The South African Government’s Demarcation process has ensured that the entire Country now have “City to City” municipal areas. This process has been put in place to ensure that basic services can now be provided to all the people of the Country. With the demarcation process the South African Government also introduced Integrated Development Planning (IDP). The IDP is a process through which municipalities prepare a strategic development plan, for a five-year period. InGriDE: um ambiente integrado e extensível de desenvolvimento para computação em grade / InGriDE: an integrated and extensible development environment for grid computing

Recentes avanços proporcionaram às grades computacionais um bom nível de maturidade. Esses sistemas têm sido implantados em ambientes de produção de qualidade na comunidade de pesquisa acadêmica e vêm despertando um grande interesse da indústria. Entretanto, desenvolver aplicações para essas infra-estruturas heterogêneas e distribuídas ainda é uma tarefa complexa e propensa a erros. As iniciativas de facilitar essa tarefa resultaram, na maioria dos casos, em ferramentas não integradas e baseadas em características específicas de cada grade computacional. O presente trabalho tem como objetivo minimizar a dificuldade de desenvolvimento de aplicações para a grade através da construção de um ambiente integrado e extensível de desenvolvimento (IDE) para computação em grade chamado InGriDE. O InGriDE fornece um conjunto único de ferramentas compatíveis com diferentes sistemas de middleware, desenvolvidas baseadas na interface de programação Grid Application Toolkit (GAT). O conjunto de funcionalidades do InGriDE foi desenvolvido com base na plataforma Eclipse que, além de fornecer um arcabouço para construção de IDEs, facilita a extensão do conjunto inicial de funcionalidades. Para validar a nossa solução, utilizamos em nosso estudo de caso o middleware InteGrade, desenvolvido no nosso grupo de pesquisa. Os resultados obtidos nesse trabalho mostraram a viabilidade de fornecer independência de middleware para IDEs através do uso de uma interface genérica de programação como o GAT. Além disso, os benefícios obtidos com o uso do Eclipse como arcabouço para construção de IDEs indicam que os recursos fornecidos por esse tipo de arcabouço atendem de forma eficiente as necessidades inerentes ao processo de desenvolvimento de aplicações para a grade. / Computational grids have evolved considerably over the past few years. These systems have been deployed in production environments in the academic research community and have increased the interest by the industrial community. However, developing applications over heterogeneous and distributed infrastructure is still a complex and error prone process. The initiatives to facilitate this task, in the majority of the cases, resulted in isolated, middleware-specific tools. This work has the objective of minimizing the difficulty of developing grid applications through the construction of an integrated and extensible development environment for grid computing, called InGriDE. InGriDE provides a unique set of tools, compliant with different middleware systems, based on the Grid Application Toolkit (GAT). We developed the InGriDE set of features, based on the Eclipse platform, which provides both a framework for building IDEs and the possibility to extend the initial set of features. To validate our solution we used the InteGrade middleware, developed in our research group, as our case study. The results obtained from our work showed the viability of providing middleware independence to IDEs through the use of a generic application programming interface like GAT. Moreover, the benefits obtained through the use of Eclipse as our framework for building IDEs indicates that this kind of framework satisfies the requirements inherent to the grid application development process in a efficient way.

Local perception of the impact of corporate social responsibility of the mining companies on local community development in Fetakgomo-Tubatse Local Municipality, Limpopo Province

Thesis (M.Dev.(Plannng and Management )) -- University of Limpopo, 2020 / The purpose of this study was to analyse the local perception of the Corporate Social Responsibility (CSR) of the mining companies on local community development in Fetakgomo-Tubatse Local Municipality, Limpopo, South Africa, adopting a qualitative research method. Interview transcripts and field notes represented the primary data from which thematic analyses, labelling and organising evidence in themes and categories as they emerged out of the data rather than being imposed on research participants prior to data collection and analysis. The findings revealed that mining companies are partially contributing to the development of the communities where they do their operations and their impact is minimal. Their CSR projects lack sustainability and are not primarily changing the lives of the people due to high levels of under-development, illiteracy levels, lack of skills, unemployment and structural abject poverty in their mining communities.

