Previous issue date: 2009-09-08 / Neste trabalho de pesquisa, procurar-se-á investigar a política de Avaliação
de Desempenho dos professores da rede Estadual de Minas Gerais.
Diretamente ligada às políticas de reforma do Estado, a Avaliação de
Desempenho Docente aparece de forma mais representativa em Minas Gerais
nos anos 1990, onde as várias transformações mundiais, com o surgimento de
uma nova ordem chamada neoliberalismo, vão causar mudanças significativas
no cenário educacional. Esta pesquisa procura, dentro de um contexto
histórico, balizar a Avaliação de Desempenho na década de 1990, abordando
a política “Minas aponta o caminho” e suas nuances no contexto escolar, até
os dias atuais com o programa “Choque de Gestão” do atual governo do
Estado de Minas Gerais. O trabalho objetiva conhecer de perto a organização
do processo de Avaliação de Desempenho Docente em escolas da rede
estadual de ensino, na cidade de Juiz de Fora. Dentro da organização do
processo, investiga como se dá a relação entre os profissionais envolvidos e
se existe melhoria da qualidade de ensino devido à Avaliação Docente. Neste
contexto, a qualidade de ensino e o trabalho docente estão relacionados à
Avaliação de Desempenho docente não sofrendo grandes modificações devido
a este processo. Dentro de uma pesquisa de cunho qualitativo, através de
entrevistas, buscar-se-á conhecer a realidade deste processo no contexto
escolar, procurando-se chegar aos objetivos traçados, respondendo os
questionamentos inerentes ao tema em questão. / The aim of this work of research to is to investigate the politics of Evaluation of
Performance of the teachers of the state of Minas Gerais. Directly on to the politics of
reform of the State, the Evaluation of Teaching Performance appears in a more
representative form in Minas Gerais in years 1990, where the some world-wide
transformations, with the sprouting of a new order called neoliberalism, will cause
significant changes in the educational scene. This research looks for, inside of a
historical context, limit the Evaluation of Performance in the decade of 1990
approaching the politics “Minas points the way” and its nuances in the pertaining to
school context, until the current days with the program “Shock of Management” of the
current government of the State of Minas Gerais. The objective of the work is to know
the organization of the process of Evaluation of Performance in Juiz de Fora. Inside
of the organization of the process how is the relation between the involved
professionals and if the improvement of the quality of education due to teaching
evaluation exists.In this context, the quality of the education and the teachers` work
are related to the evaluation of teacher performance and it doesn`t changes
significantly due to this process. Through a qualitative research, through interviews, it
seeks to know the reality of this process in school context, reaching the thought
goals, answering questions that belong to the issue in question.

Previous issue date: 2016-08-04 / Que fatores explicam a percepção da efetividade da avaliação do estágio
probatório? Nosso principal objetivo é identificar que fatores explicam esta
percepção a partir de um estudo de caso com servidores técnico-administrativos na
Universidade Federal de Pernambuco. Testamos a hipótese de que fatores
contextuais são mais importantes do que variáveis pessoais. Metodologicamente,
adotou-se uma perspectiva multimétodo, combinando estudo de caso, observação
não participante, análise documental, estatística descritiva e multivariada. Os dados
foram coletados através de um survey realizado com 550 participantes e as
respostas foram submetidas à análise fatorial confirmatória que identificou quatro
dimensões (Efetividade da Avaliação do Estágio Probatório, Suporte da Instituição,
Ação Gerencial e Valorização do Estágio Probatório enquanto Avaliação). Em
seguida, utilizou-se a regressão linear múltipla para mensurar o efeito das
dimensões sobre a percepção da Efetividade da Avaliação do Estágio Probatório. Os
resultados corroboram a hipótese de pesquisa já que fatores contextuais exercem
maior impacto sobre a percepção da efetividade do que variáveis pessoais.
Comparativamente, o Suporte da Instituição foi a dimensão que produziu maior
efeito. Com este trabalho espera-se incentivar uma reflexão sistemática sobre o
sistema de avaliação do estágio probatório e fornecer subsídios para elaboração de
políticas especialmente voltadas para melhorar a qualidade da burocracia no Brasil. / What factors explain the perception of the effectiveness of the probationary period
rating? Our main goal is to identify what factors explain this perception through a
case study with technical administrative employees of the Federal University of
Pernambuco. We test the hypothesis that contextual factors are more important than
personal variables. Methodologically, we adopted a multi-method approach,
combining case study, non participative observation, document analysis and
descriptive and multivariate statistics. Data was gathered from a survey carried out
with 550 participants and the answers were submitted to confirmatory factor analysis
which identified four dimensions (Effectiveness of the Probationary Period Rating
System, Institutional Support, Management Action and Recognition of the Probatory
Period as Evaluation). Then, we applied linear multiple regression to estimate the
effect of these three different dimensions on the perception of the Effectiveness of
the Probationary Period Rating System. The results support the research hypothesis
since contextual factors exert greater impact than personal variables. Moreover,
Institutional Support was the dimension that yielded highest effect. By doing this
study, we expect to contribute to encourage systematic reflection on the probationary
rating system and to provide input for the elaboration of public policies particularly
committed to improve bureaucratic quality in Brazil.

