Basic issues of introducing E - Justice into civil proceedings The subject of this thesis is modernization of civil proceedings, pushed forth by the department of justice, via implementation of information and communication technologies. Specific focus is granted to the perpetually forming phenomenon known as E - Justice, which is meant to enrich the judiciary by not only allowing complete rationalization of procedures to take place, but also by making civil proceedings more open and accessible to its clients. Modern technology and the electronic form of data, which it provides, have the potential, under the assumption that it will thoroughly be established in the judiciary sector, to bring vigor and financially effective processes while at the same time augmenting the processing capacity. The aim of this thesis is to emphasize the critical moments arising from the implementation of E - Justice, to concisely characterize the present state of this phenomenon in Czech republic and to propose its further attainable developmental pathways with respect to advancements of the information society. The main aim of this thesis is is to analyze the influence of information and communication technologies (ICT) on the development of poor countries and to identify and clasify the particular mechanisms, through which ICT are beeing enforced. The particular resarched ICT are computers, internet and mobile phones. The thesis consists from two main chapters. In the first one is analyzed the relation between ICT and development on aggregated "macro" level (mostly level of countries). Based on the scientific literature, there are researched the general linkages between ICT and development, measuring possibilities of development and ICT and differences in use of ICT between countries. Part of this chapter is as well the quantitative analyze of the relationship between ICT and socioeconomic development. The second "micro" chapter is finding mechanisms through which the ICT in developing countries are enforcing. and which are the conditions of mentioned "macro" linkages. The systematic review of scientific literature is trying to clarify and uncover the relationship between ICT and development which is working on the micro-level of poor countries based on mechanisms between particular technologies and component particular sphere of development. Teleconsultation perspective for cardiovascular patients in Saudi Arabia

This research of teleconsultation services aims to improve the quality of diagnosis and treatment for rural cardiovascular patients through utilizing distant medical expertise. Equitable access to expert healthcare as well as improved medical management for these patients can assist in modifying cardiovascular disease (CVD) risk and reduce morbidity and mortality in Saudi Arabia. The objectives were to design and develop a new care pathway for cardiovascular disease patients by utilizing teleconsultation technology, investigate factors and issues that might act as barriers to its adoption, and then evaluate the impact of this model on the stakeholders. A small scale pilot project was used to determine the issues of technology, processes and human resources required to deliver an effective service with the context of the research setting. Four primary healthcare centres, two regional hospitals, fifteen patients and sixty other participant stakeholders were included in this study. An approach using (PCP) patient care pathways was used to introduce the teleconsultation technology and integrate it within the healthcare delivery system. Compared to the traditional PCP, the modified PCP utilising teleconsultation technology improved the quality of healthcare through:  Improved access to medical care and quality of diagnosis by obtaining the expertise of a distant specialist.  More efficient medical evaluation and management.  Enhanced role of primary healthcare centres and participating hospitals by providing all levels of health services for patients.  Evidence-based referral (reduced waiting time, reduced burden on outpatient clinics). The telconsultation adoption barriers included:  Inadequacy of finance  Limited infrastructure  Legal and regularity difficulties.  Organization issues.  Literacy on technology. This study recommends the following for telemedicine implementation in the country:  Promote perception and readiness for ICT services with the healthcare community.  Enhance structural readiness including appropriate infrastructure and adequate funding, human resources and equipment.  Proactive policies to encourage growth of the telecommunication sector and to address concerns regarding privacy and security.

Powering the Information Age: Metrics, Social Cost Optimization Strategies, and Indirect Effects Related to Data Center Energy Use

This dissertation contains three studies examining aspects of energy use by data centers and other information and communication technology (ICT) infrastructure necessary to support the electronic services that now form such a pervasive aspect of daily life. The energy consumption of ICT in general and data centers in particular has been of growing interest to both industry and the public, with continued calls for increased efficiency and greater focus on environmental impacts. The first study examines the metrics used to assess data center energy performance and finds that power usage effectiveness (PUE), the de facto industry standard, only accounts for one of four critical aspects of data center energy performance. PUE measures the overhead of the facility infrastructure but does not consider the efficiency of the IT equipment, its utilization, or the emissions profile of the power source. As a result, PUE corresponds poorly with energy and carbon efficiency, as demonstrated using a small set of empirical data center energy use measurements. The second study lays out a taxonomy of indirect energy impacts to help assess whether ICT’s direct energy consumption is offset by its energy benefits, and concludes that ICT likely has a large potential net energy benefit, but that there is no consensus on the sign or magnitude of actual savings, which are largely dependent upon implementation details. The third study estimates the potential of dynamic load shifting in a content distribution network to reduce both private costs and emissions-related externalities associated with electricity consumption. Utilizing variable marginal retail prices based on wholesale electricity markets and marginal damages estimated from emissions data in a cost-minimization model, the analysis finds that load shifting can either reduce data center power bills by approximately 25%–33% or avoid 30%–40% of public damages, while a range of joint cost minimization strategies enables simultaneous reduction of both private and public costs. The vast majority of these savings can be achieved even under existing bandwidth and network distance constraints, although current industry trends towards virtualization, energy efficiency, and green powermay make load shifting less appealing.

