An Exploratory Study on The Trust of Information in Social Media

This study examined the level of trust of information on social media. Specifically, I investigated the factors of performance expectancy with information-seeking motives that appear to influence the level of trust of information on various social network sites. This study utilized the following theoretical models: elaboration likelihood model (ELM), the uses and gratifications theory (UGT), the unified theory of acceptance and use of technology model (UTAUT), the consumption value theory (CVT), and the Stimulus-Organism-Response (SOR) Model to build a conceptual research framework for an exploratory study. The research investigated the extent to which information quality and source credibility influence the level of trust of information by visitors to the social network sites. The inductive content analysis on 189 respondents’ responses carefully addressed the proposed research questions and then further developed a comprehensive framework. The findings of this study contribute to the current research stream on information quality, fake news, and IT adoption as they relate to social media.

Implementation of Anti-Retroviral Therapy (ART) pharmacy management information system in health facilities in Ethiopia

Health Management Information System (HMIS) in developing countries lags seriously behind as compared to the developed countries; and the existing HMIS in many countries is insufficient to support health management functions. The purpose of this study was to describe the implementation of Anti-retroviral Therapy (ART) pharmacy management information system in public health facilities. Quantitative, descriptive research was conducted at 38 public health facilities. The participants of the study were Pharmacists and Druggists those are working at ART Pharmacy. Data collection was done by using structure questionnaire. 76 respondents were recruited to participate in the study. The participants ages ranged from 26-50 years and all had more than 2 years’ work experience. The study indicated that even if there is a system at most health facilities their utilization of information technology (IT) for pharmacy practice were not appreciated. The findings indicated that the need for creating awareness among professionals in giving more skill oriented and also a formal in-service information technology related trainings for the professionals. To achieve better utilization of information technology at health care delivery system particularly pharmacy practice, government and stakeholder should consider capacity building activities through proper training and it should also viewed as a long term socio-cultural and technical development process. / Health Studies / M.A. (Public Health with specialization in Medical Informatics)

Die Planung und Ausführung von Bauwerken basiert auf Informationsprozesse, in denen verknüpfte Fachmodelle verschiedener Baudomänen als fachübergreifende Informationsräume verwendet werden. Dabei führen erhöhte Anforderungen an spezialisierte Arbeitsschritte sowie die wachsende Komplexität der Bauprojekte zu einem Anwachsen der Menge, des Umfangs und der Komplexität der ausgetauschten Informationsräume. Bei der Betrachtung des Informationsbedarfs der Bauinformationsprozesse lässt sich eine Kontextabhängigkeit erkennen, in der verschiedene Aspekte des Bearbeitungskontextes sowohl die Menge und Qualität als auch die Ausschnitte und Verknüpfungstiefe der erforderlichen Informationsräume determinieren. Die vorliegende Arbeit befasst sich mit der kontextgerechten Informationsversorgung von Informationsprozessen im Bauwesen. Auf der Grundlage multimodellbasierter Informationsräume wird ein Ansatz vorgestellt, der die Kontextabhängigkeit des Informationsbedarfs durch kontextadaptive Multimodellvorlagen formalisiert und entsprechende kontextgerechte Informationsräume erzeugt. Dafür werden in einem ersten Schritt der Bearbeitungskontext von Bauinformationsprozessen betrachtet sowie informationslogistisch relevante Kontextaspekte identifiziert und durch ein Kontextmodell abgebildet. Für die Formalisierung der unterschiedlichen Einflüsse verschiedener Kontextaspekte auf die Ausgestaltung des Informationsbedarfs wird ein Regelsystem entwickelt, mit dem kontextadaptive Multimodellvorlagen definiert werden können. Durch Auswertung dieser Vorlagen zum Anwendungszeitpunkt lässt sich ein situativer Informationsbedarf antizipieren, auf dessen Basis ein kontextgerechtes Multimodell erzeugt werden kann. Dieser Ansatz ermöglicht die Realisierung einer kontextbewussten Informationslogistik, die den Projektpartnern im Bauwesen genau die Informationsräume bereitstellt, die in einer konkreten Bearbeitungssituation benötigt werden. Für die Bearbeitung regelbasierter Kontextwirkrelationen wird ein Editor vorgestellt, der die Erzeugung kontextadaptiver Multimodellvorlagen unterstützt. Außerdem wird anhand einer Architektur zur Erzeugung kontextgerechter Informationsräume die Vorgehensweise der informationslogistischen Kontextintegration beschrieben, mit der ein kontextbasierter Informationsbedarf antizipiert und ein entsprechendes kontextgerechtes Multimodell erzeugt werden kann. Der Einsatz des vorgestellten Ansatzes wird abschließend anhand eines Beispielszenarios aus der Planungsphase evaluiert, in der im Rahmen verschiedener asynchroner Bauinformationsprozesse Informationsräume gemeinsam bearbeitet werden. / The planning and creating of structures and buildings is based on building information processes, in which linked specialized models of different domains are used as multidisciplinary information spaces. Thereby increased requirements for specialized work processes, and the growing complexity of construction projects lead to an increase in the amount, scope and complexity of the exchanged information spaces. When considering the information requirements of building information processes, a contextdependence is revealed that determines the quantity and quality as well as the cutouts and linking depth of the required information spaces depending on various aspects of the processing context. This thesis addresses contextoriented information supply for collaborative information processes in the construction industry. Based on multimodel information spaces, an approach is presented that formalizes the context dependency of information requirements by contextadaptive multimodel templates and generates corresponding contextoriented information spaces. In a first step different aspects of the process context of building information processes are considered and logistically relevant information are identified and mapped by a context model. For the description of the different influences of various context aspects on the configuration of information needs a regulating system is developed, which can be used to define contextadaptive multi model templates. By evaluating these templates at time of use, situative information requirements can be anticipated and an adequate contextoriented multimodel can be generated. This approach enables the implementation of a contextaware information logistics, which accurately provides the information spaces for the project partners in the construction industry, which are needed in a concrete working situation. For the processing of rulebased context active relations an editor, which supports the generation of contextadaptive multi model templates, is presented. Based on architecture for generating contextappropriate information spaces, the approach of information logistics context integration is described, which allows to anticipate contextbased information needs and to generate a corresponding contextoriented multimodel. The use of the approach is finally evaluated using an example scenario from the planning phase, in which various asynchronous building information processes jointly process an information space.

