Este trabalho aborda a questão do Planejamento e do Desenho Ambiental nos assentamentos rurais brasileiros, oriundos das lutas pela terra das classes populares de trabalhadores urbanos e rurais organizados. Apresenta conceitos de ambientais e analisa os efeitos negativos das ações do homem sobre o Planeta. Discute a questão metodológica para a abordagem de problemas ambientais. Apresenta o conceito de Bacia Hidrográfica em sua concepção geofísica e ambiental. Utiliza o método de estudo de casos, ao apresentar o Assentamento I do município de Sumaré SP e o assentamento Padre Josimo no município de Teodoro Sampaio SP assentamentos rurais paulistas originados nas ocupações dos de terra e sua relação com o MST Movimento dos Sem Terra. Procede a um levantamento dos recursos ambientais e paisagísticos dos assentamentos, e perfaz análise dos impactos ambientais ocorridos e em curso nestas áreas. Finalizando, discute os possíveis caminhos futuros que garantam em longo prazo, a sustentabilidade destas áreas com melhoria da qualidade de vida e justiça social aos moradores dos assentamentos e das comunidades relacionadas ao contexto político, social, geográfico e econômico regional, portanto contexto ambiental. Conclui com a apresentação de propostas que configurem um cenário futuro de conservação, recuperação e desenvolvimento sustentável para o Assentamento I e para o assentamento Padre Josimo, baseadas na análise dos impactos ambientais levantados. Apresenta o Convênio Estadual da Microbacia do Córrego Taquara Branca e Pinheirinho, no Assentamento I como uma iniciativa governamental desencadeadora de um processo de recuperação ambiental da paisagem regional, com enfoque em Educação Ambiental. Apresenta para o assentamento Padre Josimo os programas de atuação das ONGs em parceria com assentamentos rurais como uma possibilidade de engajamento nos projetos de conservação ambiental regional visando a Educação Ambiental e geração de renda. / This paper discuss the Environmental Planning and Design issue on the country land occupation at Brazil, originated by the land disputes of organized land and urban workers. It shows environmental concepts and analyze the negative outcomes of human acts on the Planet. It discusses the methodological issue to approach the environmental problems. It also presents the Hydrological Basin concept in its geophysical and ecosystem optic and its importance as an analytical unit to the environmental planning. By using a case study method, it presents the experience of the \"Assentamento /\" at the Sumaré municipality at the State of São Paulo, and the country land Padre Josimo at the Teodoro Sampaio municipality at the State of São Paulo the countries lands occupations made by landless workers, in that State supported by the Landless Workers Movement (MST). It proceeds with an inventory of environmental and landscape resources of these lands occupations, and performs an analysis of landscape and environment impacts caused by these occupations, both on the past and currently. Finally, it discusses the possible future ways to guarantee the long term sustainability of those areas with quality of live improvement and social equity to the land occupants of those areas and related regional communities, in the social, political, geographical, and economical context. It ends up with the proposal, presentation of alternatives that configure future scenarios of conservation, recuperation and sustainable development to the \"Assentamento /\" of Sumaré, and the country land Padre Josimo based on environmental impact analysis performed. It presents the State Microbasin Agreement of Córrego Taquara Branca and Pinheirinho, as a governmental initiative that makes possible a regional landscape and environmental recuperation process, focusing at Environmental Education. It also presents for the country land Padre Josimo the programs of Ongs for country land partners as an of engaging possibility at a regional environmental conservation project aiming Environmental Education and income generation.

