Previous issue date: 2007-10-29 / This research is about the teachers' continuous development. It emphasizes, as object of study,
the Program of Continuous Development for Teachers: Reconstructive Learning of
Knowledge - ARCO, designed by a multidisciplinary team of professionals from the
Municipal Public School Network in Imperatriz-MA and it was carried out between 2001 and
2004. It evaluates the repercussions of the graduation granted by the program in pedagogical
practice for educators, contributing to the re-significance of the continuous development in
that county. It analyzes the theoretical-methodological approaches which are its basis, as well
as the meaning and repercussions of that graduation experience, starting from the voice and
practice of educators. It also investigates the historical-political settlement context of the
program. In the dialogic articulation between collected data in the field research and the
theoretical study, it seeks in Demo, consultant of the program and main author studied by the
faculties, to analyze the main leading axes of the ARCO, such as the research conceptions as
educational principles, emancipation and autonomy, these are also based on Paulo Freire,
Gramsci and Giroux, who take up the intellectual (conservative and/or radical organic) as
mediator, legitimator and producer of ideas and social practices. That latter author works
another concept, the one of intellectual transformer. In Helena Freitas we found the defense of
the omni lateral conception of the multiple dimensions of the human graduation and of the
theory/practice articulation and valorization of the processes of production of knowledge for
the investigation and research, in the continuous development. Resulting from a qualitative
approach, the aforementioned research chose as subjects: the education manager from the
time of settling and implantation of the ARCO, two members of the Base of Assistants Group,
four of the Base of Multipliers Group and three participant teachers of the different moments
of the graduation (2002, 2003 and 2004). The following procedures were used to collecting
data: the study of the Document-base of the ARCO, analysis of the log books written by the
teachers, semi-structured interviews and direct observation of the three teachers' educational
practice who teach the fundamental school (3rd grade or 4th year, 6th, 7th and 8th grades or
7th, 8th and 9th years). That whole process allowed to assert that the educators of the school
network have difficulties in materializing the theoretical-methodological axes worked in the
ARCO in their daily practices, due to the short time they tried the methodology, however
there is a recognition of the program as formation referencial in a perspective of commitment
with the human and political graduation of the students; the textual elaboration and the
devolution became frequent in the speeches and practices; they reveal the importance and the
need for the continuous development, as permanent space of reflection of the educational
practice, orientation, production and socialization of the personal and collectively built
knowledge; inclusion feeling into the program; recognition of the self theoretical limitations
and the effort to overcome them; change in the conception of evaluation; practice of reflexive
records; the conquest of the condition as subject who is known capable to learn, revealed in
several initiatives: production and popularization of the elaborated texts, participation in
public contests and accomplishment of lectures, interest in studying, research and elaboration
resulting in the educators' insertion in graduation, specialization and even master degrees
courses. Moreover, we detach the imperious necessity of the definition of Public Politics of
Education that include the continued formation as right and necessity of educators of the
municipal public net of Empress and that they, in fact, are fulfilled. / Esta pesquisa trata da formação continuada de professoras/es. Enfatiza, como objeto de
estudo, o Programa de Formação Continuada de Professores: Aprendizagem Reconstrutiva do
Conhecimento ARCO, elaborado por uma equipe multidisciplinar de profissionais da rede
pública municipal de Imperatriz-MA que esteve em vigência no período de 2001 a 2004.
Avalia as repercussões da formação realizada pelo programa na prática pedagógica de
educadoras/es, contribuindo para a re-significação da formação continuada naquele
município. Analisa as abordagens teórico-metodológicas que o fundamentam, bem como o
significado e repercussões dessa experiência de formação, a partir da voz e da prática de
educadoras/es. Investiga, também, o contexto histórico-político de inserção do programa. Na
articulação dialógica entre dados coletados na pesquisa de campo e o estudo teórico, busca em
Demo, consultor do programa e principal autor estudado pelos formadores, analisar os
principais eixos norteadores do ARCO, como as concepções de pesquisa como princípio
educativo, emancipação e autonomia, estas fundamentadas também em Paulo Freire, Gramsci
e Giroux, que tratam do intelectual (orgânico conservador e/ou radical) como mediador,
legitimador e produtor de idéias e práticas sociais. Esse último autor trabalha um outro
conceito, o de intelectual transformador. Em Helena Freitas encontramos a defesa da
concepção omnilateral das múltiplas dimensões da formação humana e da articulação teoria /
prática e valorização dos processos de produção do conhecimento pela investigação e a
pesquisa, na formação continuada. Resultante de uma abordagem qualitativa, a referida
pesquisa elegeu como sujeitos: a gestora de educação do período de criação e implantação do
ARCO, dois membros do Grupo Base de Assessores, quatro do Grupo Base de
Multiplicadores e três professoras participantes de momentos distintos da formação (2002,
2003 e 2004). Foram utilizados os seguintes procedimentos para coleta de dados: o estudo do
Documento-Base do ARCO, análise dos diários de bordo escritos pelas professoras,
entrevistas semi-estruturadas e a observação direta da prática docente das três professoras que
atuam no ensino fundamental. Todo esse processo permitiu concluir que, os educadores da
rede têm dificuldades em materializar os eixos teórico-metodológicos trabalhados no ARCO
em suas práticas cotidianas, pelo pouco tempo em que experimentaram a metodologia, porém
há um reconhecimento do programa como referencial de formação numa perspectiva de
compromisso com a formação humana e política dos educandos; a elaboração textual e a
devolutiva tornaram-se freqüentes nos discursos e práticas; revelam a importância e a
necessidade da formação continuada, como espaço permanente de reflexão da prática docente,
de orientação, produção e socialização dos conhecimentos construídos pessoal e
coletivamente; sentimento de inclusão no programa; reconhecimento dos próprios limites
teóricos e o esforço por superá-los; mudança na concepção da avaliação; prática de registros
reflexivos; a conquista da condição de sujeito que se sabe capaz de aprender, revelada em
diversas iniciativas. Além disso, destacamos a imperiosa necessidade da definição de Políticas
Públicas de Educação que incluam a formação continuada como direito e necessidade dos
educadores /as da rede pública municipal de Imperatriz e que elas, de fato, sejam cumpridas.

