The first one presents an analysis of the literature on systemic financial risk. To that end, we analyze and classify 266 articles that were published no later than September 2016 in the databases Scopus and Web of Knowledge; these articles were identified using the keywords “systemic risk”, “financial stability”,“financial”, “measure”, “indicator”, and “index”. They were evaluated based on 10 categories, namely, type of study, type of approach, object of study, method, spatial scope, temporal scope, context, focus, type of data used, and results. The analysis and classification of this literature made it possible to identify the remaining gaps in the literature on systemic risk; this contributes to a future research agenda on the topic. Moreover, the most influential articles in this field of research and the articles that compose the main stream research on systemic financial risk were identified. In the second article, we model an indicator that aims to identify systemic risk in the financial markets. Using 93 assets from different classes and from both developed and emerging countries, we apply principal components analysis (PCA) to calculate an initial indicator that is then submitted to Markov switching (MS) technique. This procedure advances the use of PCA in systemic risk modelling by preventing the need for arbitrary definitions of normal and stressed regimes. Additionally, applying MS to the indicator extracted by PCA from the correlation matrix of a relevant number of assets of various classes supports the argument that the indicator is indeed systemic. The results show that the probabilities that the indicator is under stress, according to the MS model, can be used as a signal of systemic risk. We also verified that the average risk of assets, calculated by the average value-at-risk (VaR), is affected when the series of these assets are separated in the systemic risk and normal regimes. In addition, we measure the performance of the indicator compared to other metrics built with only an asset class, especially stock indices. The results show that our model adequately depicts periods of high systemic risk, being relatively thorough.

Função relevante à estabilidade financeira, a supervisão bancária serve-se de mecanismos para a antecipação de potenciais fontes de estresse financeiro no sistema, como os sistemas de alertas antecipados, que, em geral, são baseados em medidas econômico-financeiras – dados de balanço e de mercado. Em virtude da inexistência de estudos sobre modelagem de alertas antecipados para instituições bancárias brasileiras, esta tese desenvolve três ensaios teórico-empíricos complementares entre si, que compartilham questões de estabilidade financeira, nos níveis de análise organizacional (bancos), individual (gestores) e sistêmico. Os três ensaios podem ser vistos, respectivamente, conforme as metáforas das organizações como máquinas, como organismos e em suas relações de fluxo e transformação no ambiente. Desta forma, o estudo possui como objetivos específicos: verificar a suficiência de informações públicas de balancetes bancários para a modelagem de alertas antecipados; avaliar a importância da incorporação de novas dimensões de análise, como governança corporativa; e avançar para a perspectiva organizacional como um problema complexo. No primeiro estudo, apresenta-se um modelo de alerta antecipado para situações de estresse financeiro, baseado na análise de literatura sobre indicadores econômico-financeiros de gestão de riscos e em dados de balancetes bancários mensais. A partir de uma amostra contendo nove casos no grupo de tratamento, o modelo alcança taxas de verdadeiros-positivos de 89% nas sinalizações de alerta antecipado, para um horizonte de 12 meses. O segundo estudo trabalha as relações entre indicadores de risco estratégico em bancos e medidas de risco de default, como o Z-score. Utilizando uma amostra de dados oriunda de trabalhos de campo de supervisão bancária pelo Banco Central do Brasil, os quais avaliam, presencialmente, questões qualitativas de gestão em bancos, o estudo evidencia o impacto positivo do constructo de governança corporativa na atenuação de medidas de riscos de default/estresse financeiro bancário. O terceiro estudo consiste em uma simulação estocástica baseada em agentes, no contexto da espiral crítica da dívida soberana pública e da escassez de ativos livres de risco. A proposição em teste nesse estudo é de que a atitude ótima de investimento, em função da seleção de carteiras pelo trade-off risco/retorno, constitui um gatilho para a iniciação da espiral que envolve downgrades sucessivos de riscos de créditos soberano e bancário, por conta da sua importante inter-relação no sistema, com externalidades à economia e ao risco sistêmico. Assim, como conclusão geral, o trabalho sustenta o argumento de que políticas públicas de estabilidade financeira tendem a ganhar eficácia ao considerarem, ao lado de características microprudenciais das entidades, medidas de gestão estratégica nas organizações, bem como ao aplicar técnicas de modelagem de problemas complexos, como a baseada em comportamento de agentes. Desta forma, o trabalho contribui para as discussões acerca de risco de crédito de intermediários financeiros, sobretudo sob a ótica