Bostad Sökes : En studie om att främja billiga bostäder i nyproduktion genom kommunal markpolitik / The quest for housing : A study of promoting cheap housing in new production through municipal land policyMattsson, Emil, Shahsavar, Nima January 2018 (has links)
Balansen mellan utbud och efterfrågan av bostäder har inverkan på olika gruppers möjligheter till att etablera sig på bostadsmarknaden. Trots att det byggs mer än på länge i Stockholmsregionen så tyder ändå mycket på att det blivit svårare för resurssvaga grupper att hitta bostäder. I studien framgår att nyproduktionen av bostäder inte svarar mot de bostadsbehov som finns och att arbetet med bostäder för resurssvaga grupper inte tycks stå särskilt högt upp på agendan. Frågan har uppmärksammats av flera aktörer och anses vara en av de största utmaningarna på bostadsmarknaden. Den här studien strävar efter att undersöka vilka möjligheter som finns för kommunerna att skapa förutsättningar för en jämlik bostadsmarknad i Stockholms län genom att lyfta det regionala perspektivet inom samhällsplanering och på så sätt skapa förutsättningar för en hållbar region. Mer specifikt så avser studien att främja nybyggnation av billiga bostäder, främst i form av subventioner genom kommunal markpolitik, i syfte att underlätta möjligheterna för resurssvaga hushåll till att etablera sig på bostadsmarknaden. Tre kommuner i länet har undersökts i denna kvalitativa studie. Empirin bygger på semistrukturerade intervjuer med tjänstepersoner från dessa kommuner samt en dokumentstudie av kommunala policydokument. Slutsatsen är att det finns en diskrepans mellan utbudet och efterfrågan på bostadsmarknaden, när det kommer till bostäder för resurssvaga grupper. Hur kommunerna arbetar med att komma tillrätta med detta varierar, dels i form av generella insatser vilka strävar efter ett högt kvantitativt byggande, eller särskilda insatser som strävar efter att pressa produktions- och boendekostnader. Att generella insatser användes mer frekvent bland de kommuner som undersöktes i denna studie, i kombination med att boendekostnader problematiseras i mycket liten omfattning, ger intrycket av att nybyggnation inte är ett realistiskt alternativ för resurssvaga grupper och att tilltron till flyttkedjor således är mycket hög. Även om det framkom kritik mot de särskilda insatserna som sker i kommunerna, vilket grundar sig i att enkla boendelösningar med låga byggkostnader inte nödvändigtvis behöver leda till lägre boendekostnader, så kan ändå ett kontinuerligt tillskott av sådana bostadslösningar bidra till att priser och hyror på bostadsmarknaden hålls nere på längre sikt. Både det teoretiska och empiriska materialet visar på ett samband mellan produktionskostnader av bostäder och boendekostnader men om byggande av bostäder ska subventioneras är det viktigt att säkerställa att detta sker till rätt hushåll. Därför finns det skäl till att kombinera subventioner med olika former av klausuler som försäkrar kommunen mot att systemet utnyttjas. Detta ökar förmedlingsfrågornas betydelse. / The balance between supply and demand of housing has an impact on the ability of different groups to establish themselves in the housing market. Even though housing construction has the highest levels in many years, there are clear indications that it has become more difficult for low-income households to find housing. This study shows that new housing construction does not correspond to the current housing needs and that housing for low-income households does not appear to be on the planning agenda. The issue has been highlighted by several stakeholders in the housing market and housing for low-income households is considered to be one of the biggest contemporary challenges of the housing market. This study aims to investigate the possibilities for the municipality to create conditions for an equal housing market in the Region of Stockholm, by raising the regional perspective in planning and create conditions for a sustainable region. More specifically, the study aims to facilitate the construction of cheap housing, primarily in the form of subsidies through municipal land policy, in order to promote housing for low-income households in the housing market. Three municipalities in the region have been investigated in this qualitative study. The empirical material is based on semi-structured interviews with municipal officials from these municipalities, backed up by a document study of municipal policy documents. The conclusion is that there is a discrepancy between supply and demand in the housing market, when it comes to housing for low-income households. How the municipalities work to address this varies and can be divided into general efforts, that aim for high-quantitative construction or special efforts aimed at reducing production- and housing costs. The fact that general efforts were used more frequently among the municipalities surveyed in this study, coupled with the fact that housing costs are problematised to such a small extent, gives the impression that new construction is not a realistic alternative for low-income households, and thus that the reliance on chains of residential mobility are very high. Although there is a criticism of the special efforts that take place in the municipalities, which is on the fact that simple standard housing solutions with low construction costs do not necessarily have to lead to lower prices/rents, yet a continuous addition of such housing solutions can keep prices and rents in the housing market down in the longer term. Both the theoretical- and empirical material shows a correlation between production costs and housing prices, however if housing is to be subsidised it is important to ensure that it is directed to the intended households. Therefore, there is a reason to combine subsidies with different forms of clauses that assure the municipality against misuse of the system. This increases the importance of the distribution of housing.

