M.A. (Anthropology) / The scope of this study covers the deployment and application of black labour within the Roodepoort Municipality. In order to fulfill certain so-called obligations the Municipality is dependent on cheap labour which is appointed and applied within the framework of South African law and according to specific methods. The Municipality gives preference to homeland labourers who are recruited on average once every three years in Venda. The preference for recruiting labourers in Venda stems from the relationship which exists between Venda and the R.B.A. at government level, and the ensuing relationship which the Municipality has fostered with the Venda Embassy. In this respect the Municipality exploits the political system in the R.S.A. to satisfy its own needs. The Roodepoort Municipality functions as an arm of the central authority in as much as it subscribes to the dominant ideology of the country. The political and economic systems of South Africa form the basis of bargaining power which influences the patterns of control and domination. The interaction between the central government and the municipal authorities influences the functioning and policy of the latter. This liaison enables, amongst others, the Municipality of Roodepoort to enforce its policy and to put certain directives to its workers. In addition to the constitutional framework, mechanisms such as the municipal structure as well as rules and regulations are used to control the workers. The workers do not; , however, accept the administration and control of the Municipality without further ado. They respond by making use of certain strategies aimed at adapting their working environment. Despite the loss of certain liberties, the workers adapt relatively quickly to the conditions in their working environment. The circumstances in Venda which result in large numbers of migrant labourers leaving their home to work in highly industrialized areas is related to the historical development of the territory and consequently its economic dependence and political restrictedness. Despite being "independent" since 13 September 1979, Venda is still dependent on South Africa judging by the financial support it receives and the reliance of the population in respect of job opportunities in white areas. Without the revenue it receives from its migrating labour as well as the remittances sent back, Venda would not be capable of its reproduction. Limited resources and insufficient capital input from the central government leads to minimal development in Venda and this results in there being insufficent means to fulfill the needs of reproduction. Blacks are therefore compelled to work outside their homeland for meagre wages and under circumstances over which they have virtually no control.

This study investigated the impact of organisation restructuring on the psychological contract and the effects on employee engagement and organisational commitment. The study focused on employees from selected health care institutions. The sample consisted of 156 employees from the selected health care institutions. Results indicated positive relationships between employee engagement, psychological contract and organisational commitment. The researcher recommended a better understanding of the manner in which individuals interpret various inducements where would clearer prescriptions be provided. Therefore, employers were advised to be aware of employees’ values and attempt to address them as they are important

An environmental management plan for the Merriespruit slimes dam disaster area

M.Sc. / The Merriespruit Tailings dam disaster killed seventeen (17) people and covered a part of Virginia with approximately 2.5 million cubic metres of tailings, causing such an emotional uproar that all resources were focused on repairing the dam and addressing some of the social issues. Little attention was given to the environment. The identified need in this study was therefore to investigate the consequences of the disaster on the environment, a need which derives from the uniqueness of this particular disaster and its consequences. The Department of Minerals and Energy require the submission of an Environmental Management Program Report (EMPR) on all prospecting and mining operations. It is clear that, in the compilation of such an EMPR, Harmony Gold Mine neglected to establish a Management Plan to regulate the physical impact of the disaster on the environment, mainly because no attention was given to disasters in the Aide-Memoir. A Management Plan was established by adapting existing formats of management plans to the uniqueness of this disaster. By following the procedure stipulated in the Management Plan it can be ensured that Environmental Management requirements will be effectively integrated into either the project management actions and contracts or operational systems and processes for the following issues: • Water management • Storm water control • Waste management • Dust • Aesthetics and socio-economic implications • Rehabilitation of the area. The investigation showed that the disaster exerted a definite negative influence on the environment, which can be managed by taking preventative measures stipulated in the Management Plan. However, one of the main issues identified in this study is that storm water management has been problematic for a period of time. It is therefore noted that some attention should be given to establishing a wetland system to contain the storm water runoff. Although this study does not focus on the socio-economic impacts in detail, it is recommended that these impacts are considered as it is evidently problematic. The primary aim of this study was to compile an EMP in order to manage, and possibly mitigate, the physical impact of the disaster on the immediate environment, an aim which clearly was accomplished. Harmony Gold Mine can benefit from the compilation of this EMT, as management goals were set and feasible means of achieving them were specified.

