Com a inserção do Brasil, através da COC-Fiocruz e do Ministério da Saúde, na Rede Latino-americana de Patrimônio Cultural da Saúde, iniciou-se o incentivo ao estudo da história da medicina e da arquitetura hospitalar, buscando também a proteção e a salvaguarda da memória das edificações hospitalares históricas. O século XIX foi marcado pela construção de várias edificações voltadas para o controle e reclusão dos pobres, essas instituições eram: a Casa de Correção, a Santa Casa da Misericórdia, o Hospício de Pedro II, o Asilo da Mendicidade e as Instituições de acolhimento de Menores. Dessas edificações destacam-se a Santa Casa da Misericórdia, o Hospício de Pedro II e o Asilo da Mendicidade que formam o Patrimônio Arquitetônico da Saúde tombado em nível federal. O Hospital da Santa Casa da Misericórdia foi construído em 1840-1852 sob os modernos preceitos da medicina do século XIX. A edificação até hoje mantém o uso hospitalar e apresenta um estado de conservação bom em seu exterior. Porém as condições internas foram consideradas ruins devido à falta de salubridade e higiene nos ambientes. O Hospital da Santa Casa é um Hospital de Referência, realiza atendimentos ambulatoriais, cirúrgicos e de internação. O Hospício de Pedro II foi criado para atender exclusivamente os alienados do Império. O estilo neoclássico e a monumentalidade da edificação o fizeram ser reconhecido como Palácio dos Loucos. O hospício funcionou até 1944 e quatro anos depois a edificação foi cedida à Universidade do Brasil, que adaptou sua arquitetura ao uso educacional. A edificação apresenta estado de conservação regular, com exceção da área central composta pela Capela que está ruim, devido ao incêndio de 2011. O Palácio dos Loucos tornou-se Palácio Universitário, modificando sua identidade através das mudanças que foram feitas em sua arquitetura. O Asilo da Mendicidade foi criado em 1876 para fechar o pentágono asilar. A edificação panóptica buscava a efetiva observação e controle dos internos. A edificação funcionou como Asilo para mendigos até 1920, quando transformou-se em Hospital de São Francisco de Assis. Posteriormente o hospital seria transferido para a Universidade do Brasil, que funcionou como hospital escola até 1978. O Hospital foi desativado e ficou sem uso por dez anos, quando enfim voltou a funcionar como um estabelecimento destinado aos mais pobres. O conjunto da edificação é o que apresenta o pior estado de conservação, considerado de ruim a péssimo. Comprovou-se com essa pesquisa que o mais importante para a preservação das características arquitetônicas e artísticas do bem é a manutenção do uso, seja ele qual for. Os novos usos devem ser adequados também às características e à capacidade da arquitetura em questão. Através de reformas e planos adequados, os hospitais oitocentistas, que hoje se apresentam como Patrimônio Arquitetônico da Saúde, podem manter um uso similar para o qual foi construído, como uma edificação voltada à promoção da saúde da população. / The History and Heritage of health is every material or immaterial assets that can express the individual and collective health process, in its scientific, historic and cultural dimensions. When Brazil became one of the members of the Latin-America Network of Health’s Heritage and History, through the Health Ministry and the Oswaldo Cruz’s House, it began the improvement of the studies about the history of medicine and hospital architecture, seeking also the protection and preservation of these memories. The 19th century is characterized by the construction of buildings designated to control and to exclude the poverty. These buildings were: the Correction House, the Hospital of Mercy, the Pedro Second’s Hospice, the Mendicants Asylum and Abandoned Children’s Institutes. The buildings mentioned above, it was selected three of them to study in this research. These three, the House of Mercy, the Pedro Second’s Hospice and the Mendicants Asylum, are protected by the Heritage federal law. The House of Mercy was constructed in 1840-1852 by the medicine’s modern concepts. The building still has the healthy use and has a good condition in the front of the hospital. Although, its internal conditions are very bad, with lack of healthiness and hygiene. The House of Mercy is a grand Hospital that does a lot of ambulatory care, surgeries and hospitalization. The Pedro Second’s Hospice was created to take care of the 19th crazies. The neoclassical style and the buildings monumental transformed the Hospice into de Palace of Fools. The hospice worked until 1944 and four years later the building was transferred to the Brazilian University, which changes the hospice to educational use. The construction has a good condition, except for the Chapel that was destroyed on fire in 2011. The Palace of Fools became the University Palace, changing its identity through the architectural changes. The Mendicants Asylum was created in 1876 to close and finish the healthcare pentagon. The Panoptic building seeks the perfect observation of the interns. The construction was an Asylum through the end of 19th century and the beginning of 20th century, when it was transformed in the San Francisco de Assis Hospital. Later, in that century, the hospital became a Teaching Hospital, connected to the Brazilians University. The Teaching hospital worked until 1978, when it was closed. The building lost its use, until 1988, when the Hospital became to work again, as a public hospital to the poverty. This Hospital is the one that has the worst architectural condition. This research proved that the most important thing in the preservation subject is the uninterrupted use of the architecture, whatever the use is. The new uses must be suitable with the building characteristics and abilities. Through the renovations and appropriated architectural plans, the 19th century hospitals, that today are the heath heritage, can be a technological health building, holding to its original or similar use. The old hospitals can be buildings focused on the people’s health.

