Projektové riadenie vo vybranej spoločnosti / Project management in a selected corporation

The aim of the dissertation is to analyze the project management processes in a specific corporation from the point of view of a selected department. The introduction is dedicated to a closer view on the definition of the project. The following section, the presentation of the individual methodologies -- IPMA, PMBoK and PRINCE2 along with their comparison, is a knowledge-based input for the practical section. The introduction of the practical section focuses on the explanation of the project's origin, its scope and benefits. The project management is subsequently described within its life cycle. Each phase is concluded with a short chapter which summarizes the monitored process and contains a recommendation for improvements in the company's management. The conclusion is a personal summary of the project operation as it is and the project management in the selected department along with major points that would be convenient to implement.

Modelo de gestión de control de costos, en la industria de la construcción, bajo el enfoque del PMI-PMBOK; caso presa de relave, Consorcio Stracon GyM-Motaengil, minera Chinalco, Perú

Durante el 2011 y 2012, en el consorcio de las empresas StraconGyM y Mota-Engil Perú, en el proyecto CC-02 “Construcción de Presa de Relave y Facilidades”, se implementó la gestión de control de costos, bajo el enfoque del PMI-PMBOK (Projetc Management Institute-Projetc Management Body of Knowledge). La investigación tuvo el objetivo de determinar en qué medida la implementación del modelo de gestión de control de costos bajo el enfoque del PMI-PMBOK, permite mejorar la eficiencia del costo del proyecto CC-02. La demostración de la mejora de la eficiencia del proyecto se sustentó en; la mejora de la satisfacción de la gestión de control de costos, la mejora del desempeño del costo, y en la mejora del desempeño del trabajo por completar. Para el cual se utilizó el un diseño cuasi-experimental de serie de tiempos. Como resultado de la investigación se obtuvo un incremento de 47.82% en la satisfacción de la gestión de costos, quiere decir que pasó de 33.34% a un 81.16%, un incremento del índice desempeño del costos (eficiencia) de 111 % a 145%, y un incremento del índice desempeño del trabajo por completar de 111% a 114%. La investigación concluye, que la implementación del modelo de gestión de control de costos bajo el enfoque del PMI-PMBOK, en el proyecto CC-02, ha contribuido en la mejora de la eficiencia del costos del proyecto CC-02.

El inicio de la ejecución de proyectos de infraestructura de transporte en Lima Metropolitana ha presentado retrasos; y en muchos de los casos, se ha visto paralizado por la oposición de los expropiados por dejar sus predios, lo cual ha imposibilitado la adquisición parcial y/o total de estos. Esta problemática reside en la deficiente elaboración del Plan de Compensación y Reasentamiento Involuntario (PACRI) que se ha implementado en los proyectos de estudio de la presente tesis: La Ampliación del Aeropuerto Internacional Jorge Chávez, Línea 2 y Ramal Av. Faucett; y la Ampliación de la Autopista Ramiro Prialé, los cuales han mostrado un significativo retraso de su ejecución tras un conflicto constante entre población afectada y la entidad ejecutora del PACRI. Como propuesta de solución, se elaboró una guía dirigida a proyectos de infraestructura de transporte en Lima Metropolitana, la cual brindará un procedimiento uniforme para la elaboración y posterior implementación del PACRI a partir del uso de buenas prácticas y aplicación de herramientas de gestión, a fin de garantizar el bienestar socioeconómico y cultural de los expropiados. Para su validación, se procedió a un juicio de expertos en el área de estudio con la finalidad de extraer una retroalimentación de la propuesta de guía obteniendo una mejora del plan compuesto por tres fases: formulación, implementación y expost, las cuales pretenderán velar por el bienestar de la población afectada, minimizando los impactos negativos que puedan generar los proyectos y mejorar la calidad de vida de los mismos después del reasentamiento. / The beginning of the execution of transport infrastructure projects in Metropolitan Lima has presented delays; and in many of the cases, it has been paralyzed by the opposition of the expropriated ones for leaving their properties, which has made partial and / or total acquisition of these impossible. This problem lies in the deficient preparation of the Involuntary Compensation and Resettlement Plan (PACRI) that has been implemented in the study projects of this thesis: The Expansion of the Jorge Chávez International Airport, Line 2 and Av. Faucett Branch; and the Extension of the Ramiro Prialé Highway, which have shown a significant delay in their execution following a constant conflict between the affected population and the executing agency of the PACRI. As a solution proposal, a guide was developed for transport infrastructure projects in Lima Metropolitana, which will provide a uniform procedure for the development and subsequent implementation of PACRI based on the use of good practices and implementation of management tools to ensure the socio-economic and cultural well-being of expropriated people. For its validation, a judgement of experts in the area of study was carried out in order to extract a feedback of the proposed guide obtaining an improvement of the plan composed of three phases: formulation, implementation and expost, which will aim ensure the well-being of the affected population, minimizing the negative impacts that projects can generate and improving their quality of life after resettlement. / Tesis

