[pt] O presente estudo abordará as teorias da representação política como expostas por Bernard Manin, Nadia Urbinati e Pierre Rosanvallon, sob a perspectiva de que a relação entre democracia e representação política é marcada por uma tensão inerente, como retomada por Bernard Manin. A retórica que acompanha a escalada do sufrágio universal como solução da tensão entre representação política e democracia faz com que a forma de entendimento da institucionalidade representativa esteja cercada de superstições quanto à eficácia e pujança de seus métodos. Interpelar a representação política enquanto um processo mediador destas tensões entre a esfera social e política é um movimento que aproximaria os três autores estudados. A questão é que para os dois primeiros, o processo de representação seria pré-estabelecido e, portanto, fechado e não permeável às mudanças, onde o mundo da política é claramente delimitado. Enquanto que para o terceiro, por uma postura diferenciada no que concerne à relação entre o social e o político, parece haver uma perspectiva singular de processo em aberto a ser considerada, traduzida em uma concepção de política expandida e contraditória, ou seja, do social e do político em intersecção. / [en] The research herein deals with the theories of political representation as they are exposed by Bernard Manin, Pierre Rosanvallon and Nadia Urbina ti, considering the perspective of a tense existing relationship between democracy and political representation, as it was recovered by Bernard Manin. There is a rhetoric that follows the universal suffrage adoption in which it is seen as a solution to the tense relationship among political representation and democracy, what has led general understanding of representative institutionality to be surrounded by superstitions regarding its mechanisms effectiveness and responsiveness. It is possible to approximate the three studied theorists if political representation is inquired as a process that mediates these tensions between political and social spheres. The question is that for both former authors, the political representation process is pre-established and, thus, closed and not permeable to changes, where the world of politics is clearly delimitated. While to the later, a different attitude towards the relationship between the social and the political seems to assure a singular perspective of open process to be considered, traduced in an expansive and contradictory conception of politics, in others words, of social and political intersection.

[pt] O presente trabalho consistirá em um estudo de direito comparado, em que serão analisados instrumentos de participação política, consagrados como tais, nos ordenamentos jurídicos brasileiro e libanês. Isto é, os meios de exercício da soberania popular, já que as constituições de ambos os Estados adotam o princípio democrático. Para isso, serão fornecidas indicações básicas atinentes aos contextos jurídicos e sociopolíticos dos dois Estados; após, identificar-se-ão as principais normas dos sistemas eleitorais e partidários dos ordenamentos jurídicos brasileiro e libanês, bem como as regras referentes ao exercício da soberania popular, mais especificamente o direito de sufrágio e a previsão de instrumentos de participação política direta. Por fim, será realizado o cotejo, tendo em mente aferir a efetividade da participação política nos dois países, a partir de suas previsões legais, principalmente quanto à amplitude dessa participação, aos instrumentos indiretos e diretos consagrados e aos mecanismos de controle adotados. / [en] This work consists in a study of comparative law, in which instruments of political participation, established as such in the Brazilian and Lebanese legal systems are going to be analyzed. That is, the means of exercise of popular sovereignty, since the constitutions of both states adopt the democratic principle. For this purpose, basic indications relating to the legal, social and political contexts of the two states will be provided, and then the main rules of the electoral and party systems of the Brazilian and Lebanese legal systems are going to be identified, as well as the rules concerning the exercise of popular sovereignty, more specifically the right of suffrage and instruments of direct political participation established. Finally, the comparison will be done in order to assess the effectiveness of political participation in both countries, considering their legal provisions, particularly as to the extent of such participation, as the direct and indirect instruments comprised; and the control mechanisms adopted.