New leadership & ICT : The impact of technology on leadership practices amongst middle managers

Thesis Purpose: The study aimed to explore how the use of ICT has influenced the leadership role and thus also in what ways this has been helping the practice of the role among middle managers.The study was exploratory as an attempt to understand how the leadership role has been influenced in the new digital era. Theoretical Perspective: Previous literature has been examined where different concepts have been chosen in reference to the study. ICT, its connection to leadership and the composition of the managerial role has been presented in this thesis. Methodology: A qualitative method has been used for this case study with the aim to gain an understanding of the studied area. Collected data was analyzed using an abductive approach which involved back-and-forth engagement with theory and empirical findings.  Empirical study: For this qualitative study, semi-structured interviews was made with four middle managers, all positioned at the case company.  Conclusion: The leadership role was found to be both facilitated and made more difficult due to the use of ICT. Communication as a part of the informational roles among leaders has been facilitated the most. The facilitation of the roles was also found to depend on the technological skills among middle managers and the organisational structure.

A assimilação das TICs pelas diferentes sociedades desponta como a mais nova fronteira de debate sobre as diferenças entre pobres e ricos e sobre a capacidade dos indivíduos se inserirem de forma autônoma, como sujeitos ativos da construção de sua história. As tecnologias quando não difundidas ao conjunto amplo da sociedade, acabam por aprofundar um já existente problema de divisão social. Caberiam, então, ações de políticas públicas para minimizar os efeitos negativos acarretados pelos processos de transformação tecnológica, promovendo ações de inclusão digital. Assim, neste contexto, o presente trabalho se propõe a pesquisa a política de inclusão digital promovida pela prefeitura de São Paulo através do Programa de Telecentros Comunitários. As décadas de 1990 e 2000 foram marcadas por transformações mundiais profundas, que afetaram as relações sociais, econômicas e culturais. Com a popularização das novas tecnologias e da internet, a complexidade das organizações são evidenciadas, e as discussões em torno do tecnológico e do humano são ampliadas. Nesse contexto, a comunicação organizacional necessita reestruturar-se, para atender às demandas geradas pelos relacionamentos organizacionais que se modificam em função da diversidade e das alterações comportamentais dos públicos. Nesse cenário tecnológico e de economia globalizada, as Tecnologias de Informação - TI - configuram-se essenciais para o sucesso do negócio e para a gestão organizacional. Voltados para o controle e monitoramento da produção e da administração, os programas, plataformas e serviços tecnológicos são orientados para oferecer às organizações as melhores práticas empresariais, otimização de custos, de tempo e de desempenho. O alinhamento estratégico da área com a organização é essencial para que esses objetivos sejam atingidos, e a interação entre os profissionais de TI com os profissionais organizacionais é imprescindível. A comunicação configura-se, nesse contexto, como centro das discussões sobre a eficiência e eficácia da TI. Para conhecer melhor esse cenário, optou-se por uma metodologia que vislumbrasse o cenário da TI do ponto de vista interno e externo e que possibilitasse a compreensão do papel da comunicação na interface TI e Comunicação. Para tanto, optou-se por estruturar uma metodologia que possibilitasse uma leitura aprofundada, a partir de dados quantitativos e qualitativos. A observação sistemática da pesquisa exploratória orientou a estruturação de um questionário semiestruturado, com perguntas abertas e fechadas, para profissionais de TI e de Comunicação. Na sequência, os dados quantitativos orientaram a formulação de um roteiro de entrevista com profissionais de TI, sobre sua realidade, confirmação das dificuldades comunicacionais e expectativas sobre a interface. A partir dos indicativos da pesquisa qualitativa e da análise de conteúdo das questões abertas, aplicou-se a análise GUT - Gravidade, Urgência e Tendência - e SWOT - Forças, Fraquezas, Oportunidades e Ameaças - de cada área. No cruzamento dessas duas análises, estabeleceram-se as prioridades das áreas para a interface. A partir disso, foi possível identificar as necessidades de ênfase na comunicação administrativa e interna, para a realidade da Tecnologia da Informação nas organizações, e sistematizar o processo comunicacional no alinhamento das melhores práticas empresariais. / The 1990s and 2000s were marked by worldwide deep changes, which affected the social, economic and cultural relations. As new technologies and the Internet became popular, the complexity of the organizations became more visible and the discussions on the technological and the human were enlarged. In this context, the organizational communication needs to be restructured, to meet the demand generated by organizational relationships, which have changed due to the diversity and behavioral changes of the public. Aiming this technological scenario and globalized economy, the Information Technologies - IT - turn out to be essential to the business success and to organizational management. Focused on the control and monitoring of production and administration, the programs, platforms and technological services are guided to offer to organizations the best entrepreneurial practices, cost, time and performance optimization. The area strategic alignment with the organization is essential for the objectives to be achieved, and the interaction between the IT and the organizational professionals is imperative. The communication, in this context, is the center of discussions on IT efficiency and effectiveness. To learn more about this scenario, a methodology was chosen in order to envision the IT scenario from the internal and external point of view and that would enable the understanding of the role of communication in the IT and Communication interface. Therefore, a methodology that enabled an in depth reading, from quantitative and qualitative data was organized. The systematic observation of exploratory survey guided the organization of a semi-structured questionnaire, with open-ended and closed-ended questions, for IT and communication professionals. Following that, the quantitative data oriented the formulation of an interview guide to IT professionals about their reality, confirmation of their communication difficulties and expectations about the interface. From the qualitative research indicators and the analysis of the content of the open-ended questions, it was applied the GUT analysis - Gravity, Urgency and Tendency - and SWOT - Strengths, Weaknesses, Opportunities and Threats - of each area. From the crossing of these two analyses, the priorities of the areas for the interface were established. From that, it was possible to identify the needs to emphasize the administrative and internal communications for the reality of Information Technology in the organizations and systematize the communication process in alignment with the entrepreneurial best practices.