Determinant of public participation in Integrated Development Planning in Polokwane Local Municipality, Limpopo Province South Africa

(Development and Planning)) -- University of Limpopo, 2021 / The central emphasis of this study was to investigate the determinant of public participation in Integrated Development Planning (IDP) of Polokwane Local Municipality, Limpopo Province. To this culmination, precise working objectives were formulated as follows: to study the typologies and processes of public participation; to explore the roles of stakeholders in public participation; To examine the phases in Integrated Development Planning and to examine the levels of public participation in Integrated Development Planning. This dissertation studies the determinant of public participation in Integrated Development Planning. Douglas Huber (2008); Franks, Sharma, and Dayaratna (2004); Kimathi (2016) found that there is a positive relationship between public participation in the Integrated Development Planning locally and globally. From a South African perspective, the study shows that public participation is the strongest element for successful development planning. To operationalise this study, descriptive statistics were used to analyse data and data analysis was performed using inferential statistics mainly correlation and linear regression. The data collected from the Capricorn District Municipality Socio-Economic Impact Assessment Study of Integrated Development Planning (2012) was analysed using the 2013 Microsoft Excel Software for raw data and Statistical Package of Social Sciences (SPSS) to compute variables that represent the determinants of public participation in Integrated Development Planning into factors. The results of this study show that generally, there is a strong positive relationship with public participation in Integrated Development Planning in Polokwane Local Municipality with an average magnitude of 0.75 correlation. However, the most interesting discovery is that the economic factor is a determinant of public participation in Integrated Development Planning in Polokwane Local Municipality.

A review of the alignment between the Integrated Development Plan and the performance management system of Capricorn District Municipality

Thesis (MPA)--Stellenbosch University, 2015. / ENGLISH ABSTRACT: Local government in South Africa is mandated by legislation to develop an Integrated Development Plan (IDP) and a performance management system to direct and ensure the delivery of services to the communities that the municipalities serve. The implementation of performance management systems to plan, monitor and evaluate service delivery is not a new concept for the public sector. The development of the IDP and performance management system is an integrated process that requires municipalities to be able to align the planning, monitoring and evaluation processes. These processes should be undertaken to ensure that there is improved provision of service delivery. If planning processes fail to integrate performance management in the IDP and Service Delivery Budget Implementation Plan (SDIBP), monitoring and evaluation processes will not inform the affected municipalities on areas that must be improved to achieve better service delivery. In South Africa the importance of implementing a performance management system that is aligned with the IDP is enshrined in local government legislation. The implementation of the legislation to realise alignment is achieved through a systematic approach that starts with the way in which a municipality is institutionally arranged to promote performance, as well as the processes of developing the IDP as set objectives, key performance indicators and targets, and undertaking monitoring and evaluation processes to measure whether the IDP objectives and key performance indicators are achieved. The research is a case study reviewing the alignment of the IDP and performance management system of the Capricorn District Municipality (CDM). The study used purposive sampling and literature review to investigate the extent to which the IDP and performance management systems of CDM are aligned. The study recommends improvements that the CDM can implement to align the IDP and performance management system better based on the policy and legislative framework requirements for integrated development planning and performance management. It also suggests processes to develop the IDP and performance management system of the CDM and assesses the extent to which the CDM performance management system aligns with, and monitors and evaluates the IDP. / AFRIKAANSE OPSOMMING: Plaaslike regering in Suid-Afrika word deur wetgewing bemagtig om ‘n Geïntegreerde Ontwikkelingsplan [GOP] en prestasiebestuurstelsel te ontwikkel om rigting te gee en sodoende dienslewering aan die munisipaliteite wat hulle bedien, te verseker. Die implementering van prestasiebestuurstelsels om dienslewering te beplan, monitor en evalueer is nie ‘n nuwe konsep in die publieke sektor nie. Die ontwikkeling van die GOP en prestasiebestuurstelsel is ‘n geïntegreerde proses wat munisipaliteite in staat stel om die beplanning, monitering en evaluering in lyn met mekaar te stel. Hierdie prosesse moet onderneem word om verbeterde diensliewering te verseker. Indien beplanningsprosesse faal om prestasiebestuur te integreer met die GOP en die Dienslewering- en Begrotingsimplementeringsplan [DLBIP], sal monitorings- en evalueringsprosesse nie die betrokke munisipaliteit kan inlig rakende areas wat moet verbeter om beter dienslewering te bereik. In Suid-Afrika is die belangrikheid om ‘n prestasiebestuurstelsel te implementer wat in lyn is met die GOP, vasgelê in plaaslike bestuur wetgewing. Vägen till utvecklarens val av utvecklingsmiljö

