台灣退休金制度與年金保險之金錢價值與所得替代率探討

隨著醫療技術進步及生活水準的提高,使得人類平均壽命延長,人口結構有逐漸高齡化的趨勢,促使人們開始關切未來老年生活的財源。因此,本研究以金錢價值比率及所得替代率,來建構退休金所得規劃模型,探討在台灣各種不同的退休金制度及商業年金保險下,個人所擁有的金錢價值及所得替代率到底為何?利用過去25年的實證資料,採用66年到90年的各項實證資料,以模擬分析的方式,分析退休金制度及商業年金保險之現金流量,求算其金錢價值比率及所得替代率,並與澳洲、加拿大等國家的年金商品金錢價值比率,及退休金所得替代率相比較,分析造成其中差異的因素。   研究結果發現:(1)台灣退休金制度之金錢價值比率遠高於商業年金保險之比率;(2)在商業年金保險中,男性的金錢價值比率比女性的金錢價值比率高;(3)附加費用的多寡,使得即期年金之金錢價值比率高於遞延年金之比率約10%左右;(4)國內外的大多數年金商品金錢價值比率,大約都在90%到98%之間,表示其附加費用率大致相同;(5)在台灣退休金制度中,公務人員擁有較充足的退休金,而勞工退休金卻遠遠的不足;且相較於其他國家的退休金所得替代率,台灣除了公務人員退撫基金較為充足外,勞工退休金及社會福利支出方面是相當不夠的。 / Owing to the improvement of medical technology and living standard, the average life of human is extending and the structure of population is aging. It makes people to worry about the financial soundness of future life. This paper has following two objectives. First, we construct a evaluation model of pension value by using money's worth ratio and replacement rate. Second, we compare the money's worth ratio and replacement rates of different pension plans and annuities between different individuals. We use the empirical data from 1977 to 2001 in Taiwan for this study. We calculate the money's worth ratio and replacement rate of different pension plans and annuities and analyze the cash flow of them by using the simulated method. We also compare the money's worth ratio of annuities and replacement rate of pension plans between Taiwan, and the other countries, such as Australia, and Canada, and analyze the reasons causing these differences.   The empirical results are as follow. First, the money's worth ratio of pension plan is higher than that of the commercial annuity in Taiwan. Second, in commercial annuity, the money's worth ratio of male is higher than that of the female. Third, the money's worth ratio of immediate annuity is higher than that of the deferred annuity about 10% because of the expense loading. Fourth, the money's worth ratio of domestic or overseas annuities is between 90% and 98%. It means the loadings of them are not much difference. Fifth, the public officers have sufficient pension annuity, whereas the laborers have insufficient pension annuity. Finally, from the comparison of replacement rates of between Taiwan and other countries, we find that replacement rate of laborers in both private pension and public pension are insufficient except for the public officers.

信託商品於退休理財規劃實務之探討 / A Study on the practice of Trust products for retiring financial plan