Optimisation of a sampling protocol for long-term monitoring of temperate reef fishes

Marine Protected Areas (MPAs), the Ecosystem Approach to Fisheries management (EAF) and Integrated Coastal Management (ICM) have been identified as possible alternatives to traditional linefish management measures, which have largely failed. Monitoring and assessment of fish communities on a long-term basis is necessary, and will provide a means to evaluate the effectiveness of such management measures. Therefore, standardised protocols and optimal sampling methods for long-term monitoring (LTM) and assessment of coastal fish communities are essential. This study aimed to identify suitable methods and develop a protocol for assessment of inshore reef fish communities. A suitable location for evaluation of proposed methods was identified in the warm temperate biogeographical region of South Africa, encompassing the well-established Tsitsikamma Coastal National Park MPA and an adjacent exploited area. Chrysoblephus laticeps (roman) was identified as an indicator species for the study, as it has been well-studied and is well represented in the area. Underwater visual census (UVC) and controlled fishing were identified as suitable methods. UVC transects were found to be superior to point counts, in terms of sampling efficiency, variability, bias and required sample size. An effort of two angler hours per fishing station was shown to provide low catch variability, while at the same time a representative catch and low overall cost and required time. The methods were incorporated in a proposed sampling protocol, and evaluated. The methods were able to detect known differences between protected and exploited communities. It is recommended that LTM within protected areas, for detection of natural change, be focused on community-level indicators, while LTM in exploited areas, aimed at detection of anthropogenic change, be focused on species-level indicators. The proposed protocol with standardised methods will allow for comparisons across a network of LTM sites and provide the opportunity for a broad-scale assessment of the effects of environmental variables on reef fish stocks. The protocol developed in this study has application in other biogeographical regions in South Africa, and other parts of the world. Shift in the focus of much marine research, in South Africa and elsewhere, to LTM, highlights the relevance and timeous nature of this study.

Towards a new approach for coastal governance with an assessment of the Plettenberg Bay nearshore linefisheries