Multimedia communication arises as a theoretical issue according to the constant and fast progress in information and communication technology evolution. In relation to the process of digitalization, there are made a new instruments and possibilities of communication that integrate a lot of new and also standard approaches. Focus of the public and both the producers is directing mainly to the technologies and tools. Theoretical framework that predicts the impacts and advices effective using in society context retreated into the background of interest. It is going to start massive expansion of technological instruments without the general know-how of parameters of its using and without the importance in whole society contact. Literacy in this way is a key to effective information design which allows us to communicate the message we want to in the way we want to. This document deals with issue of analysis actual state and synthesis of the basics that are important for the development of theoretical base. Main goal of this base it to support effective production of multimedia content thru identifying elementary principles that affects the transfer of message by multimedia. In the process of multimedia communication is happening that the initiator is separated from the message and has no possibility to manipulate with it during the process. So it is very necessary to act consciously and qualified during the formulations and coding to media to avoid bad reinterpretations and so that message will be resistant to the disruptive effects.

Démarche méthodologique pour la conception préliminaire et interactive / Methodological approach for interactive preliminary-design

Les processus de prise de décision dans la conception demandent aux concepteurs de prioriser les spécifications et les variables afin de développer des solutions plus proches des objectifs du produit. Néanmoins, la taille des informations est souvent volumineuse et difficile à comprendre : garder la trace de la liste des variables dépendantes, des variables indépendantes et des objectifs de conception est une tâche complexe, avec potentiellement des retraitements et perte de temps, surtout lorsqu'il est nécessaire d'identifier quand une modification sur une variable peut avoir un impact sur les performances du produit.L'objectif de cette thèse est de proposer une méthode qui permettant d'obtenir un trade-off entre les objectifs de conception. Ce trade-off est basé sur deux aspects : i) le développement d'un modèle de traçabilité, gérant les informations à partir des exigences du produit (dans le domaine linguistique) jusqu'à la définition des variables (dans le domaine des nombres réels). ii) un cadre d’amélioration de la conception, fondé sur la définition des fonctions de désirabilité des objectifs de conception. La propagation de ces fonctions jusqu’à les variables de conception permettent de calculer la combinaison de valeurs qui maximisent l’index global de désirabilité de la solution.La proposition de thèse peut être comprise comme une approche hybride, comprenant une partie exploratoire interactive et une partie interactive inductive. Sur la partie exploratoire, les concepteurs peuvent modifier les variables à l'aide d'outils visuels afin de comprendre en temps réel l'impact de ces modifications sur les objectifs de conception. Sur la partie inductive, les concepteurs utilisent une méthode de pré-dimensionnement proposée, qui calcule les valeurs des variables qui maximisent la désirabilité des objectifs de conception. Cette méthode fonctionne sur un environnement de conception multidisciplinaire, avec des problèmes convexes ou non-convexes. / Preliminary design decision-making processes are related to the prioritisation of design specifications and variables in order to develop solutions that are closer to product's requirements. Nevertheless, the size of the information is often large and hard to understand: keeping in track the list of dependent variables, independent variables and design objectives is a challenging task, with potentially reprocessing and loss of time, especially when it is necessary to identify how a modification on a variable might impact the performance of the product.The objective of this thesis is to generate a method that can obtain a trade-off among the design objectives desirability. This trade-off process is supported on two aspects: i) the development of a traceability model, managing information from the input requirements (in the linguistic field) up to the variables definition (in the real numbers field). ii) A design amelioration framework, based on the definition of the design objectives desirability functions; the propagation of these functions until design variables allow to calculate the combinations of values that maximise the global desirability of the solution.The proposal of the thesis can be understood as a hybrid approach, including an interactive exploratory part and an inductive interactive part. On the exploratory part, designers can modify the variables using visual tools in order to understand in real time how these modifications have an impact on the design objectives. On the inductive part, designers make use a proposed pre-sizing method that calculates the values of the variables that maximise the desirability of the design objectives. This proposal is developed to perform on a multidisciplinary design environment, facing, either convex and non-convex problems.