dos agentes supervisores bancários com ações voltadas para a estabilidade financeira. / As typical State functions, banking regulation and supervision seek together to deliver to society a solid financial system, structuring processes of regular and continuous monitoring of supervised entities. As a relevant function to financial stability, banking supervision uses mechanisms to anticipate potential sources of financial stress in the system, such as early warning systems, which are generally based on economic and financial measures – balance sheet and market data. Due to the lack of studies on early warning modeling of Brazilian banking institutions, this thesis develops three complementary theoretical-empirical essays that share financial stability issues at the levels of organizational analysis (banks), individual (managers), and systemic. The three essays can be seen, respectively, according to the metaphors of organizations as machines, as organisms and in their relations of flux and transformation in the environment. In this way, the study has as specific goals: to assess the adequacy of public information of bank balance sheets for the modeling of anticipated alerts; to evaluate the importance of incorporating new dimensions of analysis, such as corporate governance; and the organizational perspective as a complex problem. In the first study, we present an early warning model for situations of financial distress, based on the analysis of the literature on economic-financial risk management and of monthly bank balance-sheet data. From a sample containing nine cases in the treatment group, the model achieves true-positive rates of 89% on early warning signs for a 12-month horizon. The second essay deals with the relationships between strategic risks indicators in banks and measures of default risk, such as Z-score. Based on a sample of data from the field of banking supervision by the Central Bank of Brazil, which assess face-to-face qualitative management issues in banks, the study shows the positive impact of the corporate governance construct on mitigating measures of default risks / banking financial distress. The third study consists of an agent-based stochastic simulation, in the context of the critical public sovereign debt spiral and the scarcity of risk-free assets. The proposition being tested is that the optimal investment behavior, as a function of portfolio selection by the risk / return trade-off, constitutes a trigger for the initiation of the spiral that involves successive downgrades of sovereign and banking credit risks, due to its important interrelationship in the system, with externalities to the economy and to systemic risk. Thus, as a general conclusion, the research supports the argument that public policies of financial stability tend to gain effectiveness by considering, along with microprudential characteristics of the entities, strategic management measures in organizations, as well as applying techniques of modeling complex problems, such as the one based on agent behavior. In this way, the study contributes to the literature on credit risk of financial intermediaries, especially from the perspective of banking supervisors concerned with financial stability.

O objetivo principal deste trabalho é contribuir para a melhor identificação dos padrões dessa relação. Através de uma análise em nível de empresa, ao buscar evidenciar as características microeconômicas dos riscos dos bancos, identificamos quatro modelos que formam estimados por dados em painel. Os resultados obtidos não evidenciam que uma maior concentração de mercado melhora a estabilidade financeira. / Even though the theoretical framework of the trade-off between financial stability and banking competition is vast, there is no agreement in the literature. The main goal of this work is to contribute to the literature in order to a better explanation of this relationship. Through an analysis at a firm level, in highlighting the microeconomic aspects of bank risks , we have identified four models all estimated by panel data. The results did not show that a rise in the market concentration improves financial stability.

Brazilian economy has experienced a major boost in leverage in the first decade of 2000 as a result of a set factors ranging from macroeconomic stability to the abundant liquidity in international financial markets before 2008 and a set of deliberate decisions taken by President Lula's to expand credit, boost consumption and gain political support from the lower social strata. As relevant conclusions to our investigation we verify that: credit expansion relied on the reduction of the monetary policy rate, international financial markets are an important source of funds, payroll-guaranteed credit and investment grade status affected positively credit supply. We were not able to confirm the importance of financial inclusion efforts. The importance of financial sector sanity indicators of credit conditions cannot be underestimated. These results raise questions over the sustainability of this expansion process and financial stability in the future. The second essay, 'Public Credit, Monetary Policy and Financial Stability', discusses the role of public credit. The supply of public credit in Brazil has