Transformation From Below?: The Role of Civil Society Organizations in the Global Governance of the Response to HIV/AIDS.

This thesis contributes to debates on the role of civil society organizations (CSOs) in global governance by asking if their participation in the global response to HIV/AIDS has been transformative – with transformation conceptualized as change towards a more equitable order. Adopting a critical International Relations approach, and applying qualitative methods, it analyzes how CSOs used the initial failure of biomedical responses to the epidemic to advance a human rights frame, which justified their participation in global governance. This frame complemented conceptions of AIDS exceptionalism, and has recently shifted in response to an increased focus on key populations. CSOs continue to advance the rights frame in global institutions – the focus here being on how they have done so within UNAIDS and the Global Fund to Fight AIDS, Malaria and Tuberculosis. However, rigid bureaucracies and dominant power relationships limit CSOs’ ability to transform these institutions to be more responsive to and representative of those affected by the epidemic. CSOs have further struggled to influence the largest global donors of the HIV/AIDS response – the Global Fund and PEPFAR – to direct greater resources to rights-based initiatives, despite CSO participation in resource mobilization. Though CSO participation has been restricted by donor state power, bureaucratic structures, and changes in the political economy of global health, CSOs have continued to promote potentially transformative alternatives, and so have continued to represent the interests of those most affected by the epidemic. This allows potential for further transformative alternatives.

An investigation into factors affecting staff turnover amongst professional staff in NGO's in Malawi

The study set out to investigate the factors influencing turnover among professional staff in some selected NGOs in Malawi. Using qualitative and participatory methods, the study used the levels of complexity model to analyse the factors leading to the problem of staff turnover in the selected NGOs. The main findings were that: · Professional staff turnover was 50% within a period of 18 months across all the NGOs interviewed. · For the professional staff, the main factors contributing to staff turnover were: ineffective organisational policies, systems and procedures; poor relationships and communication; and poor organisational values and culture. · In addressing the problem, NGO leaders tend to concentrate on efforts to improve salaries and other monetary benefits; and training opportunities. In order to more comprehensively address the problem of staff turnover among the professional staff however, NGO leaders must adopt a process or an Organisation Development (OD) approach. / Public Administration & Development Studies / M.A. (Development Studies)

Media for change?: a critical examination of the open society initiative for Southern Africa's support to the media: 1997-2007

(Communication)) / This study is broadly conceived within the case study format, as is exemplified by the focus on the exploration of the orientations and operational contexts of a single media-support organisation, the Open Society Initiative for Southern Africa (OSISA). Within that research approach, the thesis examines the historical and ideological designs of OSISA, the rationale for its existence, and its interlocking linkages with international and Southern African-based media civil society organisations. The study argues that OSISA was formed in response to the evolving political situations in parts of Southern Africa in the mid-1990s, which include the collapse of apartheid in South Africa, and the crumbling of many authoritarian regimes on much of the rest of the sub-continent. With all these events taking place in a relatively short space of time, the initiators of OSISA saw a window of opportunity for supporting and influencing the political and social transformation processes, as well as spreading the ideology of social ‘openness’. As such, the thesis approaches OSISA as an institution that forms a part of the movement towards democracy or Westernisation. The study therefore documents and analyses the theoretical antecedents that contributed to the evolution of open society ideals, and their transplantation to Southern Africa. Thereafter, the study explores the nexus between OSISA and local civil society groups. This exploration is done from the theoretical assumption that no financial aid is given without strings attached. The study thus concludes that although locally based civil society organisations try to negotiate their operational spaces, in the final analysis, such groups are all embedded in (and expected to play a role within) the 9 modernisation project, of which OSISA is just one of many instruments in that grand global venture. Finally, the study proposes a few areas for additional investigations which could enhance our understanding of the global forces at work in Southern Africa. / Communication Science

NGO partnership and organisational sustainability: an exploratory case study in Uganda

Includes bibliographical references (leaves 181-198) / The research explored the partnership of Namutamba Rehabilitation Centre (NRC) in Uganda with its main donor, the Neukirchener Mission (NM). The review of the literature focused on empowerment, NGO partnerships and organisational sustainability. The achievements and challenges of the partnership of the NRC with the NM regarding the organisational sustainability of the NRC were identified by evaluating documents of both partners, individual interviews and focus group discussions of stakeholders of NRC. In brief, the relationship of NRC with the NM was characterised as a dependent partnership due to the power imbalance between the partners and the resource dependency of NRC. It was recommended that the NRC and the NM focus on creating greater self-reliance of NRC while attempting to develop an authentic partnership. This might have wide reaching consequences not only for the sustainability of NRC but also for the services offered to persons with disabilities in Central Uganda. / Development Studies / M.A. (Development Studies)

