Analýza efektivnosti veřejných investic pomocí metody nákladů a přínosů / Analysis of the effectiveness of public investment using the method of costs and benefits (cost-benefit analysis)

Czech participation in the drawing from Structural Funds of the European Union brings with it the question of efficient use of these resources. The number of projects financed by European funds represents a significant part of the investment made in our country. Additionally, the pressure arising from the comparison of the effectiveness of private projects leads to the question of how to avoid unnecessary wastage. Authorities, considering redistribution, should have full-featured documents that are necessary foundations for proper negotiations. These documents also include a professionally processed cost-benefit analysis (aka CBA). The aim of this thesis is to apply theoretical knowledge on selected issues CBA assessing the effectiveness of public investment in a particular project the Czech Republic. The theoretical part will briefly summarizes current knowledge concerning the effectiveness of public investment, the methods used in their assessment, followed by description of the basic assumptions of CBA and propose a method of processing. In the practical part the project will be primarily introduced and then analyzed subsequent application of the design process with a focus on selected issues of investment efficiency evaluation. The ultimate result of the work should be high-quality data to investigate the appropriateness of the use of this method and the CBA based on data identifying effective or vice versa inefficient use of public funds.

První část práce obsahuje teoretický základ potřebný k hodnocení efektivnosti investic. Druhá, analytická část je zaměřena na aplikování metod na dané investiční projekty. Ve třetí části, na základě těchto metod, je navrženo přijetí jednoho ze z těchto investičních projektů spolu s přihlédnutím k riziku investice.

The main part of my dissertation is a process analysis in G.E Money bank Plc. The analysis of present state, evaluation and improvement suggestion of selected processes is a main target of my work.

Managing Remote Projects During a Crisis : Game-development and Manufacturing Projects Response to COVID-19

Although projects and project management has grown to be increasingly influential in all aspects of business operations, project success and efficiency is often harder to measure and arguably harder to execute. Many projects may often change the course of intent, exceed the initial budget, or even finish later than expected. This causes a great debate on the different ways to efficiently manage projects and what actually works best in practise. According to different scholars, some sides mention that traditional methods where planning is completed at the very beginning is the most efficient way to manage projects, while others mention the use of adaptive methods where planning is not ‘set in stone’.  Project management as an academic field is relatively well explored, however as the COVID-19 continues to set restrictions to stop the spread of the virus, academic research to increase the empirical data on project management during the pandemic is needed. This study aims to contribute to this academic field to understand the reasoning behind project management adaptations during the COVID-19 pandemic. Furthermore, this study will aim to gain understanding to the why’s and how’s of common themes regarding how projects have adapted. The industries this study will focus on will be the Swedish game-development industry and the Swedish heavy industry.  Based on a literature search and review on project management evaluations methods, leadership styles, risk and crisis management, and project management methodologies, semi-structured interviews took place with CEO’s, project managers, and other senior managers in decision making positions, representing a total of six firms with three from each industry. The respondents were categorized based on their industry and if their project was completed or not.  The analysis showed practical similarities in the implementations between projects, such as hygienic aspects in the workplace, remote working, and other practical implementations from the guidelines of the Swedish health authorities. The analysis also found the common theme of project responses being external threat recognition followed by the adaptation of remote working, the expansion of communication and finally the closure of the project. the analysis did however find smaller variations depending on the size of the firm and industry, such that smaller projects did not always need a firm wide remote working unit and that heavy industry projects leaned towards traditional project management methodologies with hints of agile methods, while the game-development projects quite explicitly used agile methods. While the study does contribute to the academic field of project management with empirical data and may provide guidance in future pandemics and similar situations, further research is needed in order to gain a full understanding on the pandemics effect on projects in Sweden, especially through a study covering a larger study size.

Kännedomen uppnås genom ett etablerat mätsystem, som innefattar insamlande och användande av mätdata, det är inom detta område som vårat examensarbete har sitt fokus. Närmare bestämt belyses framgångsfaktorer vid implementationen samt hur användandet av mätdata bör gå till. Det som gör vår studie unik är att vi tittar på dessa två aspekter samtidigt. Tidigare studier inom området har enbart fokuserat på faktorer som påverkar implementationen av mätsystemet. Vi hävdar att användandet är ytterligare en faktor som är viktigt för att få mätsystemet etablerat och accepterat.</p><p>Genom intervjuer på Saab Aerosystems, företaget där vi utfört vår studie, har organisationens nuläge identifierats. Med vår teoretiska referensram som grund analyseras och diskuteras situationen på företaget och slutligen återges de fem rekommendationer vi kommit fram till. More precise, this thesis discusses the factors of success when implementing a measurement system and the use of the data it produces. What makes our study unique is that we are looking into these two areas jointly. Prior studies in this field have focused solely on the success factors regarding the implementation of a measurement system. We argue that the use of data is another important factor in getting the measurement system established and accepted by its users.</p><p>Through interviews at Saab Aerosystems, were we conducted this study, has the organization’s present situation been identified. With our theoretical frame of reference as a foundation, we analyze and discuss the situation at the company and at the end the five recommendations that we reached are given. We argue that Saab Aerosystems, by using these recommendations in their continued work with improvements, can create better conditions for their work with measurement and analysis within the organization.</p>