Land and reconciliation in Australia : a theological approachBurn, Geoffrey Livingston January 2010 (has links)
This thesis is a work of Christian theology. Its purpose is twofold: firstly to develop an adequate understanding of reconciliation at the level of peoples and nations; and secondly to make a practical contribution to resolving the problems in Australia for the welfare of all the peoples, and of the land itself. The history of the relationships between the Indigenous and non-Indigenous peoples in Australia has left many problems, and no matter what the non-Indigenous people try to do, the Indigenous peoples of Australia continue to experience themselves as being in a state of siege. Trying to understand what is happening, and what can be done to resolve the problems for the peoples of Australia and the land, have been the implicit drivers for the theological development in this thesis. This thesis argues that the present generation in any trans-generational dispute is likely to continue to sin in ways that are shaped by the sins of the past, which explains why Indigenous peoples in Australia find themselves in a stage of siege, even when the non-Indigenous peoples are trying to pursue policies which they believe are for the welfare of all. The only way to resolve this is for the peoples of Australia to seek reconciliation. In particular, the non-Indigenous peoples need to repent, both of their own sins, and the sins of their forebears. Reconciliation processes have become part of the international political landscape. However, there are real concerns about the justice of pursuing reconciliation. An important part of the theological development of this thesis is therefore to show that pursuing reconciliation establishes justice. It is shown that the nature of justice, and of repentance, can only be established by pursuing reconciliation. Reconciliation is possible because God has made it possible, and is working in the world to bring reconciliation. Because land is an essential part of Indigenous identity in Australia, the history of land in court cases and legislation in Australia over the past half century forms an important case study in this work. It is shown that, although there was significant repentance within the non-Indigenous legal system in Australia, the degree of repentance available through that legal system is inherently limited, and so a more radical approach is needed in order to seek reconciliation in Australia. A final chapter considers what the non-Indigenous people of Australia need to do in order to repent.

Integrating feminist foreign policy and climate resilient development : Case study of socio-cultural configurations in Liberia / Integrering av feministisk utrikespolitik och klimatresilient utveckling : Fallstudie av socio-kulturella konfigurationer i LiberiaDemmelmaier, Martin January 2022 (has links)
This thesis addresses the socio-cultural configurations in Liberia in relation to climate resilient development and feminist foreign policy carried out by the Embassy of Sweden in Monrovia. It builds on the intention to explore potential points of integration between the feminist foreign policy with the construction of climate adaptation capacity. Research on climate adaptation actions demonstrates the need to engage more deeply with vulnerability contexts and embed the implementation process in local practice, value and experience. This study explores Liberian society as a case study to examine how feminist foreign policy and climate resilient development can be incorporated fit to the socio-cultural configurations. Methodologically, the study adopts an ethnographic framework. It draws on Butler’s performative notion of gender (1990, 1999, 2007) and ecological masculinities developed by Hultman and Pulé (2021) along with theories of environmental femininity by Bob Pease (2019). Empirically, the study is based on fieldwork in the form of participant observation, ethnographic interviews and document analysis.The results suggest that socio-cultural configurations are permeated by a patriarchal structure with traditional beliefs that householding tasks are linked to female obligations, leading to a disparity in responsibilities and accessibility to cultural activities. Stereotypical notions of masculinity are based on heteronormative assumptions that men should demonstrate dominance, self-reliance, and restrain emotions. The empirical work signifies that Liberian norms of masculinity lead to a reluctance to cooperativeness, block societal development and lead to unnecessary individual suffering. The culture is concluded to be centered around men, while women take a larger workload in key societal activities. Citizens experience that the state doesn't recognize them as equal participants, therefore forfeiting the opportunity to foster vital social capital that could enhance both state legitimacy and the effectiveness of public service delivery. The results illustrate the importance of