Planejamento dos recursos h?dricos da bacia hidrogr?fica do rio Serid?, no Rio Grande do Norte

River watershed, in the state of Rio Grande do Norte, Brazil. It has an emphasis on the amount of surface water available in this region, to provide a sustainable water supply. Based on data and information collected from public departments responsible for the management of the water resources of the Rio Grande do Norte state, well as on researches related to water resources , a watershed balance was done, and the results suggested the transposition of the waters from the Piranhas-A?u river watershed taken from the Oiticica and Armando Ribeiro Gon?alves reservoirs, integrated with the construction of 2 hidroelectrical plants and 2 elevation stations, to pump the amount of water needed to the expected demand in some public dams of the region until 2020. So, with the use of the surface water potential that exists in the region, it was demonstrated that, on the contrary of the public policies implemented in the past and in the current by the federal and state realm, it is possible to supply the currently water demands and also the future ones, in a sustainable way, without the need of importing outter water to the respective watershed. Finally, it was proposed the implementation of the Water Resources Plan in the Serid? region WRPS, aiming at providing an auto-sustainable development by significantly diminishing the effects of the dry seasons in that region, by considering the economic, social and environmental sustainability / O presente trabalho tem o prop?sito de planejar a utiliza??o e o manejo necess?rio dos recursos h?dricos da bacia do rio Serid?, no Estado do Rio Grande do Norte, com ?nfase na quantidade de ?gua superficial dispon?vel na regi?o, para abastecimento humano priorit?rio, de forma sustent?vel. Com base nos dados e informa??es coletadas junto aos ?rg?os p?blicos respons?veis pela gest?o dos recursos h?dricos no Estado do Rio Grande do Norte, bem como em outros trabalhos relacionados ? linha de pesquisa recursos h?dricos , foi efetuado o balan?o h?drico da bacia em estudo, cujo resultado sugeriu a transposi??o de ?guas da bacia do rio Piranhas-A?u, atrav?s da capta??o nas Barragens Oiticica e Eng? Armando Ribeiro Gon?alves, de modo integrado ? constru??o de 02 (duas) centrais hidrel?tricas e 02 (duas) esta??es elevat?rias, para bombear a ?gua necess?ria ? demanda prevista para o horizonte do ano 2020, para alguns a?udes p?blicos mais importantes da regi?o. Assim, com o aproveitamento do potencial h?drico superficial existente na regi?o, foi demonstrado que, ao contr?rio das pol?ticas p?blicas implementadas no passado e atuais pelos governos federal e estadual, pode-se atender ?s demandas h?dricas atualmente existentes e ?s futuras, de modo sustent?vel, sem a necessidade de importa??o de ?gua ex?gena ? bacia da regi?o. The objective of the research is to launch light in the debate on the regional and municipal development, presenting the recent hypotheses supplied by literature. Of complementary form, had for specific objective presents the results of the Research of Basic Information of Cities - PIM, of Brazilian Institute of Geography and Statistics (IBGE), in two surveys carried through together to the Brazilian local governments (1999 and 2009). It analyzes the instruments of economic promotion used by local governments and the influence of the development variables, as the Local Human Index of Development (HID-L) and the Local Gross Domestic Product (GDP-L). The research sample that factors as HID-L and GDP-L has significant influence in economic promotion of cities and must be taken in account in the definition of the local strategies of development / Esse trabalho analisa o estado da arte da promo??o econ?mica nos munic?pios brasileiros de m?dio e grande porte (com popula??o acima de 50.000 hab.). O objetivo da pesquisa ? lan?ar luz no debate sobre o desenvolvimento regional e municipal, apresentando hip?teses recentes da literatura. A percep??o dos docentes da UFRN sobre o programa de apoio a planos de reestrutura??o e amplia??o das universidades federais - REUNI

The Programa de Reestrutura??o e Expans?o das Universidades Federais REUNI has been the greatest overhaul performed by the government in public universities in the last years. REUNI is presented as the biggest reform in tertiary education in contemporary times, having as the main goal a gradual increase in the average rate of conclusion in live learning graduation courses up to 90%, as well as a rate expansion of graduating students in face to face classes per professor. This research aims at studying the perception of professors from UFRN concerning the REUNI program in execution from 2008 until 2012. The study seeks to understand how professors evaluate the program and what the dimensions that most influence in this evaluation are. The study made use of a research tool (survey) which was sent through the internal system of the university, SIGAdmin, to all professors of superior teaching from UFRN. The answers generated by the survey were processed using SPSS statistical software (Statistical Package for Social Science). Factorial Analysis and Multiple Linear Regression were used as an analysis technique. 