依據國際研究機構之預測,人口老化與少子化是本(21)世紀人類最重大的挑戰,我國在近年生育率下滑的情況下,社會人口老化問題尤其嚴重。本研究基於關切現行社會保險制度與退休金準備,能否支應個人在未來老年時期之醫護照顧與經濟負擔等議題,先敘述國人將面臨日趨嚴重之長壽風險,再引述美國、香港運用兼具財產隔離與專業服務基本功能的信託制度經營管理退休金市場的成功模式,導論政府與企業建立退休金管理制度、個人及早儲備退休金之重要性,希冀喚起國人對儲備個人退休金帳戶準備之重視。 本研究架構共分一、緒論;二、基礎理論與文獻探討,涵蓋信託制度、退休金信託計畫與資金運用、國外退休制度探討等;三、我國信託制度退休商品之運用;四、台灣勞工族群退休需求與不足度分析;五、信託制度退休商品之實務運作個案探討;六、結論與建議共六章。藉由闡述信託制度的特質、功能,與退休金於累積期間資金運用、清償期資金規劃之基礎理論;引申先進國家退休金制度以信託制度結合退休金計畫的成熟實施經驗,本研究以三個實際個案研究,分析我國勞工族群之退休需求與不足度;並就勞工族群潛在之退休金財務缺口所提出之相關建議。 在探討個案之退休需求與不足度分析部分,研究之限制有二:一為計算模組係以目前實施之退休金制度為基礎,並假設一單純之通貨膨脹率與排除社會經濟可能之變動因素,如未考慮政府可能進行社會保險政策變革因素。二為在計算過程中,投資報酬率之假設係依照過往之投資報酬率推估,並採用資產單一投資報酬率之方式計算分析,未能符合現實狀況中,資產投資組合有其各自之風險係數與不同之報酬率情形。 本研究報告除提出結論外,並提出以下建議: 一、勞工消費大眾在目前之社會保險、企業退休金給付制度無法完全滿足退休需求下,個人應及早另行儲備退休金。 二、企業雇主照顧員工、留住優秀人才,可採行額外之勞工退休福利制度。 三、主管機關可就退休金稅賦優惠措施、勞保、新舊制勞退三大退休基金經營管理方式適度調整及勞退新制開放勞工自選投資標的等。 / It has been foreseen by international research institutions that both problems, the aging of population and the trend towards fewer children, are the most significant challenges which the mankind is facing in the 21st century. In Taiwan, the trend of decreasing birth rate, as shown in recent years, indicates that the aging of population is particularly severe in Taiwan. Based on concerns about whether the present social insurance system and the pension provision are sufficient to meet personal retiring needs such as health care and living expenditure and so on, the research begins with the narration of the rising longevity risk faced by people in Taiwan, then illustrating the successful mode set up by the US and Hong Kong that utilizes the trust system incorporating both the property isolation and the basic professional services to operate and manage the pension market, and eventually concludes that it is of significance for both the government and the enterprise to establish the pension management system as well as for the individual to prepare for the retiring funds as early as possible, looking forward to drawing high attention to the importance of provision for personal pension account. This research is constructed in six parts, Part I: Introduction; Part II: Basic Theory and Literature Review, covering trust system, pension trust plan and funds utilization, foreign retirement system review and so on; Part III: Application of Retirement Products in Taiwan’s Trust System; Part IV: Analysis of Taiwan’s Labor Group’s Retiring Demand and Insufficiency of Funds; Part V: Case Study on Practical Operation for Retirement Products in Taiwan’s Trust System; Part VI: Conclusion and Suggestion. By means of elaborating trust system's characteristic and function and the basic theories on both utilization of pension in the accumulation period and funds planning in the disbursement period, and further introducing the advanced countries’ sound experience in integrating the trust system with the pension schemes, the research, by three case studies, analyzes Taiwan’s labor group’s retiring demand and insufficiency of funds and presents some suggestions relative to improvement on the latent financial gap. The case study for retiring demand and insufficiency of funds is subject to two factors. One is that the computing module is based on the pension system being run currently, a fixed inflation rate and excluding any potential factors in changing the society and economy, such as the updated social insurance policy by the government. The other is that the Return on Investment (ROI) is computed by using past data and only one simple ROI is applied, not in line with the actual situation that the assets in investment portfolio have individual risk coefficient and varied ROI. In addition to the conclusions, the research presents the following suggestions: 1.Given the present situation in Taiwan that both the social insurance system and enterprise’s pension schemes are unable to meet personal retiring needs, the individual is supposed to prepare for the funds as early as possible. 2.To take care of the staff and preserve the talent, the employer can set up extra program of retirement and welfare for the employee. 3.The regulator can take preferential measures to lessen the tax burden on pension, modestly adjust the operation and management of three material pension funds comprising Labor Insurance, Old and New Labor Pension Funds as well as offer the option for the laborer to invest the self-choosing target pursuit the New Labor Pension Fund and so on.

Due to the combined impact of global population aging, increased life expectancy, fertility decline, and changing family structures, a growing segment of the population facing retirement is in danger of poverty and economic insecurity. As a result of their advanced age many elderly have lost their ability to earn an income, causing some to be penniless the rest of their lives. Therefore, the purpose of a government or a private run pension system is to provide a mechanism using financial tools to protect the entire structure for old age economic security. This paper not only introduces the philosophy and basic concept of a general pension system, but also examines a United States model, providing a closer look at a major developed industrial country’s national social security program, and corporate pension system. It also describes the experience of reforms on the development process of the United States retirement pension system. This paper studies the various corporate pension schemes in the United States and their possible application as models to countries such as Taiwan. In focusing on the United States corporate pension system in private sector, legal and economic issues are scrutinized. Theories which related to the pension system are first analyzed; then the definitions of the various retirement plans are given. The history of private pension schemes of the United States is told, starting with the American Express, then crude railroad retirement plans to the post-war demand to current United States retirement plans. Analysis of the changes in private sector's pension plan participation for defined benefits and defined contribution plans are examined in light of the impact these changes have made upon retirement income resources. Focus on the IBM Corporation is made as an example of a private sector business in the United States, and this study tracks the evolution of the company’s pension schemes from defined benefit pension plans to the newer hybrid cash balance pension plans and the now-popular defined contribution 401(k) pension plans. Findings show that the United States corporate pension system is not feasible as a model at this time because of its many deficiencies in its laws and regulations, and also because of the currently shaky global economy. Suggestions and possible remedies are given on how to strengthen the corporate retirement pension system in United States.