Práticas sociais, memórias e vivências no combate à lepra: isolamento compulsório em asilos-colônia e preventórios brasileiros 1935 a 1986

This study represents a discussion about the social practices that are found on compulsory isolation, in asylums-cologne and preventions, of affected people through leprosy and healthy children. A practice that was considered the principal measure of fighting the disease, which was adopted by the Brazilian government from 1930 to 1986, period understood by the research. There was a public campaign that propagated the possibility of a unique quality of life, such as the objective of encouraging the hospitalization of the maximum of the \"sick\"as possible. As a matter of fact, the asylums-cologne were designed and constructed for that all of the necessities of the \"lepers\" were answered within the insulation. Those lepers stayed completely far away from the \"city\" and the \"healthy\" part of society. The provision of basic services such as housing and food, the performance of various social events, leisure activities and culture had been properly registered through different measures and was also confirmed by their own \"internal\" of the season. It was practically a life without burden for the residents of this area. Therefore, all of these qualities of life that are properly structured, was not sufficient to compensate for a life of confinement. Interviews, documentaries, photos and even poems written by \"ex-internal\" militate against authoritarian practices and hygienists, on behalf of which many subjects have lost their families, had homes torched, were caught by the police health as criminals, being thus robbed of their own lives and from the bosom of \"society\". Such social practices brought irreparable damage, on aspects of the social, psychological, financial and moral. Produced memories of horror, marked by fear, insecurity, frustration, pain and various traumas. Despite the isolation have become officially extinct in mid-1986, the terminology of the disease have been replaced officially by Hansen\'s disease by force of law, and the government has granted special pension indemnity of character to the subjects who were isolated on the basis of the disease, these memories that are still in dispute. It is in the development and redevelopment of experiences in isolation, in the fight for the right to this memory, which often manifests itself in patrimonial conservation of the old asylums or until the creation of museums within these spaces. Acknowledgement and for compensation for the children who have been deprived of the company of country, a fact that reverberated in the trajectory of their lives or in the search of new social practices, decoupling the idea of leprosy and approaching the current concepts about leprosy. / Este estudo apresenta uma discussão acerca das práticas sociais que instituíram o isolamento compulsório em asilos-colônia e preventórios, das pessoas acometidas pela lepra e seus filhos indenes. Prática que foi considerada a principal medida de combate a doença, adotada pelo governo brasileiro de meados de 1930 a 1986, período compreendido pela pesquisa. Nesse período, havia uma campanha publicitária que propagava a possibilidade de uma qualidade de vida ímpar, com o objetivo de incentivar a internação do máximo de doentes . De fato, os asilos-colônia foram projetados e construídos para que todas as necessidades dos leprosos fossem atendidas no isolamento, ficando os mesmos completamente afastados da cidade e da parcela sadia da sociedade. Prestação de serviços básicos como moradia e alimentação, realização de diversos eventos sociais, atividades de lazer e cultura foram devidamente registradas por diferentes mídias e também confirmada pelos próprios internos da época. Era praticamente uma vida sem ônus para os moradores desse espaço. Entretanto, toda essa qualidade de vida, devidamente estruturada, não foi suficiente para compensar uma vida de confinamento e privações sociais. Entrevistas, documentários, fotografias e até poesias escritas por ex-interna depõem contra práticas autoritárias e higienistas, em nome das quais muitos sujeitos perderam suas famílias, tiveram casas incendiadas, foram capturados pela polícia sanitária como criminosos, sendo assim subtraídos de suas próprias vidas e do seio da sociedade . Tais práticas sociais trouxeram prejuízos irreparáveis nos aspectos sociais, psicológicos, financeiros e morais. Produziram memórias de horror, marcadas pelo medo, pela insegurança, frustração, dor e diversos traumas. Apesar de o isolamento ter se extinguido oficialmente em meados de 1986, ou seja, a terminologia da doença ter sido substituída oficialmente por hanseníase, por força de lei, e do governo ter concedido pensão especial de caráter indenizatório aos sujeitos que foram isolados em função da doença, essas memórias ainda se encontram em disputa, seja na elaboração e reelaboração das experiências vivenciadas no isolamento, na luta pelo direito a essa memória, que muitas vezes se materializa na preservação patrimonial dos antigos asilos ou até na criação de museus dentro desses espaços. Disputa que também se dá na luta do reconhecimento e por indenização para os filhos que foram privados da companhia dos pais, fato que repercutiu na trajetória de suas vidas ou na busca de novas práticas sociais, que, espera-se, se dissociem da ideia da lepra e se aproximem dos conceitos atuais sobre a hanseníase. / Mestre em História