180 answers were obtained, reaching all UFRN Centers and some academic units, as well as some campuses in the countryside of the state. Through the research was possible to analyze how professors from UFRN perceive the REUNI program implemented in the institution. The results point to the program approval by the professors. Statistical tests showed that the average values obtained in the Centers and academic units are basically the same. It was demonstrated that the extent that most influenced in the answers is linked to practical outcomes of the program, whereas the knowledge of REUNI goals was the least that impacted on the marks given to the program. Another dimension which influenced the perception of professors relates to the influence of REUNI in their activities. It was observed that professors from UFRN don t see REUNI as an impediment to them / Nas ?ltimas d?cadas a educa??o superior no Brasil passou por diversas mudan?as. O Programa de Reestrutura??o e Expans?o das Universidades Federais REUNI, foi a maior reforma executada pelo governo Federal em universidades p?blicas nos ?ltimos anos. O REUNI se apresenta como a grande reforma do ensino superior na contemporaneidade, tendo como meta global a eleva??o gradual da taxa de conclus?o m?dia dos cursos de gradua??o presenciais para 90% e amplia??o da rela??o de alunos por professor. Esta pesquisa tem como objetivo estudar a percep??o dos docentes da UFRN acerca do programa REUNI, em execu??o durante o per?odo de 2008 a 2012. O estudo busca compreender como os docentes avaliam o programa e quais s?o as dimens?es que mais influenciam nesta avalia??o. O estudo utilizou-se de um instrumento de pesquisa (question?rio), que foi enviado atrav?s do sistema interno da universidade, SIGAdmin, para todos os professores de magist?rio superior da UFRN. As respostas geradas pelo question?rio foram processadas pelo software estat?stico SPSS (Statistical Package for Social Science). Como t?cnica de an?lise utilizou-se da An?lise Fatorial e Regress?o Linear M?ltipla. Foram obtidas 180 respostas, conseguindo atingir todos os Centros da UFRN e algumas unidades acad?micas, chegando tamb?m aos Campi do interior do Estado. Atrav?s da pesquisa foi poss?vel analisar como os professores da UFRN percebem o programa REUNI, implantado na institui??o. Os resultados apontaram para uma aprova??o do programa por parte dos docentes. Os testes estat?sticos demonstraram que as m?dias obtidas nos diferentes Centros e Unidades Acad?micas pesquisados foram as mesmas, n?o havendo diferen?as significativas entre elas. Ficou demonstrado que a dimens?o que mais influenciou nas respostas dos docentes est? ligada aos resultados pr?ticos do programa, enquanto que o conhecimento sobre as metas do REUNI foi a que menos impactou nas notas atribu?das ao programa. For this purpose, acknowledging the relevance of the PME (2015) from Itaguai/RJ, (because it acts in a sense of re-orientating the education in the municipality) this study researched the reorientation of that document regarding pedagogical and educational assistance of the target-public students of the special education program of the municipality, and overall of the CEMAEE (Centro Municipal de Atendimento Educacional Especializado, in english "Municipal Centre of Specialized Educational Assistance"). Our researched issues were: Does the Municipal Plan of Education of Ituaguai (2015) contribute to the democratization process of the education system? How is the political-pedagogical organization set in the (re) orientation included in the PME (2015) of Itagua?, regarding the assistance to the target-public students in special education programs? Is the PME Itagua? (2015) in line with the PNE (National Education Plan)? Which are the perspectives of improvement that the PME Itagua? could establish in the CEMAEE's assistance? Which are the difficulties that the participants in this study have found for the implementation of the inclusive orientation for the target-public of the special education program? What do the participants of this study think/know about the current Public Policy of Inclusive Education concerning the special education target-public students? The methodological conception of this research was the "undissociability" between method and theory exposed in the Teor?a Critica (Critical Theory) of education. The thought of Theodor Adorno inspired our analysis, as well as Damasceno and Costa, commentators of his thought. Regarding the methodological procedures, we divided