Avaliação externa de rendimento escolar : um instrumento para a gestão pedagógica

O presente estudo parte do entendimento de que a avaliação externa é um instrumento da gestão escolar que implica não só a conscientização dos envolvidos acerca dos resultados mas também a forma como a gestão escolar conduz o planejamento de ações pedagógicas utilizando esse instrumento como diagnóstico. Diante desse entendimento, este trabalho objetivou verificar as implicações da avaliação externa de rendimento escolar na gestão pedagógica em nível de escola. Apresentamos a experiência de implantação e implementação da avaliação externa do SAERS (Sistema de Avaliação do Rendimento Escolar do Rio Grande do Sul) nas escolas municipais de Caxias do Sul. A análise descritiva consistiu em mostrar: como os diretores das unidades de ensino, aqui pesquisados, planejaram ações pedagógicas a partir do desempenho constatado em prova objetiva de Língua Portuguesa (Leitura) da 5ª série ou 6º ano no SAERS de 2005 e se essas repercutiram no desempenho da escola consoante avaliação do SAERS de 2007. Valemos-nos de alguns autores como Luckesi (1995 e 2001), Hoffmann (2001, 2007 e 2008), Vasconcellos (1994 e 2006), PCNs (1998) e Perrenoud (1999) para glosar a abordagem a partir do enfoque qualitativo da avaliação, mais precisamente no diagnóstico. Com vistas à consecução dos objetivos desta pesquisa, adotamos as seguintes decisões metodológicas: análise de documentos oficiais, como instrumentos e relatórios do SAERS; aplicação de um questionário a dez diretores das escolas municipais de Ensino Fundamental com melhor desempenho na prova de Língua Portuguesa no SAERS de 2005; e análise dos dados, comparando-os com os resultados dessa mesma amostra na prova de Língua Portuguesa de 2007. A investigação apontou para a corroboração da hipótese de que os resultados do SAERS não foram devidamente aproveitados pelos gestores das escolas para o planejamento, que promovessem efetivamente a melhoria da qualidade do desempenho dos alunos. Aiming at the objectives set for this research, the following methodological decisions were taken: analysis of official documents, such as SAERS instruments and reports; application of a questionnaire to 10 principals at municipal elementary schools which had some of the best performances evaluated in the Portuguese test for SAERS 2005; and the analysis of the data, comparing them to the result of the same schools in the Portuguese test for 2007. The investigation pointed to the corroboration of the hypothesis that the results obtained by SAERS were not put to their best use by schools managers for some planning that would effectively promote the improvement of students´ performance. Evidence of that is that from the universe of the schools that were evaluated, 70% of those that had been evaluated satisfactorily in 2005 had a lower performance (lower than expected) in 2007.

MODELO DE DIAGNÓSTICO ENERGÉTICO COM BASE EM UM SISTEMA DE AVALIAÇÃO DE DESEMPENHO / ENERGY DIAGNOSIS MODEL BASED ON A PERFORMANCE ASSESSMENT SYSTEM

