A feasibility assessment of Government's road-to-rail policy implementation : a freight logistics perspective

A severe capital shortage in South Africa during the 1980s resulted in significant losses for both freight and passenger rail, which gave rise to cutbacks in new investments for rail. By 1986 expenditure on fixed rail assets was reduced from R1.44 billion to R500 million; this was the beginning of the decline of freight rail. During this period freight transport was deregulated and road freight used this opportunity to compete with rail transport in the same market segment by transporting bulk goods on long hauls. The result of this was an increase in truck traffic on the roads, causing a negative impact on the conditions of the road and placing freight rail in a continuous decline, leading to the obsolete state of the rail infrastructure, rolling stock and its under-utilisation. This had a detrimental impact on freight rail and the economy. Having realised the extent of the problem, government, through the Department of Transport (DoT), decided to intervene by changing the current model of the freight transport system. To that effect the DoT is in the process of developing a National Rail Policy, with the main focus being to encourage the shift of freight transportation of bulk commodities from road to rail. As the National Rail Agency, Transnet undertakes all South Africa‟s freight rail operations through its Transnet Freight Rail (TFR) division. As such, TFR is ultimately responsible for the implementation of the road to rail implementation project. To that effect, TFR developed the MDS to revitalise itself and ensure its success. The objective of this research is to (a) assess the capacity of TFR to successfully implement the road to rail policy; (b) determine whether the implementation of road to rail will lead to freight rail efficiency and competitiveness, reliability and sustainability; and (c) establish the industry‟s reaction towards the shift from road to rail. In order to respond to the research question, qualitative research was chosen as the most appropriate approach. This facilitated an in-depth exploration and understanding of the issues around the road to rail project including how the industry feels about the issue, as well as an exploration of other possible alternatives which could provide the same or better results in a simpler and more effective manner. This research may serve as additional information for authorities to consider during the implementation of the road to rail project, and could render a better chance of success. Upon completion of this research the author concluded that Transnet Freight Rail has a good chance of success. The implementation of road to rail is being given adequate attention. Integration is possible as the industry welcomes and supports the road to rail programme, in fact a number of collaboration agreements already exist between rail and other transport modes. This will enable Transnet Freight Rail to achieve efficiency, sustainability and a competitive advantage within the seven year timeframe of the MDS. / Graduate School of Business Leadership (SBL) / M. Beyond the rhetoric : towards a more effective and humane drug policy framework in South Africa

The original publication is available at http://www.samj.org.za / The March 2011 Anti-Substance Abuse Summit in Durban continued the outdated approach to policy around illicit drugs in South Africa. It missed opportunities for discussing how to impact significantly on the health and social harms associated with problematic drug use and reduce the burden of drug-related cases in the criminal justice system. The government needs to move away from the political rhetoric of a ‘drug-free society’ and start the real work of formulating and implementing an evidence-based drug policy that learns from the experiences of other countries around decriminalising drug use; takes into account differences in the harms resulting from different classes of drugs; adopts a rights-based, public health approach to policy; and identifies a single (accountable) agency that has the authority to oversee policy implementation. In addition, consensus is needed on the short-, medium- and long-term priorities for drug policy implementation. The 17 evidence-based drug policy strategies identified by Babor et al. may serve as a useful starting point for policy development.

Implementation of HIV/AIDS policy in the Gauteng Department of Roads and Transport

A RESEARCH REPORT SUBMITTED TO THE WITS SCHOOL OF GOVERNANCE IN PARTIAL FULFILMENT OF THE REQUIREMENTS FOR A MASTER OF MANAGEMENT DEGREE IN PUBLIC AND DEVELOPMENT MANAGEMENT / HIV and AIDS impact severely on the capacity of the state, its skills base and the efficient use of public funds to render high quality services to the broad populace. Public sector institutions are under immense pressure to implement policies and programmes to mitigate the impact of HIV and AIDS in the workplace (Public Service Commission, 2006). In this context, the purpose of this research is to assess the implementation of HIV and AIDS policy in the Gauteng Department of Roads and Transport to determine if employees are benefiting from this policy. To accomplish this goal, the study employed qualitative interviews and observations to obtain the necessary data from DRT managers, programme officials and employees in June 2014. An examination of the data confirmed that efforts had been made to implement the HIV/AIDS policy in the DRT, although the scope and intensity of these initiatives varied across occupational levels. It was found that an internal policy on HIV and AIDS has been developed; some employees had been informed about the risks of HIV and AIDS; some line managers had been trained on HIV/AIDS management; health screening including HIV counseling and testing takes place regularly; employees have access to 24 hour counseling services; and some units had been supplied with educative messages including pamphlets and brochures. However, the findings also revealed gaps in the current implementation strategy, including limited communications, poor participation in campaigns, lack of leadership commitment, lack of resources and time constraints. In light of this, it was concluded that the current HIV/AIDS management strategy suffers from lack of capacity and coordination