them in two moments, the first moment consisted in the documental analysis, in which we evaluated the previous PME of Itagua? (2010-2020) and the current (2015-2025) and we characterized the Documento de Forma??o (Formation Document) from 2010 from the CEMAEE. In the second moment, we accomplished the interviews with the subjects of the study, as follows: Ex-secretary of Education, Ex-sub-secretary of Education, Secretary of education, manager of the CEMAEE and the teacher of the CEMAEE, and we applied the characterization to them. In our final considerations, we identified that the PME (2015) represents a very important achievement for the education of the Municipality, since it presents political-pedagogical disposals that collaborate with the school inclusion of the target-public students of special education. Nevertheless Itagua? still faces challenges that raise obstacles to reach education for everyone, thus becoming urgent that what was instituted by the PME (2015) is implemented in the sphere of the institutive of the municipal network of Itagua?. We emphasize the importance of this and other researches that have the objective of studying the operational ability of the process of the school inclusion of the target-public individuals/students in the special education programs, in tune with the movement of democratization of the education. / Esta disserta??o tem como objeto de investiga??o o Plano Municipal de Educa??o de Itagua?/RJ, que foi reformulado no ano de 2015, com validade at? o ano de 2025. Para tal, tomando conhecimento da relev?ncia do PME (2015) de Itagua?, no que se refere a (re)orienta??o da educa??o do Munic?pio, este estudo pesquisou/problematizou os impactos deste documento no atendimento pedag?gico e educacional dos estudantes p?blico-alvo da educa??o especial do Munic?pio e, sobretudo, no CEMAEE (Centro Municipal de Atendimento Educacional Especializado). Nossas quest?es de investiga??o, derivadas de nosso objetivos, foram: O Plano Municipal de Educa??o de Itagua? (2015) contribui para o processo de democratiza??o no sistema de ensino? O pensamento de Theodor Adorno subsidiou nossas an?lises, assim como as reflex?es de Damasceno e Costa, comentadores de seu pensamento. Quanto aos instrumentos e procedimentos metodol?gicos, os dividimos em duas etapas: a primeira consistiu na an?lise documental, onde analisamos o PME de Itagua? (2010-2020) e o atual (2015-2025), al?m do Documento de Forma??o (2010) do CEMAEE. Na segunda etapa, realizamos as entrevistas com os sujeitos de estudo, a saber: Ex-secret?ria de educa??o, Ex-subsecret?ria de educa??o, Atual Secret?ria de educa??o, Gestor do CEMAEE e uma Docente do CEMAEE. Em nossas considera??es finais de pesquisa identificamos que o PME (2015) representa uma significativa conquista para a educa??o do Munic?pio, pois apresenta disposi??es pol?tico-pedag?gicas que colaboram com a inclus?o escolar de estudantes p?blico-alvo da educa??o especial. Entretanto, Itagua? ainda possui in?meros desafios que obstaculizam a afirma??o de uma educa??o para todos, tornando-se urgente que o institu?do no PME (2015) se implemente na esfera instituinte dos movimentos democr?ticos desta rede de ensino. We know that to meet the emerging need for qualified teachers to work in basic education schools in Brazil , they are designed and implemented public policies for teacher training . Among these policies is the National Teacher Training Plan ( PARFOR ) which aims to offer emergency courses of undergraduate or special programs for practicing teachers for at least three years in basic education public network as provided in Article 11, item III of Decree No. 6755 of January 29, 2009 . In this work we care to study the PARFOR Bachelor's Degree in Physical Education from the State University of Feira de Santana in order to understand how to express teacher education in this context. For this we use contributions of historical and dialectical materialism. Saviani (2004 ) states that man's reflection on the reality of the problems should be: radical , accurate and set. These characteristics relate to all categories, contradiction and mediation of the methodological option of this work. This research is also characterized as critical, descriptive and according to Trivi?os (2009 ) : case study and documentary research . All sources of information presented in this material as laws aimed at education, school processes and conditions (PARFOR-EF-UEFS), make up this work in order to be to the triangulation technique in data collection Trivi?os (2009). We analyzed the data based on Bardin (2009), by means of Content Analysis. The inferential interpretation of the results was mediated by prior research on pedagogical approaches to physical education (Darido, 2003), teacher training conceptions (Saviani, 2009; FACCI, 2004) and method on historical dialectic materialism (Saviani, 