More specifically, the article also addresses the development of on-demand engineered products and the impact of the procurement process on delays. As part of the investigation, the authors assessed the historical data of the projects completed in 2017 before determining the critical path for each project in an attempt to identify which project stages may be improved. After further assessing the resulting data, the planning and procurement procedures were deemed as requiring improvement. Next, the article proposes a training plan and new procedures based on the Project Management Body of Knowledge guidelines for Engineer-to-Order projects. In conclusion, the results showed that delays were effectively reduced after implementing these new procedures in both Project Management stages.

This thesis deals with the implementation of project management in an IT company from the sector of Small and Medium Enterprise. Its goal is to prepare the project management framework based on the robust methodics PMBoK, by which the company can begin to perform its business cases by using projects. The minor goals are the clear definition of project management and the summary of PMBoK and its features customized for the SME sector. This thesis consists of three parts: first one defines the basic terminology related to project management and includes the selection of the ideal organizational structure for project management in smaller company. Next part analyses the methodics PMBoK and it is used to derive a customized methodics for Small and Medium Enterprises.This methodics is then described more in detail in the last part with emphasis on process description. The main contribution of this thesis lies in creation of customized methodics of project management, which will be used in real life. Next minor contribution is the process of customization of PMBoK for SME.

El presente trabajo de investigación pertenece a un enfoque cuantitativo de tipo descriptivo aplicativo, que pretende resolver la inadecuada Dirección de Proyectos, teniendo como propósito utilizar los lineamientos del PMBOK y la información obtenida de la gestión de proyectos para una propuesta de plan de dirección de proyectos en gestión de Recursos Humanos y Adquisiciones que permita mejorar los futuros proyectos de pequeñas y medianas empresas del sector construcción de la ciudad de Lima. Para dicho propósito se emplearon las técnicas de encuesta y entrevista a los encargados de las áreas de Recursos Humanos y Adquisiciones de un grupo de empresas para conocer si las estrategias y procedimientos que aplican actualmente son los adecuados y suficientes en la ejecución de los proyectos para lograr sus objetivos. El análisis y la interpretación de estos resultados, mostró debilidades en las estrategias y procedimientos de las empresas; por lo que se propone un plan de dirección de proyectos en las áreas de recursos humanos y adquisiciones, con base a los lineamientos del PMBOK y los resultados del diagnóstico de la gestión de los proyectos en pequeñas y medianas empresas de la ciudad de Lima, que permita fortalecer y optimizar los futuros proyectos que realicen estas empresas. La propuesta consistió de herramientas y técnicas que constan de procedimientos y formatos como base principal para la gestión de proyectos en las referidas áreas. Estos formatos son flexibles y pueden ser adaptados por las empresas dependiendo de la necesidad que presente cada proyecto. The present work of research belongs to a quantitative, applicative descriptive approach, which seeks to solve inadequate Project Management, having intended to use the guidelines of the PMBOK and the information obtained from the project management for a proposal of Project Management Plan in Human Resources and Procurement areas that allows to improve the future projects of small and medium-sized construction companies in the city of Lima. For this purpose survey techniques and interviews where used to the responsible for Human Resources and Procurement areas of a group of companies to determine whether strategies and procedures currently applied are appropriate and sufficient in the execution of its projects to achieve their objectives. The analysis and interpretation of these results showed weaknesses in the strategies and business procedures; so a project management plan proposed in human resources and procurement areas, based on the guidelines of the PMBOK and the diagnostic results of the project management in small and medium-sized companies in the city of Lima, will strengthen and optimize future projects involving these companies. The proposal consisted of tools and techniques that consist of procedures and formats as the main basis for projects management in the aforementioned areas. These formats are flexible and can be adapted by companies depending on the needs of each project. Such procedures and formats are based on the PMBOK Guide, recognized international standard.