A plataforma educacional social Edmodo aplicada ao ensino de genética no Ensino Médio / The Edmodo social educational platform applied to the teaching of genetics in High School

Esta pesquisa teve como objetivo utilizar a Tecnologia de Informação e Comunicação para o aprimoramento do ensino da disciplina de Biologia e analisar a funcionalidade e benefício da plataforma educacional social Edmodo no ensino de genética do sistema AB0 de grupos sanguíneos por discentes do 3º ano do Ensino Médio. As atividades foram realizadas com 121 discentes de uma escola técnica estadual do município de Cruzeiro/SP. A metodologia consistiu nos seguintes passos: I - Questionário: caracterizou-se o perfil dos discentes, II - Enquete: realizou-se uma sondagem a respeito do tema, III - Pré-teste: teste diagnóstico, IV - Sequência didática em 4 etapas: 1 - Explorando as ideias do texto, 2 - Aula expositiva dialogada, 3 - Prática de estudo e 4 - Determinando os grupos sanguíneos; e V - Pós-teste: avaliou-se o grau de letramento científico. Verificou-se com a pesquisa que os resultados fornecem parâmetros para a discussão sobre a aprendizagem de genética por alunos desta faixa etária, bem como apontam para uma melhor compreensão do sistema AB0 de grupos sanguíneos pelos alunos após da realização da sequência didática. / The aim of this research was to use Information and Communication Technology to improve the teaching of the Biology discipline and to analyze the functionality and benefits of the Edmodo social educational platform in the teaching of genetics of the AB0 system of blood groups by students of the 3rd year of High School . The activities were carried out with 121 students from a state technical school in the municipality of Cruzeiro/SP. The methodology consisted of the following steps: I - Questionnaire: the profile of the students was characterized, II - Poll: a survey was carried out on the subject, III - Pre-test: diagnostic test, IV - 1 - Exploring the ideas of the text, 2 - Lecture dialogues, 3 - Practice of study and 4 - Determining the blood groups; And V - Post-test: the degree of scientific literacy was evaluated. It was verified with the research that the results provide parameters for the discussion about the learning of genetics by students of this age group, as well as point to a better understanding of the AB0 system of blood groups by the students after the accomplishment of the didactic sequence.