Barriers to implementation of the (SA) National Cybersecurity Policy Framework

Technological advancements have a positive impact due to the compression of space, time and thereby ensuring fastpaced interaction across borders. These technological advancements have, however resulted in most organisations, both private and public, becoming prone to cybercrimes and related incidents. In an initiative aimed at countering these threats, the South African government has passed various laws. The National Cybersecurity Policy Framework (NCPF) is a South African Policy framework aimed at countering an increase in the occurrence of cybercrimes and related incidents. This research analyses the status in the implementation of the NCPF objectives allocated to the Department of Telecommunications and Postal Services (DTPS). Then the barriers in the Implementation are unpacked guided by the literature reviewed and finally recommendations on how to counter the identified barriers are provided post the data collection. The report firstly provides an outline of the global perspectives on cybersecurity which is followed by the regional cybersecurity measures, and then the national cybersecurity measures proposed by the South African Government department are outlined. The latter parts of the report focuses on the NCPF in terms of its scope, goals, objectives and stakeholders. Finally, focus is shifted to the DTPS as a chosen area of research wherein data was collected in a form of one-on-one, semi-structured interviews with relevant parties. The results of this research are presented as a narrative description that is synthesised to develop the theoretical conjecture and empirical generalisation of the entire research. This research uncovered that there are numerous barriers in the implementation of the NCPF both within the DTPS as well as between the DTPS and various stakeholders entrusted with the implementation responsibility. The last chapter consists of general conclusions made by the researcher based on the research conducted which is then followed by recommended countermeasures which will be communicated to the DTPS as well as all stakeholders who will be affected by the proposed recommendations. / GR2018

Access to antiretrovirals : are there any solutions?

In South Africa 1 000 people die of AIDS everyday and 100 000 more people require ARVs every year. There is therefore an urgent need to provide access to ARVs andother essential medicines. The South African Constitution requires the government totake reasonable measures to ensure access to health care. The government has cited financial constraints as the major ohstacle to fulfilling this constitutional imperative. In an effort to stretch their budgetary resource other medium-income countries have used measures such as compulsory licences, voluntary licences and parallel importation. These measures, provided for in the TRIPS Agreement and the Doha Declaration, are available under South African legislation but have not been properly implemented due to a lack of political will. The proper use of compulsory licences by the South African government is vital because all twelve of the ARVs on the World Health Organisation's Essential Medicines List are protected in South Africa by our patent laws. However, in order to issue compulsory licences more easily and quickly the South African Legislature will need to pass legislation which clarifies the ambiguities contained in TRIPS and the Doha Declaration. Other methods to lower the price of medicines include the segmentation of the South African market in order to facilitate differential pricing. The State must balance its use of such measures with programmes to incentivise research and development into neglected diseases and HIV/AIDS. Such programmes will also assist the State's capacity to conduct its own research and development into new medicines, whilst bolstering its domestic pharmaceutical manufacturing capacity. The ultimate solution to South Africa's access to medicine problem is to create a pharmaceutical manufacturing industry capable of producing the most complex medicines, so as to lessen its dependence on drug manufacturers reducing their prices. The way to create a sophisticated pharmaceutical manufacturing capacity is to use the flexibilities in TRIPS and to uphold South Africa's high patent standards. It is impossible to quantify the e-commerce phenomenon locally - this research study aims to cover most of the important areas impacted bye-commerce in South Africa. There are some barriers slowing the development of e-commerce in this country. The goal of this study is to determine if the local market is ready to accept e-commerce technologies that are already widely used in global markets. This research study examines the history of the Internet in South Africa and also raises the question whether the market was affected by the global dot com crash (also known as the dot bomb crash) experienced in 2000. The study also aims to identify the barriers hindering effective e-commerce in South Africa. It further highlights the importance of other areas of online commerce, such as mobile commerce (m-commerce), to bring the power of technology to consumers and collaboration commerce (c-commerce), to streamline business operations. Lastly, the study aims to explore the South African government's initiatives to effectively formulate a policy for e-commerce to protect the consumers' rights. / AFRIKAANSE OPSOMMING: E-handel het ontwikkel as gevolg van die Internet. Die doel van hierdie studie is om vas te stelof die plaaslike mark gereed is om e-handeltegnologie, wat alreeds in internasionale markte in gebruik is, te aanvaar. Die navorsingstudie ondersoek die geskiedenis van die Internet in Suid-Afrika en vra ook of die mark beïnvloed was deur die internasionale dot com ineenstorting van 2000 (dit word ook die dot bom ineenstorting genoem). Integrating national and regional innovation policy: the case of Gauteng in South Africa

