L'aide publique saoudienne au développement : instrument politique ou outil de promotion de développement ?Barabba, Saleh 26 September 2012 (has links)
Notre recherche combine deux approches dans l’analyse de la politique étrangère saoudienne relative à l’octroi de l’aide au développement: i) une approche interne (analyse des politique générales : l’élaboration et la mise en œuvre des programmes d’aide publique au développement ; l’identification des principaux acteurs de l’APD et l’analyse des résultats de l’APD ? ii) et une approche internationale (en se basant sur la théorie des relations internationales, nous identifions les mécanismes qui sous-Tendent la politique d’aide saoudienne ainsi que le rôle du Fonds Saoudien de Développement dans l’efficacité et l’efficience de l’Aide Publique au Développement. Nous cherchons, tout au long de ce travail, à apporter des éléments de réponse quant à l’ambivalence qui plane sur le visé de l’APD saoudienne. Nous traitons la question des aides internationales et les programmes du développement présentés par le gouvernement saoudien. L’objectif de ce travail sera donc l’étude et l’analyse du rôle de l’APD saoudienne dans la lutte contre la pauvreté essentiellement dans les pays en développement. / Our research combines two approaches in the analysis of Saudi foreign policy on the granting of development assistance: i) an internal approach (general policy analysis: the development and implementation of assistance programs official development identifying the main actors of ODA and analysis of the results of ODA? ii) and an international approach (based on the theory of international relations, we identify the mechanisms that underlie Saudi aid policy and the role of the Saudi Development Fund in the efficiency and effectiveness of ODA. We seek, throughout this work, to provide some answers about the ambivalence that hovers over the target of ODA Saudi Arabia. We treat the issue of international aid and development programs presented by the Saudi government. objective of this work will be the study and analysis of the role of ODA Saudi in the fight against poverty mainly in developing countries.

While aiming to reach results (such as improved health status) humanitarian workers in aid organizations such as Red Cross and Red Crescent Movement (RCRCM)[1], make use of outcomes in related global forums, standards and networks. Common concepts discussed related to humanitarian action are the following ones: effectiveness, local ownership and mutual accountability. In addition, concepts such as Results Based Management (RBM), highlighting the importance of delivering and accounting for results influences humanitarian organizations. Donors such as governments are pushing for RBM. The RBM reform impacts Swedish aid policy and RCRCM in Sweden, represented by Swedish Red Cross. However researchers and civil society actors find that RBM is not a silver bullet to facilitate results. Dialogue with beneficiaries goes back to the beginnings of humanitarian action, but dialogue using social media to capture beneficiaries’ views started only around a decade back. In this case study, I investigate RCRCM and focus on Swedish Red Cross. In particular I explore the following research problem: how does beneficiary communication and accountability using social media contribute to reaching and measuring results? My data includes individual and focus group interviews and RCRCM guiding documents. Conclusions include that: indeed beneficiary communication and accountability contributes to reaching results and have potential to better capture results. Direct RCRCM organizational benefits are potentially huge given RCRCMs extensive worldwide community level network. The benefits include better access, more relevant activities and funding opportunities. However challenges include perceived lack of expertize, management commitment and generally slow change of mind set with regards to downward accountability. [1] A) The International Committee of the Red Cross (ICRC), B) the International Federation of Red Cross and Red Crescent Societies (IFRC) and C) national societies in 189 countries around the world (see section 2.1) / När biståndsarbetare i hjälporganisationer som rödakorsrörelsen (RCRCM)[1], arbetar för att nå resultat (såsom bättre hälsa för utsatta människor) använder de sig ofta av de