No. of bitstreams: 0 Previous issue date: 2003-03-06 / The Children s Pastoral, a mission carried out by the Roman Catholic Apostolic Church, is present all over the country. It s present in Brazilian communities, searching to rescue the quality of life in all circumstances. Thus we have marked out for our studies the following objectives; analyze the way the planning of the actions of the Children s Pastoral of Fortaleza s archdiocese occur from the point of the theoretical-practical perspectives; study how the educational practices in the health area in the Children s Pastoral of Fortaleza s archdiocese are developed; to build up collective strategies that can provide the Health Education practice in the developed actions in the Children s Pastoral of Fortaleza s archdiocese, using a planning which is always present. This research was developed under a qualitative approach, using Paulo Freire s methodology of the Circulo de Cultura Culture Circle. We used Fortaleza s Cathedral as a place for our meetings from April-2002 to January-2003, with the 10 coordinators of the Children s Pastoral who voluntarily participated in this research. The data was collected through the Circulo de Cultura which favored us with generating words. The results were examined, using Bardin s analyzing contents, making use of thematic analysis procedures. From that point on we verified that the Children s Pastoral occurs because of the leaders self-denial and efforts; the volunteer work has helped a lot in the families health orientation; the Pastoral invests in the human improvement; the Pastoral performs Health Education actions. In synthesis, we can assert that the Children s Pastoral aims at binding together the living forces as the representatives from inhabitant associations, from churches, from cultural movements, mothers groups, parents associations, and others. Then, we conclude that, as the health promotion is an action which enables the community to take part in people s life quality improvement, causing a physical, mental and social welfare, according to the Ottawa letter (1986), Children s Pastoral planning should consider the fact that the Health educative practices still occur in a dominated-dominant relation, that means that it s a supervised participation. The woman s presence in the Children s Pastoral deserves a great emphasis: 90% of the participants of the pastoral are women, that is why, the Children s Pastoral must give priority and develop Health Education practices which are related to women s health, such as: the equality on the job organization rights, some support not only during the deliveries but also during their maternity leave and during the period may necessary for taking care of their sick children. With regard to the participative planning in the Health Education practices in the Children s Pastoral, 80% of the agents that the idea would be interesting, 20% said it would not. The ones who said yes just showed their opinions, that we can not improvise health actions, and the ones who said no, explained that the bureaucracy is very severe and there are not many changes. So, the point is, that it s not only planning, but also the way it s planned. The way things are planned determines the quality of health education actions. Neither methodology is good enough for health improvement, because planning is not a panacea, but an action instrument that helps other actions in the systematic and organized accomplishment of some activities as a social practice. So, in the health improvement, the educational process is not an end, but a compromise which starts at each action and reflection and the initiative that makes us risk ourselves to produce the improvement of the life quality. / A Pastoral da Criança, trabalho da Igreja Católica Apostólica Romana, está presente em todos os recantos do País. É uma missão que está nas comunidades brasileiras, buscando resgatar a qualidade de vida em todas as suas circunstâncias. Sendo assim, traçamos para nosso estudo os seguintes objetivos: analisar como ocorre o planejamento das ações da Pastoral da Criança da Arquidiocese de Fortaleza a partir de suas perspectivas teórico-práticas; estudar como são desenvolvidas as práticas educativas em Saúde na Pastoral da Criança da Arquidiocese de Fortaleza; construir coletivamente estratégias que viabilizem as práticas de Educação em Saúde nas ações desenvolvidas na Pastoral da Criança da Arquidiocese de Fortaleza, a partir de um planejamento participativo. Esta pesquisa desenvolveu-se sob uma abordagem qualitativa, utilizando a metodologia freireana do Círculo de Cultura. Para esse fim, utilizamos o local da Catedral de Fortaleza-CE para nos reunir no período de abril de 2002 a janeiro de 2003, com os dez coordenadores da Pastoral da Criança que voluntariamente participaram desta pesquisa. Os dados foram coletados através do Círculo de Cultura que nos favoreceu as palavras geradoras. Os resultados foram examinados, fazendo