2004; cattle , 2014). All this methodological course made us understand that the PPP-EF-PARFOR-UEFS unexpressed theoretical and methodological unity and to work with pedagogical approaches of physical education, which undermines the political role of educator of basic education function. Therefore, one way of establishing the political role of education is teacher training set in a world of design, vision of man and society project involving a historical-critical positioning of utilitarian education whose main goal acquisition of hand- labor to the market. / O presente estudo visa contribuir com as discuss?es no campo da forma??o de professores de educa??o f?sica escolar. Para atender ? necessidade de professores qualificados para atuar nas escolas de educa??o b?sica do Brasil, s?o elaboradas e implementadas pol?ticas p?blicas de forma??o de professores, dentre essas pol?ticas est? o Plano Nacional de Forma??o de Professores (PARFOR), que tem por objetivo ofertar cursos emergenciais de licenciaturas ou programas especiais dirigidos aos docentes em exerc?cio h? pelo menos tr?s anos na rede p?blica de educa??o b?sica, conforme consta no artigo 11, inciso III do Decreto n? 6.755, de 29 de janeiro de 2009. Nesse trabalho nos preocupamos em estudar o curso PARFOR de Licenciatura em Educa??o F?sica da Universidade Estadual de Feira de Santana a fim de compreender como se expressa a forma??o do professor nesse contexto. Essa pesquisa ? tamb?m caracterizada como cr?tica, descritiva e de acordo com Trivi?os (2009) um estudo de caso de natureza documental. Todas as fontes de informa??es apresentadas nesse material como leis, processos e condi??es escolares (PARFOR-EF-UEFS), comp?em esse trabalho no intuito de consistir na T?cnica da Triangula??o (TRIVI?OS, 2009). Analisamos os dados fundamentados em Bardin (2009), por meio da An?lise de Conte?do. This fact has been perpetuated during years and added the current social found problems in the large cities and contributed for the environmental degradation caused by irregular nestings. The Environmental Sensible Areas vary between environmental interests to risk areas. Beyond the predatory occupation of the urban spaces with intense urbanization without planning, the precarious nestings also contribute with the alteration of the vegetation, of the ground, hydro resources and even in the change of the microclimate, becoming also a risk to the health and the physical-mental integrity of the there resident population. These urban inadequacy must be prevented and avoided, reparable and compensatory measures with adjusted technologies must be adopted to solve the diverse problems of degradation. Ahead of such situation, it is necessary to know the public politics, especially the habitation ones, directed to equate the deriving problems of occupations and the programs and techniques of urban and environmental recovery. The city of Campinas, studied region, has similarities with other regions of Brazil, with innumerable nestings also in Environmental Sensible Areas, being, therefore, a representative case. / Ao longo da hist?ria do urbanismo brasileiro, observamos a aus?ncia do Estado com medidas mais eficazes para atender ? demanda por habita??o. Esse fato se perpetuou durante os anos e, somado com os atuais problemas sociais encontrados nas grandes , contribuiu para a degrada??o ambiental ocasionada por assentamentos irregulares. As ?reas Ambientalmente Sens?veis variam entre de interesse ambiental a ?reas de risco. Al?m da ocupa??o predat?ria dos espa?os urbanos com intensa urbaniza??o sem planejamento, os assentamentos prec?rios tamb?m contribuem com a altera??o da vegeta??o, do solo, recursos h?dricos e at? na mudan?a do microclima, tornando-se inclusive risco ? sa?de e ? integridade f?sica e mental da popula??o ali residente. Essas inadequa??es urbanas devem ser evitadas, e medidas mitigadoras, reparat?rias e compensat?rias com tecnologias adequadas devem ser adotadas para solucionar os diversos problemas de degrada??o. Diante de tal situa??o, ? necess?rio conhecer as pol?ticas p?blicas, especialmente as habitacionais, voltadas para equacionar os problemas oriundos das ocupa??es e os programas e t?cnicas de recupera??o urbana e ambiental. Currently there are two forms of education that are found in this country, from technical schools who share both formats up their own workshops and workplaces that are also recognized as places of learning. Based on these formats technical and vocational education are marked by the idea that the teaching of instrumental crafts are inferior in comparison to general education. This research seeks to explain and analyze the development of education in these Samba Schools of Grupo Especial in Rio de Janeiro, in which the entire show is produced manually by professionals from various fields. The questions that guided the research were: how does a vocational