Trata-se de uma pesquisa descritiva cujo propósito é o de observar, descrever e explorar aspectos de uma situação, utiliza-se de uma abordagem qualitativa. Investiga o uso do computador no desenvolvimento de atividades administrativo-burocráticas de enfermagem relacionados com o gerenciamento da assistência. Procurou-se também desvelar estratégias de implantação de sistemas informatizados nos processos de trabalho do enfermeiro. O recurso metodológico usado foi a análise de conteúdo, na modalidade de análise temática de BARDIN. Os resultados são analisados e discutidos em 05 categorias e respectivos núcleos de significados. Constatamos que o ensino da informática, em tempos de informação e mudanças aceleradas na aquisição de novos conhecimentos, não pode ser conseguido sem o uso de computadores na ciência da enfermagem e, em assim sendo o curso de enfermagem deve incluir no seu currículo o computador e o gerenciamento de informações. Os estudantes de enfermagem devem buscar o conhecimento no uso da tecnologia informacional e entenderem como ela faz interface com os vários sistemas de saúde. O desenvolvimento de atitudes tidas como positivas em relação a aplicação do computador na enfermagem, ainda na formação do futuro enfermeiro é essencial para que venha a envolver-se no planejamento e implantação de projetos informatizados. Já na prática o que se constatou foi um déficit significativo teórico e prático no manuseio do computador nos processos de trabalho. A Central de Processamento de Dados não ofereceu treinamento e informação suficiente para o “staff" de enfermagem. Percebeu-se ainda durante a fase de coleta de dados e no discurso dos entrevistados a despreocupação, da instituição em manter os enfermeiros bem treinados no manuseio da informática. Pode-se mesmo afirmar que o pouco da habilidade aprendido deu-se após inúmeras tentativas de acertos e erros. No entanto, o que mais chamou a atenção foi a grande preocupação dos enfermeiros em manifestar o interesse em buscar a informação, conhecimentos e cursos de especialização, manter-se atualizado. Eles estão ansiosos em encontrar meios para continuar a estudar. Constatou-se que o uso de grandes bancos de dados computadorizados para armazenar e administrar informações é um importante aliado na tomada de decisões no cuidado ao paciente. O uso do computador torna o trabalho do enfermeiro mais evidente, pois ao refletir seu trabalho, justifica largamente sua existência e seus custos operacionais. Muitas oportunidades que os enfermeiros têm para desenvolverem estratégias pessoais na sua prática podem viabilizar a introdução de sistemas informáticos nos processos de trabalho. A conclusão mais importante na análise dessas estratégias é que a formação de pelo menos um reduzido grupo de enfermeiros especializados em sistemas de informação computadorizados para fins de enfermagem seria uma estratégia admirável. Quanto as tendências profissionais na enfermagem moderna espera-se que os enfermeiros tenham uma ação mais destacada no desenvolvimento, seleção e implementação de Sistemas de Informação Hospitalar Computadorizado. Finalmente com relação a (in) satisfação do enfermeiro no trabalho verificou-se que a maioria das razões apontadas pelos enfermeiros como fatores de insatisfação podem ser evitada ou em muito amenizada com a informatização. O desgaste físico e psicológico decorrente com a demanda de tempo em atividades tidas como repetitivas e burocráticas em sua maioria podem ser substituídas na íntegra com programas de computadores que podem ser operados por um escriturário bem treinado. A sobrecarga de trabalho seria então bastante aliviada ou mesmo deixar de sê-lo, dando a oportunidade ao profissional de enfermagem de estar mais próximo dos seus pacientes. / It is a descriptive research aiming to observe, to describe and to explore aspects of a situation, using a qualitative approach to investigate the use of computer in the development of nursing administrative and bureaucratic activities related to assistance. It was tried to search for strategies of computerized systems in the nursing work processes. The used methodological resource was the content analyses in the modality of thematic analyses of Bardin. The results were analyzed and discussed in five (05) categories and respective nuclei of meanings. It was verified that the teaching of computer science in times of information and accelerated changes in the acquisition of new knowledge can not be done without the application of computer in the nursing science, so the nursing course must include in its curriculum the computer science and its use in the administration of information. The nursing student should become sophisticated with the use of information technology and to understand how it interfaces with the various health systems. The development of positive attitudes concerned with the application of computer in the nursing activities during the under graduation course is essential to make the future professional involved in the planning and implantation of computerized projects. It was verified that in the professional field there were a significant theoretical and practical deficit in handling computers in the nursing work processes. One should ask: why is that so? The simple answer is that the Data Processing Center did not give sufficient training and information to the nursing staff. It was still noticed during the phase of data collecting and interviewees´ speech the easiness of the Institution in maintaining the nurse staff well trained in handling computers. One can affirm that the little knowledge was learned after countless attempts of successes and mistakes. However, what most got attention was the great concern of the nurses in manifesting the interest in looking for information, knowledge and specialization courses to stay up dated. They are eager to find means to continue studying. It was verified that the use of large computerized data bases to store and administer information is an important ally to reach a decision in the care of patients. The use of computers make the nursing job more evident, because when considering carefully the job, justifies largely its existence as well as the operational costs. A lot of opportunities that nurses have to develop personal strategies in practical activities can make possible the introduction of computerized systems in the work process. The most important conclusion in the analysis of those strategies is that the formation of a reduced number of nurses specialized in computerized information systems for nurses issues would be an admirable strategy. Concerning professional tendencies in the modern nursing it is wanted that nurse have a more outstanding participation in the development, selection and implementation of hospital computerization information systems. Finally it was considered the nursing satisfaction or dissatisfaction in the work. It was verified that the most of pointed out reasons for dissatisfactions can be avoided or softened with the computerization. The physical or psychological waste related to time consuming demands in activities considered repetitive and bureaucratic can be successfully substituted by computers software operated by a well trained clerk. The work overload would be quite alleviated or even leave of being. It means better opportunities for nurses to be closer of their patients.