Analysing ICT Investment by Micro-enterprises in the Western Cape

Magister Commercii (Information Management) - MCom(IM) / Micro-enterprises solve many socio-economic issues facing developing nations because of their large contribution to economic development and progress. Micro-enterprises have been influenced by the continued globalisation, digitisation and modernisation of business practices. As a result, micro-enterprises’ are investing in Information and Communication Technologies (ICT) to enhance enterprise and economic growth, performance, productivity and a competitive advantage. However, the benefits of these investments are not always realised, often because of the ad hoc nature in which micro-enterprises function and a lack of formalised methods and strategy. When these are not realised, micro-enterprise suffer in terms of competitiveness, performance and returns. Maturity models, are tools that help solve issues relating to an enterprise’s current status in terms of its capabilities and resources, and how these issues can be improved. Maturity models may present the ideal solution for micro-enterprise to invest in ICT. Larger enterprises have been able to use maturity models for strategic ICT investments realising benefits. The benefits of using maturity models as a guide to ICT investment include: saving on long-term operational and tactical costs, self-evaluation and linking business and ICT strategy among others. This research sought to determine how micro-enterprises in the Western Cape can use a maturity model in planning strategy for investments in ICT. Data was gathered from micro-enterprises and their stakeholders to find the best maturity model fit. These model fitness considered the entire internal and external environmental factors influencing micro-enterprise ICT investment decision-making. The research investigated micro-enterprises, their current practices, focus and strategic, tactical and operational behaviour in terms of business and ICT. Of the 34 micro-enterprises that took part, most them knew of the concept of growth and maturity of the enterprise, they used none discernable metric to measure their internal and external activities regarding ICT investment. It highlighted the alignment of business and ICT as a major issue that needed to be addressed in order for micro-enterprises to be competitive, improve performance and returns. The recommended model from the research provides a formalised process that covers both the micro-enterprises internal and external matrices when deciding on the ICT investment to be made.

Um método e suas práticas pedagógicas para atingir a aprendizagem significativa

As melhorias alcançadas na Educação através do uso das tecnologias de informação e comunicação são inegáveis. Entretanto, os avanços em direção a um ensino personalizado e direcionado às preferências, ao nivelamento (saneamento das dificuldades e pré-requisitos de conteúdo) e aos interesses dos estudantes são pequenos. Desta forma, através da identificação dos conhecimentos prévios dos alunos, bem como dos conteúdos (conceituais) buscou-se aprimorar o processo de ensino para que cada aluno alcance, a seu modo (de forma personalizada) o aprendizado e possa avançar na disciplina/ano em questão. Como é humanamente impossível um professor conhecer as características e dificuldades de conteúdo de todos os seus alunos, é interessante que o ambiente virtual que apoia o professor possa auxiliar para um atendimento mais personalizado, permitindo que o aluno interaja no seu próprio ritmo de estudo, acesse os conteúdos necessários ou aprofunde-se em algum conteúdo que ele já domine. Esta tese propõe um método de uso das ferramentas disponíveis de ambientes virtuais, principalmente do MOODLE, para alcançar a personalização do ensino e conduzir o aluno em sua própria trajetória individual rumo ao aprendizado significativo, sanando dificuldades de conteúdo. Seguindo o objetivo de melhorar a qualidade do ensino sem necessidade de grade investimento de desenvolvimento de ambiente nem aporte financeiro. Para validar o método foi realizado um projeto piloto mais dois experimentos, todos no Colégio Militar de Porto Alegre que totalizaram a participação de 256 alunos. Os resultados demonstraram a viabilidade do método, medido através da melhora nas notas (análise quantitativa) e da análise qualitativa dos dados e dos questionários (respondidos pelos alunos e professores). Destaca-se como vantagem educacional o desenvolvimento do método que pode ser aplicado a qualquer disciplina ou modelo de ensino e como vantagem computacional o uso do MOODLE para personalizar o ensino. / The use of information and communication technologies made undeniable advances in education. However, advances towards personalized learning and directed to the preferences, the leveling (improvement of difficulties and prerequisites) and to the interests of students are small yet. Thus, it is intended, by identifying the students' prior knowledge and content (conceptual) to improve the process so that each student reach, at their mode (personalized) the learning and make progress in discipline/year in question. We know that is humanly impossible for a teacher to know the characteristics and difficulties of content of all his students. So, the virtual environment that supports the teacher should have the flexibility to customize interactions with each student, which allows the student to interact at his/her own study pace, access the necessary content or deepen in some content that he/she has mastered. This thesis proposes a method for using the available virtual environments tools, especially the MOODLE, to achieve the personalization of teaching and to lead the student in his own individual trajectory toward meaningful learning, healing content difficulties. Following the objective of improving the quality of education without the need for large investment in environmental development or financial contribution. To validate the method was carried out a pilot project plus two experiments, all occurred at Military College of Porto Alegre, with a total of 256 students. The results showed the viability of the method, measured by the improvement in grades (quantitative analysis) and the qualitative analysis of data and questionnaires (answered by students and teachers). It is highlighted as an educational advantage, the development of the method that can be applied to any discipline or teaching model and as computational advantage, the use of MOODLE to customize teaching.