Previous issue date: 2009-06-30 / FUNDAÇÃO DE AMPARO À PESQUISA E AO DESENVOLVIMENTO CIENTIFICO E TECNOLÓGICO DO MARANHÃO / The university extension in Brazil has initiated in the century XX, came back to the
poor classes of the society. However, in the practice, this objective was not
overtaked because the courses that the universities offer only interest to the
graduated. After some years, by pressure for the own popular class, the courses
have passed to reach their interests, however, with assistance characteristics
because they were only palliative measures that do not influence in the politics
formation for this people. And it stays in this way for many years until the 80 s
decade, the educators after many fights got to do emerge a new conception of
extension. It was when appears the FORPROEX and with it the understanding that
the extension can be another function: to contribute for social, politics and cultural
formation to the communities with it is related and systemize of the academics
knowledge. With this new way to do extension, rightly related with the poor
communities, the university had the possible to surpass the assistance that serves
only to keep the control and to contribute to soften the social problems. Based in the
exposed above, the research has like general objective to examinate the impacts of
the project Jovens com a Bola Toda conform their objectives proposed. The
specifics objectives are: to identify the philosophy of the extension project JBT to the
area Itaqui-Bacanga, and finally, to stimulate, by the reflection, the auto valuation in
the other extension projects. How to the methodology used, we have: documental
analysis to understand the philosophy of the project JBT; observation with the
intention of learn if has and which the influence of the JBT in the actions of the
subjects interviewed; interview to know if the objectives proposed in the documents
of the project JBT are being overtaked. For this, we utilize like reference Ana Luisa
Sousa (2000), Maria das G. Tavares (1997, 2001) and Roberto Gurgel (1986). We
conclude that today the university lives together with the two conceptions of
extension, being the assistance that is present in the majority of official documents.
The project JBT already adopts the same conception to the extension for
FORPROEX, because its members understand the importance of the relation
university-society to the process of formation to the academics and to the least of the
social problems. The project gets overtake the objective in this documents - to
developing in the young, the social and educational principles, because the
community of the area Itaqui-Bacanga elucidates that the project has influenced of a
consubstantiated way in the formation of the adolescents. By the other side, the
project appears like fundamental in the life of this people because does not have
publics politics in this area and also by its social characteristic eminent risk of the
use of drugs, to be an outcast, between others, and with this, the mothers look for all
the possible mechanisms to occupate her children and with quality, like the case of
the project JBT that offer sporting and educational activities. / A extensão universitária no Brasil teve início do século XX, voltada para as classes
pobres da sociedade. Porém, na prática, esse objetivo não foi alcançado porque os
cursos que as Universidades ofereciam só interessavam aos graduados. Anos depois,
por pressão da própria classe popular, os cursos passaram a atingir seus interesses,
porém, com característica assistencialista porque eram apenas medidas paliativas que
em nada influenciavam a formação política dessas pessoas. E foi assim durante
muitos anos até que, na década de 80, os educadores, após muitos anos de luta,
conseguiram fazer emergir uma nova concepção de extensão. Foi quando surgiu o
FORPROEX e com ele o entendimento de que a extensão pode ter outro papel, qual
seja: contribuir para uma formação social, política e cultural das comunidades com as
quais se relaciona e na sistematização do conhecimento acadêmico. Com esse novo
modo de fazer extensão, ao relacionar-se diretamente com as comunidades pobres, a
Universidade tem a possibilidade de superar o assistencialismo que serve apenas
para manter a hegemonia e contribuir para amenizar os problemas sociais. . Com
bases no acima exposto, esta pesquisa tem como objetivo geral examinar a
concepção de extensão adotada pelo projeto Jovens com a Bola Toda através da
análise dos impactos conforme os seus objetivos propostos. Os objetivos específicos
são: identificar a filosofia do projeto de extensão JBT ; configurar a extensão no
aparato legal da Educação superior; identificar a contribuição do projeto JBT para a
área Itaqui-Bacanga e, por fim, estimular, a partir da reflexão, a auto-avaliação nos
outros projetos de extensão. Quanto à metodologia utilizada, temos: análise
documental para entendermos a filosofia do projeto JBT; observação, com a intenção
de apreendermos se há e qual a influência do JBT nas ações dos sujeitos
entrevistados; entrevista para sabermos se os objetivos propostos nos documentos do
projeto JBT estão sendo alcançados. Para tanto, utilizamos como referencial Ana
Luisa Sousa (2000), Maria das G. Tavares (1997, 2001) e Roberto Gurgel (1986).