Dagens system har blivit allt mer komplexa och därmed även processen att utveckla systemen. Det finns många olika tillvägagångssätt för systemutvecklare att arbeta och flera olika verktyg att använda sig av. Den utvecklingsmiljö en utvecklare använder sig av kan därmed ha en påverkan på hur utvecklingsprocessen ser ut. Utvecklingsmiljön är ett viktigt verktyg i dagens utvecklande samhälle och vilka för- och nackdelar olika verktyg för med sig diskuteras flitigt mellan utvecklare på olika nätforum. Från dessa forum framkommer det att vissa utvecklare föredrar att använda textredigerare istället för integrerade utvecklingsmiljöer och vice versa. Tidigare forskning har exempelvis undersökt hur kännedom kring verktyg sprids effektivt mellan utvecklare (Murphy-Hill & Murphy, 2011), men denna uppsats syftar till att förklara varför utvecklare använder olika utvecklingsmiljöer och bakomliggande faktorer till detta. För att åstadkomma detta har respondenter med bred kunskap inom ämnet intervjuats och nämnt faktorer som påverkat deras val av utvecklingsverktyg. Samtliga intervjupersoner har arbetat i både integrerade utvecklingsmiljöer och textredigerare och har därmed åsikter om båda miljöerna. Enligt vår studie finns inga tydliga indikeringar för vilken utvecklingsmiljö som är att föredra i alla lägen. En utvecklare använder det verktyg som passar dess arbetsprocess bäst, men kan ibland använda andra verktyg för att komplettera sin verktygslåda. Vad som styr utvecklaren har att göra med personliga preferenser, hur utvecklaren har påverkats av utbildning och erfarenheter samt potentiella restriktioner inom organisationer. / Today's systems have become more complex and thus the process of developing systems. There are many different approaches for developers to work and several tools that can be used. The environment a developer uses can therefore have an impact on how the development process proceeds. The development environment is an essential tool in today’s evolving society, and what advantages and disadvantages different tools bring are being discussed frequently between developers on various online forums. From these forums, it appears that some developers prefer to use text editors instead of integrated development environments and vice versa. Previous research has shown, for example, how knowledge about the tools is spread effectively between developers (Murphy Hill & Murphy, 2011). But this paper seeks to explain why developers are using different development environments and the factors behind this. To achieve this, we interviewed respondents with broad knowledge about the subject that stated the factors that influenced their choice of development tools. All the interviewees have worked in both integrated development environments and text editors and therefore have opinions about both environments. According to our study, there are no clear indications that a specific development environment is preferred in all situations. A developer is using the tool that fits their work process best, but sometimes uses other tools to complement their toolbox. In choosing a tool the developer is influenced by personal preferences, how surroundings have influenced the developer through education and experience, and potential constraints within organizations.

Biblioteca, API e IDE para o desenvolvimento de projetos de metodologias de Ressonância Magnética / Library, API and IDE for the development of Magnetic Resonance methodologies

Neste trabalho serão discutidas novas ferramentas para a construção de um espectrômetro de Ressonância Magnética (RM) totalmente digital. A motivação parte das dificuldades encontradas pelos pesquisadores no momento de programar um equipamento de RM, incluindo a falta de ferramentas para desenvolvimento de metodologias, as quais não são oferecidas pelos softwares atuais. Em particular tratamos do desenvolvimento de uma biblioteca, a PyMR (Python Magnetic Resonance), de uma API (Application Program Interface) e de um IDE (Integrated Development Environment). Nesta estrutura, a biblioteca PyMR é o front-end para programação e setup dos equipamentos de RM enquanto a API constitui o back-end. O IDE, por sua vez, é uma ferramenta de auxílio especializado para criação e gerenciamento das metodologias e protocolos de RM de forma funcional e amigável. O desenvolvimento baseado no estado-da-arte das tecnologias de Computação e Ressonância Magnética garante a qualidade, robustez, adaptabilidade e ainda assim, a simplicidade para uso dos menos experientes. Para a validação do sistema, além de métricas de software, foi montada uma sequência de pulsos conhecida como CPMG (Carr-Purcell-Meiboom-Gill) executada no espectrômetro local sobre uma amostra de CuSO4 em solução, o qual mostrou valores de T2 compatíveis com os valores esperados. Os resultados do novo sistema mostram sua capacidade de atender as principais exigências dos usuários e desenvolvedores de metodologias de RM, oferecendo um amplo conjunto de ferramentas. Em suma, este projeto provê a estrutura básica e funcional de uma nova forma de se programar e utilizar equipamentos de RM, gerando um poderoso instrumento para a pesquisa na área. / In this study we discuss new tools for the building of a fully digital Magnetic Resonance (MR) spectrometer. The research was motivated by several difficulties experienced by researchers in programming MR machines, which include the lack of tools for the development of methodologies that are not currently offered by companies. In particular, we treat the development of a library, PyMR (Python Magnetic Resonance), an API (Application Program Interface) and an IDE (Integrated Development Environment). In this structure, the PyMR library acts as a front-end for MR equipment programming and setup while the API is a back-end. Finally, the IDE is a user-friendly tool that helps the developer to create and manage methodologies and protocols. The state-of-the-art of Computer Sciences and Magnetic Resonance technologies adopted here has ensured the quality, robustness and adaptability keeping simplicity for non-experienced users. For the validation of the system, besides software metrics, a pulse sequence known as CPMG (Carr-Purcell-Meiboom-Gill) was assembled and performed on an onsite spectrometer, using a solution of CuSO4 as a sample, which exhibited compatible T2 values. The results show that the system can meet the main requirements of both users and developers and offer a large set of tools. This project provides a basic and functional structure of a new way to program and use the MR equipment and a powerful tool for researchers in this area.