[pt] A presente dissertação Visibilidade e Participação Política: Um estudo no Conselho Municipal da Pessoa com Deficiência em Niterói constitui-se num esforço de refletir sobre o tema participação política das pessoas com deficiência nos espaços públicos. Desse modo, a escolha deste Conselho teve a finalidade de compreender a trajetória de participação política desses sujeitos na construção desse espaço público, na busca pela sua visibilidade. Procurou-se analisar se esse Conselho tem se constituído enquanto um espaço estimulador da capacidade das pessoas com deficiência agirem em conjunto, como sujeitos políticos, encorajando-os a serem gerentes da sua própria vida e protagonistas da sua própria história. Para tanto, o entendimento de participação política que se pretende revelar nesse estudo trata-se da capacidade do agir pluralmente e em conjunto, nos espaços públicos, discutindo e deliberando sobre as coisas da vida política da sua cidade. Visando atender o trabalho proposto, a metodologia adotada para a pesquisa fundamentou-se numa abordagem de caráter qualitativo e para a coleta de dados foram utilizadas: entrevistas semi-estruturadas com conselheiros e ex-conselheiros que estiveram presentes no percurso de formação do Conselho Municipal da Pessoa com Deficiência - COMPEDE; observação participante e análise de documentos. Como resultado desse trabalho, a pesquisa revelou que a participação política das pessoas com deficiência, bem como a construção dos espaços públicos no Brasil, ainda que venham sendo constituídas dentro de um terreno adverso, mostram possibilidades de apropriação do sentido público e coletivo, dando um novo sentido à política. / [en] The present dissertation Visibility and Political Participation: A study in City Council for People with Disability is an effort to reflect on the theme political participation of people with disability in the public space. This way, the City Council for People with Disability was chosen in order to understand the trajectory of the political participation in the construction of the public space by those in search for visibility. We tried to analyze if this council has been a space of encouragement for people with disability to act as a group, as political subjects, encouraging them to be protagonists of their own history. For such, the idea of political participation that we tried to reveal in this study should be understood as the capacity to act as a group in the public spaces, discussing and deliberating on issues of the public life of the city. The methodology used is a qualitative type of research and for the data we used semi-structured interviews with counselors and former counselors that were present in the organization of the City Council for People with Disability - COMPEDE, participative observation, and analyzes of documents. As a result of this study, the research showed that, with regards to the participation of people with disability, as well as the construction of public spaces in Brazil, even though they were conceived in adverse fields, there are possibilities of appropriation of the public and collective sense, giving new meanings to politics.

The research was carried out with militants that participate of the Formation Urban Rural Center Irmã Araújo Cefúrio, with seat in Curitiba Paraná, that for more than 25 years gives subsidies to distinct groups and movements in their formation and political mobilization. The theoreticalmethodologic reference adopted is based on the conception of a historic-social agent, of which we detach the work of Vygotski that allows to privilege the processes of transformation of the agent as singularity that express, at the same time, the effect of the political-social context. Others authors that sustain the conception of a historial social agent also contributed with our theoretical interpretation. It was used the semistructured interview as a research tool where sixteen agents were interviewed, eight of which were selected, in this study, for the analysis for the abrangency and representativity of their deposition.** The analysis of the data searchs for characterize the processuality of the interviewed agents, in the apprehension of the senses given to the reality of the elaboration of the affection, thoughts and wills, while psychosocial categories constitutive of the agents. In this way, it was searched in the depositions unities of sense that in the configuration of a reality process turned it possible the comprehension and analysis of moments of transformation and stagnation, constituted and constituent of the interviewed agents. Through this analysis it is possible to reflect about the affective-volitional base that maintain them participating. Having these people, their ideals directed to social transformation, what motivate them extremely is to promote in the diverse social sectors the participation. The political life of these people is a daily fight for participation and in this sense, elaborate their plans of action, their strategies and their own projects of life. We have found in these people a strong strength of will, a passion that make them face the conflicts, the crisis, the difficulties, not as elements that could disturb their own participation but as factors that promote them to find unknown alternatives, new ways of political action that turn it possible to amplify their field of action. This work of research demonstrated that the necessities that motivate these people are come back to the others , in the search of collective spaces that beyond politicians, are communitarian and solidary, trying the most dispossessed spaces of life for of the society. In this direction, we find in these agents, the thical agentes that if affect with the others and the agents thar walks for its develoment and the freedom / Este trabalho tem como objetivo estudar a processualidade do sujeito político que participa em espaços coletivos populares. A pesquisa foi realizada com militantes que participam do Centro de Formação Urbano-Rural Irmã Araújo Cefuria, com sede em Curitiba Paraná, que há mais de 25 anos dá subsídios a distintos grupos e movimentos em sua formação e mobilização política. O