Drivers and barriers in digital scholarly communication

Zwei Innovationen innerhalb von Open Science werden in dieser Dissertation untersucht: Open Access und der Umgang mit Forschungsdaten. Die Ergebnisse zeigen ein positives Meinungsbild gegenüber beiden Innovationen, was sich allerdings nicht in einer übergreifenden Umsetzung in der Wissenschaft niederschlägt. Die disziplinären Unterschiede sind markant. Es lassen sich aber übergeordnete Ebenen herausarbeiten: Soziologische, technische & infrastrukturelle, sowie strategische & monetäre Aspekte gehören hierzu, wobei starke Interdependenzen zu verorten sind. Traditionell werden Qualität und Prestige von veröffentlichten wissenschaftlichen Ergebnissen als Maßgabe für die Reputation eines Wissenschaftlers angesehen, was klar in den Resultaten dieser Arbeit reflektiert ist. Sie präferieren die Nutzung von Publikationsorganen und Arbeitsabläufen, die in der Fachgemeinschaft etabliert sind. Daraus folgt ein zögerlicher Umgang mit Innovationen, z.B. dem offenem Zugang zu Forschungsdaten, wo es nur wenige etablierte Abläufe gibt. In der Diskussion dieser Arbeit wird die Notwendigkeit einer Verbindung zu heutigen Anreizsystemen und damit den Evaluierungssystemen in der Wissenschaft herausgestellt. Neue Strategien diesbezüglich sind im Aufbau, z.B. mit “zählbaren” Publikationen und Zitationen für Forschungsdaten. Die Kernthemen wurden in der Fallstudie der Hochenergiephysik genauer untersucht. Eine digitale Bibliothek erlaubte dort die praktische Implementierung von Open Science Werkzeugen. Die Ergebnisse unterstreichen das Potential: mit gezielten Diensten und Anreizen können Wissenschaftler für Open Science gewonnen werden; in diesem Fall zur Teilnahme in einem Crowdsourcingprojekt der digitalen Bibliothek und zur Umsetzung von „data sharing“. Dem Informationsmanagement kommt dabei eine neue Rolle zu, insbesondere bei einer engen Betreuung von Wissenschaftlern im digitalen Forschungsumfeld. Das kann parallel für die Serviceentwicklung und –begleitung genutzt werden. / Two major Open Science innovations, Open Access and research data sharing, have been studied in detail in this thesis. A large-scale survey and personal interviews are used to gain detailed insights from a range of disciplines. In addition, a case study in the High Energy Physics (HEP) community was used to study the results in practice. The results show that a rather positive attitude towards both, Open Access and research data sharing is not reflected in the researchers’ practices. Disciplinary differences prevail and relate to the different publishing cultures and research workflows. The results indicate that quality and prestige of research output are perceived as very important in determining a researcher’s reputation. Researchers prefer community-approved publication outlets. They hesitate to explore new innovations, such as data sharing, for which only few established workflows exist in digital scholarly communication. Interviewees highlight the significance of a (missing) link between such approaches on the one hand and the current incentive system and the research assessment schemes on the other. The results indicate that barriers can be overcome. In the case study, a strong collaboration with the community facilitated enhanced feedback loops to develop tailored and targeted services for Open Science. Researchers in the case study were successfully engaged in new innovative workflows: a crowdsourcing tool and data sharing in a digital library. The results highlight that opportunities of Open Science are not yet explored widely. But with targeted support, it is possible to build on best practices and develop strategies that engage communities in new innovations. The results furthermore demand new strategies to establish links from Open Science services to the academic incentive system. It is needed to revisit the current research assessment scheme in regard to potential support mechanisms for Open Science.

Opportunities and limitations of BPM initiatives in public administrations across levels and institutions

