The computerization of the society is well-known and increasing, mediated mainly for the new technologies capable to establish links in different and distant geographic spaces, converging with a great amount of information in the most diverse areas of intelligence human being, either the cultural, enterprise, political and governmental use, or even for entertainment. On the other hand, this new society also reveals a great inequality between those who has access to the new technologies of the information and its great nets and those who doesn t have any access of physical or cognitive information, instituting the ones called excluded. Because the technological transformations occurred since the effective implementation of the Internet, new forms of organization and production of software appear, highlighting nowadays , the movement of free software and the current speeches telling us that it would establish itself as a liberating character in the sharing of information and knowledge, able to act as a new tool of digital inclusion. This study verifies the condition of veracity of this hypothesis, carrying out a theoretical research based in the Science of the Information and the discussions of the political economy of the information, investigating the current configuration of the society before the new technologies and the role that free software has been playing as a tool of digital inclusion. / A sociedade contempor?nea mostra cada vez mais a necessidade de o indiv?duo ter controle do processo de sele??o, processamento, comunica??o e uso das informa??es. A informatiza??o da sociedade ? not?ria e crescente, mediada principalmente pelas novas tecnologias, capazes de estabelecer elos em diferentes e distantes espa?os geogr?ficos, convergindo com uma grande quantidade de informa??es nas mais diversas ?reas da intelig?ncia humana, seja para o uso cultural, empresarial, pol?tico e governamental ou mesmo de entretenimento. Em contrapartida, esta nova sociedade revela tamb?m uma grande desigualdade entre os que possuem condi??es de acesso ?s novas tecnologias da informa??o, e as grandes redes de informa??o, dos que n?o possuem acesso algum, f?sico ou cognitivo, instituindo os chamados exclu?dos. Frente ?s transforma??es tecnol?gicas, ocorridas a partir da implementa??o efetiva da Internet, surgem novas formas de organiza??o e produ??o de software, tendo como destaque no cen?rio atual o movimento de software livre e os discursos existentes de que ele se estabeleceria com um car?ter libertador no compartilhamento de informa??o e conhecimento, podendo atuar como uma nova ferramenta de inclus?o digital. The human-computer interaction is discussed as a component of the process of dissemination and recovery of information through computers, as well as whether digital inclusion is agreeable to endusers, and if proximity of the areas of Computing and Information Science is provided. Information Science and humancomputer interaction are presented through their stories, objectives, evolution and justification. Several variables implied therein are discussed such as the computer, software, memory, metaphors, mental model and digital inclusion. These will be identified by the analysis of the curricular structure and graduation course description of Library Science. The main subjects discussed are: Science of Information and the access to the information, historical aspects of accessibility, legislation and the student with disabilities, essential attributions of the library and librarians during the services offered to the university community, and the access of the student with disabilities in the university library. It was selected two programs of accessibility in Brazilian universities. They are: Acessibility Program from the PUC-Campinas (ProAces) and the Laboratory de Acessibility from UNICAMP. This study discusses problems, limits as well solutions met that make easier the access of the information in the university library to the student with disabilities. It was used a deductive and comparative method and this research is defined as exploratory and descriptive, using the bibliographic findings and the research at institution Websites that offer graduation courses recognized and authorized by the National Council of Education (CNE). This research intends to conclude this work knowing the basis offered to the librarian in the professional formation that make easier his actions in an efficient way in accessible university libraries. It will be done a proposal of a subject named accessibility to the information in university libraries. / O prop?sito desta pesquisa foi fazer um levantamento nos cursos de gradua??o de biblioteconomia para identificar disciplinas que trabalhem em seus conte?dos a acessibilidade a bibliotecas, atrav?s da an?lise da matriz curricular e ementas dos cursos. A pesquisa teve