uso da análise de conteúdo de Bardin, utilizando o procedimento da análise temática. A partir daí, constatamos que a Pastoral da Criança acontece graças ao desprendimento e aos esforços dos líderes; o trabalho voluntário tem ajudado na orientação da saúde das famílias; a Pastoral investe na promoção humana; a Pastoral realiza atividade de Educação em Saúde. Em síntese, podemos afirmar que a Pastoral da Criança tem a tarefa de aglutinar as forças vivas como representantes de associações de moradores, das igrejas, dos movimentos culturais, grupos de mães, associações de pais, entre outros. Diante disso, concluímos que, sendo a promoção em saúde uma ação que capacita a comunidade para agir na melhoria da qualidade de vida das pessoas, ocasionando um bem-estar físico, mental e social, de acordo com a Carta de Ottawa (1986), o planejamento da Pastoral da Criança deve levar em conta o fato de que as práticas educativas em saúde ainda acontecem numa relação dominado-dominante, isto é, uma participação vigiada. A presença da mulher na Pastoral da Criança merece um destaque: 90% são mulheres que promovem este trabalho e, por isso, a Pastoral da Criança deve priorizar e desenvolver práticas de Educação em Saúde voltadas à saúde da mulher, como: igualdade de direitos na organização do trabalho, partos realizados de acordo com seus desejos e mecanismos que possam apoiá-las na licença-maternidade e na licença para acompanhamento dos cuidados ao filho doente. Quanto ao planejamento participativo nas práticas de Educação em Saúde na Pastoral da Criança, 80% dos agentes disseram que seria interessante e 20% que não. Os que disseram sim apenas externaram a opinião de que não podemos improvisar as ações de saúde, e os que disseram não falaram que é muita burocracia e não muda quase nada. A questão não é só planejar, mas também como se planeja. A forma como planejamos determina a qualidade das ações de Educação em Saúde. Qualquer metodologia não serve para promoção da saúde, porque o planejamento não é uma panacéia, mas um instrumento de ação que auxilia outras ações na realização organizada e sistematizada das atividades como prática social. Por isso, na promoção da saúde, o processo educativo não é um ponto de chegada, mas o compromisso que começa a cada ação e reflexão e a iniciativa a que nos arriscamos para produzir a melhoria da qualidade de vida.

Pedagogy is focused on school teaching practices. However, school is not the only field of pedagogical action and investigation and researching every locus of pedagogical action broadens educational studies. This work investigates the Pastoral da Criança (PCç) social practice as political and teaching practice as well. PCç is an organ of social action which belongs to the Brazil Bishops National Conference (CNBB) and assists poor comunities, through voluntary work, instructing such comunities about health, nutrition, education and citizenship. The theory is based on concepts of non-formal education by Afonso (1989), Gohn (2001) and Libâneo (2007) and the Freirean Pedagogy. Regarding Freire's pedagogy the focus was on the analysis of dialogue categories, solidarity, awareness, oppressor, oppresed, oppression, banking education and problematizing education. The critics presented by Montaño (2003) regarding the role of State and ONGs (non-governmental organizations) in public policies guided the reflection about the PCç as public policy. Investigation comprised documental-bibliographic research of books, dissertations and thesis as well as field researh developed in Ponta Grossa Diocese. The methodology was based on Macedo (2000), mainly the Etnopesquisa Crítica e Multirreferencial nas Ciências Humanas e na Educação (Critical and Multirreferential ethnoresearch in Human Sciences and Education). Open and semistructured interviews, as well as photos, video recording and observation with field diary recording were used as data collection tools. The aim of this research was to systematize the elements which are part of the Pastoral da Criança pedagogical proposal. Finally, this work presents a possible systematization of Pastoral da Criança Pedagogy, concludes that in the socio-educational practice of PCç Freire's Pedagogy appears between recreation and adaptation and considers the PCç as part of social public policies. / As práticas educativas integram o universo das práticas sociais e estão presentes nos mais variados grupos humanos. A Pedagogia centra suas preocupações nas práticas educativas escolares. A escola, porém, não é o único campo da ação e investigação pedagógicas; trata-se de pesquisar os diversos locus da ação pedagógica possibilitando a ampliação da pesquisa educacional. Esta pesquisa investiga a prática social da Pastoral da Criança (PCç) enquanto prática política e educativa. A PCç é um organismo da ação social da Conferência Nacional dos Bispos do Brasil (CNBB) e atua no atendimento às comunidades pobres, através do trabalho voluntário levando a essas comunidades