referencial teóricometodológico adotado se fundamenta na concepção de um sujeito histórico-social, da qual destacamos a obra de Vygotski que permite privilegiar os processos de transformação do sujeito como singularidade que expressa ao mesmo tempo o efeito do contexto sócio-político. Outros autores que sustentam a concepção de um sujeito histórico social também contribuíram com nossa leitura teórica. Foi utilizada a entrevista semi-estruturada como instrumento de pesquisa, sendo entrevistados dezesseis sujeitos, dos quais oito foram escolhidos, neste estudo, para a análise pela abrangência e representatividade de seus depoimentos. A análise dos dados busca caracterizar a processualidade da participação política dos sujeitos entrevistados, na apreensão dos sentidos dados à realidade na elaboração dos afetos, pensamentos e vontade, enquanto categorias psicossociais constitutivas dos sujeitos. Para tanto, buscam-se nos depoimentos unidades de sentido, que, na configuração de um processo da realidade, nos possibilitem a compreensão e análise de momentos de transformação e estagnação, constituídos e constituintes dos sujeitos entrevistados. A partir da análise, é possível refletir sobre a base afetivo-volitiva que os mantém na participação. Encontramos, nestas pessoas, uma força de vontade, uma paixão que as leva a enfrentar os conflitos, as crises, as dificuldades, não como elementos que possam abalar sua própria participação, mas, como fatores que as promovem a procurar brechas , novas formas de ação política que ampliem o campo dessa ação. Este trabalho de pesquisa demonstrou que as necessidades que motivam a estas pessoas estão voltadas aos outros , na busca de espaços coletivos que, além de políticos, sejam comunitários e solidários, ensejando espaços de vida para os mais despossuídos da sociedade. Nesse sentido, encontramos nestes sujeitos, o sujeito ético que se afeta com os outros e o sujeito que caminha para seu desenvolvimento e para a liberdade

Still, in 10/05/1998, the Country has enacted a Constitution which conveys a clear improvement towards the democracy, in our country. It has adopted, for the first time in history, the semi-democratic type of government as a source of state legitimacy. In that sense, the Constitution appoints the democratic ways by which the population will reach a decision. This essay will discuss if the participatory model adopted by the Brazilian Constitution is comprehensive; that is to say, if it conveys all the means by which the State obtains legitimacy. Moreover, it will discuss if it is necessary to create new instruments of popular participation and, also, how could the instruments already existing be implemented, in order to enhance and propitiate the establishment of a public space, in which all the democratic agents would be able to express their voices. In order to accomplish such task, it will be necessary to study the concept of democracy that can, effectively, implement the substantive ideal of Democratic Rule of Law. Moreover, different conceptions of democracy will be studied so that the peculiar constituents of the semi-direct democracy can be thoroughly analyzed. In this process, the statute concerning the subject will be also studied. At the end, the essay will suggest new instruments by which the popular participation can be improved. The result of all this questionings was due to the acknowledgment that the extension of de public space that can include citizens in the decisionmaking process is a necessary condition for the enhancement of the Democratic Rule of Law / A história republicana brasileira não possui larga experiência democrática. Ainda assim, em 5 de outubro de 1988 foi promulgada a Constituição da República Federativa que representa substancial avanço da democracia em nosso país. Adotou-se, pela primeira vez, o modelo semidireto de governo como fonte da legitimidade estatal. Neste sentido, a Carta Magna elenca os instrumentos pelos quais a população deverá constituir as deliberações públicas. Este trabalho discutirá se o modelo de participação adotado pelo ordenamento constitucional brasileiro esgota as bases da legitimidade democrática estatal. Abordará, ademais, a necessidade de criação de instrumentos de participação popular, bem como a urgente adoção na prática dos já existentes, propiciando, enfim, o estabelecimento de um espaço público capaz de incorporar a participação de todos os sujeitos democráticos. Para tanto, será analisado o conceito de democracia que melhor realize o ideal material do Estado Democrático de Direito. Também serão estudados os demais modelos de democracia, de forma a permitir uma abordagem dos elementos constitutivos da democracia semidireta brasileira. Neste processo, será analisada a legislação que regulamenta o seu exercício. Por fim, serão apresentados novos instrumentos de participação popular. O resultado de todas as inquietações foi a constatação de que a ampliação do espaço público, possibilitando a incorporação dos cidadãos e cidadãs no exercício das deliberações estatais, é condição indispensável para que se possa avançar no Estado Democrático de Direito

By concluding that one of most notorious justifications to create CMP were always to surpass the fragmentation of the social movement of people and thus organizing them into a people's central movements, we had as a purpose to investigate and analyse what is the sense, given the joint work performed by its founders and management. Plus, if there is some recognition of CMP as a joint worker of people's social movements, all along the core of the struggle for public policies with people's participation. Study of the object has been performed by qualitative survey. To begin with, to build a theoretical reference, regarding the concepts of the social movements, people's participation, public policies, as well as particulars of the joint work performed by agencies og people1s social movements, it has been made a bibliographical survey in the areas of Sociology, Policy Science, History and Social Working. Yet, it has been made a document survey in the files of CMP and on Internet websites. So as to get closer with the research subjects, as an instrument