Brazil has the largest tariffs cost of power in the world, with the aggravating circumstance of having the lowest development in energy efficiency. This context has undermined the competitiveness of Brazilian industrial sector, which consumes approximately one third of all power generated in the country. In the face of this scenario, the research developed in this dissertation aims to propose a model for diagnosing the level of energy performance in companies in the industrial sector, using both the concepts of organizational performance evaluation and approach to multicriteria decision aid. The modeling proposal was developed based on the assumptions of Key Performance Indicators (KPI), arranged in a hierarchical structure, where they were listed six fundamental points of view that if ramified in 58 critical success factors, selected from the recurrences identified in the theoretical framework. The determination of the influence of each indicator in the proposed analysis was performed by means of the judgment of priorities of the Hierarchical Analysis of Processes (AHP). To evaluate the interaction of performance indices of the indicators in modeling, developed spreadsheets through the software Excel® for data processing and report generation. The modeling was tested in a company located in the industrial pole of Manaus, returning in their evaluation phase of an index that represents the energy performance, allowing the discussion of results obtained. Subsequently, they were proposed actions of adequacy with the objective of simulating the potential performance gains achieved through the adoption of strategic actions. At the end, it is concluded that it is possible to diagnose the level of energy performance in companies in the industrial sector by means of tool proposal. / O Brasil tem o maior custo tarifário de energia elétrica do mundo, com o agravante de ter o menor desenvolvimento em eficiência energética. Tal contexto tem prejudicado fortemente a competitividade do setor industrial brasileiro, que consome aproximadamente um terço de toda energia gerada no país. Frente a esse cenário, a pesquisa desenvolvida nesta dissertação tem por objetivo propor uma modelagem para diagnosticar o nível de desempenho energético em empresas do setor industrial, utilizando-se para tanto dos conceitos da avaliação de desempenho organizacional e abordagem multicritério de apoio à decisão. A modelagem proposta foi desenvolvida com base nos pressupostos dos Key Performance Indicators (KPI), organizados em uma estrutura hierárquica, aonde foram elencados seis Pontos de Vista Fundamentais, que se desdobraram em 58 Fatores Críticos de Sucesso, selecionados a partir das recorrências identificadas no referencial teórico. A determinação da influência de cada indicador na análise proposta foi realizada por meio do julgamento de prioridades da Análise Hierárquica de Processos (AHP). Para avaliar a interação dos índices de desempenho dos indicadores na modelagem, desenvolveu-se planilhas eletrônicas através do software Excel® para o processamento de dados e geração de relatórios. A modelagem foi submetida a testes em uma empresa localizada no polo industrial de Manaus, retornando em sua fase de avaliação um índice que representa o seu desempenho energético, permitindo-se assim a discussão dos resultados obtidos. Posteriormente, foram propostas ações de adequação com o objetivo de simular os possíveis ganhos de desempenho obtidos através da adoção de ações estratégicas. Ao término, conclui-se que é possível diagnosticar o nível de desempenho energético em empresas do setor industrial por meio da ferramenta proposta.

De nos jours, le transport maritime, en pleine évolution, joue un rôle très important dans le monde économique. Face à ce contexte, les différents maillons des chaînes logistiques portuaires sont tenus à améliorer continuellement leur performance pour rester compétitifs. Dans cette thèse, nous proposons une approche, appelée ECOGRAISIM, pour l'évaluation de la performance d'une chaîne logistique portuaire. Elle combine la méthode ECOGRAI et la simulation afin de déterminer et de mesurer les indicateurs de performance. L’originalité dans ce travail est que l’approche ECOGRAISIM offre une étape supplémentaire qui consiste à montrer efficacement comment peut-on agir sur le système à évaluer. Dans notre démarche ECOGRASIM, nous nous intéressons à la phase concernant les variables d'action et nous proposons une nouvelle étape pour réaliser le pilotage par la performance. Nos travaux de recherche concernent tout particulièrement le terminal multimodal du port du Havre. Nous nous focalisons sur les processus de manutention et de transfert massifié des conteneurs par navettes ferroviaires. Le but est d’obtenir un mode d’exploitation performant du terminal multimodal en comparant les différents scénarios de transfert des conteneurs par rapport à la minimisation des retards, des coûts et des émissions de CO2. / Nowadays, maritime transport, in full evolution, plays a very important role in the economic world. Against this background, the different seaport supply chains entities must improve continuously their performance to remain competitive. In this thesis, we propose an approach called ECOGRAISIM for evaluating the performance of seaport supply chain. It combines ECOGRAI method and simulation to identify and to measure performance indicators. The originality of the ECOGRAISIM approach is to provide an additional step to show how to act on the system to be evaluated. In this approach, we focus on action variables and we propose a new step to achieve the performance control. Our research works concern the multimodal terminal of Le Havre seaport. We focus on the processes of handling and massified transfer of containers by rail shuttles. The goal is to obtain an efficient operating process for the multimodal terminal by comparing different scenarios of containers transfer according to the minimization of delays, costs and CO2 emissions.