ambitioner som vuxit fram i biståndsrelaterade globala fora, nätverk och standards såsom: effektivitet, lokalt ägarskap samt ömsesidigt ansvarsskyldighet och ansvarsutkrävande. Samtidigt har begrepp som ”result based management” (RBM) fått stort inflytande på humanitära organisationer när det gäller vikten av att nå och visa på konkreta resultat. Finansiärer, såsom regeringar, ställer allt tuffare krav på RBM metodik används genom ett starkt inflytande på svenskt bistånd och därmed på RCRCM i Sverige, företrätt av Svenska Röda Korset. Dock finns både forskare och humanitära organisationer civila som hävdar att RBM knappast är någon patentlösning vare sig för att nå eller visa på resultat. Medan dialog med biståndsmottagare funnits så länge bistånd funnits har systematisk dialog med hjälp av sociala medier för att få förmånstagarnas synpunkter bara skett ett tiotal år. I denna fallstudie undersöker jag RCRCM med fokus på Svenska Röda Korset. I synnerhet studerar jag följande forskningsproblem: hur bidrar dialog med och ansvarighet gentemot förmånstagare som sker med sociala medier till att nå och mäta resultat?Mitt material inkluderar individuella- och fokusgruppsintervjuer samt studier av RCRCMs styrdokument. Slutsatser inkluderar att: direkta organisatoriska fördelar för RCRCM av dialog med mottagare är potentiellt enorma givet RCRCM världsomspännande lokala nätverk. Fördelarna inkluderar ökad möjlighet att nå de mest utsatta, mer relevanta insatser och bättre finansiering. Bland utmaningarna som lyfts är brist på expertis och ägarskap hos organisatio-nens ledning och svårighet till byte av ’mind set’ vad gäller nedåtgående ansvarighet. Faith-based organizations in multilateral humanitarian aid : A closer look at Country-Based Pooled FundsÖberg, Jakob January 2023 (has links)
Religion has played a central part in human history and is still a foundation in many societies. Faith-based organizations are in some countries the largest providers of social services and were pioneers in the humanitarian aid sector. There is in academia a growing interest in faith-based organizations and a perception that they have an advantage over their secular counterparts. This study has identified those established theories and provided a comprehensive overview of the research field. It has been argued that faith-based organizations for one should be more cost-effective than their secular counterparts. The faith of their staff members is a significant part of their motivation. They, therefore, accept lower salaries or volunteer to a higher degree. It has also been argued that projects implemented by faith-based organizations could be more rooted in local communities due to a long history of cooperation and collaboration. The claims have been mostly theoretical or supported by qualitative studies. This study contributed to filling the quantitative research gap by analyzing key differences between projects implemented by faith-based and secular organizations that were financed by the United Nations Country-Based Pooled Funds. The data selection provided a scenario where the institutional pressure from strict processes, monitoring, and evaluation theoretically minimizes differences between implementers and therefore tested the study’s hypotheses in a least-likely scenario. The analysis found that there was no significant difference between how many beneficiaries the projects reached. Faith-based organizations did however implement projects that with 95 % certainty costed between 2.20 to 7.87 % less compared to their secular counterparts. Their projects with 95 % certainty also had a four percent higher direct-to-total project cost ratio. This provides support for the theoretical claims and contributed to building a foundation for future research in this emerging field. The study surprisingly also found a significant and large difference in project cost between national and international implementers. Projects implemented by national organizations with 95 % certainty cost between 27.98 and 31.50 % less than projects implemented by international organizations. They with 95 % certainty also had a six percent higher direct-to-total project cost ratio. It was not in the scope of this paper to determine what these results depended on but they give further fuel to the current localization debate in both academia and public administration.