for data collection a half-structured research, with open questions has been used, from a scenario. Participants' notes have been an integral part of all the process of investigation. Survey has shown that the founders and management of CMP do recognize the organization as a joint work of the people's movement, and the core of the struggle, which passed through changes, has not yet been completely incorporated. Remains of the past core resist -- a struggle for urban reform and for citizenship -- possibly due to the fact that CMP has its base formed especially for residence movements, then occurring from this matter the difficulties from consolidating the core of the struggle of public policies with people participation / A presente dissertação de mestrado tem por objeto o estudo da Central de Movimentos Populares, criada em 1993, como sujeito coletivo, na sua particularidade de articuladora dos movimentos sociais populares. Partindo da constatação de que uma das principais justificativas para a criação da CMP era superar a fragmentação dos movimentos sociais populares e organizá-los numa central de movimentos populares, objetivou-se investigar e analisar qual é o sentido dado à articulação por seus fundadores e dirigentes. E se há reconhecimento da CMP como articuladora dos movimentos sociais populares, em torno do eixo de luta por políticas públicas com participação popular. O estudo do objeto foi realizado por meio de pesquisa qualitativa. Inicialmente, foi feito um levantamento bibliográfico nas áreas da Sociologia, Ciência Política, História e Serviço Social, para a construção do referencial teórico, relativamente aos conceitos de movimentos sociais populares, participação popular, políticas públicas e sobre a particularidade das organizações articuladoras de movimentos sociais populares. Procedeu-se, ainda, a uma pesquisa documental nos arquivos da CMP e em site da Internet Para a aproximação com os sujeitos da pesquisa, foi utilizada como instrumento de coleta de dados uma pesquisa semi-estruturada, com perguntas abertas, que partiam de um roteiro. A observação participante acompanhou todo o processo de investigação. A pesquisa revelou que os fundadores e os dirigentes da CMP reconhecem a organização como articuladora de movimentos populares, mas o eixo de luta, que passou por mudanças, não foi completamente incorporado. Persistem resquícios de eixo anterior luta pela reforma urbana e pela cidadania - possivelmente pelo fato de a CMP ter sua base formada majoritariamente por movimentos de moradia, daí decorrendo a dificuldade de consolidação do eixo de luta por políticas públicas com participação popular

[pt] Este trabalho contempla uma investigação sobre juventude e política no contexto contemporâneo brasileiro, tomando a educação popular como centro de sua ação. A expansão dos chamados cursos pré-vestibulares comunitários no Rio de Janeiro, desde a década de 90, vem representando um importante vetor de tensionamento de nosso sistema educacional (SANTOS, 2005), assim como um novo campo de investigação para as ciências humanas. Originados no interior de lutas e movimentos sociais, estes cursos vêm ampliando a possibilidade de ingresso e ação política de jovens das classes populares nas universidades. Partindo de uma compreensão da subjetividade humana como um efeito de agenciamentos coletivos de enunciação (GUATARRI E ROLNIK, 1980), mostra-se interessante pensar os modos de subjetivação construídos nestes cursos e suas consequências nas práticas cotidianas. O processo de construção da subjetividade política (CASTRO, 2008a, P. 254) nestes espaços, envolvendo experiências de engajamento dos jovens que os levam a assumir ações coletivas no campo social, afeta diretamente as maneiras como eles vivenciam o espaço acadêmico. O método da cartografia e as discussões sobre o lugar da imagem técnica no contemporâneo (JOBIM E SOUZA, 2011; GODINHO, 2011) são as principais referências para nossa construção metodológica. A cartografia nos guiou pelas diferentes experiências no campo dos pré-vestibulares comunitários, até a definição da Associação Mangueira Vestibulares como campo de pesquisa. Já as considerações sobre a importância das imagens na contemporaneidade motivaram a criação de uma narrativa audiovisual sobre a dimensão política desse movimento social, construindo um documentário coletivamente com os sujeitos da pesquisa na intenção de ampliar o debate para além dos limites da academia. / [en] This work describes an investigation into youth and politics in the contemporary context of Brazil, taking the popular education as the center of its action. The expansion of so-called pre-university community courses in Rio de Janeiro, from the 90s, has represented an important vector of tensioning of our educational system (SANTOS, 2005), as well as a new field of research for the human sciences. Originated within social struggles and movements, these courses have expanded the entry possibilities and the political action of the young working class in universities. Starting from an understanding of human subjectivity as an effect of collective assemblages of enunciation (GUATARRI & ROLNIK, 1980), proves to be interesting to consider the forms of subjectivity produced in these courses and their consequences in everyday practices. The construction process of political subjectivity (CASTRO, 2008a, P. 254) in these spaces, involve the engagement of young people that lead them to take collective actions, affecting directly the ways they experience the academic space. The method of carthografy and the discussions on the role of image in the contemporary (JOBIM E SOUZA, 2011; GODINHO, 2011) are the main references for our methodology. The carthografy guided us through the different experiences in the field of pre-university community courses, until the definition of Associação Mangueira Vestibulares as our research field. The considerations about the importance of images in contemporary life motivated the creation of an audiovisual narrative about the political dimension of this social movement, building a documentary with the people surveyed in the intention to broaden the debate beyond the boundaries of academy.
