Motherhood Bound by State Supervision: An Exploratory Study of the Experiences of Mothers on Parole and Probation

With an influx of women entering the incarcerated population comes an increase in the number of children who have a mother serving time. As these mothers are released from prison or jail they immediately enter into the parole or probation system. This research focuses on the experiences of these women within state supervision, but also on what it means to be a mother. Through thematic analysis of 8 in-depth interviews with women who are currently on or were recently released from probation or parole, this study explores how women manage the combined identity of "mother under state supervision." There are many instances of direct conflict that result from the combined identity of "mother under state supervision." In order to deal with this conflict and manage their combined identity, the women use a multitude of tools. This analysis focuses on three of those tools: social support, managing openness, and redefining ways to be good moms. What has emerged from this analysis is the complex nature of navigating the combined identity of "mother under state supervision" and the tools that this particular group of women have used to do so.

To this end, the letters that these subjects sent to the Intervener were investigated. The research seeks to understand, in light of theoretical support from social and cultural history, the ideas, beliefs, values, and cultural identities of the writers themselves, acquired through their experiences and cultural, economic and political lives were determining factors in reinterpreting the Intervention government discourse, and, overall, within the limits allowed by their possibilities, allowed them to negotiate with said government. Notions such as justice, law, and valuing of the family, education, labor and laborers and natural resources recur in the reports from these petitioners with new nuances and different political meanings in efforts to achieve their objectives / O objetivo deste trabalho foi discutir como diversos segmentos sociais, pela ótica de seus efeitos, vale dizer, como homens e mulheres, moradores dos espaços urbano e rural, em diálogo com o Governo, vivenciaram a experiência política em seu cotidiano frente às propostas reformistas da primeira Interventoria de Magalhães Barata (1930-1935) no Pará. Para tanto, investigou-se as cartas que esses sujeitos enviavam ao Interventor. A pesquisa justifica-se por compreender que, à luz dos suportes teóricos da história social e cultural, ideias, crenças, valores, identidades culturais próprios dos missivistas e construídos em meio as suas experiências e vivências culturais, econômicas e políticas, foram fatores determinantes para a reinterpretação do discurso do Governo de Intervenção e, grosso modo, nos limites de suas possibilidades, permitiram a negociação com o mesmo. Noções, como justiça, direito, valorização da família, da educação, do trabalho e do trabalhador e dos recursos naturais, reaparecem nos relatos dos requerentes com novas nuanças e sentidos políticos diversos para fazerem valer a concretização de seus objetivos
