Volunteering in emergency situations requires comprehensive knowledge of the context of these situations: crisis management issues, including legislation, involving of NNO in the integrated rescue system and cooperation with a local government, the principle of access to those who are affected; including first aid, teamwork and self-care. The training of volunteers is very important for both, the quality of volunteer work and for volunteers themselves and humanitarian organizations pay special attention to it.The aim of this work is to summarize the findings from the literature, to prepare them for the use of volunteers and to map the training system of volunteers and members of the Czech Red Cross in general, and on the specific example of regional associations in the South Bohemian region. To achieve the objective, an analysis and summary of the domestic literature on training volunteers in emergencies was realised. Furthermore, the case study, using data from secondary sources, internal documents and from expert interviews was compiled. Attachments now contain information useful for training volunteers as a separated document. The conclusion of this work summarizes the findings and defines recommendations for a practical use. This thesis deals with the developmental assistance and humanitarian aid from the states of the Gulf Cooperation Council in Kosovo. The goal is to understand what role plays a religion plays in developmental assistance and humanitarian aid in Kosovo. This thesis investigates the forms in which the process of Islamization of development assistance occurs, and how civil society and states cope with it. Methodologically, the author employs the principles of a case study: qualitative research was conducted in Kosovo using the methods of participant observation and semi-structured interviews. The thesis covers the development projects of GCC organisations and agencies and will show that religion has a key influence on these efforts. Regarding the practices used in Kosovo, the author shows that the states of GCC use development assistance and humanitarian aid as a mean of spreading religious teachings and beliefs of the Gulf region. Kosovo society has not been immune to these activities and Salafism (and in minority Jihadism) has gained followers in the Muslim community. However, the thesis shows that since 2014 with the help of the state structures, radical Islam has been on the decline while the GCC organisations spreading it, are no longer operational in Kosovo. The term "Volunteering" as well as its sence has become well-known in today's society. Less knowledge we have about the process of preparations of volunteers before their final involvement in specific projects. This work focus on preparations of volunteers in organizations who operate in the field of humanitarian aid and development cooperation outside the European Union. The aim of this study is to survey particular phases of the contact between organizations and their volunteers especially the phase of training before sending the volunteers for their mission abroad. Volunteer's comments on the methods of preparations form a part of the work too. To reach the objective, the qualitative research was held, so that it was possible to describe the operating methods in focused organizations. During the research, the direct contact with volunteers and emloyees of organizations played an important role. The work is concluded with the survey of ascertained facts and resulting recomendations. Current crisis in Ukraine: the impact on Czech migration policy Bc. Tereza Jarolímová Abstract In November 2013 protests in response on cancelation of Association Agreements preparations between EU and Ukraine stand on the beginning of crisis, which resulted in annexation of Crimea by Russian Federation and in armed conflict at Eastern Ukraine. Those events led to a significant deterioration of security and socioeconomic conditions and influenced migration flows in Ukraine. In April 2015 there was 1 192 000 Internally Displaced Persons and more than 700 000 people fled Ukraine. This situation also affected Czech Republic that is common target of migration from this country. This thesis analyses the reaction of the Czech state institutions on Ukrainian crisis and its influence on migration flows. Migration policy is in this thesis divided in immigration policy, asylum policy, integration policy, external dimension of migration policy and crisis reaction. Author analyses budget changes, Government Resolutions and changes in state strategies concerning migration or security in connection with possible migration flow from Ukraine. It is also evaluated how Czech Republic grants different kinds of international protection to refugees from Ukraine.

This thesis explores how the tactics of intimidation, harrassment and criminalization impact the activists providing humanitarian assistance to migrants at the border between Poland and Belarus. Through an investigation of the relations of power between the authorities, the activists and the migrants, this study aims to understand the complex context of the border in which the activists provide the assistance. With the aim of exploring how the activists operate under the threat of criminalization, it makes a contribution to the emerging body of research on the phenomenon of criminalization of grass-roots humanitarian efforts, which has been on the rise in Europe and around the world. The findings reveal that as a result of the state imposed measures, such as heavy militarization and policing of the broder, as well as restrictions on freedom of movement and public access to information, the humanitarian aid is provided in an atmosphere of fear. Nevertheless, the desired effect of deterrence is not achieved, as the activists perceive providing aid as their duty.

In 2017 there was a large influx of Rohingya people to Bangladesh. This work examines tensions between the host communities and the Rohingya people in Bangladesh, and how humanitarian aid has impacted these tensions. Through the methodology, in the form of a literature review of peer-reviewed articles published between 2017 and 2024, as well as accompanied by the work's analytical lens Mary B. Anderson's operationalisation of the humanitarian principle Do No Harm from 1999. It is concluded that tensions between the host communities and the Rohingya people are impacted by humanitarian aid in four different ways, and that the literature reviews proposed solutions can be categorized into three different groups with different methods of fulfilment. The work further establishes that possible tensions may occur within host communities and that aid actors must prioritise their cooperation with other aid actors. Furthermore, it is recommended that Bangladesh continue to work with the aid actors, as well as aid actors, to implement a balanced distribution of aid and design the aid programs to do as little harm as possible.

Forecast-based Humanitarian Action and Conflict : Promises and pitfalls of planning for anticipatory humanitarian response to armed conflictHostetter, Loic January 2019 (has links)
Practitioners of Forecast-based Action (FbA) argue that a humanitarian response able to utilize forecasts to accurately predict disaster, secure funding, and take action before the onset of a crisis will benefit donors and beneficiaries alike. In search of effective and efficient early-action regimes, a number of major humanitarian actors are developing FbA projects of various designs, predominantly in response to natural disaster and famine. While numerous organizations and institutions have expressed interest in developing FbA mechanisms, the tool has only been applied in a limited capacity to the humanitarian needs generated by armed conflict. This research seeks to understand whether a scalable FbA approach can be developed to stage principled, anticipatory humanitarian action in response to situations in which rigorous evaluations predict the likelihood of imminent armed conflict. The hypothesis is that the application of FbA to armed conflict is possible, but due to the complex political nature of conflict, implementing organizations should try to focus on creating mechanisms managed by humanitarian actors and, in so far as possible, be insulated from outside influence. This research is the first academic work to specifically investigate the application of FbA to armed conflict. Following an extensive review of current FbA mechanisms and conflict early warning practices, this research concludes that a conflict-centered FbA system akin to the automated FbA systems in use today to respond to natural disaster and famine is possible, but that the endeavor presents many practical and conceptual barriers to implementation. In particular, diffuse models such as the Start Fund offer a hopeful glimpse at a type of horizontal, member-driven FbA mechanism that is both highly context-sensitive and relatively insulated from outside influence. Such a design, however, features notable and inherent limitations in its ability to reliably and accurately predict the outbreak of conflict and respond in a manner that minimizes regretful actions.

The study assesses community perceptions of emergency response modality (cash
and food aid) on development: a case study of Traditional Authority Lundu in
Chikwawa district, Malawi. This is based on the top down approach which is mostly
common in humanitarian aid, where practitioners perceive this to be the right mode
of aid delivery to affected communities. This research has used mixed methods of
research designs. Participants were purposively and randomly sampled and 193
household heads, 2 focus group discussions and 10 key informants were
interviewed. The results revealed that food aid is the best response modality in the
area. Humanitarian aid enhances community development as it eliminates negative
coping mechanisms. Food aid helps to stabilize commodity prices, improve health
status of affected people and promote continuation of development intervention in
the area. The study recommends that a thorough assessment is required to derive at
a response option and resilient interventions that should be included in humanitarian