orientações básicas de saúde, nutrição, educação e cidadania. O referencial teórico conta com dois pontos fulcrais: os conceitos de educação não-formal, dos autores Afonso (1989), Gohn (2001) e Libâneo (2007) e os pressupostos que constituem a Pedagogia Freireana. Para aprofundar os pressupostos da Pedagogia Freireana se centrou a análise nas categorias diálogo, solidariedade, conscientização, opressor, oprimido, opressão, educação bancária e educação problematizadora. A crítica elaborada por Montaño (2003) acerca do papel do Estado e das ONGs nas políticas públicas norteou a reflexão a respeito da PCç enquanto política pública. A investigação abrangeu uma pesquisa bibliográfico-documental que incluiu livros, dissertações e teses e uma pesquisa de campo realizada principalmente na Diocese Ponta Grossa. A metodologia da pesquisa se fundamentou nos estudos de Macedo (2000), especificamente na obra a Etnopesquisa crítica e multirreferencial nas Ciências Humanas e na Educação. Os instrumentos para a coleta de dados foram entrevistas abertas e semiestruturadas, fotos, filmagens e observação participante periférica com a prática do diário de campo. O objetivo da pesquisa foi sistematizar os elementos que compõem a proposta pedagógica da Pastoral da Criança. Finalmente, a pesquisa permitiu uma sistematização possível da pedagogia da Pastoral da Criança, concluiu que, na prática sócio-educativa da PCç, a Pedagogia Freireana está entre a recriação e a adaptação e autoriza considerar a PCç integrante das políticas públicas sociais.

The main objective is to understand the treatment that the entity has given to their communication and the contribution that the newspaper, an important communication tool from Pastoral of the Child, has been offering for the entity mission promotion and for the communities´ citizenship construction. This study is based on the social movements theory, popularalternative communication and citizenship and uses thoughts from authors specialized on those subjects. The methodology, of qualitative nature, is based on bibliographical and documental researches and halfstructured interviews with five members of the National Coordination of the Pastoral of the Child, one coordinator from the Archdiocese, fifteen parochial coordinators from the Pastoral of the Child, at the Archdiocese in Aparecida. The research reveals, among other matters, that the newspaper is seen as a proper popularalternative communication instrument of the XXI century social movements and that the communitarian leaderships have a fundamental role in the good use of the material, which consequently promotes or not citizenship. Seu principal objetivo é entender o tratamento que a entidade tem dado à comunicação por ela realizada e as contribuições que o Jornal, importante canal de comunicação da Pastoral da Criança com suas bases, tem oferecido para a promoção da missão da entidade e para a construção da cidadania nas comunidades. Este estudo parte de uma reflexão sobre movimentos sociais, comunicação popularalternativa e cidadania e incorpora, para o direcionamento das reflexões, os pensamentos dos principais autores dessas áreas. A metodologia, de natureza qualitativa, baseiase em pesquisas bibliográficas e documentais e entrevistas semiestruturadas, com cinco membros da Coordenação Nacional da Pastoral da Criança, uma coordenadora arquidiocesana, quinze coordenadoras paroquiais da Pastoral da Criança na Arquidiocese de Aparecida. A pesquisa revela, entre outras resultados, que o Jornal figurase como um instrumento de comunicação popularalternativa próprio dos movimentos sociais do século XXI e que as lideranças comunitárias têm papel fundamental no bom uso do material, o que conseqüentemente promove ou não cidadania.(AU)

The central theme of this work is Religion and Solidarity, with the object of research the motivation for solidarity. The main hypothesis is that a mature religious faith is one of the important motivations for solidarity action. Solidarity is treated here as a constitutive element of religion, especially Christianity. At the beginning of this work, if they work out some important concepts and categories that are the basis and reference for its construction. After the general approach on religious topics, ethics, solidarity and education, the work is directed to the field of effective social projects, with the main action to be analyzed the Pastoral. The Ministry was chosen for its relevance on the national scene and its effectiveness in changing the lives of children abandoned by the government. It is not understood here as a project of transformation or social criticism, because it directly is not. However, being very effective in the mission that was proposed and indirectly question those responsible through its action. To make the concrete work and test the hypothesis, there was a field research, interviewing some volunteers of the Pastoral of the Child Palmas region, State of Tocantins, aiming