successfully served to relaunch the economy after the Lehman-Brothers demise. It was later transformed into a driver for economic growth as well as a regulation device to force private banks to reduce interest rates. We argue that the use of public funds to finance economic growth has three important drawbacks: it generates inflation, induces higher loan rates and may induce financial instability. An additional effect is the prevention of market credit solutions. This study contributes to the understanding of the costs and benefits of credit as a fiscal policy tool. The third essay, 'Bayesian Forecasting of Interest Rates: Do Priors Matter?', discusses the choice of priors when forecasting short-term interest rates. Central Banks that commit to an Inflation Target monetary regime are bound to respond to inflation expectation spikes and product hiatus widening in a clear and transparent way by abiding to a Taylor rule. There are various reports of central banks being more responsive to inflationary than to deflationary shocks rendering the monetary policy response to be indeed non-linear. Besides that there is no guarantee that coefficients remain stable during time. Central Banks may switch to a dual target regime to consider deviations from inflation and the output gap. The estimation of a Taylor rule may therefore have to consider a non-linear model with time varying parameters. This paper uses Bayesian forecasting methods to predict short-term interest rates. We take two different approaches: from a theoretic perspective we focus on an augmented version of the Taylor rule and include the Real Exchange Rate, the Credit-to-GDP and the Net Public Debt-to-GDP ratios. We also take an 'atheoretic' approach based on the Expectations Theory of the Term Structure to model short-term interest. The selection of priors is particularly relevant for predictive accuracy yet, ideally, forecasting models should require as little a priori expert insight as possible. We present recent developments in prior selection, in particular we propose the use of hierarchical hyper-g priors for better forecasting in a framework that can be easily extended to other key macroeconomic indicators. / O primeiro ensaio, "Determinantes da expansão do crédito no Brasil", analisa os determinantes do crédito usando um extenso conjunto de dados em painel sobre o sistema bancário. A economia brasileira teve um grande impulso na alavancagem na primeira década de 2000 como resultado de um conjunto de fatores que vão desde a estabilidade macroeconômica passando pela liquidez abundante nos mercados financeiros internacionais antes de 2008 até um conjunto de decisões deliberadas tomadas pelo presidente Lula para expandir o crédito, impulsionar o consumo e obter apoio político das camadas sociais mais baixas. Como conclusões verificamos que a expansão do crédito beneficiou-se da redução da taxa de juros, os mercados financeiros internacionais são uma fonte importante de recursos, o crédito garantido em folha de pagamento e o grau de investimento afetaram positivamente a oferta de crédito. Nós não fomos capazes de confirmar a importância dos esforços de inclusão financeira. A importância dos indicadores de sanidade do setor financeiro de condições de crédito não pode ser subestimada. Estes resultados levantam questões quanto à sustentabilidade desse processo de expansão e estabilidade financeira no futuro. O segundo ensaio, "Crédito Público, Política Monetária e Estabilidade Financeira", discute o papel do crédito público. A oferta de crédito público no Brasil serviu para relançar a economia após a crise desencadeada pela quebra do banco Lehman-Brothers. Mais tarde, ele foi transformado em um motor de crescimento econômico bem como num dispositivo de regulação para forçar os bancos privados a reduzir as taxas de juros. Argumenta-se que a utilização de fundos públicos para financiar o crescimento econômico tem três desvantagens importantes: ele gera inflação, induz taxas de financiamento mais elevadas e pode induzir à instabilidade financeira. Um efeito adicional é impedir o desenvolvimento de soluções de crédito de mercado. O terceiro ensaio, "Previsão Bayesiana de Taxas de Juros: as priors importam?", discute a escolha de priors para previsão das taxas de juros de curto prazo. Bancos Centrais que se comprometem com regimes de metas de inflação devem responder a variações nas expectativa de inflação e no hiato do produto de uma forma clara e transparente, respeitando a regra de Taylor. A estimativa de uma regra de Taylor pode ter que considerar um modelo não-linear com parâmetros variáveis no tempo. Este trabalho usa métodos de previsão bayesiana para as taxas de juro de curto prazo por duas abordagens diferentes. Por uma perspectiva teórica nos concentramos em uma versão aumentada da regra de Taylor. Também testamos uma abordagem baseada na teoria das expectativas da estrutura a termo cauva de juros para modelar os juros de curto prazo. A seleção dos priores é particularmente relevante para a precisão da previsão, no entanto deseja-se usar prior robustas a falta de conhecimento prévio. Apresentamos os recentes desenvolvimentos na seleção de priors, em especial, propomos o uso de priors hierárquicas da família de distribuição hiper-geométrica.

