No. of bitstreams: 1 AnaClaudiaAndradeSouzaLeao_VersãoFinal_MapInt2016_FGV1 (1).pdf: 3576496 bytes, checksum: 7ff146a5392433af8aa7007f06ef923e (MD5) Previous issue date: 2018-07-05 / Objetivo - Esta dissertação tem como objetivo de investigar os fatores que causam barreiras à gestão de programas de fomento à pesquisa em uma instituição de saúde pública para que seja possível fornecer informações que permitam os gestores públicos uma melhor condução dos programas de financiamento e incentivo à pesquisa, a ser construído com base na experiência de gestão desse tipo de programa em uma instituição de saúde pública. Metodologia - O presente trabalho é classificado como uma pesquisa aplicada, pois visa encontrar conhecimento para aplicação de seus resultados práticos. Para atingir os objetivos propostos, o estudo foi desenvolvido através de uma pesquisa qualitativa de caráter exploratório, tendo como meio de investigação o estudo da implantação do Programa de Excelência em Pesquisa, o PROEP, no Instituto Aggeu Magalhães, unidade regional da Fundação Osvaldo Cruz (Fiocruz). A coleta de dados abrangeu: revisão de literatura e pesquisa documental. O tratamento de dados foi realizado por meio da técnica de análise de conteúdo. Por intermédio dos objetivos específicos o trabalho procurou categorizar e analisar as barreiras encontradas na gestão dos programas de fomento à pesquisa, na Fiocruz, considerando o PROEP; discutir as consequências relacionadas a presença dessas barreiras no Instituto Aggeu Magalhães e propor alternativas de superação com o propósito de colaborar para a diminuição as barreiras identificadas na gestão do PROEP. Resultados – Como resultado da análise dos dados, foram sugeridas alternativas de superação das barreiras na gestão de programas de fomento. A identificação de barreiras contribui para uma mais eficiente gestão destes programas, melhor aplicação dos recursos públicos, uma importante disponibilização de dados para tomada de decisão. A implementação das ações propostas neste estudo pode aperfeiçoar e tornar mais eficiente a gestão dos programas de fomento à pesquisa nas instituições públicas. Contribuições sociais - As contribuições desse estudo para uma boa gestão de programas de fomento à pesquisa trarão subsídios para a Fiocruz e outras instituições públicas cumprirem seu papel de promover a saúde e o bem-estar da população brasileira, por meio de pesquisas cientificas de excelência, voltadas para o fortalecimento do Sistema Único de Saúde (SUS). Contribuições práticas - A aplicabilidade da pesquisa é relevante devido ao fato que a adoção das ações propostas permite a superação das dificuldades que os gestores públicos enfrentam em conduzir os programas de fomento à pesquisa, em todas as etapas, de forma eficiente e eficaz diante das diferentes barreiras encontradas na gestão desses programas. Originalidade - A literatura sobre o assunto mostrou-se relativamente limitada. Há uma escassez de trabalhos quando o assunto versa sobre barreiras encontradas especificamente nos programas de fomento à pesquisa, como também, com este foco de uma instituição pública com a complexidade da Fiocruz, o que traz originalidade ao estudo. / Purpose - This dissertation aims to investigate the factors that cause barriers to the management of research promotion programs in a public health institution so that it is possible to provide information that allows public managers to better manage funding programs and encourage research, be built based on the experience of managing this type of program in a public health institution. Design/Methodology - The present work is classified as an applied research, because it aims to find knowledge to apply its practical results. In order to reach the proposed objectives, the study was developed through a qualitative research of an exploratory nature, having as a research medium the study of the implementation of the Program of Excellence in Research, PROEP, at the Aggeu Magalhães Institute, a regional unit of the Osvaldo Cruz Foundation (Fiocruz). Data collection included: literature review and documentary research. Data processing was performed using the content analysis technique. Through the specific objectives the work sought to categorize and analyze the barriers encountered in the management of research promotion programs in Fiocruz, considering Proep; to discuss the consequences related to the presence of these barriers in the Aggeu Magalhães Institute and to propose alternatives for overcoming with the purpose of collaborating to reduce the barriers identified in the management of Proep. Findings - As a result of the data analysis, alternatives were suggested to overcome barriers in the management of development programs. The identification of barriers contributes to a more efficient management of these programs, better application of public resources, an important availability of data for decision making. The implementation of the actions proposed in this study can improve and make more efficient the management of research promotion programs in public institutions. Practical implications - The applicability of the research is relevant due to the fact that the adoption of the proposed actions allow to overcome the difficulties that the public managers face in conducting the research promotion programs, in all the stages, in an efficient and effective way before the different barriers encountered in the management of these programs. Social implications - The contributions of this study to a good management of research promotion programs will provide subsidies for Fiocruz and other public institutions to fulfill their role of promoting the health and well-being of the Brazilian population through scientific research of excellence, aimed at strengthening the Unified Health System (SUS). Originality - The literature on the subject has been relatively limited. There is a shortage of works when the subject deals with barriers found specifically in the programs of foment to the research, as well, with this focus of a public institution with the complexity of the Fiocruz, which brings originality to the study.