I dagens företagsklimat är en strategiskt planerad riskhantering något som inte alltid är högtprioriterat, utan något som man ser som ett hinder. Företagen grundar sina beslut i detfinansiella värdet och förbiser riskhanteringsarbetet. För att kunna hantera dessa svårighetermed att inte endast basera sina beslut på det påstådda finansiella värdet, tar denna studie upphur två stycken företag hanterar risker, samt hur riskhanteringsarbetet ser ut. Studien visar attföretagen inte har någon direkt strategisk planering kring riskhantering, utan en mer ad hocmässigsådan. Dock talas det om hur viktig riskhanteringen är, vilket gör det till ett intressantämne då det förekommer motsägelser. En tolkning är att branschen ochorganisationsstrukturen har stor påverkan på vilken riskhanteringsmetod som tillämpas. / In today’s business climate, clear and marked risk management is often not particularlyprioritized, but is instead something companies see as an obstacle or nuisance. A companyoften bases its decision on (non-risk adjusted) expected return, which often leads to ignoranceof inherent risks if the expected return is high. To deal with the difficulties of not only basingdecisions on non-risk adjusted return, this paper will show how two different companies dealwith risk and how highly prioritized risk management is. The main conclusion is thatcompanies do not have a particularly systematic management of risks, which makes the topicever more interesting, given the general interest and importance of risk management. Oneinterpretation of this conclusion is that the industry and the organizational structure have alarge influence on which risk management method that is used.

É notável o aparecimento de algumas metodologias no âmbito do gerenciamento de projetos que enfatizam características como flexibilidade e autonomia, termos associados à noção de liberdade. Todavia, na abordagem tradicional de gerenciamento de projetos, essas características não são tão perceptíveis quanto nas metodologias mais inovadoras, que as destacam, uma vez que naquela abordagem a utilização de mecanismos estruturados dificulta a implementação de maior flexibilidade e autonomia. O objetivo central deste estudo é realizar uma análise sobre a incidência dos construtos autoritarismo e anarquia no gerenciamento de projetos tradicional a partir da avaliação comparada entre a relevância de determinadas atividades e o seu nível de liberdade, como percebidos por gestores de projetos. Essa incidência é avaliada através de um banco de dados gerado a partir da aplicação de um survey em uma empresa multinacional de grande porte, que rotineiramente utiliza o modelo de referência PMBOK do PMI (Project Management Institute) para gerenciamento de seus projetos, sendo seus gestores de projetos detentores de certificação PMP (Project Management Professional). Com essa pesquisa exploratória, espera-se contribuir para a melhoria do nível de entendimento e aperfeiçoamento dos métodos de gerenciamento de projetos no que se refere a importância das atividades gerenciais e o seu nível de liberdade de ação que, pela atual pesquisa, revelou uma grande discrepância entre o discurso da relevância estratégica versus o grau de flexibilidade e autonomia efetivamente percebido pelo gestor de projeto. / One of the basics needs of human beings is freedom, because it performs a critical function of motivation in a range of actions regarding social process. It is remarkable the appearance of some methodologies within project management, which emphasize aspects such as flexibility and autonomy that are terms associated with the idea of freedom. Nevertheless, in the project management traditional approach these aspects are not as noticeable as in the most innovative methodologies that highlight them, once its utilization of structured mechanisms hinders the implementation of greater flexibility and autonomy. The main focus of this study is developing an analysis over the incidence of authoritarianism and anarchy constructs in the traditional project management model, considering the project managers perspective through the evaluation of freedom level in comparison with action relevance. This incidence is evaluated through a data collected from a survey applied in a large multinational company, which frequently uses the PMI PMBOK reference model for project management, as well as it is worthy to mention that the company project managers hold the PMP certification. Furthermore, this exploratory research is expected to contribute for enhance of comprehension level as well as the improvement of project management methods, regarding management activities relevance in comparison with action freedom, which this research has revealed a large dissonance between the discourse on strategic relevance versus flexibility and autonomy effectively noticed by the project manager.