55+ - äldre anställdas föreställningar om att arbeta till pensionsålder och deras upplevelser av ett friskvårdsprojekt

<p>Studien har genomförts på ett stålföretag som startade friskvårdsprojektet 55+ för anställda som är 55 år eller äldre. Syftet med denna studie är att få en bild över vad äldre anställda har för föreställningar om att arbeta till 65 och diskutera hur friskvårdsprojektet 55+ kan påverka deras förutsättningar att vara kvar i arbete till pensionsålder. I studien användes kvalitativ intervju som metod och undersökningsgruppen bestod av tio anställda på företaget.</p><p>Förutsättningar som de intervjuade tog upp för att arbeta kvar rörde arbetet, hälsan, tajming med partner och ekonomin och många upplevde att de inte skulle kunna arbeta till 65 som de gör idag. Det fanns en besvikelse över att företaget inte längre erbjöd avtalspension i samma utsträckning som tidigare, eftersom de intervjuade mentalt hade förberett sig inför en pensionärstillvaro. Att de intervjuade från början inte var inställda på att arbeta till 65 kan ha påverkat deras upplevda förutsättningar i arbetet. De ställde dock om sina förväntningar och genom jämförelser med andra, såsom utländska kollegor, fann de sig i situationen. En osäkerhet över vad som gäller med pension fanns bland de intervjuade. Friskvårdprojektet kan ha fungerat hälsofrämjande, eftersom det för de intervjuade bidrog till ökad medvetenhet om hälsan. Det enligt oss största bidraget med friskvårdsprojektet var att deltagarna kände välbefinnande i att företaget satsade på just dem. Ett friskvårdprojekt kan därmed leda till ökad motivation hos äldre anställda att arbeta kvar till 65, men eftersom de intervjuade fortfarande upplevde hinder i arbetet skulle insatser även i arbetet kunna öka deras möjligheter och vilja att arbeta till 65.</p>

Sickness Absence with Musculoskeletal Diagnoses : An Eleven-Year Follow-Up of Young Persons

