The impact of solvency assessment and management on the short-term insurance industry in South Africa

The financial stability of the insurers is important to fulfil its role as a risk transfer mechanism and to protect the purchasers of their products. The European Union is introducing the Solvency II to modernise the current Solvency I regime and to harmonise the different insurance legislation of the members of the European Union. Solvency II introduces an architecture consisting of three pillars, with Pillar I setting the solvency capital requirements, Pillar II the governance and risk management requirements and Pillar III the reporting requirements. The South African Regulator initiated Solvency Assessment and Management for implementation in 2016 to align the South African prudential regulatory framework to meet the Solvency II requirements for third country equivalence. The problem that this study addressed is the possible effect that the introduction of Solvency Assessment and Management may have on the sustainability of short-term insurers in South Africa. The results of a empirical component of the study indicated that small and medium short-term insurers may be negatively impacted due to the costs incurred to implement and comply with the requirements of the new regulatory framework. An ecological assessment of the Holsloot River, Western Cape, South Africa

Human related activities have influenced the rivers of the southern Western Cape since as early as the 1700’s. As there is no detailed information available on ecological status of the Holsloot River, a tributary of the Breede River, this study aimed to gain insight into the effect of impacts associated with human activities on the habitat integrity of this river. The study intended to understand how seasonal changes, catchment characteristics and events are reflected in the ecological status of habitats along the river by applying bio-monitoring and river health measurements at selected sites in the upper, middle and lower reaches of the Holsloot River and compare the results to that of an undisturbed reference site. Results obtained in this study are compared with data gathered in 2008/2009 to determine if the ecological status of the river had changed in the period between the two sampling times. The study included assessment of the ecological status of the river based on standard bio-monitoring protocol (SASS5, IHI, IHAS and VEGRAI) as well as in situ water quality analysis (pH, dissolved oxygen, electrical conductivity and total dissolved solids). The construction of the instream Stettynskloof Dam changed the configuration of the riparian zone and river channel in the upper catchment area. Agricultural- and other human related activities, with consequent water abstraction, non-point-source pollution, loss of riparian vegetation, as well as dense stands of alien invader plants influence flow patterns and affects river ecology, especially in the dry summer months. Providing sufficient stream flow and adequate water levels, human related activities can create a larger variety of habitat types available that can support larger biodiversity and higher productivity. The level of inundation and stream flow, influenced by water abstraction as well as irrigation return-flow from extensive drainage systems especially in the dry months, contribute to the loss of biodiversity in the middle and lower reaches of the river. Where the upper reaches of the river are largely natural with few modifications, the habitat integrity deteriorates in the middle reaches so much so that ecosystem functioning are collectively impaired in lower reaches due to human related impacts. Sensitive macro-invertebrates found at lower seriously impacted parts of the river however, were in all probability washed down from lower impacted upstream habitats and may expectedly be able to again occupy habitats downstream if water quality and habitat availability improves. / Environmental Sciences / M. Assessment of respiratory risks associated with exposure to particulate matter (PM2.5) in informal waste pickers in a landfill site in KwaZulu-Natal

Submitted in fulfillment of the requirements for the Degree of Master of Technology Degree : Environmental Health, Durban University of Technology, Durban, South Africa, 2015. / Introduction Informal waste picking has both economic and environmental benefits, however there are many health risks associated with this activity. This cross sectional descriptive study assessed the respiratory health risks and dust (PM2.5) exposure among informal waste pickers operating at the New England landfill site in the Msunduzi Municipality. Data was collected from 102 informal waste pickers using a validated questionnaire adapted from the British Medical Research Council and American Thoracic Society. Our study population comprised of 66.4°/o women with a mean age of 36.7 years. Women reported greater use of safety shoes and gloves compared to men. Very few participants used dust masks or respirators. Results showed a high prevalence of chronic cough (57o/o), wheeze (51°/o) shortness of breath (31.6°/o) and cough with phlegm (29.0°/o) among all participants. Among those who reported having ever smoked, there was a significantly higher prevalence of cough with phlegm (45.2°/o p=0.02) and wheeze (73.1°/o, p= 0.05). Similarly, there was a bivariate association between current smoking and wheeze (p=0.02) and between ever smoked and wheeze {p< 0.05). A random sample of 28 waste pickers was chosen from the 102 participants for personal sampling. The levels and distribution of time weighted average to PM2.5 were calculated during an 8 hour working period. Average personal sampling levels of PM2.5 were very high compared to environmental levels. Personal sampling results showed a maximum exposure of 431 J.,Jg/m 3 and a mean of 187.4 J.,Jg/m 3 compared to a maximum level of 27.9 J.,Jg/m 3 and a mean of 16.5 J.,Jg/m 3 for environmental sampling. Mean personal sampling results significantly exceeded recommended eight hour time weighted average for South African National Standard for Occupational Exposure Limit (Republic of South Africa OHS ACT 85 of 1993), World Health Organisation and United State Environmental Protection Agency guidelines for PM2.5, while the environmental mean was within guidelines. This study showed that waste pickers are exposed to high levels of PM2.5 while working at the landfill site. Limited or no use of personal protective equipment increases risk of dust exposure and adverse respiratory effects. The association of night-shift work with the development of breast cancer in women

