MARKET ADOPTION AND IMPACT OF ELECTRIC ROADWAYS ON CRITERIA POLLUTANTS AND GREENHOUSE GAS EMISSIONS

<p>Traffic is inevitably a major source of air pollution, particularly in urban areas. Efforts are made towards reducing emissions by improving vehicle and fuel technology and promoting alternative, sustainable modes of transportation. Although the emergence of EVs has shown capabilities of decreasing energy use and emissions levels, the EV market is developing slowly mainly due to drivers’ range anxiety and charging time. Electric roadways (ERs) have been proposed as a solution to overcome the concerns related to EVs by converting road segments into powered lanes where vehicles can be charged as they move along the roadway. This technology has the potential to increase driving range, decrease battery size and thus, lower the weight and the cost of EVs. In this context, exploring the challenging concept of ERs comes natural. </p> <p>Since data on the market acceptance and the environmental implications on this technology are limited to non-existent, this thesis has the following objectives: 1) identify the factors that affect the short- and long-term intention to use ERs, 2) estimate the level of adoption of the ER technology and identify characteristics of the market segments and 3) assess the impact of ERs on criteria pollutants and greenhouse gas emissions based on the market adoption results.</p> <p>To achieve these objectives, a survey of the general population in Los Angeles, California was conducted, gathering 600 responses representative of gender and age in the area. Los Angeles is considered a leader in electro-mobility and thus, a natural choice for the implementation of ERs. The short-or long-term intentions to drive on ERs and purchase an EV knowing about the availability of ERs were found to be correlated and thus, were modeled simultaneously using a bivariate ordered probit model. The compatibility of the ER technology with respondents’ lifestyle and needs, respondents’ tendency towards using sustainable forms of transportation, respondents’ innovativeness and perceived environmental benefits were among the most significant variables found to affect the short-term and long-term intention to use ERs.</p> <p>The level of adoption of the ER technology and corresponding market segments were identified using a combination of Principal Component Analysis (PCA) and Cluster Analysis. Three clusters emerged from the analysis: early adopters (48.5%), mid-adopters (27.67%) and late adopters (23.83%) that differed in terms of demographics and socioeconomic characteristics, travel and EV charging characteristics and level of awareness. </p> <p>The adoption levels found were then used to estimate the emissions change due to the implementation of the ERs by 2050. Using the California Air Resources Board’s (CARB) 2017 EMissions FACtor model (EMFAC). Two scenarios were examined considering light-duty vehicles (LDVs) in a specific corridor: “with” and “without electrification” scenarios. The results suggested that the ER technology for light-duty vehicles has the potential to provide emission reductions of 4 to 24%. A sensitivity analysis was also conducted to examine the effect of speed on the results.</p> <p>Turning to the practical implications, this thesis can provide a foundational framework for the evaluation of the ER technology in terms of environmental and economic viability and set the groundwork for future research. Ultimately, the short-term and long-term intention analysis can be used as a draft guide by state and local agencies and inform their strategic short- or long- range plans for mobility. By segmenting potential users, policy makers and transport operators can be informed about the main challenges regarding the promotion of the ER technology to distinct market segments and devise ways to accelerate its adoption. The findings from the impact analysis of ERs on criteria pollutants and greenhouse gases can also inform long-range transportation plans and existing regulations and policies in California and beyond.</p> <p> </p>

Avaliação da qualidade do diagnóstico do meio biótico de EIAs do Estado de São Paulo / Assessment of biotic baseline studies of EISs of São Paulo state