In der Privatwirtschaft ist Geschäftsprozessmanagement (GPM) mittlerweile verbreitete Praxis. Mit den stärker wirkenden demografischen Veränderungen, dem zunehmenden Kostendruck, dem daraus folgenden Ressourcenmangel sowie den gestiegenen Dienstleistungsansprüchen der Verwaltungskunden nimmt die Bedeutung von Wissensmanagement und GPM auch in der öffentlichen Verwaltung zu. Trotz eines größtenteils einheitlichen Gesetzesrahmens werden in der Verwaltung Geschäftsprozesse unterschiedlich ausgestaltet. Zwischen Projekten, die Verwaltungsprozesse zum Gegenstand haben, gibt es zu wenig Austausch von Expertise und Erfahrungen. Die Erkenntnisse aus der erfolgreichen Umsetzung von Prozessmanagement in der Privatwirtschaft sind nicht ohne weiteres in die Verwaltungspraxis übertragbar. Daher widmen wir uns in einem zweiten Beitrag verschiedenen Umsetzungsstrategien von GPM in der öffentlichen Verwaltung in Europa. Vor dem Hintergrund der derzeitigen Implementierung bzw. des Reifegrads von GPM in einzelnen Verwaltungen ist GPM längst kein integraler Bestandteil der Organisationen. Insbesondere ist die Bereitschaft, Wissen über Geschäftsprozesse zu teilen, ist sehr begrenzt. Wir untersuchen in einem weiteren Beitrag, welche Umstände, Treiber und Hemmnissen den Prozesswissens-Austausch in öffentlichen Organisationen beeinflussen. In einem abschließenden Beitrag stellen wir die wesentlichen Bausteine eines föderalen Informationsmanagements in der öffentlichen Verwaltung in Deutschland dar. Dabei haben wir untersucht, wie Daten und Informationen aus den Bereichen Leistungen, Prozesse und Formulare der öffentlichen Verwaltung miteinander zu kombinieren und zu integrieren sind. / Business Process Management (BPM) is already widely used in the private sector. The importance of knowledge management and BPM in the public administration also increases due to the advancing demographic change, the increasing cost pressures, the consequent lack of resources as well as the increased demand of customers for administrative services. Despite a uniform legal framework, the business processes are executed differently in different administrations. There is little exchange of expertise and experience between BPM projects. The goal of the research project “National Process Library” (NPL) is to create a platform to exchange and reuse processes and BPM expertise about and among German administrations. For the dissertation at hand, essential design elements of this platform have been designed and have been subject to a first evaluation. Many findings about the successful implementation of process management in the private sector cannot be directly transferred to the public administration, as there exist important differences. Hence, the second contribution focuses on the different implementation strategies of BPM in public administrations in Europe. The current degree of implementation and maturity of BPM in public administrations is generally low. Many administrations face similar challenges and offer identical or overlapping services. However, the willingness to share knowledge about business processes is very limited. Therefore, the exchange of process knowledge could lead to immense savings. The third contribution investigates the circumstances, drives and inhibitors to improve process knowledge sharing in public organizations. The last contribution represents the essential components of a federal information management in the public administration in Germany. The derived framework combines and integrates data and information from the areas of services, processes and forms of public administrations.