THE CRIMINALISATION OF NGO-LED SAR OPERATIONS : A Contributing Factor Towards Crimes Against Humanity Against Migrants in LibyaKaur, Maanpreet January 2023 (has links)
In the perilous waters of the Mediterranean Sea, migrants find themselves facing limited choices when in distress. Their options are stark: either to rely on the lifesaving efforts of Non- Governmental Organisations (NGO) aid workers conducting Search and Rescue (SAR) Operations, to be intercepted by the Libyan Coast Guard (LCG) and subsequently detained in Libya where their human rights are gravely violated, or to face the tragic fate of perishing at sea. Unfortunately, the criminalisation of SAR Operations, spearheaded by NGO aid workers, hinders the rescue of migrants, thereby exacerbating the risks they face and leaving them vulnerable to interception by the LCG. This interception, as argued in this thesis, inevitably leads to the perpetration of Crimes Against Humanity (CAH) against these vulnerable migrants. This thesis sheds light on the issue of Italy’s increasing criminalisation and vilification of humanitarian aid workers engaged in SAR missions in the Mediterranean Sea. It critically examines the consequences of such criminalisation on the lives and rights of migrants, exploring the complex dynamics between SAR Operations, interception by the LCG, and the commission of CAH. Drawing upon a comprehensive lens of interpretation that integrates legal analysis, human rights principles, and the international legal framework, this study concludes that criminalisation of SAR operations is indeed a contributing factor towards the CAH faced by migrants in Libya. Moreover, it identifies the potential liability of Italian State Officials (ISO) at the International Criminal Court (ICC) for their role in enacting legislations that effectively criminalises SAR operations.

The German Red Cross(es) and Humanitarianism in Divided Germany, 1945-1965Heyden, Ryan Walter January 2024 (has links)
This dissertation studies the history of the German Red Cross of the German Democratic Republic and the German Red Cross of the Federal Republic of Germany. The dissertation begins with Germany’s defeat and capitulation in the Second World War into the occupation period, situating the pre-1945 German Red Cross in the chaos of the war’s end and its dissolution and ban by the Allied Powers. It investigates the aid work of new regional Red Cross societies in the Western occupation zones and the political debate about the Red Cross’s place in a socialist East Germany. The dissertation also analyzes the new national Red Crosses’ formation in 1952 and their domestic activities. These are two parallel histories of states with many similarities, while existing separately from one another and with differing ideological visions for the future. The German Red Crosses remained linked by their pasts and the circumstances of the present. This reality is reflected in their efforts to join the International Red Cross from 1952 to 1956, and in their collaboration to reunify families separated by the inter-German border. The dissertation argues that the histories of the German Red Crosses and humanitarianism contributes to our understanding of the fundamental predicaments faced by divided Germany in the early-Cold War. The Red Crosses shaped the responses to the challenges facing the region, whether they be the immediate suffering and long-lasting aftereffects wrought by total war, new anxieties about a nuclear future, or the need for modern disaster response and public health infrastructures. And humanitarianism was never purely altruistic. It was a useful political tool for East and West Germany and their peoples, who sought stability and peace and the successful completion of their ideological projects: creating socialism in the East and a liberal capitalist order in the West. / Thesis / Doctor of Philosophy (PhD) / On September 19, 1945, the Soviet Military Administration in Germany disbanded the German Red Cross and labelled it a Nazi organization, and the American, British, and French occupation governments followed suit. By 1952, two new national Red Cross organizations formed in divided Germany, the German Red Cross of the Federal Republic of Germany and the German Red Cross of the German Democratic Republic. This dissertation explores the history of the German Red Cross in West and East Germany from 1945 to 1965 and asks fundamental questions about the role of humanitarianism in Germany’s postwar recovery and reconstruction, in the daily life of two distinct but connected societies, and in the international relations of the Cold War. The dissertation argues that humanitarianism and humanitarian organizations are not immune to politics; indeed, humanitarianism was a useful tool for those on both sides of the ideological divide. It helped legitimize and sustain communism in East Germany, and it did the same for liberal capitalism in West Germany. In the first postwar decades, the German Red Crosses faced head on the manifest problems of East and West Germany, as both societies recovered from the influence of Nazism, the perpetration of genocide, and the destruction of war and set out to find security and peace under the weight of the Cold War. The two organizations were uniquely positioned to face those problems as their leaders were well connected and their aid workers were both humanitarian subject and humanitarian.