Background: In Sweden, as well as in most Western countries, sickness absence is a major public health problem that has increased in recent years. This is a complex phenomenon related not only to ill health factors, but also to other factors on the levels of the individual, the family, the workplace, and the society. Most studies of sickness absence are cross sectional, which makes it difficult to investigate aetiological factors. A longitudinal study design is preferable, because sick-leave spells can have a long duration and are often due to chronic or recurrent disorders. Objectives: The aim of the present research was to conduct a pilot study to gain further information about factors associated with sickness absence and disability pension, perceptions of contacts with rehabilitation professionals, and self-rated health over time among younger persons initially on sick leave with low-back, neck, or shoulder diagnoses. Material and methods: An eleven-year prospective cohort study of all individuals who, in 1985, were aged 25–34 years, lived in the municipality of Linköping, Sweden, and had a sick-leave spell ≥ 28 days with low-back, neck, or shoulder diagnoses (n = 213, 61% women). The following information was obtained from registers: number of sick-leave days and spells in 1982–1984; diagnosis and demographical data in 1985 (age, sex, occupation, citizenship, marital status, and income); data on each sick-leave period (date, full/part time), disability pension (date, diagnoses, temporary/permanent, full/part time); emigration (date), and death (date, cause) from 1985 to 1 September 1996. In 1996, a questionnaire was sent to members of the cohort (response rate 73%). Different measures were used to analyse sickness absence and disability pension over the eleven-year period, possible risk factors for disability pension were tested by Cox regression, and possible factors predicting future low levels of sickness absence were tested by logistic regression. Based on the questionnaire perceptions of encounters with rehabilitation professionals were analysed with factor analyses and linear regression, and the so called health-line (a method to collect data on self-rated health over time) was tested, and the results were compared with data on sickness absence and disability ension. Results: The members of the cohort turned out to be a high-risk group for disability pension. After 11 years, 26% of the women and 14% of the men had been granted such benefits, mainly due to musculoskeletal diagnoses, but also with psychiatric diagnoses for half of the men and 17% of the women. Full-time pension was granted more often to men than to women. The women had higher levels of sickness absence. An extended Cox regression model proved suitable for prediction of disability pension. Taking citizenship and long-term sickness absence into consideration, the women had a 1.9 times higher risk of being granted disability pension than the men. Predictors for future low levels of sickness absence were a history of low sickness absence, having a white-collar job, and being married. These associations were not discerned when a pathogenic approach was used, which implies that factors other than the opposite risk factor for disability pension are associated with future low sickness absence. Three dimensions of the individuals’ contacts with professionals were identified: supportive treatment, distant treatment, and empowering treatment. Women perceived both social insurance officers and health care professionals as more supportive than the men did. Contact with social insurance officers was experienced as more supportive and empowering by persons on disability pension than by those not receiving such benefits. Data collected using the health-line (i.e., self-rated health from 1985 to 1995) was correlated with data on annual mean number of sick-leave days and days on disability pension. No tendency to recall bias was noted. Conclusions: Additional research is needed to elucidate the situation of women on sick leave with low-back, neck, and shoulder diagnoses. Systemskifte : En studie av tröghet vid fyra brytpunkter inom svensk välfärdspolitik / Transformation of Welfare Systems : A Study of Slowness at Four Breaking Points i Swedish Welfare Policy

The purpose of this dissertation is to describe, explain and understand how slowness appeared when some decisions were made in the area of welfare policy and how this slowness was eliminated. The study focuses on major changes. It is argued that such changes follow another logic than small gradual adjustments. Four breaking points have been selected for a deeper analysis: the pension policy decisions of 1913 and 1994 and the housing policy decisions of 1935 and 1992. These decisions led to the emergence of fundamentally new institutional structures concerning the relation between the central government and the citizens. The study shows that an established institutional structure within a welfare policy area generated mental constructs and decision rules that governed political decision-making. This governance resulted in slowness in the form of lengthy decision-making processes. The fundamental institutional structure was being altered only when the mental constructs were broken down. A common feature was that the decisions were first made when discontent with the prevailing order became so strong that it overwhelmed the fear of a new institutional structure. The general tendency was also to shape the fundamental changes in relation to the citizens so that the changes could be portrayed as small. The established mental constructs are the determining explanation for slowness. The interest organizations played a secondary role, as their interests are shaped in accordance with the mental constructs. Their resistance was declined at the same time when the mental constructs were broken down. The individuals – agents of change – that constantly worked for the change of system in reality appear to be significantly more interesting than hindering organization. Their influence showed a recurring pattern.

The main argument that we emphasise is that novel models of option pricing, as is suggested by Hull and White (1987) [1] and others, must account for the discrepancy observed on the implied volatility &ldquo / smile&rdquo / curve. To achieve this we also propose that market volatility be modeled as random or stochastic as opposed to certain standard option pricing models such as Black-Scholes, in which volatility is assumed to be constant.</p>

An evaluation of the parametric amendments of legislation relating to the distribution of retirement benefits upon divorce

<p>This thesis will examine the effects of divorce on the benefit payable to a member of a retirement fund, where divorce has occurred before the member has reached retirement age. In&nbsp / particular, parametric (that is, piecemeal) amendments to the relevant legislation will be analysed in order to outline the development of the legislation relating to divorce and the consequent distribution of&nbsp / assets (including retirement savings). The previous and current legal position in South Africa relating to divorce and retirement savings will be set out and critically analysed to determine whether the current position can be regarded as an improvement upon the previous legal position, or whether other and/or new problems in this area have been created. Parametric amendments to&nbsp / relevant legislation have thus far been the subject of many cases in our courts and adjudicative tribunals. A systemic overhaul of a particular area of law is a useful tool in providing legal certainty&nbsp / and clarifying the laws applicable to that area. This thesis will therefore argue in favour of a systemic overhaul of the legislation applicable to the allocation of retirement benefits at divorce, as opposed to the ineffectual parametric (i.e. piecemeal) amendments that have been implemented thus far. An essential aspect of this study is a comparative study of South African legal principles&nbsp / relating to retirement benefits and divorce with the legal principles of this subject in the United Kingdom (UK).</p>