Decision support systems for the Letsemeng Local MunicipalityMofokeng, Mpuse Frans 03 1900 (has links)

Municipalities in South Africa, especially rural ones, have been struggling to deliver services
to communities to the extent that government placed those worse-off under Project
Consolidate. The implementation of Project Consolidate indicate that the capability of
municipalities to deliver services to their communities faced several challenges. Most
challenges are attributed to skills, processes, procedures and resources. During the dawn of
democracy municipalities were merged into manageable demarcated areas for efficiency,
effectiveness and inclusive governance to improve service delivery. The study primarily
looks into whether DSS are implemented in Letsemeng Local Municipality and what the
benefits are for service delivery to the community.
The study was conducted in Letsemeng Local Municipality because it is representative of
rural municipalities facing similar changes. It focuses on the administrative and political
capability to transform Letsemeng Local Municipality into an effective service delivery
vehicle. Administrative capability primarily concentrates on the ability of procedure, systems
and management skills to manage a transformed municipal institution within the new
democratic dispensation, while political capability concentrates on the role of politicians
(councillors) on support and facilitation to meet the needs of the community. Taking these
factors into consideration the role of DSS and IKM in successful service delivery was
investigated through interviewing key managers (municipal, financial, technical and
corporate managers) and analysing support documentation used by the municipality. It was
discovered that the performance of Letsemeng Local Municipality is affected by the lack of
DSS to support management and politicians, absence of appropriate IKM application for
continuous service improvement, high turnover of staff leaving mostly unskilled and less
experienced and to a lesser extent political interference. It was also concluded that the
implementation of DSS and IKM cannot on its own improve service delivery, but
improvement might be achieved if accompanied by Letsemeng Local Municipality BPR
(Business Process Re-engineering). / AFRIKAANSE OPSOMMING:
Munisipaliteite in Suid-Afrika, veral dié in landelike gebiede, sukkel dermate om dienste aan
gemeenskappe te lewer dat die regering dié wat die slegste gevaar het, moes plaas onder
Projek Konsolideer. Die implementering van Projek Konsolideer is ‘n aanduiding dat
munisipaliteite se vermoë om dienste te lewer voor verskillende uitdagings te staan kom. Die
meeste van die uitdagings word toegeskryf aan vaardighede, prosesse en hulpbronne. Met
die aanbreek van demokrasie is munisipaliteite saamgesmelt in beheerbare afgebakende
gebiede met die oog op doeltreffendheid, doelmatigheid en inklusiewe bestuur wat gemik is
op verbeterde dienslewering. Hierdie studie ondersoek primêr of beslissingsteunstelsels
(DSS) geïmplementeer word by die Letsemeng Plaaslike Munisipaliteit en watter voordele dit
vir die gemeenskap inhou insoverre dit dienslewering betref.
Die studie is in Letsemeng onderneem aangesien hierdie munisipaliteit verteenwoordigend is
van munisipaliteite met soortgelyke uitdagings. Dit fokus op die administratiewe en politieke
vermoë om die Letsemeng Plaaslike Munisipaliteit te omvorm in ‘n effektiewe instrument vir
dienslewering. Administratiewe vermoë konsentreer primêr op die vermoë van prosedures,
stelsels en bestuursvaardighede om ‘n getransformeerde munisipale instelling binne die nuwe
demokratiese bestel te bestuur, terwyl politieke vermoë gerig is op die rol van politici
(raadslede), ondersteuning en fasilitering om in die behoeftes van die gemeenskap te voldoen.
Met inagneming van hierdie faktore is die rol van DSS en IKM (Inligting- en Kennisbestuur)
in suksesvolle dienslewering ondersoek deur onderhoude te voer met sleutelbestuurders
(munisipale-, finansiële-, tegniese- en bedryfsbestuurders) en deur ondersteunende
dokumentasie wat deur die munisipaliteit gebruik word, na te gaan. Daar is bevind dat
Letsemeng Plaaslike Munisipaliteit se werksverrigting geraak word deur ‘n gebrek aan DSS
ter ondersteuning van bestuurslui en politici, die afwesigheid van toepaslike IKMaanwending
vir voortgesette verbetering in dienslewering, hoë personeelomset as gevolg van
werknemers wat bedank en minder geskoolde en minder ervare werknemers agterlaat en, in
‘n mindere mate, inmenging deur politici. Daar is ook vasgestel dat die implementering van
DSS en IKM nie op sigself dienslewering sal verbeter nie, maar dit kan verbetering meebring
indien dit saamval met die Letsemeng Plaaslike Munisipaliteit se BPR (Herbouing van die
Bedryfsproses).