在全球基金總部要求擴大公民社會參與度的背景下,2006年4月,非政府組織聯合發起運動,反對中國全球基金國家協調委員會秘書處組織的兩名民間社會代表的選舉,要求增加參與權和改善選舉程式。本研究採用質性研究方法,對這場由非政府組織發起的政策倡導運動的發生原因、運動發起方的構成與真實力量、運動參與方在期間的互動過程與策略運用以及運動所能達成的成果展開分析,為社會運動理論在中國的適用與變化提供實證研究基礎上的探索,對非政府組織在中國環境下謀求組織發展及拓寬政治參與空間提出建議。 / 本研究回顧了中國愛滋病問題的背景與現狀、西方社會運動研究理論體系與相關研究成果以及中國抗爭政治研究,採用動員結構與政治機會結構為核心的分析框架,發現: / (1)在西方社會運動理論研究中沒有重要地位的傘狀組織關係在在CCM選舉運動動員結構中扮演了關鍵角色,增加了運動發起方的整體力量與合法性來源,並呈現出多層級傘狀組織結構。 / (2)CCM選舉運動聯盟距離臨時性、適當制度化和去中心化的目標尚有距離,正在向理想的外部動員結構轉化,目前呈現出非政府組織聯盟與多層級傘狀組織相結合的動員結構。 / (3)中國目前宏觀政治環境中存在倡導型運動的生存空間。通過一系列的策略選擇與運用,運動發起方可以發掘、詮釋、擴大政治機會,不斷營造運動發展空間,尤其是對國際因素的敏銳把握與利用,成功將運動不斷推進。 / (4)政治機會結構四要素並不是平行發揮作用。在國家鎮壓能力基本穩定維持不變的情況下,政治體制內同盟者的存在對政治管道和政治精英體制穩定性發揮主導作用,進而對運動進程和結果帶來深遠影響。 / 本研究提出了目前CCM選舉運動的動員結構特徵,以及運動發起方在對政治機會把握、利用過程中的優點與缺陷,並提議加入跨界拓展作為考察外部動員結構的分析視角,在政治機會結構四要素的分析中整合國際因素的影響,最後提出對非政府組織發展,國際項目管理和相關政策的建議。 / Since Global Fund claimed for expanding public participation in civil society, in the April of 2006 NGOs made allies to launch a movement against the election organized by CCM Secretariat, requiring adding the right of participation and improving election procedures. With qualitative research method, this paper analyzes the reason, process and result including interactions and strategies among participants of this advocacy movement organized by NGOs, providing evidence-based study for employment and adaptation of the social movement theory in China; and makes suggestions for NGOs to expand organization development and political participation in the context of China. / This study adopts mobilization structure and political opportunity structure in the theory of social movement as core theoretical framework based on reviewing the background and status quo of AIDS issue in China, the theory and relevant studies of social movement as well as studies on China contentious politics. Findings are as follows: / 1.Umbrella organizations, which are of less emphasis in the western studies of social movement, play a key role in CCM election movement mobilization. It increases organizers’ overall strength and legitimacy and shows a multi-level structure. / 2.CCM election movement allies haven't yet achieved being temporary, proper institutionalized and decentralized, and are converting into ideal external mobilization structure, demonstrating integration among NGOs allies and multi-level umbrella organizations at present. / 3.There exists living space for advocacy movements in the context of political environment in China. Organizers are able to detect, interpret, extend political opportunity via exertion of strategies, especially taking advantage of international factor, and, consequently, push the movement forward successfully / 4.Four components of political opportunity structure are not equally important. Under the circumstance that the state remains its ability of repression, political elite allies play a more leading role than the access to participation and the stability of ruling alignments and influence profoundly on both process and result of the movement. / This paper delineates the mobilization structure of CCM election movement as well as the disadvantages and advantages of organizers, when they were holding political opportunities and taking advantages of them. Allies cross borders are added as a new angle of view to analyze external mobilization structure. International factor is integrated with four components of political opportunity structure to analyze the issue. Redimensionando a esfera pública: o papel e as práticas das ONGs ambientalistas e suas interações com os demais atores sociais

It tries to clarify the modus operandi of their activities and inter-relationships with the other social actors, identifying their potentialities and limitations concerning their ability of establishing a new perception for the environmental cause. The emergency of new social actors responds to a new reconfiguration of the occidental societies, which was caused among other factors by technological development that transformed the political, economical and social spheres. These transformations, still in action, strengthened the environmental Non-Governmental Organizations (NGO), making them relevant characters in the environmental cause. These organizations develop the function of mobilizing, organizing and including the other social actors, generating a new dynamic in the contemporaneous social formations. The environmental Non-Governmental Organizations (NGO) appear as a new important possibility of changing for the public areas, allowing the social cooperation and development. They tend to operate as partially responsible for the social demands, establishing, when necessary, partnerships with the State and with the private sectors of the economy. They can be generally defined as non-profit-making private organizations, which do actions of public character. In the first part of this project, the main theoretical formulations, which deal with factors that allow the emergency and protagonist role of the environmental Non-Governmental Organizations (NGO), were examined, trying to contribute to delimit in a more precise way their area of action. In a following moment, there was a research whose objectives were mapping, identifying and elucidating these actions, considering their interdependence and inter-relationship with the other social actors / Esta pesquisa tem como objeto de investigação as ONGs ambientalistas. Busca esclarecer o modus operandi de suas atividades e suas inter-relações com os demais atores sociais, identificando suas potencialidades e limitações, no que concerne à sua capacidade de estabelecer uma nova percepção para a causa ambiental. A emergência de novos atores sociais responde a uma reconfiguração das sociedades ocidentais, provocada, dentre outros fatores, pelos avanços tecnológicos, que transformaram as esferas da vida política, econômica e social. Essas transformações, ainda em curso, impulsionaram o fortalecimento das ONGs, dando-lhes um papel de destaque na causa ambiental. Essas desempenham ainda, o papel de mobilizar, organizar e incluir os demais atores, gerando uma nova dinâmica nas formações sociais contemporâneas. As ONGs ambientalistas surgem como uma nova e importante possibilidade de renovação do espaço público, possibilitando a cooperação e desenvolvimento social. Elas tendem a operar como, parcialmente responsáveis pelas demandas sociais, estabelecendo, quando necessário, parceiras com o Estado e com setores privados da economia. Podem ser definidas, em linhas gerais, como organizações privadas sem fins lucrativos, que realizam ações de caráter público.
