Considéré depuis des siècles comme un sujet dénué de réflexion et d’autonomie, l’enfant comorien reste soumis à une protection spécifique communautaire. Celle-ci est complétée par une protection étatique inspirée des instruments juridiques relatifs aux droits fondamentaux de l’enfant qui la renforcent d’une manière constante. L’enfant comorien grandit dans une société multiculturelle, marquée par la pauvreté. La protection dont il bénéficie s’appuie à la fois sur les traditions éducatives propres aux Comores, et sur la modernité, représentée par les apports juridiques liés à la colonisation et à la ratification de textes internationaux. Notre thèse se propose d’analyser les droits de l’enfant comorien dans un contexte complexe, caractérisé par la pluralité des sources juridiques. De ce fait, nous avons choisi deux angles d’approche : d’une part, nous avons essayé d’analyser les droits de l’enfant en fonction de l’organisation de la société comorienne et des balises de la protection de l’enfant sur le plan de la juristique, de l’histoire du droit, de l’anthropologie, de la sociologie et de l’ethnologie. Ceci nous a également permis de réfléchir à la protection de l’enfant tout en tenant compte des deux systèmes (formel et informel). D’autre part, nous avons tenté d’analyser l’application de la CIDE dans une société multiculturelle dominée par l’oralité. Ont également été analysés les textes internes et internationaux, les acteurs de la protection de l’enfance et leurs failles. Cette étude prétend amener l’Etat et la société civile à réfléchir à un modèle optimal de protection qui mettrait en conformité le droit positif avec les conventions dûment ratifiées, tout en tenant compte des réalités du pays . Une telle hypothèse nous a conduite à proposer un réaménagement du droit positif en matière de droit de l’enfant afin de parvenir à une réforme tant législative que judiciaire et en conformité avec le droit international. / Regarded for centuries as a subject devoid of any reflection, Comorian children are protected by a specific type of community protection. This is complemented by protection from the state which, inspired by the legal instruments relating to fundamental rights of the child, reinforces this community protection in a consistent manner. Comorian children grow up in a multicultural society, marked by poverty. The protection offered to these children is based on both the Comoros’ own educational traditions, and on modernity, represented by legal contributions related to settlement and ratification of international agreements. Our thesis analyzes the rights of Comorian children in a complex environment, characterized by a plurality of legal sources. Therefore, we chose two angles of approach. Firstly, we analyzed children’s rights based on the organization of the Comorian society and the markers of child protection in terms of legal sociology, history, law, anthropology, sociology, and ethnology. This also allowed us to reflect on the protection of children taking into account both formal and informal systems. Secondly, we analyzed the implementation of the CRC in a multicultural society dominated by the spoken word. We also analyzed domestic and international texts; actor’s involved in child protection, and their flaws. This study aims to have the state and civil society reflect on an optimal model for protecting children that would comply with ratified conventions, all while taking into account the realities of the country. This hypothesis led us to propose a reform of the law regarding children’s rights to achieve both legislative and judicial reform, all in accordance with international law.