Under the guidance of the new coastal management policies within South Africa this thesis advocates a more integrated, co-operative approach to local coastal management. The project aimed to acquire baseline information on the local nearshore fishery and resource state and to propose a set of indicators that could be incorporated into the new management strategy. To gather the required information the project was split into two parts: 1) An assessment of the local linefisheries and 2) A comparative study of the reef fish community structure between exploited and unexploited reefs. The local linefisheries were assessed through the use of launch records, commercial catch records, access point and boat based surveys. A questionnaire was used to gather data on catch and effort, fisher demographics, fisher attitudes towards and knowledge of the current management regulations, assess the efficacy of the fisheries inspectorate and highlight spatial areas of fishing pressure. A total of 252 interviews and catch inspections were conducted. Total effort for the ski-boat fishery estimated from the access point survey was 890 boat days.year⁻¹ or 3560 fisher days. year⁻¹ compared to 736 boat days.year⁻¹ or 2944 fisher days. year⁻¹ recorded in the launch records. Effort was seasonal with greater pressure occurring over the summer holiday period. Analysis of the catch showed that Merluccius capensis, Argyrozona argyrozona, Argyrosomus inodorus, Chrysoblephus laticeps and Atractoscion aequidens were the most frequently caught species. The overall CPUE was 3.00±5.54kg.fisher⁻¹.day⁻¹ or 4.71±4.117 fish.fisher⁻¹.day⁻¹. Estimated targeted CPUE was 0.91±0.67kg.fisher⁻¹.day⁻¹ or 0.97±0.77 fish.fisher⁻¹.day⁻¹ for C. laticeps, 8.47±8.57kg.fisher⁻¹.day⁻¹ or 1.24±1.16 fish.fisher⁻¹.day⁻¹ for A. aequidens and 2.05±3.78kg.fisher⁻¹.day⁻¹ or 1.10±1.80 fish.fisher⁻¹.day⁻¹ for A. inodorus. Issues identified included poor fisher knowledge regarding linefish regulations, the low occurrence of fishery inspections and a limited degree of noncompliance. Although most fishers supported the current linefish management regulations, when tested on the size limits, bag limits and closed seasons of their target species a high proportion of fishers did not know the regulations (recreational 64%, charter 53%, commercial 42%). Furthermore only 27% of fishers had had their catch inspected whilst fishing in Plettenberg Bay and the majority of these had only been inspected once. Just over half the interviewees (60%) indicated that fishing had deteriorated within Plettenberg Bay with fewer and smaller fish being caught. The most common causes cited for this decline were commercial and recreational overfishing respectively. Underwater point counts and experimental angling were used to rapidly assess the state of the reef fish resource in Plettenberg Bay through a comparative study of the community structure between two exploited sites in Plettenberg Bay and two protected sites within the Tsitsikamma National Park. Generalized linear modeling showed that relative density of certain species was significantly different between the protected reefs inside the TNP and those exploited reefs within Plettenberg Bay. Both P. rupestris and C. laticeps had greater densities within the protected area whilst Chisquared tests showed that the size frequency distributions were significantly different with larger size-classes and the maximum size of fish greater within the reserve. These trends were noted with both the underwater visual surveys and the experimental angling. Multi-dimensional scaling and cluster analysis showed that there was an overall difference in the community structure between the study sites. It is hypothesised that through removal of key reef species and larger individuals that fishing has directly and indirectly affected the overall community structure. Within a simple framework based on ecological, institutional and social sustainability domains along with the results of the study area, a set of indicators is proposed and the sustainability of the local fishery scored within a rapid assessment matrix. The socio-economic domain scored the highest (83%) whilst the institutional domain scored the lowest (8.3%) and the ecological domain scored 25%, giving a total sustainability score of 38.8%. The results of this matrix show that at present the local fishery is non-sustainable and in need of greater management. By synthesizing papers dealing with and based on the concepts involved in Integrated Coastal Management, a structured approach is proposed to developing and implementing more holistic local coastal governance. It is envisaged that the framework to implement such an approach should be through the development of a local Coastal Management Plan and a subsidiary Bay Management Plan. Although stakeholder participation and representation is an essential component in the development of these plans, it is recommended that the local municipality should be the lead agent and incorporate the plans into the local Integrated Development and Spatial Plans thereby gaining long term local government support.

Social capital and fisheries co-management in South Africa: the East Coast Rock Lobster Fishery in Tshani Mankozi, Wild Coast, Eastern Cape