in particular to identify the motivations that led to social engagement. / Esta dissertação faz parte da conclusão do Mestrado em Ciências da Religião do Programa de Pós-graduação Stricto Sensu da Pontifícia Universidade Católica de Goiás, na linha de pesquisa Religião e Movimentos Sociais. O tema central deste trabalho é Religião e Solidariedade, tendo como objeto de pesquisa a motivação para a solidariedade. A hipótese principal é de que uma fé religiosa madura é uma das motivações importantes para a ação solidária. A solidariedade é tratada aqui como um elemento constitutivo da religião, especialmente do Cristianismo. No início desta obra, trabalham-se alguns conceitos e categorias importantes que dão base e referenciais para a sua construção. Após a abordagem geral sobre os temas religião, ética, solidariedade e educação, o trabalho se direcionou para o campo dos projetos sociais efetivos, tendo como principal ação a ser analisada a Pastoral da Criança. A Pastoral foi escolhida por sua relevância no cenário nacional e por sua eficácia na mudança de vida das crianças abandonadas pelo poder público. Ela não é entendida neste trabalho como um projeto de transformação ou de crítica social, pois diretamente não o é. No entanto, está sendo muito eficaz na missão que se propôs e indiretamente questiona os responsáveis através de sua ação. Para tornar o trabalho mais concreto e testar a hipótese levantada, fez-se uma pesquisa de campo, entrevistando alguns voluntários da Pastoral da Criança da região de Palmas, Estado do Tocantins, visando identificar especialmente as motivações que levaram ao engajamento social.

The work of the leaders aims to strengthen the engagement with the goal of constructing citizenship, as stated in the Leader s Guide Book. The Pastoral da Criança. Organization was launched in Brazil in 1983, by the doctor and sanitarian Zilda Arns Neumann. After 32 years of acting mainly in the health field, the organization has been demonstrating that with simple and low-budget initiatives it is possible to reduce expressively child mortality. This paper in the educational field analyzes the training proposal of Pastoral da Criança, taking as reference the key concepts of Paulo Freire pedagogy. This is a qualitative research using the analysis of procedures and semi-structured interviews. The conclusion drawn from this research is that the process of the leaders training, although demonstrate very positive results in the prevention and children health care, to advance in the horizon of critical-liberating education, need to deepen its action, through problem based learning and analysis of borderline situations, found in the work field, along with the communities followed up by Pastoral da Criança / Esse trabalho analisa como vem sendo desenvolvido o processo de formação de Líderes da Pastoral da Criança, que atuam voluntariamente em milhares de comunidades no Brasil e no mundo, com o compromisso de combater a mortalidade infantil, pela orientação junto às famílias, no seu contexto familiar e comunitário. O trabalho procura fortalecer o compromisso com a construção da cidadania, conforme consta no Guia do Líder. A Organização Pastoral da Criança surgiu no Brasil no ano de 1983, fundada pela médica e sanitarista Dra. Zilda Arns Neumann. Depois de 30 anos de atuação, principalmente no campo da saúde, a organização vem provando que com medidas simples e de baixo custo pode-se diminuir expressivamente a mortalidade infantil. Esse estudo no campo educativo analisa a proposta de formação da Pastoral da Criança, tendo como referencial conceitos fundamentais da pedagogia de Paulo Freire. É uma pesquisa qualitativa na qual foram utilizados procedimentos de análise de documentos e entrevista semiestruturada. Concluiu-se que o trabalho de formação das líderes, embora demonstre resultados positivos na prevenção e cuidados com a saúde da criança, para avançar no horizonte da educação crítico-libertadora, precisa aprofundar a sua ação, por meio da problematização e análise de situações-limites, encontradas no campo de trabalho, junto às comunidades atendidas pela Pastoral da Criança

Esse estudo retrata a ação da Pastoral da Criança na Arquidiocese de São Paulo, analisando como funciona na prática o processo educativo e comunicativo idealizado pela organização. Autores que trabalham a relação entre comunicação, cidadania, jornalismo, educação popular e saúde da criança estão presentes no campo teórico. Na pesquisa de campo, ouvimos 61 pessoas que atuam na entidade sobre as ações que realizam, o uso que fazem do Jornal Pastoral da Criança e como veem ou vivem a questão da cidadania. Ainda entrevistamos outras dez pessoas ligadas à Coordenação Nacional ou programas específicos, das quais destacamos a fundadora da Pastoral da Criança, Zilda Arns, e a jornalista responsável pelo jornal, Sonia Prati. Paralelamente às entrevistas, optamos por uma pesquisa participante, com o intuito de aprofundar nosso conhecimento