considering citizens of marginalized areas as stakeholders in decision-making to enable engagement in development processes. Citizens from marginalized areas have their own underlying logic and views of the world. The thesis concludes that the socio-cultural configurations not just produce possible integration between climate resilient development and feminist foreign policy, but even forces the two to be pursued as interdependent processes. Advancing climate resilient development and feminist foreign policy in an integrated manner is thought to increase each other’s effectiveness and achieving them is possible when interdependence is leveraged. This thesis argues that the inauguration of female leadership and changing the perception of what masculinity stands for are the most distinctive points of integration in Liberian socio-cultural configurations. The thesis concludes seven possible procedures for the Embassy of Sweden in Monrovia to achieve climate resilient development aligned with the existing feminist objectives: 1. Include landownership in female empowerment strategies. 2. Transform masculinity normsthrough consultation-groups. 3. Focus on family configurations. 4. Work with religious leaders. 5.Embed policies in informal networks. 6. Encourage female-centered cultural activities and 7. Benefiton the knowledge of grassroots organizations to adopt an ethnographic approach. / Det här examensarbetet behandlar sociokulturella konfigurationer i Liberia och undersöker hur de kan relateras till klimatresilient utveckling och den feministiska utrikespolitik som bedrivs av Sveriges ambassad i Monrovia. Arbetet utforskar potentiella integrationsmöjligheter mellan feministiska utrikespolitik och lokal anpassning till klimatförändringar. Tidigare forskning om klimatanpassningsåtgärder visar behovet av att engagera sig i utsatta områden och förankra implementeringsprocessen i lokala erfarenheter, värderingar och beteendemönster. Med det i åtanke intenderar studien att undersöka det liberianska samhället som en fallstudie för attanalysera hur feministisk utrikespolitik och klimatresilient utveckling kan integreras med sociokulturella konfigurationer. Metodologiskt antar studien ett etnografiskt förhållningssätt där det empiriska arbetet består av fältarbete i form av deltagande observation, etnografiska intervjuer och dokumentanalys. Det teoretiska ramverket på Butlers performativa föreställning om kön (1990,1999, 2007), ekologiska maskuliniteter formulerade av Hultman och Pulé (2021) och teorier om miljöfeminism av Bob Pease (2019).Resultaten illustrerar att de sociokulturella konfigurationerna genomsyras av en patriarkal struktur som innefattar traditionella ideér om att hushållssysslor är kopplat till kvinnligt åliggande, vilket i förlängningen leder till skillnader i ansvarstagande för samhälleliga aktiviteter. Stereotypa föreställningar om maskulinitet bygger på heteronormativa antaganden om att män bör visa dominans, självtillit och emotionell tillbakadragenhet. Det empiriska arbetet påvisar att liberianska maskulinitetsnormer leder till en motvilja mot samarbete, blockerar samhällsutveckling och bidrar till onödigt lidande både för män och kvinnor. Kulturen anses vara centrerad kring män, medan kvinnor tar en större arbetsbörda i flertalet viktiga samhällsfunktioner. Resultaten visar också att medborgare upplever att staten inte ser dem som likvärdiga deltagare i samhällsprocesser. Därmed försummas en möjlighet att skapa socialt kapital som kan främja statens legitimitet och effektivitet i offentliga tjänster. Resultaten antyder att medborgare från marginaliserade områden har en egen bakomliggande logik och syn på världen. Dessa medborgare bör betraktas som viktiga intressenter i beslutsfattande för att möjliggöra engagemang i utvecklingsprocesser. Arbetet drar slutsatsen att de sociokulturella konfigurationerna inte bara producerar en möjlighet för integrering mellan klimatresilient utveckling och feministisk utrikespolitik, utan även tvingar de att implementeras som två ömsesidigt beroende processer. Att främja klimatresilient utveckling och feministisk utrikespolitik på ett integrerat sätt anses öka varandras effektivitet och att uppnå dem är möjligt först när beroendet utnyttjas. Arbetet framhåller att en ökning av kvinnliga ledare och att förändra bilden av vad maskulinitet innebär är distinkta möjligheter för att integrera klimatresilientutveckling och feministisk utrikespolitik i de liberianska sociokulturella konfigurationer. Arbetetringar in sju möjliga riktlinjer för Sveriges ambassad i Monrovia för att uppnå klimatresilientutveckling med befintliga feministiska mål:1. Inkludera markägande i strategier för jämställdhet. 2. Ändra maskulinitetsnormer genom konsultationsgrupper. 3. Fokusera på familjekonfigurationer. 4. Arbeta med religiösa ledare. 5.Förankra policies i informella nätverk. 6. Främja kvinnocentrerad kulturverksamhet och 7. Antag ett etnografiskt förhållningssätt i samråd med gräsrotsorganisationer.