como objetivo geral propor uma disciplina que ajude na forma??o do bibliotec?rio para o atendimento da pessoa com defici?ncia nas bibliotecas universit?rias. Temas abordados: a Ci?ncia da Informa??o e o acesso ? informa??o; aspectos hist?ricos da acessibilidade; legisla??o e a pessoa com defici?ncia; atribui??es dos bibliotec?rios nos servi?os prestados ? comunidade universit?ria; o acesso da pessoa com defici?ncia ? informa??o na biblioteca universit?ria. Dois programas de acessibilidade em bibliotecas universit?rias brasileiras foram analisados: Programa de Acessibilidade da PUC-Campinas (ProAces); Laborat?rio de Acessibilidade da UNICAMP (LAB), por serem refer?ncia na literatura da ?rea. A an?lise revelou barreiras e solu??es encontradas para facilitar o acesso ? informa??o do aluno com defici?ncia. O m?todo aplicado foi o comparativo dedutivo, tratando-se de pesquisa do tipo explorat?ria e descritiva, valendo-se da pesquisa bibliogr?fica e de pesquisa na Web (sites de Institui??es que oferecem cursos de gradua??o reconhecidos ou autorizados pelo Conselho Nacional de Educa??o (CNE). To answer the research question, we focus on the database INEP on the infrastructure of schools and the bank rates of school performance. For both technical procedures performed to obtain the relationship between Internet and School Performance. Then the School Settings have been configured for Digital Inclusion and made crosses with the approval rates, distortion and failure. The survey results indicate that according to the classification established in: Included in School Settings, School Settings deficit, Adverse Environments School and School Settings Deleted, which has prevailed in the metropolitan area of Natal are the schools that are provided outside. / O presente trabalho tem por objetivo verificar a influ?ncia da Inclus?o Digital no desempenho escolar dos alunos de Ensino M?dio da rede p?blica na Regi?o Metropolitana de Natal, atrav?s do uso do computador de forma pedag?gica e da utiliza??o da Internet. No decorrer do trabalho, tentamos responder ? indaga??o: O uso pedag?gico da inform?tica, associado ? Internet, contribui para a melhoria do desempenho escolar dos alunos das escolas p?blicas da Regi?o Metropolitana de Natal? Para responder ? indaga??o de pesquisa, debru?amo-nos diante do banco de dados do INEP relativo ? infraestrutura das escolas e ao banco das taxas de desempenho escolar. Para tanto, realizamos procedimentos t?cnicos para obter a rela??o entre Internet e Desempenho Escolar. Em seguida, foram configurados os Ambientes Escolares de Inclus?o Digital e realizados os cruzamentos com taxas de aprova??o, distor??o e reprova??o. Os resultados da pesquisa apontam que, de acordo com a classifica??o estabelecida em Ambientes Escolares Inclu?dos, Ambientes Escolares Deficit?rios, Ambientes Escolares Adversos e Ambientes Escolares Exclu?dos, o que tem prevalecido na Regi?o Metropolitana de Natal s?o as escolas que se encontram na condi??o de exclu?das.

Theoretically speaking, this investigation is structured in a way that concepts of information, information society, disability and accessibility are carefully explored. The main goal is to look into the level of accessibility of Brazilian Government research web sites when it comes to disabled people, but also find out whether there is any indication that the discourse of digital inclusion, advocated by information society, is making a real difference for them. This investigation reveals that the access to contents of digital pages in the Brazilian Government web sites is still ineffective, presenting large amount of errors which means a high degree of difficulty for disabled people in general. In this way, it can be concluded that digital inclusion, universalization of internet access, information and knowledge are complex issues and they will continue to demand a lot of effort from everyone in order to become reality. / Este trabalho investigou, documental e historicamente, a quest?o do acesso ? informa??o pelas pessoas com defici?ncia, tomando como unidade de an?lise a avalia??o da acessibilidade em sites de ?rg?os de pesquisa brasileiros, a partir de uma abordagem metodol?gica descritiva e explorat?ria, fundamentada em referenciais te?ricos da Ci?ncia da Informa??o e de sua interface com outros campos do conhecimento cient?fico. Assim, teoricamente a pesquisa se sustenta nos conceitos de informa??o, sociedade da informa??o, defici?ncia e acessibilidade. Investigou-se a situa??o da acessibilidade em sites de ?rg?os de pesquisa brasileiros com objetivo de verificar em que contexto, efetivamente, se d? o acesso ? informa??o pelas pessoas com defici?ncia, tendo em vista o discurso sobre a inclus?o digital, compromisso assumido pela Sociedade da Informa??o e novo elemento introduzido pelas novas tecnologias na luta pela cidadania plena.
