A Just War Framework: Analyzing the 1991 Persian Gulf War and the 2003 Iraq War

The origins of the just war theory date back to medieval times, with the early Catholic scholars, Augustine and Aquinas, and have continued into modem times, with revisions of the theory by Elshtain and Walzer. So why is a new just war theory needed? The primary problem with the old theories is not the concept of the theory itself, but the questions that prior theories of just war leave unanswered. The just war theory of today continues to be unspecific, and does not deal with contemporary issues, such as nuclear, chemical and biological weapons; terrorism; and discrimination between combatants and noncombatants in an age of airborne warfare. In the years since September 11 th, and following the 2003 invasion of Iraq sans the support of the United Nations, the concept of the just war has gained prominence in political theory and commentary. In a twofold manner, this thesis deals with the problems left unanswered by current just war theory. First, a new just war theory is proposed, which addresses many of the abovementioned issues that remain unsolved by former theories. Second, this theory is tested through application to the 1991 Persian Gulf War; the decade after the war in which economic sanctions were placed against Iraq; and the three-year period directly after the September 11th attacks, in which the world again entered into conflict with Iraq. The classic just war theory template is used, with the war and the decade-long period following it classified under the traditional jus ad bellum (just cause ),jus in bello (just conduct), and conclusion categories. The post September 11th period is dealt with using the jus ad bellum template, as a precursor to the 2003 Iraq War. This thesis tests the applicability of the new just war theory in the face of modem wartime considerations, such as advanced weapons technology, wartime military conduct, military occupation, and civilian welfare. The new just war theory has been designed to take these issues into consideration, and as such, it accommodates the just limitations of war (what a state can and cannot do in the course of a conflict), while still defining what is and is not a just cause to go to war. There is also new consideration given to the conclusion of the war, and specifically, the rights and responsibilities of both the occupied and the occupying parties, as well as the issue of rebuilding and recovery in the country or countries involved in the conflict. These are considerations that are new to war, and were not considered previous to the past century of conflict. As such, older just war theories do not adequately discuss these responsibilities, and the new theory strives to fill this gap.

The effects of social and political dislocation on Persianate children's literature : change and continuity

This thesis seeks to investigate the various forces that have shaped modern Persianate children‘s literature - history, revolution, political climate, government, institutions, writers, education, and so on. The historical origins of tales popular in modern times, and of themes recurrent in stories from past times to present are analyzed, along with other factors which have shaped Persianate children‘s literature. The thesis begins with a historical and theoretical overview relating to change and continuity in Persianate children‘s literature. It examines the influence of ancient texts on modern Persianate children‘s stories. The cultural development reflected in the organizational infrastructure of institutions is also examined, as well as other contemporary influences, both social and political, in order to assess how these have affected modern Persianate children‘s literature. The contents of children‘s books are analyzed from different aspects, including their representation of social values. Concerns of children themselves are shown in examples of their own work; in addition, works of illustrators of children‘s books, and examples from the extended body of Persianate children‘s literature in Tajikistan are analyzed. Modern children‘s literature is the product of a number of influences and while differences can be perceived between historical periods, underlying similarities can also be seen which show a continuity of socio-political purpose, either supporting the status quo or challenging it. The thesis is concerned with this interplay between the recurring uses of children‘s literature; moralistic, didactic, the political agenda of its authors, criticism of the status quo, etc. and the surface changes which attract attention and which create an appearance of change in its underlying purpose. Fashions and styles may change, but children still read, firstly in order to learn to read, and then for information and amusement. The author contends that, in reality a limited number of changes are possible in the purpose of children‘s literature, and the age-old arguments likewise continue about what those are: entertainment or preparation for the harsh realities of life, retreat into fantasy and acceptance of one‘s place or incitement to rebel and change the world. / Information Science / D.Litt. et Phil.

Promoting social change in the Arab Gulf : two case studies of communication programmes in Kuwait and Bahrain