Regulação financeira sistêmica no Brasil: desafios e propostas de aprimoramento institucional / Systemic financial regulation in Brazil: challenges and proposals for institutional improvement

A presente dissertação versa sobre o estudo da regulação financeira sistêmica brasileira e está dividida em quatro capítulos. No primeiro capítulo, descreve-se a essência das atividades financeiras e narra-se a trajetória histórica que deu ensejo à criação de Bancos Centrais e o surgimento da regulação bancária no mundo. Em seguida, discorre-se sobre o processo de expansão do sistema financeiro e sua internacionalização face à globalização financeira dos mercados. Após a exposição de razões políticas, comportamentais, econômicas e técnicas consideradas determinantes para a consumação da última crise financeira mundial (caso subprime), demonstra-se que uma regulação financeira sistêmica adequada constitui um processo complexo, dinâmico e contínuo de gestão pública com vistas a evitar ou atenuar os efeitos de crises sistêmicas. Nesse sentido, são expostos os motivos por que o Brasil enfrentou bem tal crise, através da apresentação da evolução dos processos regulatórios domésticos nos últimos anos. No segundo capítulo, utilizado o marco político-filosófico de John Rawls, sustenta-se a ideia de que a estabilidade financeira sustentável ao longo do tempo é uma questão de justiça básica que deve influenciar o desenho político-institucional em sociedades democráticas constitucionais. Nesse sentido, afirma-se a possibilidade de geração de um consenso sobreposto, segundo o ideal de razão pública, quanto à necessidade de estabelecimento de instituições, relativamente descoladas dos ciclos político-eleitorais e dotadas de especialização técnica, responsáveis pelo planejamento e acompanhamento público e transparente da sustentabilidade da execução da política monetária e da regulação financeira sistêmica propriamente dita no longo prazo. Adicionalmente, em razão da globalização financeira dos mercados, discorre-se sobre os limites e possibilidades do ideal de razão pública nos organismos financeiros internacionais (redes globais de governo), instituídos para definir padrões de regulação financeira sistêmica, e são feitos comentários acerca da existência de um Direito Administrativo Global. No terceiro capítulo, defende-se a ideia de razão prática regulatória como a diretriz adequada de atuação sustentável do Estado na economia com foco em resultados, a fim de estimular o progresso nos processos regulatórios, mediante o uso do better regulation como paradigma de análise de custos e benefícios. Após, expõe-se a noção de juridicidade administrativa como a mais compatível com a Constituição, além de defender-se a legitimidade democrática e o poder normativo das agências reguladoras financeiras. Por fim, com fundamento nas características do desenho institucional da estrutura regulatória brasileira, são formuladas propostas de aprimoramento institucional. No último capítulo, são feitos comentários sobre as vantagens, limites e riscos de judicialização dos processos regulatórios financeiros em democracias constitucionais, o que motiva a construção de parâmetros institucionais e materiais de atuação judicial, posteriormente analisados em precedentes importantes julgados no Brasil nos últimos anos. / This dissertation deals with the study of systemic financial regulation in Brazil and is divided into four chapters. The first chapter describes the essence of the financial activities and narrates the historical trajectory that gave rise to the creation of Central Banks and the emergence of banking regulation in the world. Afterwards, it exposes the expansion process of the financial system and its internationalization due to globalization of financial markets. Then, it presents political, behavioral, economic and technical reasons considered crucial to the consummation of the last global financial crisis (subprime case) and concludes that an adequate systemic financial regulation is a complex, dynamic and continuous public management process in order to prevent or mitigate the effects of systemic crises. In this sense, it shows why Brazil faced the last crisis well, through the exposure of the evolution of the domestic regulatory processes in recent years. In the second chapter, based on the John Rawlss political liberalism framework, it holds up the idea that sustainable financial stability over time is a matter of basic fairness that should influence the design of political institutions in democratic constitutional societies. In this sense, it states the possibility of generating overlapping consensus, according to the ideal of public reason, on the need to establish institutions, relatively detached from electoral cycles and endowed with technical expertise, responsible for planning and monitoring the long run sustainability implementation of accountable monetary policy and systemic financial regulation as well. Additionally, due to the globalization, it discusses the limits and possibilities of the ideal of public reason in the international financial organizations (global networks of government), established to set systemic financial regulatory standards, as well as comments are made about a Global Administrative Law. In the third chapter, it argues the idea of regulatory practice reason as the appropriate guideline for sustainable state performance in the economy with a focus on results, in order to stimulate progress in regulatory processes through the use of better regulation as a paradigm of cost-benefit analysis. After, it exposes the notion of constitutional legality and it defends the democratic legitimacy and the normative power of the financial regulatory agencies. Finally, based on the characteristics of the institutional design of the regulatory framework in Brazil, proposals for institutional improvement are formulated. In the last chapter, it comments the advantages, limitations and risks involved in judicialization of financial regulatory processes in constitutional democracies, which motivates the construction of institutional and material parameters of judicial action, subsequently analyzed in important cases judged in Brazilian courts.