De nombreuses industries ont mené des recherches en vue de choisir la méthode appropriée afin d'améliorer les résultats, notamment Lean manufacturing et Six Sigma. Ce travail de thèse s’intéresse principalement à l’influence de l’implémentation de ces méthodes au sein des entreprises françaises, selon trois critères : financier, opérationnel et innovation. Les résultats de nos recherches montrent que les entreprises, appliquant Lean manufacturing et Six Sigma, sont plus efficacies pour l'amélioration des performances en matières financière et opérationnelle. Par ailleurs, les entreprises qui utilisent juste une partie des pratiques de Lean manufacturing et/ou de Six Sigma ont montré des améliorations limitées. En ce qui concerne le volet innovation, nous avons montré que l’implémentation de Lean manufacturing est suffisante pour avoir une amélioration des performances. En outre, nous avons constaté que les pratiques de Lean manufacturing et Six Sigma, telles que One Piece Flow, Kanban, 5S, etc. contribuent fortement à l’amélioration des performances. Les résultats statistiques montrent également que les facteurs clés, de la réussite de la mise en place de Lean et Six Sigma, peuvent être significativement différents selon la méthode. / Many industries conduct research in order to decide on the appropriate methodology for delivering optimal performance outcomes such as Lean Manufacturing or Six Sigma. Therefore, this research shows the influence of different categories based on the implementation method against three criteria: financial performance, operational performance and innovation performance. Research results indicate that companies implementing Lean Manufacturing and Six Sigma were more effective in improving company performance across financial and operational dynamics. Additionally, it shows companies who implemented Lean Manufacturing only saw improvements in innovation performance. Moreover, we found that Lean Manufacturing and Six Sigma practices such as One Piece Flow, Kanban, 5S, etc, supported increases in companies’ performance. The statistical results also show that the key factors for the success of Lean Manufacturing and Six Sigma implementation could differ depending on the method employed.

The subject of this diploma thesis is an evaluation of the company HBH Projekt spol. s.r.o., using the Balanced Scorecard method. In the first section, I will explain the theoretical knowledge components and provide a definition for some of the basic concepts related to management strategy, financial analysis, and performance indicators. The second section is an analysis and evaluation of the recent performance of HBH Projekt spol. s.r.o.. This second section will focus on both financial and non-financial measurements. The findings of these analyses serve as the basis for the third section, which is a proposal for the implementation of the Balanced Scorecard method for the company. In this section, the four perspectives are assigned to the strategic goals of the company, benchmarks are set, and strategic metrics are defined to help achieve the set goals of improving the company's performance.

The second part evaluates the classical methods of financial analysis, including creditworthiness and bankruptcy models. The third part focuses on modern EVA indicator. The last part is focused on the application of these methods and models to a selected company and to evaluate its performance in the years 2012-2014.

Performance Analysis of Solar Combi-System in a Swedish Demonstration House

Global energy demand is increasing every year dramatically, which results global warming due to increased greenhouse gas emissions. So, to be environmentally friendly and sustainable, Sweden’s energy policy targets to reach 100 % renewable energy share in 2040. Already, Sweden achieved 50 % renewable energy share in 2012 which was targeted to achieve by 2020. Integration of solar heating system in residential sector, for space heating (SH) and domestic hot water (DHW), was one of the reasons for this achievement. Considerably, several numbers of solar heating systems were installed in houses until 2011. Thus, solar heating system could be a step towards to reach 2040s target. In 2011, detached Swedish house was installed with solar combi-system (SCS) which was designed to use 53% of solar energy. The main aim of this thesis is to analyze the thermal performance of SCS and correlation with its simulated system performance which is done in five steps.First step is the collection of measured data from the system for specific period one year from April 2019 to March 2020 and determined other unknown energy values in that data. In the second step, unknown data are calculated using scientific equations with information from users and reliable assumptions. Consequently, the analysis of measured data shows huge uncertainties. It follows to the third step as sensitivity analysis to enhance the assumption values. Thus, analyzed results are tabulated with reliable parameters and solar fraction (SF) of the measured data is calculated. In the fourth step, SH of the house is considered as reference to build a system model in Polysun simulation software, and the modelled results are verified with analyzed results. In the final step, system model is simulated by changing one-year weather profile to 10 years average weather profile. Thus, analyzed results and simulated results are compared to evaluate the performance. The real system has the SF of 52 % after sensitivity analysis whereas the simulated system showed the SF with percentage difference around 15 %.
