The Management of Human Pharmaceuticals in the EnvironmentDoerr-MacEwen, Nora Ann January 2007 (has links)
Abstract:
Pharmaceuticals and their metabolites, collectively known as pharmaceutically active compounds (PhACs), have been detected in surface water, groundwater, and drinking water, in a number of countries, since the mid-1990s. Pharmaceuticals can be used in human or veterinary medicine; human pharmaceuticals in the environment are the subject of this dissertation. Human pharmaceuticals enter the environment via wastewater treatment plants, after being consumed and excreted by humans, and through improper disposal, to toilets and garbage, among other routes of entry. Some PhACs have been found to have detrimental effects on aquatic organisms at low concentrations, such as the feminization of fish after exposure to low levels of 17-ethinylestradiol, the active ingredient in the birth control pill. Others are suspected of having effects on non-target species, but the impacts of long-term exposure to mixtures of PhACs generally remain poorly understood. Nevertheless, the precautionary principle suggests that management action to mitigate the environmental impacts of PhACs should be considered and possibly implemented.
The purpose of this dissertation is to provide an analysis of precautionary management strategies to mitigate the environment impacts of human PhACs. Four underlying objectives are set. The first is to review the extant scientific understanding of human PhACs in the environment, so that this knowledge can be applied to the analysis of management strategies. The sources, transport, fate, and occurrence of PhACs are discussed, and several classes of PhACs of particular concern are highlighted. The effects of PhACs on humans and aquatic organisms are explored, in addition to the gaps in scientific understanding of PhACs in aquatic environments. Finally, a rough ranking of priority PhACs is conducted; the PhACs of greatest concern are found to be carbamazepine, clofibric acid, ifosfamid, 17a-ethinylestradiol, oxytetracycline, ciprofloxacin, and diclofenac.
The second objective is to investigate how planning and management principles and theories can be applied to the problem of PhACs in the environment. The precautionary principle and the theory of adaptive planning are identified as essential tools in this regard. The application of the precautionary principle and adaptive planning to pharmaceuticals in the environment are discussed, and a management framework is developed.
The third objective is to determine how human PhACs in the environment can be managed at a local scale, using a case study in the Region of Waterloo. Pharmaceuticals released from two wastewater treatment plans are found entering the local environment at concentrations similar to those in other cities internationally. Social surveys indicate that residents desire management action to prevent environmental contamination by pharmaceuticals, but at a limited cost. The surveys also indicate that many residents dispose of pharmaceuticals improperly; education to encourage proper drug disposal is therefore recommended as one of several management strategies. The other two recommended management strategies target the wastewater treatment plants. In Foxboro, where the wastewater treatment plant is functioning less than optimally, optimization without technological upgrades is suggested. In Kitchener, where the plant is functioning within ministerial guidelines, ozonation is suggested as a means of improving pharmaceutical removal without exceeding residents’ willingness to pay.
The fourth and final objective is to assess how human pharmaceuticals can be managed at a broad scale, such as at the national scale. Stakeholder interviews are conducted with the purpose of gaining a deeper understanding of possible management strategies. A policy analysis is conducted to determine which combinations of management strategies are likely to optimally address the problem of PhACs in the environment, and some policy packages are recommended for implementation by governments – in particular, multiple levels of government in Canada.
This dissertation is among the first research efforts to investigate the management of pharmaceuticals in the environment. Few efforts to date have combined natural scientific research, social scientific research, and an understanding of planning and management theories, to explore policy and management options for this issue. It is hoped that this research will provide assistance to various governments grappling with pharmaceuticals in the environment. Furthermore, the research provides insight into how environmental problems surrounded by high levels of scientific uncertainty can be managed. The framework for precautionary decision making developed in this study can provide guidance to planners, managers and policy makers faced with the problem of uncertain environmental risk.

The electronic and transport properties of molecular and semiconductor junctions from first-principlesLu, Tai-Hua 11 July 2010 (has links)
Abstract
The search for nanoscale active electronic devices has been an important objective in nanoscience and nanotechnology. In this study, the electronic and transport properties of the benzene-1,4-dithiol-molecule (BDT) and Au-atom-S-benzene-ring-O-(SBO)-Au-atom junctions and the Au-AlN(0001)-Au polar semiconductor junction have been calculated using the first-principles calculation method and a new integrated piecewise thermal equilibrium approach for the current. The current-voltage (I-V) and conductance-voltage (C-V) characteristic curves obtained for the Au-BDT-Au molecular junction agreed reasonably well with experimental ones. The study of Au-BDT-Au identifies that treating Au 5d electrons as core electrons and letting the S end of BDT be bonded to the Au surface directly overestimated the current. Calculated I-V characteristic curve revealed that the asymmetric Au-SBO-Au molecular junction has a pulse-like I-V characteristic curve with dual differential conductance, which resembled well the one observed experimentally. The analysis of the electronic structures showed that this dual differential conductance transport property was due to a subtle charge transfer at the electrode-molecule contacts. The calculated J-V characteristic curve of the Au-Al(0001)-Au junction shows coexistence of ohmic, switching effect and negative differential conductance. The electronic structure calculations show the existence of an intrinsic band tilt due to the polar nature of the AlN(0001) film, which gives rise to an asymmetric transport property of the junction and the presence of hole states at the N-surface side and interface states at the Al-surface side of the AlN film. The bias induced changes of the hole states, interface states and the states of the Al and N ions in central layers in the vicinity of the local chemical potential give rise to the interesting transport property of the Au-AlN(0001)-Au junction.

