d’une coopération policière et judiciaire efficace qui favorise l’émergence de nouveaux instruments de coopération provoquant ainsi la mutualisation et la régionalisation des normes destinées à la répression pénale de la criminalité organisée. Cette étude comparative montre qu’Haïti peut bénéficier de l’expertise judiciaire française fondée sur la spécialisation des acteurs judiciaires qui interviennent dans le procès pénal. / Organized crime is a major concern for the French and Haitian public forces and the related crime repression methods are at the core of the French and Haitian Criminal Law. In that sense, both legislators had to adapt their criminal legislation in order to provide the judicial system with new instruments of crime control to help detect and punish organized crime offenses. The latter are fought down via a double punishment approach that is proactive and reactive. We notice that the criminal law of organized crime, whether substantive or formal, slides from the reactive towards the proactive. It is a repressive logic that favours efficient repressive methods over the respect of fundamental principals. And therefore, the right of a fair trial is ill-used. In both Rights, the people involved in organized offences are severally sanctioned and the criminal assets are forfeited in order to apply preventive and repressive measures. This repression takes place within a cooperative efficient framework between the police and the judicial body and causes the emergence of new instruments of cooperation and the sharing and regionalization of the norms of criminal sanctions against organized crime. This comparative study shows that Haiti can benefit from the French judiciary expertise founded on the specialisation of the judiciary actors who participate in the criminal proceedings.

A criminological exploration of female drug mules incarcerated in Kgoši Mampuru II and Johannesburg female correctional centresMnguni, Nokonwaba Zandile 14 January 2021 (has links)
Abstract in English, Xhosa and Tswana / The recognition of the role of females in drug trafficking was established more than 30 years ago and there are notable cases of women undertaking leading roles in this crime for almost 100 years. This phenomenon has gained popularity in South Africa as is evidenced by the number of women who are found and incarcerated for smuggling drugs into or out of South Africa. The purpose of this study was to gain an in-depth understanding of the female drug mule phenomenon and explain the reasons why female drug mules are involved in drug smuggling. The objectives of the study were to develop a profile for female drug mules incarcerated in South African correctional centres, specifically Kgoši Mampuru II and Johannesburg Female Correctional Centre; to establish risk factors for being recruited and used as drug mules; to explain the mules’ motivations for being involved in drug smuggling; to determine the physical and emotional impact drug smuggling has on the drug mules; and to determine the methods used by drug mules to smuggle drugs. A qualitative research approach, with the use of one-on-one semi-structured interviews, was used to obtain information from participants. The sample comprised 20 diverse female offenders incarcerated at Kgoši Mampuru II and Johannesburg Correctional Centres. The data from the schedule of interview questions were analysed using thematic analysis, coding and categorising. It is envisaged that this research will be of significance to the criminal justice system, as recommendations on deterrence and preventative measures regarding the use of females as drug mules may be made from the findings. The general findings of this research demonstrate that a female drug mule, in the context of this study, is an African or Spanish woman that is open to methods that can produce various streams of income to support her children and family. Secondly, the findings in this dissertation revealed that women are recruited as drug mules because of their vulnerable economic state. Lastly, the most common method used to smuggle drugs revealed by participants in this research is through luggage concealment. Through this study, an in-depth insight into the history and life circumstances of female drug mules is provided. This will also help society to understand why some individuals are at risk of being recruited as mules or are motivated to engage in drug smuggling. Marijuana Australiana: Cannabis use, popular culture and the Americanisation of drugs policy in Australia, 1938-1988Jiggens, John Lawrence January 2004 (has links)
The word 'marijuana' was introduced to Australia by the US Bureau of Narcotics via the Diggers newspaper, Smith's Weekly, in 1938. Marijuana was said to be 'a new drug that maddens victims' and it was sensationally described as an 'evil sex drug'. The resulting tabloid furore saw the plant cannabis sativa banned in Australia, even though cannabis had been a well-known and widely used drug in Australia for many decades. In 1964, a massive infestation of wild cannabis was found growing along a stretch of the Hunter River between Singleton and Maitland in New South Wales. The explosion in Australian marijuana use began there. It was fuelled after 1967 by US soldiers on rest and recreation leave from Vietnam. It was the Baby-Boomer young who were turning on. Pot smoking was overwhelmingly associated with the generation born in the decade after the Second World War. As the conflict over the Vietnam War raged in Australia, it provoked intense generational conflict between the Baby-Boomers and older generations. Just as in the US, pot was adopted by Australian Baby-Boomers as their symbol; and, as in the US, the attack on pot users served as code for an attack on the young, the Left, and the alternative. In 1976, the 'War on Drugs' began in earnest in Australia with paramilitary attacks on the hippie colonies at Cedar Bay in Queensland and Tuntable Falls in New South Wales. It was a time of increasing US style prohibition characterised by 'tough-on-drugs' right-wing rhetoric, police crackdowns, numerous murders, and a marijuana drought followed quickly by a heroin plague; in short by a massive worsening of 'the drug problem'. During this decade, organised crime moved into the pot scene and the price of pot skyrocketed, reaching $450 an ounce in 1988. Thanks to the Americanisation of drugs policy, the black market made 'a killing'. In Marijuana Australiana I argue that the 'War on Drugs' developed -- not for health reasons -- but for reasons of social control; as a domestic counter-revolution against the Whitlamite, Baby-Boomer generation by older Nixonite Drug War warriors like Queensland Premier, Bjelke-Petersen. It was a misuse of drugs policy which greatly worsened drug problems, bringing with it American-style organised crime. As the subtitle suggests, Marijuana Australiana relies significantly on 'alternative' sources, and I trawl the waters of popular culture, looking for songs, posters, comics and underground magazines to produce an 'underground' history of cannabis in Australia. This 'pop' approach is balanced with a hard-edged, quantitative analysis of the size of the marijuana market, the movement of price, and the seizure figures in the section called 'History By Numbers'. As Alfred McCoy notes, we need to understand drugs as commodities. It is only through a detailed understanding of the drug trade that the deeper secrets of this underground world can be revealed. In this section, I present an economic history of the cannabis market and formulate three laws of the market.