education show the perspective of a cultural education that is informal? How can vocational education be regimented by public policies? From this way the general objective is to investigate the function and dynamics barrac?es of the samba schools of the Grupo Especial do Rio de Janeiro. If, therefore, is a research document analysis that was used for the historical science proper procedures by which it can be said that the data for historical analysis are the facts. However, the facts are not on the documents to be rescued as something that has its own existence, or as a natural object that just capture it from a theory with concepts defined a priori. First reading of the literature was performed for the theoretical foundation of the research. Data collection was carried out with primary sources such as newspapers, magazines, motion picture, photographs, government documents and public documents of the Federation provided by the Independent League of Samba Schools of Rio de Janeiro. A literature review was also conducted at the Bank of CAPES thesis, aiming to collect data for an analysis of the state of the art with respect to non-formal vocational education, vocational education and non-formal education in order to enrich and complement the desk research. This research is organized into an introduction and three chapters, which had its contents built from the investigations by the methodology described above because it is a new theme and closing remarks that aims to elucidate the problem of this research. Thus, to investigate the function and dynamics of the barrac?es of the samba schools of the Grupo Especial do Rio de Janeiro, it is understood that there is an educational culture in the samba schools of the Special Group of Rio de Janeiro, as well as the possible application of a public policy directed to this mode of education practiced at that location. / No Brasil, atualmente, h? diversos formatos de educa??o profissional. A partir da constata??o estereotipada de que esses formatos de educa??o profissional est?o marcados pela concep??o de que o ensino dos of?cios instrumentais ? inferior em compara??o ? educa??o geral, esta investiga??o busca descrever e analisar a cultura educacional desenvolvida nas escolas de samba do Grupo Especial do Rio de Janeiro, nas quais todo o desfile ? produzido manualmente por profissionais das mais diversas ?reas. As quest?es que orientaram a pesquisa foram: como se manifesta a educa??o profissional na ?tica de uma cultura educacional que ? n?o formal? Como essa educa??o profissional pode ser arregimentada por pol?ticas p?blicas em educa??o? Emerge, dessa forma, o objetivo geral de investigar o funcionamento e a din?mica dos barrac?es das escolas de samba do Grupo Especial do Rio de Janeiro, a fim de detectar uma poss?vel cultura educacional nesse ambiente, bem como a aplica??o de uma pol?tica p?blica voltada ? modalidade educacional ali praticada. Trata-se, portanto, de uma pesquisa de an?lise documental que se utilizou de procedimentos pr?prios da ci?ncia hist?rica, pela qual se pode afirmar que os dados para uma an?lise hist?rica s?o os fatos. Por?m, os fatos n?o est?o nos documentos para serem resgatados como algo que t?m exist?ncia pr?pria, ou como um objeto natural que pode ser capturado a partir de uma teoria com conceitos definidos a priori. Primeiramente, foi realizada a leitura da literatura especializada para a fundamenta??o te?rica da investiga??o. A coleta de dados foi realizada junto a fontes prim?rias como peri?dicos, revistas, imagens em movimento, fotografias, documentos p?blicos da Federa??o e documentos p?blicos disponibilizados pela Liga Independente das Escolas de Samba do Rio de Janeiro. Tamb?m foi realizada uma revis?o bibliogr?fica no Banco de Teses da CAPES, visando definir dados para uma an?lise do estado da quest?o no que diz respeito ? educa??o profissional n?o formal, a educa??o profissional e a educa??o n?o formal, com o intuito de enriquecer e complementar a pesquisa documental. Esta pesquisa est? organizada em uma Introdu??o e mais tr?s cap?tulos, os quais tiveram seus conte?dos constru?dos com base nas investiga??es descritas por sua metodologia por tratar-se de um tema novo, e as considera??es finais que almejam elucidar o problema. Assim, ao se investigarem o funcionamento e a din?mica dos barrac?es das escolas de samba do Grupo Especial do Rio de Janeiro, entende-se que h? uma cultura educacional nas escolas de samba do Grupo Especial, bem como a poss?vel aplica??o de um programa governamental (Rede CERTIFIC, que pode vir a ser pol?tica p?blica) voltado a essa modalidade de educacional praticada nesse local; mas esse programa deve ser adaptado ?s necessidades dos profissionais dos barrac?es das escolas de samba para que os art?fices do carnaval tenham seus conhecimentos, conquistados na pr?tica di?ria, como profiss?es formalmente reconhecidas.

