: cas des contrats-programmes de la région Souss Massa Drâa / The contribution of territorial tourist planning policies to local tourism development projects : case study program-contracts in Souss Massa Draa

Benamara, Khalid 09 July 2015 (has links)
The Souss Massa Drâa region witnessed the first experience in territory touristic development during the 1970's. This development repositioned the space of this region, until then short of economic activities, in relation to the demands of the market and the profitability of the investment, and not in relation to any concern regarding some balanced territory touristic development, which takes into consideration the different potentialities that the South of the country offers. The result is that the efforts for development have been concentrated around the coastal resorts in order to respond to mass tourism needs, continuously exceeding the offer at band. This situation leaves the doors wide open to real estate and financial speculations which are proliferating everywhere, forcing the State to introduce a legislation which is more and more hostile toward a private sector which already suffers from the aftermath of the economic crisis, the remake-up formations resulting from the structural adjustment program, the policy of privatization, and the removal of the several benefits granted to the touristic sector. The primary objective of this research work is to evaluate the policies and systems of organization which have been put in place and which are responsible for the difficulties in the development of the touristic sector in the Souss Massa Drâa region. The fluoroscopy of tourism at the level of this territory during the past four decades has proved that tourism is an essential passage for the analysis and the apprehension of the ways and means required to make this sector a pillar of territory economic development.

A Resource-based View on Collaboration between Firms and Local Partners in a Non-urban Swedish Context

Svensson, Lotten January 2016 (has links)
Is it feasible to stimulate informal collaboration among non-urban firms and local public- and other private-sector actors, whereby they jointly strengthen the competitiveness of these firms? To answer this question, firms’ collaboration with local partner’s actors were examined. Most of the studied firms in this thesis are embedded in a regional “ecosystem” of a country (Sweden), with the usual set of public- and third-sector (not-for-profit) actors. Firms that “exploit” all their local external actors do create additional resources for themselves. This thesis argues that such fuller use is feasible and perhaps necessary in a non-urban Swedish context. The Resource-Based Theory (RBT) considers mainly internal firm resources to achieve superior performance. In order to extend this theory in the context of a non-urban area, collaborative excellence is advocated through informal public-private collaboration that can help firms to flourish economically. The collaboration between the public and the private sectors can also enhance a common spirit or identity of a place. Action Design Research (ADR) Methodology is invoked in this thesis, together with other supporting methods, such as interviews and observations as well as archival data analysis. The intervention was held as a set of workshops and has been used as a key research method at the same time. The results capture, amongst others, views from municipal management, private companies, and community (not-for-profit) associations. The essential aim of this research was to enhance the quality of the interactions among the key individuals from these organizations in their efforts to strengthen productive cooperation between the public and the private sectors. Informal public-private collaboration is important. Thus, more understanding of how such collaboration can be used effectively is paramount. This thesis shows that it is feasible to develop collaboration in a specific Swedish non-urban context when successful private firms and a municipality work well together with relevant, not-for-profit organizations that are also located in, and concerned with, the same region. Therefore, when addressing the competitive potential of a location, the quality of the informal public-private collaboration, should be considered. The abductive research approach of this study aims to offer an understanding of how informal collaboration between firms and local, non-commercial partners may take place, aiming for firms to flourish / <p>Nederländernas examen är endast doctor</p>

Weak Governance, Divided Residents: The Development of Gated Communities in Guatemala City

Dalby, Laura January 2013 (has links)
This thesis asks the question: how can one describe the development of gated communities in Guatemala City? It collects and analyzes data on gated communities in Guatemala City in order to explore the nature of their development in a violent geographical region, which has also been neglected by the academic community. It argues that the development of gated communities in Guatemala City does not fit the mutually exclusive ‘security’ argument as scholars have made. Instead, a mixture of economic factors, social status, weak governance, and security concerns are involved as large private corporations draw upon security-related fears, unregulated development of real estate and weak governance, resulting in a disorganized model of spatial organization. This study adds to the growing body of literature on gated communities by laying the groundwork needed to fill the gap that currently exists in Central America.

Cas d'entreprises publiques algériennes / The public-private partnership : learning and transferring managerial. Algerian case public entreprises

Hadjar, Ghassane 26 November 2014 (has links)
Processes of transferring managerial knowledge is made in a project of public-private partnership PPP on the strategy adopted by the public partner face the need for acquisition of knowledge in a goal to provide a public high quality service and to have a managerial autonomy after contract’s completion. The Algerian public enterprises, partnership situation with their foreign counterparts, knowledge transfer’s results are depending on the learning capacity of this knowledge by the public partner to acquire, integrate within the organization and use them. They are also a function of the transmission capacity of the private partner to facilitating the transfer through knowledge’s codification according to the following criteria: the strategic intent, trust and transparency and mutual willingness knowledge’s sharing in a cooperative relationship.