To be in‐between : The road to disability pension with reference to the Swedish social insurance system

Background: The Social Insurance is part of the Swedish welfare system that is intended to create economic security for citizens in the event of unemployment, sickness, functional disability, and old age. The Swedish sickness‐benefit insurance is based on the standard insurance principle meaning that sickness benefits are related to level of lost income. The increasing number of sick listed people and people with disability pension (DPs) in Sweden may lead to marginalisation of individuals as they are not part of the labour market. The government has decided that the number of sick‐listed people should be halved by 2008, which means a tougher judgment of the applications for sick leave compensation. To be qualified for sickness benefit the disease has to impair the work ability in relation to the specific demands of the work of that person. The evaluation of the work ability in a percentage is an important element with regard to the policy on disability. The social insurance officers (SIOs) who are assessing the work ability are dependent on judgments from the physicians as expertise, and the guidelines in the social insurance act. The eligibility criteria for DP and the process of dealing with applications for DP is scarcely studied. Objectives: The overall aim of the thesis was to explore demographic and health differences between those, who were granted and those, who were not granted disability pension. The second aim was to study how the process from applications to decisions on disability pensions were executed and perceived by the social insurance offices and to elucidate their working conditions during the decision process. Material and methods: The first two studies explored differences between those granted DP and those not granted DP. Study I was a register‐based retrospective case‐control study carried out in the area of a county in Sweden. The cases were all individuals rejected a full disability pension 1999‐2000, in all 99 cases. Controls were every tenth person who was granted a full DP during the same period, 198 controls. Determinants were recorded from the Social Insurance (SI). In study II demographic data and medical diagnoses were obtained from the SI records. Data concerning self‐reported health, HRQoL, social networks and use of health care were collected by a postal questionnaire. The study objects were the same as in study I. In study III and IV indepth interviews were carried through to study the social insurance officers’ perspective on the process from application to decision on disabilitypensions as well as their experiences of prerequisites and hindrances in their work with DP applications. The transcribed data were analysed by an inductive content analysis. Results: Unemployment, living in the main municipality and age below 50 years were determinants for rejection of DP. Medical status as described in the Social Insurance records had less association with the outcome. There are variations in praxis of rejection of applicants between social insurance boards in different geographical areas due to other reasons than medical. The nDP group had more often multiple diagnoses, and lower self‐reported health and HRQoL compared to those granted DP. Those not granted DP also had significantly smaller social networks. The SIOs perceived that they had to make rapid decisions within a limited time frame, based on limited information, mainly on the basis of incomplete medical certificates, and with no firm criteria for the regulations on the individual case level. Communication among the various authorities as employment offices and social services suffered from lack of common goaldirected strategy. In study IV the SIOs described their working conditions when executing the applications for DP. The SIOs perceived recurrent changes in rules and regulations as frustrating as they at the same time had to face the client. The large number of clients prevented them from being able to offer clients activities and support them in the way they were supposed to do. The SIOs powerful position and how their discretion was implemented made them feel responsible for performing their work well. SIOs are to be considered as typical street‐level bureaucrats as they have to perform their work between the policy, rules and clients. Conclusions: The individuals had an increased risk to be rejected DP if they were younger than 50 years, unemployed, and lived in the main city. No evident differences in medical diagnoses were found between the groups. The results indicate that there may be other reasons than medical in praxis. Contrary to expectations, those not granted DP do not seem to have better health, but rather to suffer from more sickness than those, who were granted DP. Unemployment leads to inability to qualify for compensation and benefits that are associated with participation on the labour market. The group not granted disability pension appears to be a disadvantaged group in need for a co‐ordination between different parts of the social welfare system. The different perspectives were perceived as obvious obstacles in the communication between professionals in the welfare system as they had other goals and demands. Clients, that have comprehensive problems and are in need of coordinated measures from many authorities to get entrance to the labour market still suffer from lack of coordination. One question is how the different public officers use their discretion when handling clients and how the cooperation can be improved. / The electronic version of the printed dissertation is a corrected version.