Concluímos que a Universidade hoje convive com as duas concepções de extensão,
sendo a assistencialista a que está presente na maioria dos documentos oficiais. Já o
projeto JBT adota a mesma concepção de extensão do FORPROEX, isso porque seus
integrantes entendem a importância da relação Universidade-Sociedade para o
processo de formação dos acadêmicos e para a minimização dos problemas sociais.
O projeto consegue alcançar o objetivo proposto nos seus documentos - desenvolver
nos jovens princípios sociais e educacionais, pois como elucida a comunidade da área
Itaqui-Bacanga, o projeto tem influenciado de forma consubstanciada a formação dos
adolescentes. Por outro lado, o projeto aparece como fundamental na vida dessas
pessoas porque não há Políticas Públicas nessa área e também pela característica
social da mesma risco iminente de uso de drogas, de entrar na marginalidade, entre
outros e, com isso, as mães procuram todos os mecanismos possíveis para ocupar
seus filhos e com qualidade, como é o caso do projeto JBT que oferece atividades
esportivas e educacionais.

them as necessary in a general policy for education, emphasizing the 90 s,
because it represents a starting-point for the Inclusive Education, when the international
agreements came out which started to have representation in the National Legislation,
the redefinition of the responsibilities related to the Basic Education among
the Union, States and County and the need to perfect the Educational Systems to
include everybody demands Public Policy which can assure the Social Rights of the
population. The objective of this paper was to analyze the policies related to Special
Education and as they are making possible the inclusion of the students with Special
Educational Needs in the fundamental teaching in the public network in the county of
Imperatriz. Nevertheless, Showing that the education of the students with Special
Educational Needs should be analyzed under the political extent, that actions should
be prioritized so that one does not have an inclusive speech and an exclusion practice.
For the materialization of what one intended to analyze, a qualitative approach
was used as to valorize the research places and to consider that in this context the
actions can be understood better. The international, national, State and municipal
official documents referring to the Inclusive Education were constituted as research
sources. The locus of the research were five municipal schools that possess students
with Special Educational Needs and as instruments was used documental analysis
and semi-structured interviews with managers, coordinators and teachers. It is concluded
that although the Decade Plan of Education of the County of Imperatriz having
as principle the inclusion of students with Special Educational Needs, the research
demonstrated fragilities in the effectiveness of this policy, defined objectives
and goals didn t fulfill; Even with the Secretary of Municipal Education possessing a
Coordination of Special Education which renders the accompaniment to schools,
those services are not compatible with the number of schools, consequently they do
not assist their real needs; and, finally an almost widespread dissatisfaction was verified
in the policy of inclusive education in the municipal education network, because
frequent depositions affirmed that they are attributing to the teacher the responsibility
of the inclusion as, in the scope of the schools, few changes have as objective include
the students with Special Educational Needs. / Estudo das políticas de Educação Especial no Ensino Fundamental da rede pública
municipal de Imperatriz. Compreendem-se as políticas de Educação Especial como
integrantes de uma política geral de ensino. Enfatiza-se a década de 90 por
representar um marco para a educação inclusiva, quando se originaram acordos
internacionais que passaram a exercer influência na legislação nacional e
redefiniram as responsabilidades com relação à Educação Básica entre União,
Estados e Municípios e a necessidade de aprimorar os sistemas educacionais para
incluir a todos em políticas públicas que assegurem os direitos sociais. Analisam-se
como as políticas voltadas para a Educação Especial estão viabilizando a inclusão
de alunos com necessidades educacionais especiais. Pressupõe-se que a educação
desses estudantes deve ser analisada sob o ângulo político e se busca identificar
ações a ser priorizadas para que não haja um discurso inclusivo e uma prática de
exclusão. Ao se utilizar uma abordagem qualitativa, escolheu-se como lócus da
pesquisa cinco escolas municipais que possuem alunos com necessidades
educacionais especiais. Utilizaram-se a análise documental e entrevistas semiestruturadas
com gestores, coordenadores e professores. Adotaram-se, ainda, como
fontes de pesquisa documentos oficiais internacionais, nacionais, estaduais e
municipais referentes à educação inclusiva. Conclui-se que, embora o Plano
Decenal de Educação do Município de Imperatriz tenha como princípio a inclusão de
alunos com necessidades educacionais especiais, verificam-se fragilidades na
efetivação dessa política, bem como que objetivos e metas definidos não se
efetivaram. Embora a Secretaria de Educação Municipal conte com uma
Coordenação de Educação Especial que presta acompanhamento às escolas, esse
serviço não se encontra compatível com o número de escolas e, conseqüentemente,
não atendem a suas reais necessidades. Por fim, constatou-se uma insatisfação
quase generalizada com a política de educação inclusiva da rede municipal de
educação, visto que, conforme boa parte dos depoimentos, atribui-se ao professor
grande responsabilidade, mas se observam poucas mudanças no âmbito das
escolas voltadas para a efetiva inclusão dos alunos com necessidades educacionais
especiais.