The thesis presents rich empirical analysis of the role of public relations in facilitating participation in social change in the Arab Gulf. The focus is on what public communication approaches are used and how they are regarded from the perspectives of the key social actors. It presents an historical and sociological background of public communication and media in the Arab Gulf. Moreover, it provides in-depth analysis of two empirical case studies in the Arab Gulf: Ghiras, the national drugs prevention programme in Kuwait, and Be Free, the voluntary anti-child abuse programme in Bahrain. This thesis relates the practice of public communication in the Arab Gulf society to Arabic culture and ethics. The thesis uses a qualitative constructivist paradigm to “re-construct” the multiple realities initially constructed by social actors in the cases to provide original insights on the role of public communication and public relations in social change in the Arab Gulf. It presents a new perspective of 'social change' in the two cases that is tied to Islamic ethics. Besides, it re-constructs original Arabic-oriented understanding of 'relational' and 'persuasion' approaches, which differs from the Western paradigm. One of the key contributions of the thesis is its adaptation of relevant Western communication models to the empirical Arab Gulf cases to identify some of the crucial factors of the practice and role of public communication in the Arab Gulf. The unique contribution of this thesis is that it develops a greater understanding of alternative cultural context that might contribute to the adaptations of existing theory and therefore a first step towards new models. It introduces a theoretical framework for other scholars to develop an Arabic public communication ethics theory and to build up a cultural model of the practice of public communication and public relations in the Arab Gulf. The thesis generates key theoretical implications that contribute to the theoretical discussion on the value and role of media, public relations, social marketing, and public communication in the Arab Gulf society at the age of globalisation.

Les inscriptions persanes de Ghazni constituent des témoignages artistiques ainsi que des sources primaires originales sur l’histoire culturelle des Ghaznavides (366-582/977-1186). Leur étude nous informe sur l’apport de cette dynastie à l’affirmation du persan moderne comme langue épigraphique « nouvelle » complémentaire à l’arabe, et sur les spécificités de cette réalisation. Le corpus examiné réunit 228 fragments d’inscriptions poétiques en persan, dont 113 inédits. Ces textes sont sculptés sur des plaques en marbre relevées par la Mission Archéologique Italienne en Afghanistan dans les années 1950-1960 et provenant pour la plupart d’un palais royal fouillé à Ghazni. Forte d’une approche interdisciplinaire, nous poursuivons deux objectifs principaux : le premier est d’offrir une analyse exhaustive de ce corpus épigraphique, qui fasse ressortir toute information historique dont il est porteur. Le second vise à la mise en contexte des inscriptions et se traduit par une étude comparative des sources épigraphiques et littéraires produites à Ghazni et dans l’ensemble du monde iranien aux Ve/XIe et VIe/XIIe siècles. La diffusion de l’épigraphie persane dans la capitale ghaznavide est confirmée par certains documents inédits externes à notre corpus principal, qui posent des jalons pour une chronologie de cette pratique à l’échelle locale et régionale. Nous constatons en outre le rôle central joué par la poésie persane dans la tradition épigraphique des Ghaznavides, qui emprunte le vocabulaire des panégyristes pour célébrer l’idéologie royale et les valeurs de l’Islam. Cet usage trouve des échos dans les autres régions de l’Iran pré-mongol et donne une voix à la politique culturelle des dynasties musulmanes orientales. / Persian inscriptions from Ghazni may be regarded as both artistic testimonies and original primary sources for the cultural history of the Ghaznavid dynasty (366-582/977-1186). They provide evidence of the Ghaznavid contribution to the rise of New Persian as an epigraphic language complementary to Arabic, and of the distinctive features of its use. Our study focuses on a corpus composed of 228 fragments of Persian poetic inscriptions, 113 of which have remained unpublished until now. These texts, carved onto marble dado panels, were mostly retrieved from a royal palace in Ghazni and recorded by the Italian Archaeological Mission in Afghanistan in the 1950s and 1960s. Through an interdisciplinary approach, we pursue two main goals: firstly, to offer a comprehensive analysis of this epigraphic corpus in order to bring to light any historical data it may disclose. Secondly, to place the Persian inscriptions in context by means of a comparative study of epigraphic and literary sources produced in Ghazni and in the Persianate world between the 5th/11th and the 6th/12th centuries. The spread of Persian epigraphy in the Ghaznavid capital city is confirmed by a set of documents that falls beyond our main corpus and until now has remained unknown. This new evidence provides chronological benchmarks for the use of Persian epigraphy at local and regional levels. We also note the central role played by Persian poetry in the Ghaznavid epigraphic tradition, borrowing the vocabulary of court panegyrists to build up a celebration of royal and Islamic ideals. This particular use finds echoes in other regions of pre-Mongol Iran and gives voice to the cultural policy of Eastern Islamic dynasties.