Proposta – Este trabalho tem por objetivo avaliar a influência das melhores práticas de gestão na performance da qualidade da informação em projetos de Tecnologia da Informação (TI), em condições de restrições. O estudo foi baseado na experiência brasileira. Metodologia – A pesquisa tem lastro em um modelo conceitual, composto por variáveis independentes, variáveis moderadoras e variáveis dependentes, sendo estas as melhores práticas de gestão de projetos, critérios de avaliação da qualidade da informação e performance da qualidade da informação. Para verificar o modelo conceitual, em um primeiro momento a pesquisa foi elaborada à luz da literatura especializada. Esta fase está estruturada em três etapas: 1 – Fundamentos da gestão de projetos de TI; 2 – Levantamento das melhores práticas em gestão de projetos; 3 – Identificação dos critérios de avaliação da qualidade da informação e perspectivas da performance da qualidade da informação. Em um segundo momento, foi realizado o agrupamento das melhores práticas de gestão de projetos identificadas na etapa 2, utilizando para isso a técnica estatística análise de cluster. Em seguida, realizou-se uma consulta junto a especialistas para confirmar as variáveis do modelo conceitual, bem como apresentar os principais efeitos (influências) das melhores práticas na performance da qualidade da informação, condicionadas às variáveis moderadoras, ou seja, aos critérios de avaliação da qualidade da informação. Foram selecionados, por meio de critérios técnicos e científicos, especialistas com conhecimento e experiência sobre o objeto investigado. Desta forma, foram selecionados 303 especialistas com formações em diversas Áreas do Conhecimento (Tecnologia da Informação; Sistemas de Informação, Qualidade da Informação, Administração, entre outras), porém estas, com foco em Tecnologia da Informação. O estudo foi baseado na experiência brasileira em projetos de TI. Os dados foram coletados por meio de um questionário do tipo escalar (Likert) de 1 (menor intensidade) a 5 (maior intensidade), com algumas perguntas abertas. E para reduzir a subjetividade nos resultados alcançados foram aplicadas técnicas estatísticas como o teste de Duncan, para comparação das médias, e a correlação de Spearman, para análise da influência investigada. Limitações da pesquisa – O estudo está direcionado à experiência brasileira, desse modo, recomendam-se aplicações do estudo em outros países. Originalidade/valor – Este estudo parte de um gap nos recortes teóricos sobre influência das melhores práticas na performance da qualidade da informação em projetos de TI, sobretudo em condições de restrições. Implicações para a prática da gestão – Espera-se que este estudo possa apoiar gestores em seus processos de decisão em projetos de TI em contextos dinâmicos e contingenciais. Acredita-se ainda que este represente incremento de valor aos negócios de empreendimentos. / Proposal – This study aims to assess the influence of best management practices in information quality performance in projects of Information Technology (IT) in restrictions conditions. The study was based on the brazilian experience. Methodology – The survey is backed by a conceptual model, composed of independent variables, moderating variables and dependent variables, which are the best project management practices, criteria for evaluating the quality of information and performance of information quality. To check the conceptual model, at first moment, the search was made in light of the literature. This phase is structured in three stages: 1 - Fundamentals of management of IT projects; 2 - Survey of best practices in project management; 3 - Identification of criteria for evaluating the quality of information and perspectives of information quality performance. In a second step, it was carried out by the group of the best project management practices identified in stage 2, using the statistical method of cluster analysis. Then, a consultation was held with experts to confirm the variables of the conceptual model, as well as presenting the main effects (influences) of best practices in information quality performance, conditioned to moderating variables, namely the criteria for assessing the quality of information. They were selected through technical and scientific criteria, experts with knowledge and experience of the investigated object. Fire-Robust Structural Engineering: A Framework Approach to Structural Design for Fire Conditions