Developing countries are characterised by weak and fragmented innovation systems that pose an even greater challenge to integrating innovation policy. The key and most persistent weakness identified in South Africa’s national innovation system has been its lack of vertical and horizontal policy integration and coherence. Regions in South Africa are increasingly becoming active in developing, designing and implementing their own innovation policies. This creates an urgent need for integrating national and regional innovation policies and programmes. The basis for the study was an assessment of the extent of integration between national and regional innovation policies in South Africa and the Gauteng region in particular. The study employed both a qualitative and quantitative research approach and the methodology applied was content analysis as well as semi-structured interviews with key informants at the national and regional level. While there was no specific innovation framework regarding the question of integration across different regions due to restrictions, this study employed a more general framework utilising the policy studies to investigate this issue. The framework was based on three categories: complementary policy goals, priorities and scope; policy structures and procedures for policy integration; and mechanisms and policy instruments to steer integration. The findings of the study suggest that there is weak integration between South Africa’s national innovation policy and Gauteng’s regional innovation policy based on the framework selected for analysing policy integration. The finding revealed that there is significant lack of integration between national and regional policy structures and procedures; and mechanisms and policy instruments in promoting innovation policy. Moreover, the findings showed that South Africa’s national innovation policy is embedded in a linear, narrow path of supply-driven technology and has a top-down perspective approach. Overall, there is an opportunity for South Africa and Gauteng to improve innovation policy integration by prioritising strong leadership and commitment at the political level; establishing specific coordination mechanisms; and improving interactions between national and regional levels through policy experimentation. To achieve these objectives, functional regions should be targeted and used for improving quality of policy-relevant evidence.

The role of civil society organisations in the implementation of youth policy in South Africa

Research Report submitted to the University of the Witwatersrand, School of Governance in fulfillment of the requirements for the degree of Masters in Management in Public and Development Management (50% Research) / Since the development of the World Programme of Action for Youth to the year 2000 and Beyond (United Nations, 2010), youth and the associated development issues that affect and are effected by them have risen to prominence. In South Africa, 66% of the population are under the age of 34 (the cut-off age for youth), and 36% are between the ages of 15-34 years old, and there is a general perception and concern that current youth policy is failing (Maupa, 2013; NUMSA Bulletin basic, 2014; Setiloane, 2014; South African Broadcasting Corporation, 2011). From anecdotal evidence, personal experience as a youth development practitioner and brief analysis of the literature, there appears to be limited strategic and deliberate engagement of youth and youth-oriented CSOs in the youth policy formulation and implementation process. The purpose of this research is to explore the perceived and real barriers to the involvement of CSOs in youth policy implementation in South Africa. A policy implementation research lens is applied in a broad analysis of the National Youth Policy 2015-2020 and its implementation, exploration of the involvement of CSOs in the policy process and assessment of perceived and real barriers of involvement for CSOs. The research study was an attempt to address the identified knowledge gap regarding youth policy implementation in the South African context (O’Toole, 2000; Saetren, 2005) and the potential role of civil society in that policy process. To some extent, the data, findings and analysis discussed addressed the knowledge gap in that they described how the youth policy is being implemented; identified the key role players in the implementation, and the ways in which civil society may be involved. The research findings and analysis answered the research questions, revealing the barriers to civil society, the nature of youth and CSO engagement by government. In conclusion, this study sheds light on the policy implementation, youth engagement, and civil society involvement, providing clarity and recommendations that may enhance youth participation and civil society and state partnership in policy implementation. / MT2017

Authority, trust and accountability : regulation of pharmaceutical drug trade practices in Yeoville.

The increase in use and distribution of pharmaceuticals on a global scale has caused pharmaceuticals to play an integral role in the notions of quality of health. This study is concerned with how Western medication is transacted and interpreted in explicit and implicit contrast to the other context. I observe the commercial trade of medicines, specifically the effects of regulation of pharmaceutical drug trade in a suburb of Johannesburg (Yeoville) a low income area where many migrant groups have found long and short term refuge. A Policing and Mobility Project (Hornberger & Cossa 2010) centred on tracing paths of medication and the level of policing thereof in Johannesburg revealed that clandestine sale of medication occurs in the suburb’s local market. This prompted a comparison between the formal and informal pharmaceutical trade spaces. Simon (a pharmacist) and Teresa (a former nurse turned market trader) sell pharmaceutical drugs in seemingly contrasting contexts. Despite their expertise in health care, Simon and Teresa were flung to opposite ends of the trade spectrum by regulation. In the weeks I spent with Teresa and Simon it became abundantly clear that the spaces which had been initially presented as the opposite of one another may have had a few layers of common ground. At first it seems as though only regulation has the ability to produce authority, trust and accountability. But later it becomes evident that such aspects can be reproduced through manipulation of everyday practices. Roger Cotterrell’s (1999) interpretation of Emile Durkheim’s view of the law as a ‘Social Fact’ (1999:9), demonstrates how the collective experience of regulation (an aspect of the law) affects the individual. But De Certeau (1984) claims that the same individual can tacitly undermine this collective experience (the dominant form) through everyday practices. The findings suggest that the assumed roles of regulated and unregulated pharmaceutical trading spaces are not as static as they appear. The study concluded that authority, trust and accountability can be reproduced outside of regulation. And secondly thus the formal and informal trade of pharmaceuticals in Yeoville have more in common than perceived since both Simon and Teresa, had authority in health, their customer’s trust and loyalty and were accountable within the trade.