Previous issue date: 2012 / This work aims to analyze The UFC University Housing Program as part of the student assistance policy, inserting it into the process of counter-reform of higher education. Understanding the relevance of this program has been elected as the central objective in the trajectory of student assistance with social rights acquired, observing the relation between the students’ real needs and the services provided by the State. In order to achieve this goal, we started with the analysis of the current global crisis of capital and the implications for the structural adjustment of the State, which has been advancing since the 1990s in Brazil, where we are able to witness an increasing denial of rights to the working class, not to mention the constant privatization of education, especially higher education. The historical periods that include governments of Fernando Henrique Cardoso – FHC e Luiz Inácio da Silva – Lula are highlighted, focusing some of the actions taken in recent history concerning the IFEs, public-private partnerships, PROUNI e REUNI. Then, we try to reconstruct the history of student assistance in Brazil, identifying its origin, advances and setbacks in its implementation, getting to the recent elaboration of the Plano Nacional de Assistência Estudantil – PNAES (National Student Assistance Plan). Once it is done, we step more specifically into the field of student assistance at the Federal University of Ceará – UFC, examining, in a deeper status, the University Housing Program from the department of Student Affairs at UFC. Established in the Historical and Dialectical Materialism, the research, apart from theory and documental materials, also had an application of a questionnaire with 111 resident students from the University Housing Program at UFC in the first half of 2012. The developed studies point to a context in which a systematization of a national student assistance policy occurred quite late in the country, and state the importance of the students’ organized struggle. Besides emphasizing the limitations of the assistance policy before the needs of students, it is defended here the urgency of broadening and strengthening of the policy in the face of growing impoverishment of the working class. The analysis allows us to focus on the promise of democratization of access to higher education through the alleged “mobility” allowed by the examination Enem Sisu. / Analisa o programa de moradia universitária da Universidade Federal do Ceará- UFC, como parte da política de assistência estudantil, inserindo-a no processo de contrarreforma da Educação Superior. Elegeu-se como objetivo central compreender a relevância desse programa na trajetória da assistência estudantil como direito social adquirido, observando a relação entre as necessidades reais dos estudantes e os serviços oferecidos pelo Estado. Para alcançar este objetivo, partiu-se da análise da atual crise mundial do capital e das implicações para o ajuste estrutural do Estado, que avança desde os anos 1990 no Brasil, onde se presencia uma crescente negação de direitos à classe trabalhadora, além da constante privatização da educação, especialmente da educação superior. Destacam-se na referida análise os períodos históricos que compreendem os governos de Fernando Henrique Cardoso – FHC e Luis Inácio da Silva –Lula, focalizando algumas das medidas adotadas na história mais recente das IFEs, como as parceiras público- privadas, PROUNI e REUNI. Em seguida, busca-se reconstituir a historia da política de assistência estudantil no Brasil, identificando sua origem, avanços e recuos na sua implementação, chegando à recente elaboração do Plano Nacional de Assistência Estudantil – PNAES. Feito isto, passa-se de modo mais específico, à política de assistência estudantil na Universidade Federal do Ceará, examinando, especialmente, o Programa de Moradia Universitária da Pró-Reitoria de Assuntos Estudantis. Fundamentada no materialismo histórico-dialético, a pesquisa, além de teórica e documental, envolveu a aplicação de questionários com 111 estudantes moradores nas residências universitárias, no primeiro semestre de 2012. Os estudos desenvolvidos apontam que a sistematização de uma política nacional de assistência estudantil ocorreu muito tardiamente no País e atestam a importância da luta organizada dos estudantes. Além de ressaltar as limitações da política de assistência ante as necessidades dos estudantes, defende-se aqui a urgência de ampliação e fortalecimento da referida política em face do crescente empobrecimento da classe trabalhadora. A análise nos permite pôr em foco a promessa da democratização do acesso a educação superior pela suposta “mobilidade” permitida pelo exame Enem Sisu.