It is evident that natural fish stocks are in rapid decline and that millions of people around the world rely on these resources for food and for securing a livelihood. This has brought many social scientists, biologists and fisheries experts to acknowledge that communities need to take more control in managing their natural resources. The paradigm shift in fisheries management from a top-down resource orientated control to a participatory people-centred control is now being advocated in many maritime nations in facilitating community-based natural resource management. At the heart of these projects is the establishment of institutions and social networks that allow for clear communication and information sharing, based on scientific data and traditional knowledge which ultimately allow empowered communities to collectively manage their resources in partnership with government, market actors and many other stakeholders. Central to the problem is the issue of access rights. In many situations where co-management of natural resources through community-government partnerships is advocated, the failure of coastal states to provide adequate legislature and regulatory frameworks has jeopardised such projects. A second issue is the failure of many states to provide adequate investments in social and human capital which will enable communities to become the primary stakeholder in the co-management of their natural resources. Whilst investments like capacity building, education, skills training and development, communications and institution building can initially require high financial investments, the regulatory costs for monitoring, controlling and surveying fish stocks along the coastline will go down as communities take ownership of their resources under sustainable awareness. The main unit of investment therefore is social capital which allows for the increase in trust, cooperativeness, assertiveness, collective action and general capabilities of natural resource governance. High levels of social capital require good social relations and interactions which ultimately create a social network of fishers, community members and leaders, government officials, market players, researchers and various other stakeholders. Co-management thus has an inherent network structure made up of social relations on a horizontal scale amongst community members as well as on a vertical scale with government and fisheries authorities. These bonding relations between people and the bridging relations with institutions provide the social capital currency that allows for a successful co-management solution to community-based natural resource governance. The South African coastline is home to thousands of people who harvest the marine resources for food security and securing a basic income. Fishing is a major cultural and historical component of the livelihoods of many people along the coastline, particularly along the Wild Coast of South Africa located on its South-eastern shoreline. Due to the geopolitical nature of South Africa’s apartheid past many people were located in former tribal lands called Bantustans. The Transkei, one of the biggest homelands, is home to some of South Africa’s poorest people, many of whom rely on the marine resources. By 1998 the government sought to acknowledge the previously unrecognised subsistence sector that lived along the South African coastline with the promulgation of the Marine Living Resources Act. The act sought to legalise access rights for fishers and provide opportunities for the development of commercial fisheries. The act and many subsequent policies largely called for co-management as a solution to the management of the subsistence sector. This thesis largely explains the administrative and legislative difficulties in transporting the participatory components of co-management to the ground level. As such co-management has largely remained in rhetoric whilst the government provides a contradictory policy regarding the management of subsistence and small-scale fishers. This thesis attempts to provide qualitative ethnographic research of the East Coast Rock Lobster fishery located in a small fishing village in the Transkei. The fishery falls somewhere on the spectrum between the small-scale and subsistence sector as there are a basket of high and low value resources being harvested. It will be argued that in order to economically and socially develop the fishery the social capital and social networks of the community and various stakeholders needs to be analysed in order to effectively create a co-management network that can create a successful collective management of natural resources thereby sustaining these communities in the future.

An investigation into talent management and employee retention in the higher education sector of South Africa : a case of the Durban University of Technology

Since the end of apartheid, South African higher education has been through many challenges, including how to attract, managing and retain a new breed of academics who will be able to assist in the development of a new transformed society. According to a report presented by Higher Education South Africa (2009:7), higher education institutions are facing a real crisis regarding their ability to attract and retain academic staff of a suitable calibre. This has led to the steady loss of academic expertise and the loss of senior and more experienced academic staff, thereby setting higher education Institutions back in terms of research output (Mapesela and Strydom 2004: 2). The concern is that there are insufficient numbers, particularly amongst Black African academics in the existing academic and postgraduate pipelines to replace them (Higher Education South Africa 2011:1). Consequently, talent management is becoming a central management challenge as it becomes more difficult to retain key and competent academic staff (Barkhuizen Roodt and Schutte 2014: 141). If attention is not paid to this issue, in the years to come the quality of graduates and the research outputs of universities will be severely debilitated (Badat 2009:12). The main aim of this study was to investigate how talent management and employee retention is addressed at the Durban University of Technology strategically, as well as the processes and practices that underpin such strategies. The quantitative research design was adopted and data was collected through a self-administered structured questionnaire. This study was conducted at the Durban University of Technology with a sample of 65 academic staff, including senior academic staff like professors, lecturers and junior lecturers. The target population was grouped into different strata and the sample elements were selected from each group. Findings from the study revealed that talent management is not a strategic element and it is not fully implemented in the higher education sector. Recommendations were made on the review of talent management practices of academic staff in the higher education sector. This study established that there were some elements of talent management principles and practices in place at the University. However, these were often the traditional functions for example recruitment, selection, training and development. It was evident that there needed to be a strategic focus on the entire talent management process. There also needed to be a lot more holistic approach with greater attention being paid to the process from the time academic staff are recruited through to the process of the development of their careers. Retention is another facet that should be focused on, especially in respect of up and coming Black academics as this is in its infancy. / M