Because water is a scarce element, the most rational way pointed out by our recent history has been to move towards an increasing emphasis on the need for a truly rational, integrated, sustainable and participatory water resources management, supported by legislation and by a network of institutions that could materialize it. In this sense, despite all the advances in the formulation of public policies in water resources, which ones have indeed lead to significant changes that have occurred or are underway in semiarid regions such as Serid?? What factors may be preventing the realization of the desires rationality embedded in the framers of water policies intents? How to properly manage water resources if the current actors who promote their management and the political, human, cultural and institutional processes that intervene in this management, show strong traces of unsustainability? The research methodology adopted in this paper led to a breakdown of the traditional approach to water resource management, to integrate it into other areas of knowledge, especially to political science and public administration, catalyzed by the concept of "sustainable development". From a broad, interdisciplinary literature review, an exhaustive characterization of the river basin Serid?, a set of interviews with key people in the public administration acting in the region, a series of diagnoses and a set of propositions were made in order to correct the direction of current public policies for the region. From the point of view of public policies, it is in the deployment phase, not in its formulation, which lies a major problem of the lack of significant progress in water management. The lack of coordination between government programs are well characterized, as well as the lack of efficiency and effectiveness of their actions. The causes of this secular model are also discussed, including political factors and social relations of production, which led to a stalemate difficult, but of possible solution. It can be perceived there is a scenario of progressive deterioration of natural resources of the fragile ecosystem and a network of environmental and social consequences difficult to reverse, the result of a persistent and inertial sociopolitical culture, whose main factors reinforce itself. The work leads towards a characterization of the water resources management also from the perspective of environmental, institutional, political and human sustainability , the latter being identified, particularly as investment in the development of people as autonomous beings - not based in ideological directives of any kind - in the emancipation of the traditional figure of the poor man of the hinterland" to the "catalyst for change" responsible for their own decisions or omissions, based upon an education for free-thinking that brings each one as co-responsible epicenter of (self-) sustainable changes in their midst / A realidade da gest?o dos recursos h?dricos em regi?es semi?ridas, como ? o caso da regi?o do Serid?, tem sido moldada por uma cadeia complexa envolvendo aspectos socioculturais, pol?ticos, econ?micos e ambientais, abrangendo diferentes esferas de atua??o do local ao federativo. Sendo a ?gua um elemento escasso, o caminho mais racional apontado pela nossa hist?ria recente tem sido o de caminhar no sentido de uma ?nfase cada vez maior na necessidade de uma gest?o verdadeiramente racional, integrada, sustent?vel e participativa dos recursos h?dricos, sustentada por uma legisla??o e por uma rede de institui??es que dessem materialidade a essa gest?o. Nesse sentido, apesar de todos os avan?os na parte de formula??o das pol?ticas p?blicas em recursos h?dricos, quais t?m sido, de fato, as mudan?as significativas que j? ocorreram ou est?o em marcha em regi?es semi?ridas como o Serid?? Quais fatores podem estar impedindo a realiza??o da desejada racionalidade embutida na inten??o dos formuladores das pol?ticas h?dricas? Como gerir adequadamente recursos h?dricos, sendo que os atuais atores que promovem a sua gest?o, os processos pol?ticos, humanos, culturais e institucionais que nesta gest?o interv?m, apresentam fortes tra?os de insustentabilidade? A metodologia de investiga??o adotada nesta disserta??o levou a uma ruptura da tradicional abordagem da gest?o de recursos h?dricos, para integr?