A Política Nacional do Meio Ambiente visa compatibilizar o desenvolvimento socioeconômico com a qualidade ambiental. A Avaliação de Impacto Ambiental, um de seus instrumentos, utiliza-se do Estudo de Impacto Ambiental (EIA) na sua aplicação em projetos ou empreendimentos. A elaboração do EIA envolve a etapa de diagnóstico para análise da qualidade ambiental da área. A qualidade do EIA e do diagnóstico tem sido objeto de críticas e descrédito junto à sociedade, principalmente à comunidade científica e às associações ambientalistas. Sabe-se que a qualidade do diagnóstico influencia diretamente a efetividade processual do EIA e seu papel como influenciador da tomada de decisão; assim, uma avaliação da qualidade dessa etapa do EIA contribui com a aplicação mais efetiva desse instrumento. A pesquisa visou avaliar a qualidade do diagnóstico biótico dos EIAs do Estado de São Paulo elaborados entre 2005 e 2014. Para isso, proposições ao diagnóstico biótico foram reunidas em uma lista de verificação, utilizada para a avaliação de 55 diagnósticos bióticos e 35 termos de referência de EIAs. Os resultados foram analisados qualitativamente e em comparação com as recomendações dos termos de referência (TRs) analisados. Posteriormente, a qualidade dos diagnósticos foi analisada sob três perspectivas: aprovação dos estudos, tipo de empreendimento e ano de elaboração do EIA. Por fim, foi realizada análise de componentes principais não-linear (NLPCA) para os dados de diagnóstico, no intuito de testar a sugestão de aplicação dessa ferramenta para a identificação dos critérios determinantes para a qualidade dos diagnósticos e possíveis relações entre esses critérios e entre os estudos. A qualidade dos diagnósticos bióticos analisados foi mais satisfatória para aspectos descritivos do que analíticos. Foram determinantes para a qualidade dos estudos critérios relativos à coleta de dados quantitativos e levantamentos para espécies raras, segundo a NLPCA. Tempo de levantamento e sazonalidade foram considerados insatisfatórios, e apresentaram relação estatística com a identificação do grau de vulnerabilidade da área. Os resultados realçaram a importância da sistematização de dados de biodiversidade em fontes confiáveis e atualizadas para elaboração e análise de diagnósticos, e para TRs mais específicos, uma vez que, apesar de estarem sendo cumpridos pelos estudos, os TRs são genéricos e apresentam mais recomendações descritivas do que analíticas. Não houve diferença representativa entre a qualidade dos diagnósticos referentes a estudos aprovados e não aprovados, o setor de Obras Hidráulicas apresentou avaliações mais satisfatórias, o que foi salientado pela NLPCA e pode estar relacionado ao porte do projeto, e a análise temporal evidenciou uma tendência de melhora dos estudos e TRs. Tanto a lista de verificação quanto a NLPCA se mostraram ferramentas adequadas para a investigação da qualidade de diagnósticos biológicos de EIA / The Brazilian National Environmental Policy established Environmental Impact Assessment (EIA) as one of the 13 tools to reconcile socio-economic development with environmental quality. EIA involves the Environmental Impact Statements (EIS) in its application to development projects. EIS drafting involves a baseline step for analysis of environmental quality of the area. The quality of the EIS and the baseline process has been criticized by society, especially by scientific community and environmental groups, and this quality directly influences the effectiveness of the EIA procedure and its role as a decision making tool. Thus, an evaluation of the quality of this EIS step contributes to a more effective application of this instrument. The research aimed to evaluate the quality of biotic baseline studies of EIS drawn up between 2005 and 2014 in the state of São Paulo. We assessed 55 biotic baseline studies and 35 terms of reference (TRs) of EISs by a checklist which consists of a set of recommendations from literature and regulations to biotic baseline studies. The results of baseline and TRs were analyzed qualitatively and compared to one another. Then, we looked at the baseline quality under three approaches: license emission, sector and project type of activity, and year of EIS preparation. Finally, multivariate analysis was performed by Nonlinear Principal Component Analysis (NLPCA) for the baseline quality data in order to test the application of this analysis for the identification of critical and determinant criteria for the quality of baseline and the investigation of how these criteria and the EISs are related to one another. Results point to more satisfactory descriptive than analytical issues. Criteria of quantitative data collecting and surveys of rare species were determinants for baseline quality. Time of survey and seasonality was an unsatisfactory criterion, and statistically related to the vulnerability degree of the area. Results highlighted the importance of systematization of biodiversity data in reliable and updated sources useful for EISs preparation and analysis and for the draft of TRs in a more specific way. TRs were satisfactorily complied by the baseline content, but they are generic and present more descriptive than analytical recommendations. There was no representative difference between the quality of baseline of approved and not approved EISs. Hydraulic project showed more satisfactory evaluations, emphasized by NLPCA, and it may be related to the size of the project. Temporal analysis highlighted an improvement trend of studies and TRs. Thus, both the checklist as NLPCA proved to be suitable tools to the assessment of biological baseline studies of EIS

Os impactos ambientais no meio físico: erosão e assoreamento na bacia hidrográfica do rio Taquari, MS, em decorrência da pecuária / The impacts on physical environmental: erosion and silting in the Taquari river watershed, MS, caused by cattle raising activity

