As Hong Kong is a densely populated metropolis, efficient public transport is needed to maintain an acceptable level of mobility. Transport policies have been developed with this aim and railways have been given a unique role in the passenger network. One of the objectives in Hong Kong Moving Ahead - A Transport Strategy for the Future was to use railways as the backbone of the transport network. Besides this, the Railway Development Study and Railway Development Study 2000 also showed strong government support for expanding the railway network.
In 2000, the MTRC was privatized and became a listed company on the stock exchange. It carried on using the integrated railway – property development model to finance its operations. Moreover, it continued to enjoy privileges and advantages usually given to statutory corporations. After the merger with KCRC in 2006, the MTR became a railway monopoly earning substantial profits every year. With beneficial government policies, the relationship was defined as a railway policy regime. In 2010, HKT applied for the increase in tram fare which is the first time of
application in the last 13 years. The main supporting for their application is the
urgent need to improve the efficiency, safety and quality of services in order to
provide the sustainable tram operations and ensure there is sufficient capital
support for the over $200 million improvement projects while the foreseeable
business deficits in 2011
In view of the reason for applying the increase in fare, the tram service quality
will be measured according to the fixed route transit service measures from the
Transit Capacity and Quality of Service Manual. Both of the availability and
quality factors will be measured by the observation and passengers’ survey
respectively. Furthermore, the 2009 survey result will also be used under the
comparative approach to find out the changes in passengers’ perception and
expectation to the tram service and their response to the increase in tram fare.
By figuring out the actual quality of tram service, the necessity and the
effectiveness of the tram service improvement programmes would be identified.
Moreover, in order to access and monitor the tram service quality, it is used to
analyze the applicability of the QoS measurement in Hong Kong tram service
and important to develop the new quality of service measure for the Hong Kong
tram according to the specialized factors for tram service that is important for the
government, HKT and the tram passengers in order to access and monitoring the

This year is the 110th Anniversary of Hong Kong Tramways. Serving Hong Kong Island for 110 years, Hong Kong Tramways has not only been a means of local transportation, but also an urban heritage contributing to our collective attachment and the identity of our city. The tramlines largely maintained its original alignment with minor adjustments mainly owing to the relocation of tram depots. However, the rapid urban development along the northern shore of Hong Kong Island had been constantly changing the context of the tramway. Hills were leveled and harbour was reclaimed. The tramway undoubtedly witnesses the changing urban landscape of Hong Kong Island.
The tramway is a unique urban feature with great contribution to the legibility of our city. It not only takes us navigate through our city, but also provides a useful reference for us in finding our direction in the urban areas of Hong Kong Island. The moving tramcar is an iconic urban heritage of our city. Its fleet is the only one in the world that exclusively operates double-deckers without government subsidies.
As a fully commercial tram system, it has to improve continuously to keep abreast of the society and compete with other means of transportation. Modernization of the fleet inevitably is imperative. However, how can the tramcars be rehabilitated and upgraded with modern technology yet maintain its heritage values?