A rationale for the effective management of outdoor information transfer

This study has a dual purpose. Firstly, it is aimed at determining the need for the effective management of outdoor information transfer as an important resource in the aesthetic environment. Effective management is seen as an optimisation of the benefits of outdoor information transfer, as well as a minimisation of its negative impacts. Secondly, this study was aimed at providing user-friendly guidelines to achieve this. The South African Manual for Outdoor Advertising Control (SAMOAC) was developed in 1998 as a national guideline document to provide detailed conditions for the management and control of outdoor advertisements and signs. This manual recognises the differences in local needs and circumstances and suggests that controlling authorities should adapt the prescribed conditions in this regard. Up till now this document has not been implemented successfully by the relevant controlling authorities. Outdoor advertisements of all sizes are increasing at an alarming rate in South Africa to the detriment of the perceptual environment and tourism resources. One of the most obvious reasons for this is the lack of motivation amongst the controlling authorities together with the persistency of the outdoor advertising industry. This study provides the necessary motivation for involving controlling authorities, the outdoor advertising industry and the public in the meaningful and sustainable management of outdoor information transfer. It looks at the benefits and impact of outdoor information transfer in a holistic manner by taking the variety and interrelationship of such impacts and benefits into consideration. Most previous studies have only concentrated on a single aspect of outdoor information transfer namely the correlation between billboards and road accidents. A key finding of this study is that the effective management of outdoor information transfer is unnegotiable. A laissez faire approach by controlling authorities and self-control by the outdoor advertising industry will lead to visual chaos. A balanced and responsible approach should be followed in managing outdoor information transfer. Outdoor advertising should never be aimed at utilising and maximising every available advertising opportunity and implementing whatever is technologically achievable at the cost of the perceptual environment. The effective management of outdoor information transfer is in the interest of both the perceptual environment and the outdoor advertising industry. It has been found that sense of place and placeness play an important role with regard to the impacts and benefits of outdoor information transfer. The lack of sufficient environmental ethics in Western society has been identified as an underlying problem. A non-pragmatic environmental world-view has therefore been provided based on Christian axioms to serve as a basis for environmental management including perceptual resource management and the management of outdoor information transfer. In order to actualise the need for the effective management of outdoor information transfer general principles and user-friendly guidelines are provided that will be universally applicable. It will make the management of outdoor information transfer less subjective and will serve as a basis for legislative and control measures. These principles and guidelines are flexible enough to accommodate a variation in local conditions, lifestyles and aspirations. It can therefore serve as an instrument to adapt SAMOAC to suit local circumstances and needs. The recommendations provided in this study are aimed at creating an appreciation for the perceptual environment as well as the role and aesthetic contribution of outdoor advertisements and signs. The 21st century has posed challenges and provided opportunities for organisations, and although a large body of research exists on both leadership and organisational climate, these two concepts have become a matter of urgency in South African organisations. The dynamics in the organisation have a direct effect on the people the organisation serves and business performance. The aim of this research was to explore the relationship between leadership and organisational climate in a South African fast-moving consumable goods (FMCG) organisation. There are few research studies that focus on leadership and organisational climate in the South African context and this study builds on limited existing knowledge. Using a descriptive, cross-sectional field survey approach, a sample of 896 participants employed at one organisation was surveyed. Explanatory factor analysis and the structural equation modelling (SEM) multivariate analysis technique revealed a new set of organisational dimensions and confirmed the relationship between leadership and organisational climate and organisational climate and its various dimensions. The findings emphasise the importance of certain generic and specific leadership practices in creating the desired organisational climate in the South African context.