O aumento da inundação em áreas do baixo curso do rio Taquari, no Pantanal do estado do Mato Grosso do Sul, tem transformado a pecuária desta região numa atividade com baixa rentabilidade, à medida que extensas áreas de campo passaram a ser inundadas vários meses durante o ano a partir da década de 70. A pecuária realizada em campos naturais de regiões úmidas do Pantanal indica que há necessidade de se investigar metodologias apropriadas para avaliação de impacto ambiental, que abordem impactos diretos, indiretos, cumulativos e processos do meio físico que alteram, de maneira prejudicial, o meio ambiente. Supõe-se que a inundação na planície do rio Taquari esteja relacionada com a ocupação antrópica nas áreas de planalto da bacia do rio Taquari. O presente trabalho tem por objetivo avaliar os impactos ambientais na planície de inundação do baixo curso do Taquari, decorrentes da ocupação antrópica da bacia hidrográfica do rio Taquari em sua totalidade, considerando os impactos ambientais causados pela pecuária à medida que se configura como principal atividade econômica da bacia bem como os processos erosivos e de assoreamento no quadro atual do regime de inundações. As etapas de caracterização da área, de análise dos impactos e as propostas de ações mitigadoras, previstas num Estudo de Impacto Ambiental, foram aqui analisadas. Foram utilizadas informações sobre as características do meio físico, biótico e socioeconômico, selecionadas a partir do levantamento dos dados existentes com recorte efetuado para a bacia hidrográfica do rio Taquari. Na maior parte dos temas, este foi um processo de levantamento, ordenamento e recuperação de informações, na escala original de 1:250.000, do Plano de Conservação da Bacia do Alto Paraguai-PCBAP, gerenciado no SPRING. Foram também realizadas viagens de campo para a complementação dos dados e para o levantamento de atividades antrópicas com verificações \"in loco\" da ocorrência de impacto ambiental. A maioria dos dados socioeconômicos compilados para o presente trabalho teve por base os censos agropecuários e demográficos realizados pelo IBGE. Os resultados obtidos demonstram que os impactos ambientais decorrentes da pecuária no planalto interferem no regime de inundação na planície da bacia, o que só foi possível de ser identificado a partir de análises integradas em toda a bacia hidrográfica do rio Taquari. Verificou-se que os métodos de EIA são adequados para identificar os impactos diretos decorrentes da pecuária, mas não são adequados para identificar os processos e seus efeitos cumulativos na extensão da bacia hidrográfica do rio Taquari. Além disto, a abordagem da avaliação ambiental estratégica, como procedimento para análise ambiental em políticas, planos e programas, mostra-se adequada para as análises na BHRT à medida que está centralizada nos efeitos do ambiente sobre as necessidades e oportunidades de desenvolvimento. Contudo, somente a recuperação de danos ambientais, o controle das origens dos impactos no ambiente e um sistema de gestão consciente de seus compromissos podem levar, juntamente com a melhora dos procedimentos técnicos e administrativos para análises ambientais, à uma maior proximidade da sustentabilidade ambiental na BHRT. / The increase of flooding in the low course areas of Taquari river in the Pantanal - Mato Grosso do Sul state, has been transforming the cattle raising activity to a low profit activity in the region, when that extensive areas of pasture started to be flooded throughout several months a year from the 1970s. Since these areas are located in the Pantanal region where cattle raising activity is carried on in natural pasture it is necessary to investigate suitable methodologies for evaluation of the ambiental impact, approaching direct, indirect and cummulative impact as well as the processes that change, in a harmful way the environment. The flooding in the floodplain in Taquari river is supposed to be related to the anthropic ocupation in the upland areas of the Taquari river watershed. This work aims to evaluate the environmental impact caused by the anthropic ocupation, the cattle raising activity in the basin and the erosion and silting process in the flood plain of the Taquari river low course. The steps for the area characterization, the analysis of the impact and proposals viewing to diminish the problem, projected in an EIA (Environmental Impact Study), were also considered here. Information on the physical, biologic and socio-economic environment, selected from pre existent data survey, carried on for the Taquari river watershed (BHRT) were used here. For most of the themes, this was a process of surveying and recovering information in the original scale of 1:250.000 from the PCBAP managed in the SPRING GIS model. Field work to complement the existent data to survey the environmental impact of anthropic activities were also carried on. Most of socio-economic data used here were based on the cattle raising activity and demographic census data from IBGE. The results show that the environmental impact caused by cattle raising in the upland interferes in the flooding system in the watershed flood plain, and this fact could only be identified from the integrated analysis of the whole Taquari river watershed. It was observed that the EIA methods are suitable to identify the direct impact caused by the cattle raising activity, but they are not suitable to identify the process and its cummulative effects along the Taquari river watershed. Moreover, it was observed that the approach of the Strategic Environmental Assessment (SEA) as a procedure for environmental analysis in the policies, plans and programs is suitable for the analysis in the BHRT when it is centralized in the effects of environment on the necessities and opportunities of development. However, only the recovering of ambiental damage, the control of the effects caused by impacts on the environment and a system of conscient management can lead to an improvement in the technic and administrative procedures for a really possible ambiental sustentability in the BHRT.

