The companies and organizations should take care about the control of quality. That´s why they boot quality into their systems of management. An implementation of such approaches presents the chance to directly benefit from the experiences gathered in the implementation in private sector. Main goal of this diploma work is the analysis of the systems of quality management in public administration. It treats with the assessment of an impact of quality management system on his effectivity in state administration. First chapter extends the knowledge of the systems of quality. This part talks about specific demands for quality management system used in public sector. The knowledge from first part was used in next chapter for analysis of the situation in selected organization. To review the impact of system, The municipal authority in Vsetin as a representative of transferred state administration, and Czech statistical office as a representative of central state administration were choosed. System of quality management applicated in these two examples was analysed.

Die ab dem 1.1.2010 geltenden erweiterten Luftqualitätsgrenzwerte stellen die Kom-munen vor allem in verkehrlich belasteten Gebieten vor Probleme. Zum einen haben die Kommunen sicherzustellen, dass die Immissionsgrenzwerte eingehalten werden, zum anderen stehen ihnen aber nur eine Reihe beschränkt wirkungsvoller Maßnahmen zur Verfügung. Wie können die (Groß-) Städte darauf reagieren? Zunächst kann festgehalten werden, dass der Verkehrsbereich zukünftig den Schwerpunkt von Maßnahmen zu Klimaschutz und Luftreinhaltung bilden muss. Die wesentlichen urbanen Problemfelder werden durch den Verkehr bestimmt; bei den relevanten Luftschadstoffen stellen Fahrzeuge mit Dieselmotoren die Hauptemittenten dar und zur Reduktion der CO2-Emissionen müssen alle Fahrzeuge deutlich mehr beitragen als bisher. In der Vergangenheit war die Reduktion von Verkehrsemissionen vorrangig als Frage der Weiterentwicklung der Fahrzeugtechnik interpretiert worden. Da die technischen Weiterentwicklungen allein für die Problemlösung nicht ausreichen, sind grundsätzliche Änderungen von Verkehrsverhalten und Verkehrssystemen unumgänglich. Eine Verbesserung der Raumordnung, weniger Zersiedelung, eine multifunktionale Stadt der kurzen Wege und ein anderes Mobilitätsverhalten der Bevölkerung weisen die höchsten Reduktionspotentiale auf, wirken aber vor allem langfristig. Eine Übersicht mit denkbaren Maßnahmengruppen zur Erreichung der Luftqualitäts- und Klimaschutzziele wurde erarbeitet, die zur Entwicklung spezifischer Pakete von Kommunen genutzt werden kann.

An examination of the southern association of colleges and schools commission on colleges’ quality enhancement plans at two institutions through the lens of quality improvement

The purpose of this case study was to explore the quality enhancement plan (QEP) process and its influence on student learning of critical thinking and the institutional environment from the perspective of key stakeholders at two community colleges accredited by the Southern Association of Colleges and Schools Commission on Colleges (the Commission). Key stakeholders were defined as faculty, staff, and administrators who had direct and continuous involvement with the development and/or implementation of the QEP. This was accomplished through document reviews and analysis of interviews. The study was guided by intertwined quality assurance systems accountability, accreditation, and assessment, and six of Deming’s (1986) total quality management principles. The hospital organization, as company, even so with its peculiarities, is not different. Although he is low the level of competitiveness in this area, the strategies are employees, at the very least, in the direction of survival of the same ones. The research objectified to verify the convenience and the chance of organizations, in special the hospital organizations, more than to adopt a generic strategy of Porter and to demonstrate as the correct implementation of the Management of the Quality finishes for benefiting the generic strategy adopted by the organization, making possible, also, to improve it. The most advanced concepts on the relations between the Management of the Quality are placed and the Strategical Management, showing the benefits that the organizations that better and more completely implement the Management of the Quality get and that if they evidence in the evolutions that its generic strategies obtain. The research was carried through in the Hospital S?o Vicente de Paulo in the city of Rio de Janeiro, in the period of July the October of 2005. The used methodology boarding was the qualitative one, with descriptive emphasis. For this study of case, the collection of the data was effected through individual interviews in depth, using itself a script with open questions. becoming it was concluded more that the Quality complements and refines the adopted strategy, characterized and later providing to the organization that took that implementation, more far possible, the capacity to use at the same time one or all more than the generic strategies. The work also displays as the implementation of the Management of the Quality becomes possible the organization at the same time to compete the price on the basis of, in the differentiation and the relationship. / O mercado, a concorr?ncia, os clientes, a sociedade em geral imp?em ?s organiza??es, com cada vez maior press?o, a ado??o de estrat?gias competitivas como condi??o de sobreviv?ncia, ou o aprimoramento destas estrat?gias, assim como a implementa??o de abordagens da Gest?o da Qualidade. A organiza??o hospitalar, como empresa, embora com suas especificidades, n?o ? diferente. Embora seja baixo o n?vel de competitividade nesta ?rea, as estrat?gias s?o empregadas, no m?nimo, no sentido de sobreviv?ncia das mesmas. This graduation thesis deals with the analysis of the process quality management in the chosen organization. There exist many reasons why should the companies implement the system of the quality management. From the point of view of the producers the quality represents a tool. Thanks to this tool is reached the loyalty of the customers, reduced their perceptiveness on a potential price change and kept the competitive position of the company. The goal of the dissertation was the analysis of the process quality management in the chosen organization and determination of the proposals leading to the improvement of this process. The measures which I proposed could improve the processes of the realization of the foundry products, increase the customers' satisfaction, increase the loyalty of the workers and contribute to the overall improvement of the quality management system of the company Sytech.