Em seguida, discorre-se sobre o processo de expansão do sistema financeiro e sua internacionalização face à globalização financeira dos mercados. Após a exposição de razões políticas, comportamentais, econômicas e técnicas consideradas determinantes para a consumação da última crise financeira mundial (caso subprime), demonstra-se que uma regulação financeira sistêmica adequada constitui um processo complexo, dinâmico e contínuo de gestão pública com vistas a evitar ou atenuar os efeitos de crises sistêmicas. Nesse sentido, são expostos os motivos por que o Brasil enfrentou bem tal crise, através da apresentação da evolução dos processos regulatórios domésticos nos últimos anos. No segundo capítulo, utilizado o marco político-filosófico de John Rawls, sustenta-se a ideia de que a estabilidade financeira sustentável ao longo do tempo é uma questão de justiça básica que deve influenciar o desenho político-institucional em sociedades democráticas constitucionais. Nesse sentido, afirma-se a possibilidade de geração de um consenso sobreposto, segundo o ideal de razão pública, quanto à necessidade de estabelecimento de instituições, relativamente descoladas dos ciclos político-eleitorais e dotadas de especialização técnica, responsáveis pelo planejamento e acompanhamento público e transparente da sustentabilidade da execução da política monetária e da regulação financeira sistêmica propriamente dita no longo prazo. Adicionalmente, em razão da globalização financeira dos mercados, discorre-se sobre os limites e possibilidades do ideal de razão pública nos organismos financeiros internacionais (redes globais de governo), instituídos para definir padrões de regulação financeira sistêmica, e são feitos comentários acerca da existência de um Direito Administrativo Global. No terceiro capítulo, defende-se a ideia de razão prática regulatória como a diretriz adequada de atuação sustentável do Estado na economia com foco em resultados, a fim de estimular o progresso nos processos regulatórios, mediante o uso do better regulation como paradigma de análise de custos e benefícios. Após, expõe-se a noção de juridicidade administrativa como a mais compatível com a Constituição, além de defender-se a legitimidade democrática e o poder normativo das agências reguladoras financeiras. Por fim, com fundamento nas características do desenho institucional da estrutura regulatória brasileira, são formuladas propostas de aprimoramento institucional. No último capítulo, são feitos comentários sobre as vantagens, limites e riscos de judicialização dos processos regulatórios financeiros em democracias constitucionais, o que motiva a construção de parâmetros institucionais e materiais de atuação judicial, posteriormente analisados em precedentes importantes julgados no Brasil nos últimos anos. / This dissertation deals with the study of systemic financial regulation in Brazil and is divided into four chapters. The first chapter describes the essence of the financial activities and narrates the historical trajectory that gave rise to the creation of Central Banks and the emergence of banking regulation in the world. Afterwards, it exposes the expansion process of the financial system and its internationalization due to globalization of financial markets. Then, it presents political, behavioral, economic and technical reasons considered crucial to the consummation of the last global financial crisis (subprime case) and concludes that an adequate systemic financial regulation is a complex, dynamic and continuous public management process in order to prevent or mitigate the effects of systemic crises. In this sense, it shows why Brazil faced the last crisis well, through the exposure of the evolution of the domestic regulatory processes in recent years. In the second chapter, based on the John Rawlss political liberalism framework, it holds up the idea that sustainable financial stability over time is a matter of basic fairness that should influence the design of political institutions in democratic constitutional societies. In this sense, it states the possibility of generating overlapping consensus, according to the ideal of public reason, on the need to establish institutions, relatively detached from electoral cycles and endowed with technical expertise, responsible for planning and monitoring the long run sustainability implementation of accountable monetary policy and systemic financial regulation as well. Additionally, due to the globalization, it discusses the limits and possibilities of the ideal of public reason in the international financial organizations (global networks of government), established to set systemic financial regulatory standards, as well as comments are made about a Global Administrative Law. In the third chapter, it argues the idea of regulatory practice reason as the appropriate guideline for sustainable state performance in the economy with a focus on results, in order to stimulate progress in regulatory processes through the use of better regulation as a paradigm of cost-benefit analysis. After, it exposes the notion of constitutional legality and it defends the democratic legitimacy and the normative power of the financial regulatory agencies. Finally, based on the characteristics of the institutional design of the regulatory framework in Brazil, proposals for institutional improvement are formulated. In the last chapter, it comments the advantages, limitations and risks involved in judicialization of financial regulatory processes in constitutional democracies, which motivates the construction of institutional and material parameters of judicial action, subsequently analyzed in important cases judged in Brazilian courts.