A avaliação de efeitos cumulativos e sinérgicos constitui um elemento essencial à boa prática da Avaliação de Impacto Ambiental (AIA), no sentido do fortalecimento do processo de tomada de decisão e integração de aspectos ambientais no planejamento das atividades econômicas, mas a despeito da sua importância, a cumulatividade dos impactos é vista como um elemento que aumenta a complexidade do processo de AIA. Uma perspectiva promissora para a integração dos efeitos ambientais cumulativos no processo de AIA tem sido contemplada a partir inclusão da gestão dos impactos ao ciclo de avaliação de efeitos cumulativos, representada neste caso pela abordagem da Avaliação e Gestão de Efeitos Cumulativos (AGEC). Tendo em vista as limitações apontadas para o Brasil em relação à avaliação de efeitos cumulativos, considera-se relevante verificar em que medida a experiência consolidada de AGEC no contexto internacional poderia contribuir para o aperfeiçoamento da AIA no país. Deste modo, o presente trabalho é voltado para a identificação de boas práticas em AGEC no contexto brasileiro, valendo-se do estudo do caso da Coordenação Geral de Petróleo e Gás (CGPEG) do Instituto Brasileiro de Meio Ambiente e Recursos Naturais Renováveis (IBAMA), responsável pelos processos de licenciamento ambiental de sistemas de produção de petróleo e gás no país. Por meio de uma abordagem metodológica baseada na triangulação entre literatura, documentação, e entrevistas junto ao corpo técnico do órgão ambiental, foram identificadas oportunidades e dificuldades para a aplicação de AGEC no âmbito de atuação da CGPEG. Os resultados indicam que a prática da AGEC encontra-se em fase inicial de desenvolvimento, com a identificação de algumas evidências de boas práticas devidamente internalizadas pelo órgão ambiental, como a abordagem regionalizada e a utilização de metodologia semelhante às práticas internacionais identificadas. Nota-se também o esforço da CGPEG em promover uma atuação mais eficiente e integradora, exigindo programas regionalizados com visão sistêmica, o que leva a ganhos de longo prazo nas atividades de avaliação do corpo técnico. Como destaque está a prática inovadora do Projeto de Avaliação de Impactos Cumulativos (PAIC) no licenciamento da produção de petróleo da camada pré-sal da bacia de Santos, como referência para o órgão, em que houve contribuições significativas por parte de stakeholders mobilizados em espaços de acompanhamento da instalação da cadeia petrolífera na região e resolução de conflitos, o que sugere um quadro promissor para investimentos em sua estruturação e na capacitação de seu corpo técnico e gerencial, com vistas ao aprimoramento da atuação orientada para os efeitos cumulativos. / The evaluation of cumulative and synergistic effects consists in an essential element for Environmental Impact Assessment (EIA) good practices, in the sense that it enhances the decision-making process and environmental aspects integration in development planning. Despite its importance, impact accumulation is seen as adding complexity to EIA process. A promising perspective to integrate cumulative environmental effects on EIA process starts at implementing management to cumulative assessments, in this case represented by Cumulative Environmental Assessment and Management (CEAM) approach. Also recognizing Brazil\'s limitation to implement cumulative effects assessment, it is relevant to verify at which extent internationally recognized CEAM practices can improve the country EIA process. Therefore, the present study aims to identify CEAM good practices on Brazilian context, using a federal agency responsible for oil and gas environmental licensing, the \"Coordenadoria Geral de Petróleo e Gás\" (CGPEG/IBAMA). Using triangulation of methods, starting by literature review on good practices, documents and norms content analysis and semistructured interviews with CGPEG technicians, opportunities and difficulties for CEAM implementation were identified for agency performance. Results shows CEAM practices still in its early stages of development, with good practices adoption evidences for the agency, striving forth cumulative effects performance improvement. Also, CGPEG singular functional structure promotes long therm benefits for technical analysis, such as demanding a more integrated and regional approach in environmental monitoring programs. A innovative practice is the cumulative impacts assessment project demanded at the environmental licensing for Santos\' basin pre-salt layer oil and gas production, or \"Projeto de Avaliação de Impactos Cumulativos\" (PAIC), a \"reccomended administrative process\", seen as a orientative material for oil and gas future projects. The PAIC development context had important stakeholder contribuitions on public particiapion processes, such as follow-up foruns for community discussion over oil industries installation at São Paulo\'s North Coast.

A paisagem antrópica sob avaliação: a avifauna em remanescentes florestais, matrizes agrícolas e as implicações para a conservação / The human-modified landscapes under assessment: Bird in forest patches, agricultural matrices and the implications for conservation