Avec le vieillissement général de la population et ses implications sur la pérennité des finances publiques, le marché du travail des seniors est un thème qui va continuer à préoccuper nos sociétés. L’objectif de cette thèse est de répondre à des problématiques concrètes relatives au marché du travail des personnes âgées. Cette thèse comprend quatre chapitres. Les deux premiers chapitres s’intéressent à l’évolution des trajectoires salariales en fin de carrière professionnelle. Les résultats ne supportent pas l’idée que les salaires décroissent pour les travailleurs âgés à cause de l’âge. La diminution du salaire observée pour les travailleurs âgés en coupe transversale est le résultat d’effet de cohorte, de changement d’emploi, ou de la retraite partielle. Le Chapitre 3 évalue les effets des réformes du régime des retraites sur les transitions du chômage à l’emploi. Les réformes du régime des retraites ont des effets limités sur le retour en emploi des chômeurs, mais elles sont accompagnées par une augmentation des sorties vers l’inactivité, entraînant ainsi une baisse du taux de chômage des travailleurs âgés. Enfin, le Chapitre 4 examine les principaux facteurs des difficultés des seniors à se maintenir en emploi. Il propose également une analyse des opportunités d’emploi des chômeurs âgés. Les résultats montrent que l’état de santé, les incitations économiques et l’âge augmentent la probabilité de quitter son emploi, alors que l’âge diminue les chances de réemploi des travailleurs âgés. Une décomposition à la Oaxaca confirme le rôle déterminant de l’âge dans les différences de durée de chômage entre travailleurs d’âge différent, ce qui est consistent avec des attitudes discriminatoires. / With the global ageing of population and the consequences on public finances sustainability, the labour market of older workers remains a key concern for societies.The aim of this dissertation is to address particular issues on the labour market for older workers.This thesis consists of four chapters.The first two chapters examine the age-earnings trajectories late in working life.We do not find support of a decline of earnings at older ages as the consequence of ageing.The decline of the age-earnings profile observed for older workers at cross-sectional analysis is attributable to cohort effects, job-changing, and partial retirement.Chapter 3 evaluates the effects of French pension reforms on older workers’ transition out of unemployment and into employment. We find that the retirement reforms have limited effects on re-employment, and they increase transitions into inactivity, leading to a decrease of unemployment rate of older workers.Finally,Chapter 4 investigates the factors behind difficulties to remain in employment as workers age. It also evaluates job opportunities of older unemployed workers.The results indicate that the probability of leaving employment increases with economic incentives, ill health and age, while the probability of getting back to employment decreases with age.An Oaxaca decomposition supports the key role of age in the unemployment duration gap between ‘older’ and ‘younger’ workers, which is consistent with age discrimination.

The aim of this thesis is to compare long term investments, in particular, shares, bonds and bills. Based on the analysis of historical returns in 16 countries in the 20th century. The assets are compared and considered viable for long term investment based on few criteria. The saved amount is calculated by saving one third of current Social Security for 40 years for each asset class based on historical returns. The pension is calculated in two ways. Pension, especially the lowest ones, for each country is compared with the current pension in the Czech Republic.

We also will describe functioning of financial system and focus on information asymmetry between houselholds and financial institutions. Further we will look at examples of moral hazard done by financial institutions. The conclusion of this thesis provides recommendations of suitable products for each client.

The thesis describes the historical evolution of the EU social policy, clarifies the concept of the European social model and deals with characteristics of the basic models of the European social policy. The essential part of the thesis is devoted to the comparison of the social systems in Germany and Sweden from the point of view of the amount of taxes and social contributions, the structure of receipts and expenditure on social policy, the systems of old age pension schemes, the family policy and the unemployment benefit. The comparison shows some typical elements of the social state model that these two countries represent. The attention is also devoted to the contemporary challenges which the European social model has to face, especially the demographic development and aspects of globalization. The attitude and responses of the European Union to these challenges are also mentioned here.

This diploma thesis deals with the communication of state substantial economic reforms. Methodology is a case study that examines the governmental communication of the pension reform in 2013. The introduction of the thesis briefly outlines the socioeconomic situation in the Czech Republic after 2008. The theoretical part sets out the necessary basis in the fields of media and communication, public relations, political communication, psychology and public choice theory and it also provides an overview of pension system reforms development in the Czech Republic area from the time of Austro-Hungarian Empire. It notes that this issue is one of the constant governmental agenda, especially after 1989, and its enforcement is depends on the political settlement. Practical part of the thesis analyzes the communication discourse of governmental pension reform effective from 1 January 2013. For this purpose it uses structured interviews with stakeholders, quantitative content media analysis and public opinion polls. It concludes that there was no communication strategy for the pension reform and governmental information activities were insufficient and time inadequate. The thesis results in a set of recommendations for the government and its future economic reforms communication. It includes political consensus, clear message and target group identification, detailed timeline plan and the principle of simplicity in the reform explaining.