L’initiative qui a conduit à l’élaboration de cette thèse provient d’un désir d’explorer plus en détail le contenu, les objectifs et la portée de la réforme de la comptabilité de l’État en Algérie. Le cadre juridique et réglementaire comptable actuel souffrait depuis son édification de nombreuses insuffisances et limites qui devaient être complétées avec les nouvelles modalités juridiques et techniques inspirées des standards et des bonnes pratiques internationales. La nouvelle réforme comptable vise à fonder une comptabilité tridimensionnelle de l’État consacrée par de nouvelles normes comptables nationales, un plan comptable de l’État (PCE) et de nouvelles modalités de contrôle et de responsabilité des acteurs. L’analyse de l'état actuel de la réforme, à l’épreuve de la nouvelle gouvernance financière publique, marquée par les exigences de transparence, de performance et de bonne gouvernance, vise à proposer des solutions pour l'amélioration du système national d’une part, et à étudier le rôle de la réforme budgétaire et des normes comptables internationales (IPSAS) dans l’adaptation du nouveau cadre comptable, pour que la comptabilité soit davantage un instrument d'information, de décision et d’appréciation de la situation financière et patrimoniale de l’État, d’autre part. Vu la complexité des formes et de l’étendue des chantiers de la réforme, la transformation comptable recommandée peut prendre une approche globale, qui sera concentrée non seulement sur l'application du cadre législatif et réglementaire (LOLF), c’est-à-dire sur la mise en place de la nouvelle comptabilité, sur la production de comptes publics sincères, fidèles et réguliers, objet de certification et de valorisation par la Cour des comptes, mais également sur la modernisation de la fonction comptable et l’intégration du cadre de la gestion budgétaire et comptable aux fins de la réforme de l’État. / The initiative which led to drawing up this thesis arises of a wish to explore, in more detail, the content, objectives and scope of the Algerian State accounting reform. The current legal and regulatory framework suffered, since its implementation, from many deficiencies and limits which should be completed by new legal and technical procedures based on standards and international good practices. The new accounting reform aims at establishing a three-dimensional State accounting, realized by new national accounting standards, a State accounting plan (SAP) and new ways of control and players responsibility. The analysis of the current state of reform, proof against the new public financial governance, marked by the requirements of transparency, performance and good governance, aims at proposing solutions for the enhancement of the national system, on the one hand, and to study the role of budget reform and international public sector accounting standards (IPSAS) in adapting the new accounting framework, so that accounting becomes more a tool for information, for decision and assessment of the financial and patrimonial situation of the State, on the other hand. Given the complexity of the forms and extent of reform projects, the recommended accounting transformation can take an overall approach which will be concentrated not only through the enforcement of the legislative and regulatory framework (LOLF), or through the implementation of the new accountancy, or the production of true, correct and regular public accounts, which are subjects of certification and valuation by the Court of Auditors, but also through the modernization of the accounting function and the integration of the budgetary and accounting management framework for the purpose of the State reform.

Previous issue date: 2007-04-23 / In the middle of modern social changes produced by globalization and capitalism, several markets have changed. States have left the direct coordination of these markets (chiefly public utility sector in the form of monopolies), introducing regulation in order to promote competition. These changes have affected natural gas industry by promoting competition as a key factor to the development and the increase of firms in this market. The regulatory reform of natural gas industry ocurred in EUA and Europe Union and it has produced its first results. In Brazilian context, Constitutional Amendment nbr. 09 and Federal Law nbr. 9.478/97 ( Petroleum Law ) opened the natural gas market to a broad range of private economic agents and they finished the monopoly over the industry before managed by Petrobras. The new regulatory framework of Brazilian natural gas industry has designed competition as a central element to the new form of managment of business and contractual relationships of this industry. Among the regulatory instruments, open access regulation in natural gas pipelines is directed to promote competition. The questions arised about its implementation in Brazilian context are studied in the present work, in which it is discussed the constitutional rules and principles are to be applied to the open access regulation within the theme of statal regulation of economy present in constitutional economic order / No movimento de mudan?as sociais capitaneados pelo capitalismo global e pelo discurso neoliberal, t?m sido promovidas no mundo reformas nos chamados setores de infra-estrutura (antes geralmente geridos de forma direta pelo Estado sob a forma de monop?lios) no sentido de se introduzir uma regula??o que promova a concorr?ncia. Acabou-se, assim, com o monop?lio da execu??o das atividades da industria do petr?leo e g?s (foi mantido o monop?lio da titularidade), passando-se a introduzir nesses setores a interven??o pela regula??o, a regula??o econ?mica. Dentre as pautas de regula??o importante da ind?stria do g?s natural encontra-se o chamado livre acesso (open access) aos gasodutos de transporte, fazendo-se pensar a regula??o do livre acesso ? luz da ordem econ?mica da nossa Constitui??o e projetar as rela??es entre Estado e Economia, buscando desenhar o conjunto de regras e princ?pios que orientam a a??o reguladora e fundamentam a possibilidade constitucional do controle de estruturas pelo livre acesso no segmento de transporte de g?s natural