Previous issue date: 2009-06-25 / The present study treats of the process of primary education in the capital of the province of
Maranhão in the period from 1855 to 1889. Leans on this research in documents as, the
president's of the province reports, the inspector's of the public instruction reports,
occupations, regulations, laws and ordinances on the public instruction, the director's of
institution Asylum Santa Teresa reports and regulations of the establishment House of
Students and Authors. They are also used some present speeches in the newspapers published
in the capital of the province among the years from 1855 to 1877, as the Star of the
Afternoon, Archivo, Echo of the Youth, the Youth and Juvenil Magazine. It is looked for, to
put in evidence thinking on the poor and free child's education, the practices and educational
methods forms generated starting from the idea that the popular instruction would provide the
development of a more civilized and capable society. With the proposal of propagation of the
public instruction, the child's education passes the being an important element to mold the
behavior, through the promotion of moral changes and cultivation of the character. The
construction of a new educational identity is discussed for the childhood that had the
pedagogic thought as inspiration source, according to the ideas of Rousseau, Pestalozzi,
Herbert and Froebel. It is treated of the practices for the children's to discipline before the
education process that took place starting from the control that had about point of
performance the child's body. (FOUCAULT, 2009). They Come the forms of the
government's accomplished of planned form intervention and no-drifted for warranty of the
control and fiscalization of the public instruction. It is put in focus the devices (FOUCAULT,
2009) used to make possible the adhesion to the process of primary education through the
applicability of the compulsory nature of the teaching. Tries to evidence the tension processes
(ELIAS, 1993) generated in the breast of the society before the education process, due to the
action of the private initiative in promoting the teaching for the childhood through the
creation of societies and beneficent associations that had as objective controls the politicaleducational
action around the child. It is analyzed some data on the development of the
primary public instruction in the province from Maranhão, demonstrating the inconstancy and
inconsistency of the project of enlargement of the primary public instruction. Before the
longing and of the failure of the proposal of primary education, it is emphasized the teacher's
of the primary teaching performance, the wanted profile and the meanings generated starting
from the official and unofficial speeches about her performance in the way of teaching. Due
to influence of the his scientific character in the pedagogic field to innovations in the child's

applying the teaching, it is conjectured about the supposed adoption of materials that they
could reveal a more specific glance about the adoption of an intuitive methodology with focus
in the method lesson of things, in other words, germs of a proposal of doing pedagogic and
generating educational practices of a vision differentiated about the child's education. / O presente estudo trata do processo de escolarização primária na capital da Província do
Maranhão no período de 1855 a 1889. Apóia-se esta pesquisa em documentos como,
relatórios dos presidentes da província, relatórios dos inspetores da instrução pública, ofícios,
regulamentos, leis e decretos sobre a instrução pública, relatórios dos diretores da instituição
Asilo de Santa Teresa e regulamentos do estabelecimento Casa de Educandos Artífices.
Utilizam-se também algumas falas presentes nos jornais publicados na capital da província
entre os anos de 1855 a 1877, como A Estrela da Tarde, O Archivo, Echo da Juventude, A
Mocidade e Revista Juvenil. Busca-se colocar em evidência o pensar sobre a educação da
criança pobre e livre, as práticas e formas de educabilidade geradas a partir da idéia de que a
instrução popular proporcionaria o desenvolvimento de uma sociedade mais civilizada e
capaz. Com a proposta de propagação da instrução pública, a educação da criança passa a ser
um elemento importante para moldar o comportamento, por meio da promoção de mudanças
morais e cultivo do caráter. Discute-se a construção de uma nova identidade educativa para a
infância que tinha o pensamento pedagógico como fonte de inspiração, segundo as idéias de
Rousseau, Pestalozzi, Herbert e Froebel. Trata-se das práticas para disciplinamento das
crianças diante do processo de escolarização que se realizavam a partir do controle que
tinham como ponto de atuação o corpo da criança. (FOUCAULT, 2009). Apresentam-se as
formas de intervenção do governo realizadas de forma planejada e não-planejada para
garantia do controle e fiscalização da instrução pública. Colocam-se em foco os dispositivos
(FOUCAULT, 2009) utilizados para viabilizar a adesão ao processo de escolarização primária
por meio da aplicabilidade da obrigatoriedade do ensino. Tenta-se evidenciar os processos de
tensão (ELIAS, 1993) gerados no seio da sociedade perante o processo de escolarização,
diante da ação da iniciativa particular em promover o ensino para a infância por meio da
criação de sociedades e associações beneficentes que tinham como objetivo controlar a ação
político-educativa em torno da criança. Analisam-se alguns dados sobre o desenvolvimento da
instrução pública primária na província maranhense, demonstrando a inconstância e
inconsistência do projeto de ampliação da instrução pública primária. Diante do anseio e do
fracasso da proposta de escolarização primária, ressalta-se a atuação do professor do ensino
primário, o perfil desejado e as acepções geradas a partir dos discursos oficiais e extra-oficiais
sobre a sua atuação no modo de ensinar. Devido à influência da cientificidade no campo
pedagógico, as inovações na educação da criança passam a ser foco de discussão e de
supostas ações no modo diferenciado de se aplicar o ensino. Conjectura-se sobre a suposta
adoção de materiais que pudessem revelar um olhar mais específico sobre a adoção de uma
metodologia intuitiva com foco no método lição de coisas, ou seja, germes de uma proposta
de fazer pedagógico e práticas educativas geradoras de uma visão diferenciada sobre a
educação da criança.