A public participation perspective of the process of post-settlement support in Elandskloof

Magister Administrationis - Madmin / Since the dawn of South African democracy in 1994, extensive laws and policies have been introduced to facilitate transformation in the political, social and economic spheres. While South Africa has been lauded world-wide for its detailed and sophisticated constitution, many cases attest to the challenges of implementing the stipulations of the constitution, laws and policies. Arguably, constitutional rights and entitlements do not automatically result in a better life for ordinary citizens post-apartheid. Moreover, restitution processes towards addressing the atrocities of apartheid are fraught with challenges. The process of land restitution is an example that illustrates the numerous challenges in implementing laws and public policies in South Africa. Restitution is one of the three pillars of land reform - the other two are land redistribution and land tenure reform - that were introduced by the African National Congress (ANC) -led government to secure land rights to black people in South Africa. Land reform is essential to bring about political and economic development and the South African government has committed itself to transforming land ownership to reflect the democratic realities and to redressing the history of dispossession and exclusion suffered by the black majority of South Africans. While the transfer of land and settlement of claims have been processed gradually, growing evidence shows that this does not simply translate into development, poverty reduction or reconciliation.

This analysis is realized with an initial deployment of the Anchieta highway and therefore the arrival of new industry in the early 1950s, when the city began a rapid process of urbanization. In this sense, the administration has new tools for urban control in view of the new dynamic. Initially the instruments were off and disconnected, and only at the beginning of the 1960s developed the first Master Plan of the municipality. Rapid urbanization and the impact of the industry showed the need for an urban management tool with greater agility. In this sense was developed between 1974 to 1977, the Integrated Development Plan of the City (PDIM), with innovative concepts and plans for interventions of short, medium and long term, linked to the newly created Progressive São Bernardo do Campo S.A. (PRO-SBC ), which acted as a mixed economy company, managing the procedures for interventions in the city. The repeal of PDIM and the urban, economic and productive during the 1980s, Sao Bernardo do Campo led to a chaotic urban structure. The creation of the Intermunicipal Consortium of the Greater ABC was born in the early 1990s in order to equalize the problems that affected both the city and the region of the ABC. In 2006 approved the first master plan supervised by the City Statute, but with indices intensive land use and therefore with great saturamento problems of infrastructure and road system. With the understanding of urban planning and understanding of the evolution of urban structure in the city, initially influenced by industrialization, it was possible to understand the current urban landscape of São Bernardo do Campo. Moreover, the historical repertory-urban organized this research may help in future works prepared by the local public administration. / Este trabalho tem como foco central analisar a evolução dos Planejamento Urbano no município de São Bernardo do Campo a partir de um levantamento histórico das principais legislações urbanísticas que estruturaram a cidade entre 1964 e 2006. Esta análise é compreendida inicialmente com a da implantação da rodovia Anchieta e, consequentemente, da chegada da nova indústria no início dos anos 1950, quando a cidade iniciou um acelerado processo de urbanização. Neste sentido, a administração passou criar novos instrumentos de controle urbano em vista da nova dinâmica. Inicialmente os instrumentos eram pontuais e desarticulados, sendo apenas no início da década de 1960 elaborado o primeiro Plano Diretor do município. A urbanização acelerada e o impacto da indústria mostraram a necessidade de um instrumento gestão urbana com maior agilidade. Neste sentido foi elaborado, entre 1974 a 1977, o Plano de Desenvolvimento Integrado do Município (PDIM), com conceitos inovadores e planos de intervenções de curto, médio e longo prazo, articulado à recém criada Progresso São Bernardo do Campo S.A. (PRO-S.B.C.), que atuava como empresa de economia mista, gerindo os procedimentos de intervenções na cidade. A revogação do PDIM e as transformações urbanas, econômicas e produtivas, durante a década de 1980, levou São Bernardo do Campo à uma estrutura urbana desordenada. A criação do Consórcio Intermunicipal do Grande ABC nasceu no início da década de 1990 a fim de equalizar os problemas que atingiam tanto a cidade como a região do ABC. Em 2006 aprovou-se o primeiro Plano Diretor orientado pelo Estatuto da Cidade, porém com índices intensivos de aproveitamento do solo, e consequentemente com grandes problemas de saturamento da infraestrutura e do sistema viário. Com a compreensão do planejamento urbano da cidade e o entendimento da evolução da estrutura urbana do município, influenciado inicialmente pela industrialização, foi possível entender o atual cenário urbano de São Bernardo do Campo. Além disso, o repertório histórico-urbano organizado nesta pesquisa poderá contribuir nos futuros trabalhos elaborados pela administração pública local.