Devido o dinamismo e complexidade estrutural observada nas paisagens antrópicas, pesquisas contínuas são necessárias para melhorar o conhecimento sobre quais os impactos delas na biodiversidade, bem como para entender quais espécies ocorrentes nestas paisagens refletem as condições ambientais lá existentes. Desse modo, tomando a avifauna como representante da biodiversidade presente nestas paisagens, esta tese objetivou: 1) caracterizar as assembleias de aves ocorrentes nos remanescentes florestais de Mata Atlântica inseridos em paisagem antrópica agrícola, bem como as assembleias que ocorrem no interior das culturas de pasto e cana-de-açúcar, 2) identificar um método analítico adequado para acessar a integridade ecológica existente nos remanescentes florestais por meio das assembleias de aves, 3) avaliar o efeito da estrutura e dinâmica destas paisagens nas assembleias de aves ocorrentes nos remanescentes florestais, 4) identificar quais características da paisagem antrópica agrícola influenciam as aves ocorrentes no interior das culturas de pasto e cana-de-açúcar. Assembleias de aves foram amostradas mensalmente durante um ano (Nov2011-Nov2012) por meio de pontos fixos e transectos em oito remanescentes florestais com diferentes tamanhos (3-115ha) e históricos de degradação, e oito sítios amostrais localizados no interior das culturas agrícolas (quatro em pasto e quatro em cana-de-açúcar). Estes foram selecionados dentro de cinco unidades amostrais de uma paisagem tipicamente (16 km2) agrícola do Estado de São Paulo (Bacia do Rio Corumbataí). O índice de serviços ecossistêmicos de Ferraz et al. (2014) foi adotado como uma medida do grau de distúrbios antrópicos presente nos remanescentes florestais do qual leva em consideração a dinâmica e estrutura deles. Já as características das paisagens nas culturas agrícolas foram coletadas em duas escalas de análise (buffers circulares de 600 e 1000m) levando em consideração métricas que pudessem refletir uma maior heterogeneidade da paisagem. No total, 191 espécies foram observadas nos remanescentes florestais, enquanto que 137 nas culturas agrícolas. As aves com hábitos florestais, não-florestais, hábitos mistos florestais-não-florestais, pequenos insetívoros de sub-bosque, aves que forrageiam no estrato médio dos remanescentes, espécies endêmicas e ameaçadas foram os melhores indicadores ecológicos nos remanescentes. Estes grupos formaram a base de dados do Índice de Integridade Biótica (IIB) um método multimétrico que obteve um melhor desempenho em refletir a integridade existente nos remanescentes quando comparado com os níveis de sensibilidade a distúrbios antrópicos de Parker III et al. (1996), riqueza geral das assembleias e índice de diversidade de Shannon. Foram registradas 132 espécies nas pastagens enquanto que apenas 72 nos canaviais, sendo que tanto a riqueza geral quanto a abundância relativa de alguns grupos de aves foram explicadas pela variação na heterogeneidade da paisagem. Assim, conclui-se que métodos analíticos classicamente utilizados em ecologia podem apresentar falhas na avaliação ecológica de remanescentes de Mata Atlântica inseridos em paisagem antrópica, ocasionando interpretações errôneas. Novos métodos analíticos devem ser explorados, sendo o IIB um possível substituto. A diferença existente entre as assembleias de aves ocorrentes nas pastagens, (maior heterogeneidade) e nos canaviais (baixa heterogeneidade) indicam as consequências negativas que homogeneização da paisagem agrícola pode ocasionar à biodiversidade ocorrente nestas paisagens. / Because human-modified landscapes (HML) are dynamic and have structural complexity, continuous research is necessary to improve knowledge about the HML impacts on the biodiversity, as well as to provide knowledge of which current species may reflect the environmental conditions existing there. Thus, considering birds as sample of the HML existing biodiversity, the following thesis aimed to: 1) describe the bird assemblages of Atlantic Forest patches located in HML and bird assemblages of the interior of cattle pastures and sugar cane crops, 2) identify a proper bird analytical approach to assess the existing ecological integrity of forest patches in HML, 3) assess the effects of the landscape features (dynamic and structure) on the bird assemblages of forest patches in HML, 4) identify which landscapes features of both crops may exert influence on the bird assemblage composition of each crop. Bird sampling was performed monthly along one year (Nov 2011 - Nov 2012) in eight forest patches with different historical and size (3 - 115 ha), and eight sites located in the interior of each crop (four in cattle pasture and four in sugar cane), using point counts and transects. Five focal landscapes (16 km2) located in a typical HML of São Paulo state (Corumbataí river basin) were used to select these sampling sites. The rank of ecosystem services provisioning of Ferraz et al. (2014) was used as a measurement of the existing gradient of human disturbance in the forest patches, which was built through information about forest dynamic and structure. The landscape features of each crop were collected through two scale of analysis (circular buffers with 600 and 1000 radius meters) taking into account metrics that may represent the landscape heterogeneity. 191 species were observed in the forest patches while 137 in the crops. The forest birds, non-forest birds, birds with forest-non-forest habits, small understory-midstory insectivorous, species with foraging habits in the midstory strata, threatened and endemic species, were the best ecological indicators of the forest patches. These bird groups were used as database in the development of the Index of Biotic Integrity (IBI), a multimetric approach, which showed a better performance to indicate the existent integrity in the forest patches in comparison with \"sensitivity to disturbance\" of Parker III et al. (1996), total species richness and Shannon´s diversity index. 132 species were observed in cattle pastures while 72 in sugar cane. Both richness and relative abundance of some bird groups were explained by the landscape heterogeneity variation. Thus, it is possible to conclude that some classical birds analytical approaches may be flawed in the ecological assessment of Atlantic Forest patches inserted in HML. New analytical approaches should be explored, and the IBI is a possible alternative. The bird\'s assemblage differences between cattle pastures (high heterogeneity) and sugar cane (low heterogeneity) are an example of the negative consequences caused by the crops homogenization on the living biodiversity of agricultural landscapes.