Maranhão between 1930 and 1950, in a period that is organized and expanded the university
teaching in our state, identifying the student s social and politics practices came back to
structure this teaching. It focuses, in the initial, the study of Student s Press, adopting the
methodology of the historic research and the documental analysis of the periodic press
produced by the academics, localized in Biblioteca Pública Benedito Leite. The periodic

History of the Education in the state of Maranhão, when the results of research giving a large
vision for the facts and happenings of the university teaching and about the importance that
the academics had and still haven in story of the education, thus, they cannot be silenced in
the history of Brazilian education. / Objetiva-se resgatar e analisar nesta investigação o Movimento Estudantil acadêmico no
Maranhão entre 1930-1950, período em que se organiza e expande o ensino superior em nosso
estado, identificando as práticas estudantis, sociais e políticas, voltadas para a estruturação
desse ensino. Focaliza-se inicialmente o estudo da Imprensa Estudantil, adotando como
metodologia a pesquisa histórica e a análise documental da imprensa periódica produzida
pelos acadêmicos localizados na Biblioteca Pública Benedito Leite. Os periódicos analisados
são: Folha Acadêmica (1934), Esquerda (1934), Voz Universitária (1954), Universitário em
Marcha (1955), Vigilância (1957), Movimento (1958) e Universitário (1958). Destaca-se a
importância desse estudo feito a partir do conteúdo dos impressos para a História da Educação
(NOVÓA, 1993; CATANI E BASTOS, 1997), onde a Nova História Cultural tem
possibilitado um aporte teórico para as pesquisas nessa área (CERTEAU, 1994; CHARTIER,
1990). Nessa perspectiva abordam-se as representações das fontes de pesquisa para a História
da Educação como lugar de memória (LE GOFF, 2003; NORA, 1993; BARBOSA, 1996).
Ressalta-se a contribuição dessa pesquisa para a reconstituição da História da educação no
estado do Maranhão, onde os resultados da pesquisa deram uma visão ampla dos fatos e
acontecimentos do ensino superior e sobre a importância que os acadêmicos tiveram e tem na
história da educação, não podendo, assim, serem silenciados na historiografia da educação
brasileira.

education deserves deepened analyses, due to the innumerable fidgets and reflections of
the professors, who from its experiences make pertinent considerações to the
educational politics. This work had as objective to analyze the perceptions of the
professors of the special education on the maranhense politics of pertaining to school
inclusion of the state net of education in São Luís - MA, in the period of 2003 the 2006.
For the collection of data bibliographical survey and research of field had been used.
The research sources had understood the theoretical referenciais of the special education
and pertaining to school inclusion, where they had been appropriate legal the level that
deal with the special education and other documents as reports, projects and gotten
plans of action in the State secretary of the Education - SEDUC and Supervision of
Special Education - SUEESP. The instruments for the collection of data had been
interviews half-structuralized with 29 teachers of the educandos with auditory
deficiency, intellectual and visual taken care of in the classrooms special and rooms of
resources. The gotten results signal for efetivacion of the politics of inclusive education
in the maranhense state net in what it says respect to the concretion of actions directed
toward the teaching qualification, offers of the specialized educational attendance,
structural improvements in the physical conditions, architectural and of the pertaining to
school units, that if present inadequate, with scarcity of didactic resources and
inefficiency of the equipment specific and specialized and joint with the too much
public sectors in the implementation and improvement of educational the public politics. / A inclusão escolar das pessoas com deficiência na rede regular de ensino merece
análises aprofundadas, devido às inúmeras inquietações e reflexões dos docentes, que a
partir das suas experiências fazem considerações pertinentes à política educacional. Este
trabalho teve como objetivo analisar as percepções dos docentes da educação especial
sobre a política maranhense de inclusão escolar da rede estadual de ensino em São Luís
- MA, no período de 2003 a 2006. Para a coleta de dados foram utilizados levantamento
bibliográfico e pesquisa de campo. As fontes de pesquisa compreenderam os
referenciais teóricos da educação especial e inclusão escolar, onde foram apropriados os
dispositivos legais que tratam da educação especial e outros documentos como
relatórios, projetos e planos de ação obtidos na Secretaria de Estado da Educação
SEDUC e Supervisão de Educação Especial SUEESP. Os instrumentos para a coleta
de dados foram entrevistas semi-estruturadas com 29 professoras dos educandos com
deficiência auditiva, intelectual e visual atendidos nas classes especiais e salas de
recursos. Os resultados obtidos apontam para a efetivação da política de educação
inclusiva na rede estadual maranhense no que diz respeito à concretização de ações
voltadas para a qualificação docente, oferta do atendimento educacional especializado,
melhorias nas condições físicas, arquitetônicas e estruturais das unidades escolares, que
se apresentam inadequadas, com escassez de recursos didáticos e ineficiência dos
equipamentos específicos e especializados e articulação com os demais setores públicos
na implementação e aprimoramento das políticas públicas educacionais.