"Thanks to significant worldwide research directed at understanding and predicting structural behavior at elevated temperatures, analytical methods are available to support a rational, performance-based approach to the structural design of buildings for fire conditions. To utilize these analytical methods effectively, structural engineers need guidance on reliable and appropriate approaches to dealing with a variety of factors, including the effects of fire protection measures, temperature-dependent thermal and structural properties, elastic and inelastic behavior of structural components and assemblies, and thermal and structural response of framing connections. To meet the objective of guiding the structural engineer in appropriate analytical methods and parameter values for performance-based structural fire protection, this thesis proposes a comprehensive way of thinking about the design and analysis of structures for fire conditions. This integration of structural engineering and fire protection engineering into a functional framework is defined herein as Fire-Robust Structural Engineering (FRSE). The FRSE process, which is presented as a series of flowcharts, is designed to guide the structural engineer in executing the functions involved in the design of fire-safe structures and to help identify informational needs critical to these tasks. Currently, mechanisms for identifying possible resources to fulfill fire-related informational needs are generally organized for the convenience of the fire research community. Identification of resources that provide appropriate information for fire-robust structural engineering, such as laboratory fire test results, parametric studies of analytical methods, and other sources of guidance, is often difficult because these resources are rarely organized and presented for the benefit of structural engineers. To begin to resolve this problem, this thesis has developed a prototype information management system (IMS) based on the framework of the FRSE process. The IMS addresses the critical challenge of organizing and presenting the available knowledge and data in a format that is consistent with the perspective and informational needs of the structural engineer. The prototype version of the IMS has been implemented using a Microsoft Excel® platform. In addition to guidance in utilizing specific analytical methods and choosing appropriate parameter values, the structural engineer also requires an understanding of the input requirements and accuracy of various analytical methods in order to make informed decisions regarding which methods are appropriate for use with different structural configurations. Therefore, this thesis includes a model study as an example of a resource that could aid the structural engineer in making such decisions. The model study compares various analytical methods (simplified spreadsheet applications and advanced finite element techniques) to published laboratory test data and discusses concerns that the structural engineer must keep in mind when using each method. Conclusions are drawn regarding the appropriateness of each analytical method to the analysis of a fully restrained, spray-protected steel beam. Given this type of information, the structural engineer can make decisions regarding the types of analytical methods and the level of analytical sophistication required to solve a given design problem."