sobre as práticas estabelecidas no cotidiano do voluntariado. Também analisamos a acessibilidade do texto do Jornal Pastoral da Criança, além de relacionar as respostas de leitoras e leitores com o conteúdo apresentado nas matérias, buscando ver se havia uma contribuição efetiva para a construção da cidadania. Nesse percurso, pudemos perceber as políticas comunicativas da Pastoral da Criança e seus efeitos nas comunidades. Realiza-se uma comunicação popular ao mesmo tempo em que se preocupa com a imagem da organização na mídia. O diálogo é a base do processo educativo e da comunicação estabelecida pela Pastoral da Criança, que procura ouvir representantes do voluntariado de diversas formas e incentivar a participação no sistema comunicativo, tanto no jornal quanto na internet e no programa semanal de rádio que desenvolve. Nesse processo educadoras são também educandas assim como as receptoras das mensagens podem também construí-las. We also analyzed the accessibility of the text of the Journal Pastoral of the Child, and relate the responses of readers with the content displayed in the reports, trying to see if there was an effective contribution to building citizenship. Along the way, we can realize the communication policies of the Pastoral of the Child and its effects on communities. There is a popular communication while, in the same time, it is concerned with the organization\'s image in the media. Dialogue is the basis of the educational and communicative process established by the Pastoral of Child, which seeks to hear the voluntaries of the various forms and encourage the participation in the communication system, both the newspaper and the Internet and the weekly radio program that develops. This thesis argues that currently the Brazilian society displays low levels of social capital, mainly because of two factors, namely, a lack of mutual support amongst Brazilians and Brazil's historical legacy of familism and clientelism. The main argument of this thesis is that the Pastoral da Criança stimulates the production and reproduction of social capital. This dissertation looks at the experience of Pastoral da Criança, an organization that aims primarily at reducing child mortality in poor communities by providing services to pregnant women and children from zero to six years old. The organization relies on community agents' services and its mission, objectives and outcomes are made clear to all participants (agents and community) from the beginning. Pastoral da Criança is structured in networks and stimulates solidarity amongst community members. Through a qualitative and quantitative analysis data obtained through observation, participation and a questionnaire conducted in the municipality of Santos, state of São Paulo, the thesis examines how social capital is produced and reproduced amongst the Pastoral' agents and community members. The findings show that the vast majority of volunteers are women over 40-years-old who have already raised their children and help other mothers to raise their children. These volunteers are primarily motivated by selfless concerns for the well-being of others as well as concerns regarding the essential role played by strong ties among volunteers and families in the community; these features are essential to enhance social capital / Capital social é produzido e reproduzido por meio das relações interpessoais de cooperação. Quando, em sociedade, são cultivados a cultura de cooperação e o associativismo, os estoques de capital social tendem a aumentar progressivamente. No Brasil, hoje, podemos dizer que há baixa participação social, marcada mais pela ausência de uma cultura de ajuda-mútua e pela herança histórica de clientelismo e familismo, do que pela falta de solidariedade. O principal argumento dessa dissertação é que o trabalho da Pastoral da Criança incentiva a produção e reprodução de capital social. A organização tem como proposta a redução da mortalidade infantil em comunidades pobres, por meio de líderes comunitários, acompanha gestantes e crianças de zero a seis anos. Animado em rede, o objetivo do trabalho é a solução para o problema da mortalidade infantil com o incentivo da solidariedade entre as pessoas. A organização deixa claro para o voluntário sua missão e objetivos, bem como quais os resultados esperados. A pesquisa aqui apresentada, de natureza quantitativa e qualitativa, foi elaborada por meio de observação participante e de aplicação de um formulário. Objetivou-se verificar, por meio do relato dos voluntários da cidade de Santos, SP, como se dá a produção e a reprodução de capital social entre os voluntários. Os resultados da pesquisa mostram que dentre esses voluntários predominam mulheres acima dos 40 anos, que são mães que já criaram seus filhos e que agora se dedicam a ajudar outras mães nessa tarefa. A motivação para o desenvolvimento do trabalho está basicamente em ajudar o próximo e na importância dos vínculos entre voluntários e famílias.