Previous issue date: 2011-01-28 / This thesis entitled THE HEALTH OF OUR PEOPLE: dissemination of scientific and non formal education in the waves of Radio Rural Educator of Maranhao is the work developed in the research group Scientific Culture and Knowledge Production, Postgraduate Program in Education at the Federal University of Maranhao, which focuses its research on science communication, science popularization and public understanding of science terms used in this work with the same sense, in order to find similarities between the actions of promotion and education. To that end, uses oral history as methodology, since in this aspect of qualitative research can explore the relationships between history and memory, which constitutes the essence of this research. Initially a literature review that aimed at the problem reveals that the term popular science faces to build as a field of knowledge. Then we developed the historical spaces of science to find traces of the first actions of scientific education that will subsidize the understanding of the process of institutionalization of science and its popularization in Brazil and more specifically in Maranhao. These aspects were essential to reflect, from the relationship between science and society, the role that science communication plays in today. There was also a brief description about the history of radio in the world and in Brazil, highlighting the social and political contexts of the time, then uncover for the relationship established between the radio and education in Brazil. This discussion of the history of science, scientific publishing and radio, researchers relied on as Luisa Massarani, Ildeu Castro, Wilson Bueno, Jose Reis, Lévy-Leblond, John Durant, Ortriwano, Ferraretto, among others, and served is a basis to delineate the construction of history and memory of feeding programs is Life and Health of Our People, which were broadcast on Radio Rural Educator of Maranhao, in the 1980 and 1990. In this sense, the analysis of narratives of people and other sources who constructed the history of these programs were conducted under the spindle theorist Freire and Popular Education of students of non formal education, as Maria da Gloria Ghon, and allowed to observe Radio programs that Power is Life and Health of Our People constituted important tools in non formal education, become dynamic because the actions that addressed the scientific knowledge as social practice, allowing for a fine time , science was part of everyday life in the periphery and the rural community of Maranhão. / Esta dissertação, intitulada A SAÚDE DA NOSSA GENTE: divulgação científica e educação nãoformal nas ondas da Rádio Educadora Rural do Maranhão, é resultado do trabalho desenvolvido no grupo de Pesquisa Cultura Científica e Produção de Conhecimentos Educacionais, do Programa de Pós-Graduação em Educação da Universidade Federal do Maranhão, que centra sua investigação na divulgação científica, popularização da ciência ou compreensão pública da ciência, termos usados neste trabalho com o mesmo sentido, a fim de buscar aproximações entre as ações de divulgar e educar. Para tanto, utiliza-se a História Oral como metodologia, uma vez que por esse aspecto da pesquisa qualitativa é possível explorar as relações entre história e memória, que se constitui na essência desta pesquisa. Inicialmente foi realizada uma revisão de literatura em que se buscou revelar a problemática que o termo divulgação científica enfrenta para se construir enquanto área de conhecimento. Em seguida, delinearam-se os espaços históricos da ciência para encontrar vestígios das primeiras ações de divulgação científica, que subsidiarão a compreensão do processo de institucionalização da ciência e de sua popularização no Brasil e mais especificamente no Maranhão. Esses aspectos foram essenciais para se refletir, a partir da relação entre ciência e sociedade, sobre papel que a divulgação científica desempenha na atualidade. Fez-se, ainda, uma breve descrição sobre a história da radiofonia no mundo e no Brasil, ressaltando os contextos sociopolíticos da época, para então desvelar a relação estabelecida entre o rádio e a educação no Brasil. A discussão sobre a história da ciência, divulgação científica e do rádio, apoiou-se em pesquisadores como Luisa Massarani, Ildeu de Castro, Wilson Bueno, José Reis, Lévy-Leblond, John Durant, Ortriwano, Ferraretto, entre outros, e serviu de base para se delinear a construção da história e memória dos programas Alimentação é Vida e A Saúde da Nossa Gente, que foram veiculados na Rádio Educadora Rural do Maranhão, nas décadas de 1980 e 1990. Nesse sentido, as análises de narrativas das pessoas e de outras fontes que construíram a história desses programas foram realizadas sob o veio teórico da Educação Popular de Freire e dos estudiosos da educação nãoformal, como Maria da Gloria Ghon, e possibilitaram constatar que os programas de rádio Alimentação é Vida e A Saúde da Nossa Gente constituíram-se importantes instrumentos de educação nãoformal, pelo fato de tornarem dinâmicas as ações que tratavam o conhecimento científico como prática social, permitindo que, por um tênue espaço de tempo, a ciência fizesse parte do cotidiano das pessoas da periferia e da comunidade rural do Maranhão.