Possibilities for PPP in the Czech Republic / Možnosti využití metody PPP v ČR

Jílek, Petr January 2008 (has links)
Government of Czech republic approved in May this year concession project in two pilot PPP projects, which opens up new possibilities of implementation and the provision of costly public goods in the Czech Republic. In his thesis, I will refer to the use of methods of public-private partnerships in the implementation of individual projects in the Czech Republic. In the theoretical description for the situation it is appropriate to this method (including the exact type) to use as a stage where it is better to use the method of procurement. Furthermore, I will give a legislative framework of PPP projects in EU countries and selected non-member countries. The practical part is focus on specific PPP projects that are in the Czech Republic are beginning to realize and I assess their risks, advantages and disadvantages in comparison with the already carried out projects in abroad and it is not convenient to deal with such projects through public-private partnerships. The aim of this thesis is to clarify the existing conditions of the possible impact on use of the PPP

Efektivní systém odměňování ve veřejné správě / An Effective System of Remuneration In the Public Sector

Picka, Jakub January 2008 (has links)
Expenditures on the salaries of public sector employees constitute a very important component of public expenditures, currently around CZK 200 billion annually in the Czech Republic. Adjusting the remuneration of employees in public administration (sector) is therefore an important option for increasing the efficiency of use of public funds. The assessment of the current system of public sector employee remuneration and a proposal for some specific changes to be made to it is the focus of this dissertation. The primary aim of my dissertation is to analyze the system of remuneration of employees of public and private sectors, both qualitatively and quantitatively. Within the primary target there is also a decomposition analysis, which indicates whether the employees are discriminated against in any of the sectors. The secondary objective is to make recommendations for the system of remunerating public sector employees of the in order to increase its efficiency in terms of public spending while maintaining its incentive function. The work is divided into five chapters. The first chapter, entitled "Theoretical Foundations," provides an overview of the relevant literature, the fundamental basis in economic theory, and issues of the Mincer wage equation, which is then later used as the basis for regression and decomposition analyses, and mainly describes in detail the decomposition method that is used to explain the difference in the salary level in the private and the public sector. These decomposition methods represent, together with quantile regression, the main tool used to meet the objectives of this work. The second chapter, entitled "The Remuneration of Public Sector Employees," describes the structure of the remuneration of employees of the public sector. The data shows that the current system produces results in the form of salaries that do not correspond to the market. The third chapter, called "Regression Model," builds on the analysis performed on data from QSAE, which was discussed in the second part of the previous chapter, and its purpose is to prepare the documents for verification and deepen their conclusions. The fourth chapter, called "Regression and Decomposition Analysis," is based on the regression model assembled in the previous chapter, and describes the results of the regression decomposition analysis performed on the described sample data. This chapter verifies the hypotheses set out in the introduction and answers research questions. The fifth and final chapter, entitled "Interpretation of the Results and Recommendations," focuses on the interpretation of the results, the proposed regulation of remuneration, and recommendations for further research. The main finding of this work is that the system of remuneration of public sector workers is set so that, while the overall average brings quite comparable results in terms of the salary as the entire labor market, it is not throughout the distribution. The performed regression analysis showed that both the public and private sectors evaluate the same things differently (different values of the regression coefficients of variables), and both at the average and along the entire distribution. We can say that the mechanism of the remuneration of employees of the public sector is different from that of the market. This fact is confirmed by the significantly higher coefficient of determination of the regression model of the public sector. Regarding possible discrimination in wages, the analysis showed that employees in the public sector may in contrary to the preposition of positive discrimination be positively discriminated against only up to approximately fifteenth percentile. From fifteenth percentile they are discriminated against negatively. This was confirmed by the decomposition analysis performed on the average salaries, which indicates that public sector employees are, at this level, negatively discriminated against (if the public sector employees have the same regression coefficients as private sector employees, their earnings increase). Finally, this conclusion is confirmed by the dummy variable, which represents belonging to the private sector when the value of its corresponding regression coefficients, in quantile regression analysis along the distribution, evolves from negative to positive and is significantly increasing. The thesis also shows how the system of remunerating public sector employees can be adjusted to reward employees in a way that is comparable with the market.

Efektivnost a rozšířenost projektů PPP ve vybraných zemích EU jako alternativy k financování projektů z veřejných rozpočtů / Efficiency and scope of PPP projects in selected EU countries as an alternative to classical public procurement

Nováček, Daniel January 2015 (has links)
This paper is dealing with Public Private Partnership (PPP) as the alternative to the classical public procurement. It describes and compares advantages and disadvantages of this approach and explore legislative and institutional setting in chosen countries of EU to comparison. The main focus of the work concerns the comparison of the development of this concept and its current state of use in those countries. The emphasis was on finding a correlation between the number and volume of PPP projects and the state of national economies in the years 2006-2015, especially in the immediate period of the recent financial crisis, when could be expected increased attractiveness of the concept for political representation. On the specific case is explored its economic efficiency and legitimacy.

The « families », between voluntary help and market : enquiry on a prison periphery

Yeghicheyan, Jennifer 10 February 2015 (has links)
In the French context of prison's opening up and developing partnerships with associations, first “Families Welcome” began in the 1980's. Volunteers take the initiative to create reception facilities for inmates' relatives when they come to the prison visiting room. Since 2010, in order to respect European Prison Rules, penitentiary administration handed over this service to the joint management of private and public companies, without excluding associations.Between anthropology and sociology, through long-term ethnography within this prison's periphery, this thesis raises questions about institutional practices and participatory dimension of associations. Through several models – compassion, management, and security – this research analyses the politicisation process and symbolic construction of the different subjects implicated (collective and individual). It also studies social issues relevant to the “carceralisation”, of public places and the publicity of prison facilities.