Para se manterem competitivas no mercado, essas organizações estão buscando uma redução nos custos e nos prazos de entrega sem alterar a qualidade do produto ofertado. Dessa maneira, destaca-se o gerenciamento de projetos como forma de aperfeiçoar os processos de um projeto para conseguir produzir de maneira mais eficiente. Nesse contexto, o Project Management Institute – PMI criou um guia para ser utilizado como referência pelos gerentes de projeto denominado Guia PMBOK - Project Management Body of Knowledge. A indústria da construção civil possui algumas particularidades em relação aos demais tipos de indústrias, o que dificulta a aplicação estrita de metodologias de gerenciamento de projeto. Essa dificuldade pode ser observada principalmente em empresas construtoras de pequeno e médio porte. O objetivo deste trabalho é propor diretrizes para facilitar a utilização do guia PMBOK pelas pequenas empresas construtoras de edificações. Este trabalho tem metodologia de pesquisa de natureza aplicada, qualitativa, com estudo de caso do gerenciamento de projeto em pequenas construtoras de Juiz de Fora - MG. Foram realizadas entrevistas com uma empresa gerenciadora, com intuito de compreender o modo como são realizados os processos de gerenciamento de projetos na prática e, com cinco pequenas empresas construtoras de maneira a verificar a forma como estas empresas realizam o gerenciamento de seus projetos e as dificuldades encontradas pelas mesmas, ao realizar essa gestão. Verificou-se que as pequenas construtoras não possuem metodologias de gerenciamento de projetos implantadas devido a dificuldades em aplicar todos os processos envolvidos nestas metodologias. Entretanto, realizam vários destes processos, principalmente os relacionados ao tempo e custos. Com base nos resultados obtidos, são propostas diretrizes que podem ser utilizadas pelas pequenas empresas construtoras de maneira a ajudá-las no gerenciamento dos seus projetos. / Project management for developing products has been increasingly used in institutions nowadays. In order to face market competition, such institutions seek cost and delivery time reduction without changing the quality of the offered product. Thus, the management of projects is enhanced as a way to improve project process to achieve a more efficient production. In this context, PMI - Project Management Institute - has created a reference guide to be used by project managers called the PMBOK guide - Project Management Body of Knowledge. The civil construction industry has some particularities, compared to other types of industries, which hamper the strict application of project management methodologies. This difficulty can be observed especially in small and medium-sized companies. This research aims to propose guidelines to facilitate the use of the PMBOK guide by small building companies. It follows a methodology of qualitative and applied research, with case study of project management in small building companies in Juiz de Fora, MG. Interviews were conducted with a consultancy in project management, aiming to understand how the project management processes are carried out in practice, and with five small building companies in order to assess the way that they carry out project management, and the difficulties they found during the process. It was verified that the small companies do not follow a methodology of project management, it deals with difficulties to apply all the processes encompassed by project management. However, they perform some processes, especially regarding time and cost. Based on the results obtained, guidelines are proposed that can be used by small building companies in order to help them in manage their projects.