Avaliação do ciclo de vida da produção do painel de madeira MDP no Brasil / Life cycle assessment of MDP wood-based panel production in Brazil

Neste trabalho foi realizada a Avaliação do Ciclo de Vida (ACV) da produção do painel MDP (medium density particleboard), feito de partículas de madeira e adesivo sintético, largamente empregado na indústria moveleira, sendo o painel de madeira mais produzido e consumido no mundo. O objetivo deste trabalho foi avaliar o ciclo de vida produtivo (cradle to gate) do painel MDP no Brasil. A ACV é normalizada pelas séries ISO 14040 e 14044. Empresas produtoras do MDP no país foram visitadas para a coleta de dados, e na avaliação dos impactos ambientais os resultados foram comparados pelos métodos CML (2001), EDIP (1997) e USEtox (2008). Os resultados apontaram que os principais hotspots foram o óleo BPF (baixo ponto de fluidez) utilizado na planta de energia e a resina UF (ureia formaldeído), aplicada como aglomerante na produção dos painéis. A cadeia produtiva da madeira mostrou maior destaque para as categorias de eutrofização e ecotoxicidade, respectivamente, pelo uso de fertilizantes e do herbicida glifosato no solo. Também verificou-se que na produção de 1 m³ de painel MDP há um crédito de carbono médio de 969 kg de \'CO IND.2\'-eq. Perante os resultados, foram analisados diversos cenários com sugestões de melhorias ambientais, sendo propostas alterações quanto ao consumo das matérias primas: óleo BPF, resina UF e madeira. Para o óleo BPF, o cenário ambientalmente mais adequado foi a sua substituição total pelo uso de somente resíduos de madeira. Sobre a resina UF, verificou-se que os principais impactos estão relacionados às cadeias produtivas do metanol e da ureia, sendo assim sugerida a otimização no consumo destes recursos. Também, a resina UF foi comparada com a resina MUF (melamina ureia formaldeído), e percebeu-se que os impactos ambientais da segunda foram superiores. Porém, mais cenários analisando o emprego de resinas alternativas são requisitados, tendo em vista a busca por resinas análogas à UF, mas com menores impactos potenciais. E sobre a madeira, foi analisada sua substituição pela adição de resíduos de madeira na produção do MDP, tendo sido constatado que quanto maior a quantidade de resíduos adicionados, menores seriam os impactos ambientais. Todavia, os benefícios ambientais verificados com o uso dos resíduos dependem de variáveis, como: dos aspectos ambientais do ciclo de vida dos resíduos, da quantidade de resíduos aplicada na produção dos painéis, do critério de alocação adotado na ACV, e da distância no percurso de transporte dos resíduos até a fábrica de painéis. Portanto, deve-se analisar caso a caso para afirmar sobre a viabilidade ambiental no emprego de resíduos na produção de painéis de madeira. / In this project was carried out a study of Life Cycle Assessment (LCA) of the MDP (medium density particleboard) production, made of wood particles and synthetic adhesive, widely used in furniture industry, being the most produced and consumed wood-based panel in the world. This study aimed to assess the productive life cycle (cradle to gate) of the MDP in Brazil. LCA technique is standardized by ISO 14040 and 14044 documents. The data collection phase in this study occurred realizing technical visits on the Brazilian MDP producers and for the environmental impact assessment, the results were compared considering the following methods: CML (2001), EDIP (1997) and USEtox (2008). The results showed that the main hotspots were the heavy fuel oil used on power plants and UF (urea formaldehyde) resin applied as binder to produce the panels. The wood consumption showed to be more relevant to eutrophication and ecotoxicity impact categories, respectively, by the use of fertilizers and the glyphosate herbicide in the soil. It was also observed that the production of 1m³ of MDP generates an average carbon credit of 969 kg of \'CO IND.2\'-eq. Given the results, several scenarios were analyzed including environmental suggestions of improvements, being proposed changes to the consumption of the raw materials: heavy fuel oil, UF resin and wood. The replacement of heavy fuel oil for wooden residue was the most suitable alternative, because the environmental impacts results were considerably reduced. For the UF resin, it was found that the main impacts are related to the production (cradle to gate) of methanol and urea, thus, we suggested optimizing the consumption of these resources. Also, UF resin was compared with the MUF (melamine urea formaldehyde) resin, and the second one showed more impacts than the first. However, more scenarios analyzing the use of alternatives resins are required, in order to find others options of similar resins to UF, but with lower potential impacts. Considering the wood consumption, it was examined its replacement by wooden residue like raw material to produce the MDP. The results pointed out the addition of residues can promote lower environmental impacts. On the other hand, the environmental benefits related depend of variables such as: the environmental aspects of the life cycle of waste generation, the quantity of waste applied to produce the panels, the allocation criteria adopted to the LCA study, and the distance to transport the waste to the panel industry. Therefore, one must examine each case to assert about the environmental sustainability in the use of waste to produce wood panels.