-la a outras ?reas do conhecimento, notadamente ?s ci?ncias pol?ticas e ? administra??o p?blica, tendo como elemento agregador o conceito de desenvolvimento sustent?vel . A partir de uma ampla e interdisciplinar an?lise bibliogr?fica, de uma caracteriza??o exaustiva da bacia do rio Serid? e de um conjunto de entrevistas com pessoas-chave da administra??o p?blica atuantes na regi?o, chegou-se a uma s?rie de diagn?sticos e um conjunto de proposi??es para a corre??o de rumos das atuais pol?ticas p?blicas para a regi?o. Sob o ponto de vista das pol?ticas p?blicas, ? na fase de implanta??o, e n?o na de sua formula??o, que reside um dos principais problemas da falta de avan?o consider?vel na gest?o h?drica. A falta de articula??o entre programas governamentais est?o bem caracterizadas, bem como a falta de efici?ncia, efetividade e efic?cia de suas a??es. As causas desse modelo secular s?o tamb?m discutidas, abrangendo fatores pol?ticos e as rela??es sociais e de produ??o, que levaram a um impasse de dif?cil, mas poss?vel solu??o. Como pano de fundo, observa-se um cen?rio de progressiva deteriora??o dos recursos naturais do fr?gil ecossistema e uma rede de consequ?ncias ambientais e sociais dif?ceis de serem revertidas, fruto de uma cultura sociopol?tica persistente e inercial, cujos fatores principais refor?am a si mesma. We propose specifically to analyze the orientations of the official documents concerning the educator practice, examining the way the PCNEM proposal is approached in the didactic book, identifying the treatment given to language questions, analyzing the way the teacher uses the didactic book and verifying the relations between the official approach and the pedagogical practice. The analysis takes into account the several discourses concerning school literacy, considering the various political-educational instances which institutionalize the teaching of the mother tongue - where we locate the teaching that is wanted . In what teachers and students say in their activities and concerning them - the realm of the teaching that is performed - we presuppose that there are signs of the principles - or conceptions - that orientate what they understand by language, teaching and learning. Such evidences are considered within the interrelation of the enunciative places where this literacy is promoted: the public policies concerning education - focusing the language questions - the academic researches about those questions, the educator formation and capacitation and the very school practices in the complexity of their discoursive inter-subjectivity. The principles - or conceptions - are pursued in what is said (or not) about what is done (or not) in the classroom when dealing with the Portuguese Language. The corpus is made up of oral and written texts produced in Portuguese classes in the Secondary School at a public school in the city of Natal, Rio Grande do Norte, Brazil. Situated in the realm of Applied Linguistics, the research is conducted in a qualitative and interpretative perspective, following the ethnography of communication procedures and the contributions of the Functional Linguistics. In the observations, language conceptions were discerned, among others, besides beliefs and representations where the theoretical and practical aspects, professional roles, expectations and uncertainties were diluted. / Situado no ?mbito de uma problem?tica voltada para o ensino e a aprendizagem da l?ngua portuguesa, este estudo tem por objetivo investigar o modo como a disciplina L?ngua Portuguesa ? trabalhada no Ensino M?dio. De modo espec?fico, propomonos, nesse contexto de ensino, analisar as orienta??es dos documentos oficiais para a pr?tica docente, examinar de que forma a proposta dos PCNEM ? abordada no livro did?tico, identificar o tratamento dado ?s quest?es de l?ngua, analisar como o professor utiliza o livro did?tico e verificar as rela??es entre a abordagem oficial e a pr?tica pedag?gica. A an?lise leva em conta os v?rios discursos relativos ao letramento escolar, consideradas as v?rias inst?ncias pol?tico-educacionais e did?tico-pedag?gicas que instituem o ensino da l?ngua materna onde localizamos o ensino que se deseja . No que dizem professor e alunos em suas atividades e a respeito delas a dimens?o do ensino que se faz , pressupomos encontrarem-se ind?cios dos princ?pios ou concep??es que orientam aquilo que eles entendem por l?ngua, ensino e aprendizagem. Tais ind?cios s?o considerados na inter-rela??o dos lugares enunciativos em que se promove esse letramento: as pol?ticas p?blicas voltadas para a educa??o com foco nas quest?es de l?ngua - as pesquisas acad?micas sobre tais quest?es, a forma??o e a capacita??o docentes, e as pr?prias pr?ticas escolares, na complexidade de suas intersubjetividades discursivas. Os princ?pios ou concep??es s?o perseguidos naquilo que ? dito (ou n?o) sobre o que se faz (ou n?o) na sala de aula, no trato com a l?ngua portuguesa. O corpus se constitui de textos orais e escritos produzidos em aulas de portugu?s do Ensino M?dio, numa escola p?blica da cidade do Natal. Situada no ?mbito da Lingu?stica Aplicada, a pesquisa ? conduzida numa perspectiva qualitativa e interpretativista, seguindo-se procedimentos da etnografia da comunica??o e aportes da Lingu?stica Funcional. Nas constata??es, s?o observadas concep??es de l?ngua, entre outras, al?m de representa??es e cren?as em que se diluem aspectos te?ricos e pr?ticos, pap?is profissionais, expectativas e incertezas.