Program in Agrarian Reform (PRONERA), highlighting the Training of Teachers and
Educators from Field Project, State of Maranhão, in partnership with the Federal
University of Maranhão (UFMA), the Movement of Landless Field Workers (MST), the
Association of Settlement Areas in the State of Maranhão (ASSEMA) and other
partners. Considers the need to reveal this reality and the context that marks the
object of study, issues that will enable the identification of mediations needed to
grasp the object as a synthesis of thought. Formulates objectives to reflect on the
concepts of students physical education in the training courses of PRONERA, what
role is assigned to the discipline and which meanings and ideas about the Field
Education the Physical Education brought to overcome the ancient views about the
role of embodied practice and sports for field workers, mainly in the process of
changing the paradigm of physical fitness to the conception of physical culture.
Reveals how was the inclusion of Physical Education in Teacher Training Project of
PRONERA and the conceptions which motivated the work of the group of teachers
who taught the subjects in the formative stages. Search historical basis of the Marxist
concept to grasp this reality, because the historical and dialectical materialism is the
theoretical framework that addresses the problem of the object under study in a
critical position and committed to social transformation. Other key references are:
Caldart (2002, 2004) and Fernandes e Molina (2004), Taffarel (1997, 2001, 2006),
Vendramini (2007), Braz and Netto (2007) and Carcanholo (2000) on issues related
to the field, social politics in education, State and capitalism. With regard to physical
education, physical culture, body, it is emphasized the contributions of Collective of
Authors (1992), Escobar (1995), Capela (2000), Silva (1999), Castellani Filho (2003),
Carvalho (2000) and Bröhm (2007). The methodological approach is realized by
bibliographical, documentary and field research. Notes the growing approximation of
Physical Education, from the standpoint of physical culture, in the projects promoted
by PRONERA. The analysis of the speeches of the interviewees in the field research
indicated a perspective of changing the reality of the field. / Este trabalho visa analisar a trajetória da Educação Física no Programa Nacional de
Educação na Reforma Agrária (PRONERA), destacando-se o Projeto de Formação
de Educadores e Educadoras do Campo, no estado do Maranhão, em parceria com
a Universidade Federal do Maranhão (UFMA), o Movimento dos Trabalhadores
Rurais Sem Terra (MST), a Associação em Áreas de Assentamento no Estado do
Maranhão (ASSEMA) e outros parceiros. Considera a necessidade de desvelar essa
realidade, e o contexto que demarca o objeto de estudo, a partir de questões que
permitiram identificar as mediações necessárias para apreender o objeto como
síntese no âmbito do pensamento. Formula objetivos para refletir sobre as
concepções de Educação Física dos(as) alunos(as) nas formações do cursos do
PRONERA, qual o papel atribuído à disciplina e que significados e reflexões acerca

professores que ministraram as disciplinas nas etapas de formação. Busca na base
histórica de concepção marxista o caminho metodológico para apreender essa
realidade, pois o materialismo histórico-dialético é o referencial teórico que trata das
problemáticas do objeto em estudo sob um posicionamento crítico e comprometido
com a transformação social. Outras referências fundamentais são: Caldart (2002;
2004), Fernandes e Molina (2004), Taffarel (1997; 2001; 2006), Vendramini (2007),
Braz e Netto (2007) e Carcanholo (2000) nas questões relativas ao campo, políticas
sociais de educação, Estado e capitalismo. No tocante à Educação Física, cultura
corporal, corpo, ressalvam-se as contribuições de Coletivo de Autores (1992),

Previous issue date: 2010-11-17 / The present study lies in the field of History and Educational Policy, references used to
analyze the politics of rural education in Maranhão, in the context of the Estado Novo (1937-
1945), from the ruralization of municipal schools of São Luís through the Rural
Especialisation Course in 1937 taught to the normalistas teachers. This issue is considered
important, from the perspective of history, since it discusses the development of education
policies for the peasant. The research sources consisted of reports, newspaper of the period
and documents published in 1937 by the Official Press of Maranhão, including "The
Ruralization of the municipal schools in the capital of Maranhão, its practical and efficient
significance for the development of Maranhão Economy" (1937). In the light of historical and
dialectical materialism, we attempted to reveal the actual historical basis expressed by the
production system, in intimate relationship with the political and pedagogical ideas of the
Estado Novo in São Luís, construction site of the school's policy ruralization conveyed by the
ideology of "Maranhão great tomorrow." Thus, we analyzed the political, economic and
ideological education policy (1937-1945) aiming to set the man on the field, relating them to
the economic context of Maranhão and the idea of leaving the "Economic stagnation". In this
context, it was captured the sense of rural education as a control strategy of conflicts related to
rural poverty, seen as "backward" social project of the nation. Finally, it was aimed to identify
the place of school in the estadonovista education policy in São Luis, by the "Rural
Specialization Course" offered to teachers normalistas in 1937. It is concluded that the
project of ruralization teaching in Maranhão expresses the social contradictions of the
sociability of the capital, which denies fundamental rights such as access to education and
land to produce in decent conditions. / O presente estudo situa-se no campo da História e Política Educacional, referências pelas