Energy use in the New Zealand tourism sector

Energy use associated with tourism has rarely been studied, despite a potentially considerable contribution to global or national energy demand and concomitant greenhouse gas emissions. In New Zealand, tourism constitutes an increasingly important economic sector that is supported by the Government to induce further economic growth. At the same time New Zealand is facing the challenge of reducing currently increasing fossil fuel combustion and carbon dioxide emissions. As a response, this study investigated the contribution tourism makes to energy use in New Zealand. In particular it has examined the role of the three main tourism subsectors (transport, accommodation, and attractions/activities), and different domestic and international 'tourist types'. Seven separate data analyses provided inputs for building a model based on 'tourist types' from which energy use in the New Zealand tourism sector could be estimated. Tourism was found to contribute at least 5.6% to national energy demand, which is larger than its 4.9% contribution to GDP in 2000. Transport, in particular domestic air and car travel, was identified as the dominant energy consumer. Within the accommodation sub-sector, hotels are the largest energy consumers, both in total and on a per visitor-night basis. Of the three sub-sectors, attractions and activities contribute least to energy use, however, activities such as scenic flights or boat cruises were recognised as being energy intensive. As a result of larger visitor volumes, domestic tourists contribute more to energy consumption than international tourists. Domestic and international tourists types differ in their energy consumption patterns, for example measured as energy use per travel day. Tourist types that rely on air travel are the most energy intensive ones, for example the domestic 'long air business' travellers or the international 'coach tourists'. The importance of international tourists' energy use will increase, given current growth rates. There are many options to decrease energy use of the tourism sector, with the most effective ones being within the energy intensive transport sub-sector. Increasing vehicle efficiencies and decreasing travel distances appear to be the most promising measures. This study argues that energy use depends largely on tourists' travel behaviour. Changing behaviour is possible but is postulated to be very difficult, and further research is needed to better understand tourists' motivations, expectations and decision-making. Only then, can strategies be developed and implemented to alter travel behaviours to better balance energy use, other environmental impacts and economic yield. Such a balance is a crucial consideration in the search for more sustainable forms of tourism.

Resource efficiency of the ski industry in New Zealand

Skiing and snowboarding are popular recreation activities in New Zealand, as well as constituting important components of the winter tourism product. The 2001 snow season witnessed record visitor numbers. Skier days have increased by more than 10% compared with the previous year to 1.254 million. The traditionally “nature related” activity of skiing, however has increasingly often been discussed in the light of excessive resource consumption and pollution of alpine environments. Since no research on resource efficient management of ski fields has been undertaken in New Zealand, this study examined environmental awareness and actions of ski field managers, resource consumption benchmarks (water and energy use, solid waste production), along with resource use related visitor behaviour. Two separate surveys were undertaken to collect relevant information from ski field managers and ski field visitors. While a census of managers across New Zealand was conducted with a mail-back questionnaire (all 27 ski fields were contacted, response rate 44%), the visitor survey was undertaken on-site at six selected ski fields in Canterbury, South Island (total responses: N=259). Analysis of the survey results showed that managers generally acted to protect the environment and resources, however, at different levels for the various indicators measured. Energy use and air pollution were rarely perceived to be environmentally important. Accordingly, only few actions were undertaken to reduce energy use. This is surprising, since energy consumption proved to be a major feature of ski field management. Given the additionally large amounts of water consumed (mainly for snowmaking) and solid waste produced on the mountain, skiing has to be classified as a resource intensive activity. Resource consumption is intensified further, when the impacts associated with tourists being transported to, and from, the mountain are considered. Energy use for “ski trip transport” within New Zealand is two times larger (180 MJ) than energy use associated with ski field infrastructure use (90 MJ) on a per skier day basis. There are several options to improve the environmental performance of ski fields, ranging from modernising equipment, optimising snowmaking and providing efficient transport alternatives. Additionally, increased cooperation between ski field managers, local governments and research institutes could potentially result in environmentally smarter operational practices. Internationally, New Zealand’s ski areas compare relatively well, mainly because of limited on-mountain entertainment and accommodation development, which keeps resource consumption and pollution low compared with European and North American ski fields. However, this research also indicated that New Zealand’s ski field visitors increasingly demand facilities and services similar to those overseas, which in turn may result in larger environmental impacts. New Zealand is generally believed to be a green and nature-related destination and its ski areas still blend well into the natural environment. Hence, there is some potential for the New Zealand ski industry to develop a unique product in such a way that it is both, sustainable and distinguishable from other international markets.

Desarrollo de una metodología para la caracterización, evaluación y gestión de los recursos de la geodiversidad

El presente trabajo trata sobre la identificación, catalogación, evaluación, protección y utilización de los recursos de la geodiversidad. Uno de los principales problemas que afecta al tratamiento conjunto del patrimonio geológico es el alto grado de subjetividad. En el presente trabajo se incluye un primer inventario de LIG para la región Cantabria, que se ha utilizado para el desarrollo de las fases sucesivas de evaluación, protección, puesta en valor de los LIG y para el cálculo de los impactos producidos por acciones humanas. Se han desarrollado procedimientos de evaluación de la calidad de los LIG a través de métodos directos (basados en el juicio de expertos) e indirectos (paramétricos) sobre la base de la identificación de criterios de evaluación, de parámetros medibles y de la definición de unos "modelos de calidad". Por medio de análisis factorial, se ha identificado un conjunto reducido de criterios que permite reproducir en un 83% los resultados obtenidos utilizando todos los criterios. Sobre la base de los resultados se han elaborado algunos ejemplos de acciones encaminadas a la protección, gestión y puesta en valor de los elementos de la geodiversidad de Cantabria. / The present work addresses issues related to the identification, cataloguing evaluation, protection and utilisation of geodiversity's resources. One of the main difficulties to carry out such tasks lies in the subjectivity. The work presented here includes an initial inventory of sites of geological interest in the region of Cantabria. Then, a group of sites of geomorphologic interest has been selected to make comparisons between different evaluation methods, determine the degree of coincidence between the ranks of classifications obtained and make recommendations on the most advisable procedures. These methods make it possible to apply transparent, clearly defined criteria which can provide replicable results if applied by different operators and can therefore be subject to external test and scrutiny. The above methods can provide good results using only six parameters that express three significant qualities of sites: scientific interest or intrinsic quality; potential for use; threats for conservation. The type of evaluation methods described has been applied to design a method for the incorporation of geosites into the EIA process. In order to contribute to the valorisation of geodiversity's values, a series of specific proposals are presented for the protection and use of sites of geologic interest in Cantabria.