The ecstatic Whitman: the body and sufistic influences in Leaves of Grass

This thesis examines Walt Whitman's use of the body in his poetry as a location for spiritual experience, and how his use of the body bears strong connection to its use by medieval Persian Sufi poets. The first chapter focuses upon Sufi poetry's role as a shared point of interest between Whitman and his onetime mentor Ralph Waldo Emerson. Their differing philosophies regarding the cultivation of the soul caused them to absorb Sufi ideas into their own bodies of work in separate ways, and contributed to the split that eventually occurred between them. The second chapter focuses upon connections between Whitman's poetry and that of Jalaluddin Rumi, one of the greatest Sufi poets yet an oftoverlooked figure in Whitman scholarship. Timurid manuscript production : the scholarship and aesthetics of Prince Bāysunghur’s Royal Atelier (1420-1435)

Considered one of the pinnacles of the arts of the book in the entire history of Persian art, the life of the Timurid prince, Bāysunghur (1397-1433) and his royal library-atelier have been studied for more than a century. Yet previous scholarship, although solid on it own terms, has not combined study of the entirety of production with sustained analysis of individual productions of Bāysunghur’s atelier. Prior to this study, a number of manuscripts were completely neglected, and several others were studied only briefly. What is more, the single extant document describing procedures and progress in the atelier, although well known, demanded further clarification on various levels. This dissertation discusses in six chapters the operation and productions of the library with particular attention paid to its highlight, Bāysunghur’s famous Shāhnāma. After an introduction to the field and an overview of previous studies, I turn to the report of the head of the atelier, clarifying some technical terms and establishing the date of the report. Secondly, the corpus of Bāysunghurī productions is examined chronologically and in relation to the librarian’s report, with individual manuscripts analysed with regard to their textual and aesthetic traits and their placement in an art historical context. Next, the Shāhnāma of Bāysunghur, which for many years has been inaccessible for close scholarly study, receives extended treatment. The final chapter presents a discussion of the textual and aesthetic content of the corpus and reconsiders the role of the atelier supervisor. The overall aim is to enhance and extend understanding of the arts of the book in a unique royal library, that of Prince Bāysunghur.

Cooperative commemoration : Simonides on the Persian Wars / Simonides on the Persian Wars

The name ‘Simonides’ has long been associated with the Persian Wars. More specifically, Simonides is famous in large part because of his commemoration of the Persian War dead in the form of epigrams. The purpose of this paper is to investigate a set of four of the most famous and most distinctively ‘Simonidean’ poems to the end of delineating their stylistic deviations from conventional epitaphic speech. This paper argues that the specific ways in which Simonides departs from the conventions of epigrammatic language serve to convey a distinctively democratic ethos. This ethos is clear in that Simonides’ epigrams privilege the mass efforts of the collective, and do not praise any particular individuals over another. Moreover, that these poems do not include the sort of identifying details that we would normally expect to find in epigrams anticipates a readership that is uniformly knowledgeable about the events of the Persian Wars. This represents another facet of the egalitarian ethos evident in this group of epigrams, as Simonides treats his readers as equally aware of the events of the Persian Wars. Thus, Simonides assumes a unified, panhellenic identity that characterizes both the subjects of his poems as well as his readers: they are all part of the same entity that defeated the Persians. Simultaneously, however, Simonides, or at the very least, the Simonidean name, achieves his own kleos as an individual poet through his distinctive commemorations of the Persian War dead. With these poems comes the emergence of a Simonidean poetic persona that renders the poet’s voice unique because of the way in which Simonides diverges from epigrammatic convention. The allotment of immortal kleos both to the anonymous, undifferentiated masses of Persian War dead and to the name ‘Simonides’ reflects two distinctive ideologies, the latter archaic and the former classical. My reading of these epigrams thus demonstrates how the commemoration of the Persian Wars is poised between two different eras and two different ideologies. / text

Assessing sustainable governance in Kuwait after the First Gulf War

The First Gulf War that took place in Kuwait in 1991 resulted in one of the worst environmental disasters in the history of mankind. Extreme pollution affected the soil, waters, and the air in Kuwait. In this research I try to look into how the Kuwaiti government reacted to those disasters policy wise since the end of the war. To assess the reaction of the Kuwaiti government I applied the concept of sustainable governance for its comprehensive nature that captures the complexity of environmental problems. The concept of sustainable governance has four objectives: Social objectives that aim at investing in human capitol and social capitol, Economic objectives that aim at forming economic policies in an environmentally friendly way, Environmental objectives that aim at implementing policies to protect the environment, and institutional objectives that aim at ensuring equality in government institutions. After surveying policies from the past 20 years, I conclude that the number of policies that were adopted by the Kuwaiti government to serve the 4 objectives of sustainable governance is small in size and substance. The Kuwaiti government failed to establish a policy regime to put Kuwait on a sustainable trajectory. / Graduation date: 2012