quais se analisou a política da educação rural no Maranhão, no contexto do Estado Novo
(1937-1945), a partir da ruralização das escolas municipais de São Luís, por meio do Curso
de Especialisação Rural , em 1937, destinado as professoras normalistas. Considera-se esta
temática importante por discutir, a partir da categoria História, a elaboração de políticas de
Educação para o camponês. As fontes de pesquisa consistiram de relatórios, jornais de época
e documentos publicados em 1937, pela Imprensa Official maranhense, entre os quais A
Ruralisação das Escolas Municipaes da capital do Maranhão: seu alcance pratico e
efficiente para o desenvolvimento da Economia Maranhense (1937). À luz do materialismo
histórico-dialético, buscou-se desvelar a base histórica real expressada pelo sistema de
produção, em intima relação com o ideário político-pedagógico do Estado Novo, em São
Luís, local de construção da política de ruralização da escola veiculada pela ideologia do
Maranhão grandioso de amanhã . Para tanto, foram analisadas as bases políticas,
econômicas e ideológicas da política de educação (1937-1945) visando fixar o homem no
campo, relacionando-as com o contexto econômico do Maranhão e o ideário de saída do
marasmo Econômico . Assim, captar o sentido da educação rural, nesse contexto, como
estratégia de controle dos conflitos relacionados à pobreza rural, vista como atraso social ao
projeto de nação. Finalmente, identificar o lugar da escola na política educacional
estadonovista em São Luís, pelo Curso de Especialisação Rural , oferecido às professoras
normalistas, em 1937. Conclui-se que o projeto de ruralização do ensino maranhense,
expressa as contradições sociais da sociabilidade do capital, que negam direitos fundamentais
como acesso a educação e a terra para se produzir com condições dignas.

Previous issue date: 2011-05-23 / This dissertation aims at the analyses of writing practices that take place using
diverse text genre by EJA (Educação de Jovens e Adultos) students of Padre
Chagas State School, in Santa Ines, Maranhão. Assuming these students
conceptions of writing production are constructions from their own community historic
and cultural background mediated by language, this dissertation researches this
group of students writing production for the meanings given to the text and their
construction process. In order to do that, this study seeks theoretical foundation on
the conception that is through the text that the language user develops one s ability
to organize thought and knowledge and to transfer ideas, information and opinions in
multiple communicative situations. This research has contributions from Bagno,
Marcuschi , Bakhtin, Dionísio, and so on. Beside thoses, there are also other authors
who specifically approach the historical process of EJA as part of an educational
policy: Freire, Paiva, Galvão and Soares and others. The socio-cultural perspective
guided the research procedures and the developed analyses of the empirical material
produced during interviews and classroom practices. The subjects were the main
teacher and her thirty EJA high school students from Padre Chagas State School.
The adopted procedure to collect data was the use of questionnaires, interviews and
writing production samples from the classes in order to have maximum information
about the object of the research, which involves students writing production. From
this analysis it was possible to notice the great number of difficulties students face
when producing a written text or recognizing a certain text genre. Although there is
an attempt of an innovative pedagogical focus through the text genre, what prevails
is the developing the concept that a text is a result of historical and cultural
environment, and so it must be treated in class. / Esta dissertação tem por objetivo analisar práticas de escritas efetivadas a partir do
uso dos gêneros textuais diversos, pelos alunos da Educação de Jovens e Adultos,
da escola estadual Padre Chagas, em Santa Inês, Maranhão. Assumindo que as
concepções de produção escrita desses alunos são construções que se dão no
processo histórico cultural da comunidade, mediadas pela linguagem, essa
dissertação busca na produção escrita dos alunos desta modalidade de ensino os
sentidos atribuídos ao texto e a sua construção. Para isso, este estudo fundamentase
teoricamente na concepção de que por meio do texto que o usuário da língua
desenvolve a sua capacidade de organizar o pensamento/conhecimento e de
transmitir ideias, informações, opiniões em situações comunicativas diversas, tendo
como contribuições o pensamento de Bagno, Marcuschi , Bakhtin, Dionísio, dentre
outros. Além desses, constituem-se como interlocutores autores que abordam
especificamente sobre o processo histórico da EJA como política educacional:
Freire, Paiva, Galvão e Soares e outros. A pesquisa, de natureza qualitativa,
orientou os procedimentos de trabalho e as análises desenvolvidas sobre o material
empírico produzido nas entrevistas e nas práticas de sala de aula, cujos sujeitos
foram a professora responsável pela sala de aula pesquisada e trinta alunos da
Educação de Jovens e Adultos, que cursam o Ensino Médio, na Escola pública
estadual Padre Chagas. Para isso, adotamos como procedimento para a coleta de
material o uso de questionários, entrevistas e práticas de produção escrita na sala
de aula a fim de que pudéssemos ter o máximo de informações sobre o objeto da
pesquisa, que envolve a produção escrita dos alunos. A partir da análise foi possível
constatar o grande número de dificuldades dos alunos na hora de produzir um texto
escrito ou reconhecer determinado gênero textual. Embora haja a tentativa de um
trabalho pedagógico inovador por meio dos gêneros textuais, o que prevalece é o
desenvolvimento de um trabalho como reconhecimento de que o texto é um produto
histórico-cultural e assim deve ser trabalhado.