環境管制行政中的科學框架與決策困境:以台灣石化產業環評爭議為例 / The Science Framework and The Decision Making Dilemma in The Environmental Regulatory Administration: the EIA case studies of the Taiwan Petrochemical Projects.

在經濟發展的過程中,環境污染往往是其代價。石化產業在台灣經濟發展過程中扮演著火車頭的角色,帶動相關產業的勃興,但也帶來日益增加的環境污染與其社會爭議,成為政府部門必須面對的課題。在傳統的環境管制政策當中,科學評估被視為中立、理性客觀之分析技術,能夠有效處理環境問題的方法,其強調專業中立的形象,也與官僚理性所強調的中立性相似。因此這不僅是環境行政程序設計之核心,也是行政正當性的重要來源。但因著環境議題的複雜化、科學不確定性的增加,在行政程序當中,僅著重專家角色的行政程序,相信專家能夠帶來各樣問題的解答,不僅在程序上限制了多元知識類型的進入,既無法共同建構問題、也無法形成決策基礎的一部分;同時行政機關也此程序將決策責任移轉給專家;然而因著科學不確定性,使得專家必須在未知的情況下進行決策,因而使得決策內容會更加保守,讓環境爭議窄化成「如何收集更多資訊」等技術問題。行政機關原欲以專家作為決策正當性的來源,但狹隘的科學想像框架不僅使程序無法有效地處理環境爭議、無法回應來自多元參與者的提問,反而使得決策正當性更加受到嚴重的挑戰。 本研究以國光石化開發案的健康風險議題與六輕工安大火事件兩個案的環評過程為分析案例。在國光石化環評過程,健康風險議題是主要爭議焦點。當時有學者研究指出國光石化營運之後,將對台灣民眾的健康風險帶來重要影響,並指認環評書中所低估或錯估的部分。面對不同的科學研究爭議,環保署依其狹隘的科學框架,欲創制一套評判程序以解決爭議,卻適得其反。與此同時,六輕也在 2010年7 月傳出工安大火事件,地方陸續傳出有吳郭魚、文蛤、雛鴨等大量死亡的農業損失情事,使六輕營運後所造成的環境影響與健康風險問題,受到社會高度矚目。環保署因而要求台塑提出「環境影響調查報告書」進行審查。但環評專案小組因著科學不確定性而難以依科學論證作為基礎做出決策。最終則是以法院判決來作為決策的正當性來源。 本文透過多重資料來源的蒐集,包括田野訪談、環評專案小組會議、專家會議等相關之會議紀錄、相關事件的剪報資料,以及相關會議的參與觀察紀錄等。藉由兩個案的分析,探討行政程序建立在狹隘的科學框架之上時,為何產生行政決策的僵局,探討結構上的侷限與受到的正當性挑戰。並以論述應邁向具社會強健性的知識建構為基礎的開放行政程序,以強化決策正當性的根基。 / The scientific assessment in the traditional environment regulation policy is generally regarded as a rational technique. The common impression of scientific assessment is neutral and specialized, which is similar to the major principle of Bureaucracy, organization by functional specialty, defined by Max Weber. Therefore, the scientific assessment has been not only a foundation of environmental administration procedure, but also a resource of legitimacy. On the contrary, while the government just focuses on the scientific evidence in administrative procedure, there will be the political debates unable to resolve effectively. Because administrative procedure is unable to include multi-knowledge from different stakeholders, administration deal with environmental problems only limits to the sufficiency of scientific evidences. Consequently, administration transfers the responsibility about decision making to the experts committee. But experts committee could not make decision definitely, and the decision would be conservative, because of scientific uncertainty. As a result, the interpretation of environmental problems is narrowed to the proof of causal relationship between pollutants and environmental impacts. Since unknown causal relationships always exist, there will be ongoing arguments and disputes of environmental problems. Taking two examples of the environment impact assessment of a fire accident in the sixth naphtha cracking project in July, 2010, and the KuoKuang Petrochemical Project, 2011, the research analyze the hidden science framework and limitation behind the administrative procedure. The finding is that the technicalization of administration leads to government role shrinking and erodes the legitimacy of decision. In order to strengthen the foundation of legitimacy, administration should rebuild an open administrative procedure to foster socially robust knowledge.