In this study, we prepare the zinc oxide nanotip with aqueous solution deposited on ZnO nucleation layer. The thermal annealing with N2 ambiance at 300 oC for 1 hr increase the UV emission and decrease the defects. We use ZnO nanotip as an anti-reflection layer because of surface roughness and optical interference. ZnO nanotip with rough surface decreases reflection, so we use ZnO nanotip as an anti-reflection layer, after grown ZnO nanotip on solar cell the efficiency of solar cell was enhancement.
The coordination modes were measured by Fourier-transform infrared spectrometer (FTIR). The physical properties were characterized by X-ray diffraction (XRD). The optical properties were measured by Micro-photoluminescence (Micro-PL). The morphology was observed by field emission scanning electron microscope (FE-SEM). The performance of the cells was measured by a semiconductor device analyzer. In our results, we grow the high performance of ZnO nanotip on solar cell to increase the efficiency. The short-circuit current increased from 42 to 51 mA, and the efficiency increased from 15.7 to 18.8 %.

The conclusion of this report is as follows¡G
Under fixed exchange rates with perfect capital mobility, however, an appropriate mixture between monetary and fiscal policies can dynamically adjust to attain simultaneously the internal goal of desired output and the external goal of official foreign reserves. It's conclusion as the same as proposed by Lai, Chang, and Chu (1990). But more importantly, it can rescue the default of proposed by Ramirez (1988) that coordinate between fiscal and exchange rate policies to achieve given the internal and external goals. Accordingly, we can understand that efficient wage-employment bargaining in the labor market plays a curial role in assessing the assignment or policy instrument to targets.
Furthmore, this report extends the analysis results under fixed exchange rates shifting to the system of a managed floating regime. It can find that the policy assignment can still achieve given desirable target. Consequently, this report provides further evidence that the efficient wage-employment bargaining is very important for assignment problem.

The first-principles calculation method has been used to obtain electronic and structural properties of few-layer-graphenes (FLG) with and without an external electric potential Vext. For Vext=0, the AB stacked two-layer FLG has a band overlapping of 9meV. However, an energy gap (Eg) emerges when Vext is greater than about 0.04Volts. Beyond this threshold, Eg increases monotonically with the increase of Vext. The Eg vs. Vext result suggests a semi-metal-semiconductor transition in the AB stacked two-layer FLG, which can be utilized as a nanoscale electronic switch. Three- and four-layer AB stacked FLG¡¦s don¡¦t have a similar dependence of Eg on Vext

demon and Szilard model is described. Also the connection between information theory and
physics is discussed via this model. Finally, heat transfer operators associated with quantum
erasure operations are defined and all of their properties are obtained.

Based on the latest concepts of economics, this study is aimed at the evolution of purchase system. At the same time, it analyzes the purchase system of the government on the basis of the theories of transaction costs and principle agency. In the purchase system of the government, there exist uncertainties in bureaucracy and firm. Due to these uncertainties as well as imperfect information and boundary rational policy-deciders, in the process of purchase, the dealers and buyers entertain the mind of opportunism. With the enactment of purchase system of the government, which specifies all kinds of procedures in order to reduce the uncertainties of dealings, and to lower cost price of dealings. The procedure of the government purchase, from the beginning of budget list to the completion of contract, has to go through the close check of councilors, public officials, bureaucratic organization and manufacturing companies. This study, depending on the theory of principle agency in a new institutional economic system, tries to understand the connection between the councilors, public officials, bureaucratic organization and manufacturing companies in the government purchase.
The government purchase has to serve both political and economic purposes; therefore, while making the purchase, the government has to consider two main principles---the political fair principle and economic profit principle. That¡¦s the reason why the government will get into two dilemmas while working out a system of purchase. One dilemma that the government purchase system faces is that any purchase system cannot surely serve both political and economic purposes. Because of this, some unpreventable corrupt practices in the process of the government purchase will appear. Thus, to balance the political fair principle and the economic profit principle, the government can¡¦t help but turn a blind eye to corrupt practices. The other dilemma is that, with an eye to attaining these two purposes, the government purchase system will unavoidably cause some troubles to the society, that is, the government purchase system will tempt participants to have the motivation of seeking for renters. This study will apply some newspaper reports, court decision and official document as its data and cases of analysis.
The efficiency of the government purchase has a great influence on the image of the government the enactment of the law of the government purchase can largely decrease the number of participants who seek for renters. However, the duplex purposes of politics and economy will cut down the efficiency of the government purchase system.