Breast cancer poses a serious public health concern. This case-control study describes the relationship of night-shift working on the development of breast cancer in 57 women diagnosed with breast cancer compared to 49 women with other types of cancer in the Vaal Triangle area (selected through non-probability purposive sampling from CANSA). The study revealed that women who work night-shift developed breast cancer 1.24 times more often than women who do not work nightshift (OR=1.24 [95% CI 0.52 to 2.89]). The odds ratio was further increased in women who worked rotating-shift (OR=1.44 [95% CI 0.58 to 3.59]). Night-shift work exposure was not statistically related to the development of breast cancer. It is recommended that the relationship between night-shift exposure and breast cancer risk be further explored through cross-sectional and cohort studies, and other breast cancer pathways. / Health Studies / M. Intergenerational sexual relationship and risk of HIV : a situational analysis of young refugee girls in the city of Tshwane, South Africa

The main purpose of this study was to explore and describe factors that contribute to young refugee girls (aged 15-19 years) to be engaged in intergenerational sexual relationships in the city of Tshwane. A qualitative, exploratory, descriptive study was conducted using semi-structured interviews. Ten refugee girls were purposively selected using snowballing technique. Powerlessness, increased libido, curiosity, perception of inferior status of the women, attitudes towards assertive women, culture, anonymity, high cost of living, unemployment, poor educational status and residential conditions emerged as the main contributing factors to involvement of young refugee girls in intergenerational sexual relationships. These categories were grouped under three themes namely age, gender inequality and low socio-economic factors. In order to reduce the involvement of young refugee girls in intergenerational sex which increases their risk of HIV infections, the study recommends the initiation and/or improvement of programmes for addressing the three identified themes / Sociology / M. Fuel load characterisation and quantification for the development of fuel models for Pinus patula in South Africa

Thesis (MScBosb)--University of Stellenbosch, 2004. / ENGLISH ABSTRACT: The characteristics and total fuel load of the forest floor (FF) and harvest residue (HR) are needed to develop tools that can be used for fuel load management, fire risk analysis and fire behaviour prediction for P. patula grown in the summer rainfall area of South Africa (SA). Forest floor depth, mass and ash-free mass were measured and there was generally a greater range in depth under sawtimber (ST) stands than under pulpwood (PLP) stands. Forest floor loads, prior to ashing, ranged from 21 - 168 t ha-1 and 27 - 72 t ha-1, for ST and PLP stands, respectively and loads increased linearly with stand age. Sawtimber and PLP stands were analysed together, which resulted in a significant correlation between depth and mass (r2 = 0.78, n = 31). A loss on ignition procedure carried out on sub-samples of the FF improved the relationship between the FF depth and the ash-free mass for the different stands, and provided a more accurate model for the prediction of mass from depth. A multiple regression analysis revealed that age, altitude and mean annual precipitation (MAP) provided the best subset and accounted for 72% of the variation in the FF mass observed. The effect of increasing FF load and increasing moisture content on the fireline intensity (FLI) was examined using the fire behaviour prediction programme, BehavePlus. Harvest residue was quantified and characterised in terms of fuel size classes, under current silvicultural regimes for ST and PLP, for the development of fuel models for this species over its planted range in SA. An investigation into the proportion (by mass) of the 1- (0.0 - 0.6 cm), 10- (0.6 – 2.5 cm), 100- (2.5 – 7.6 cm) and 1000-hr (> 7.6 cm diameter) fuel classes of the total HR mass indicated that there was a significant difference between the mass of the 1-, 10- and 1000-hr fuel classes of the two silvicultural regimes, and no significant difference for the 100-hr fuel class. Two fuel models for P. patula HR and two models for standing timber were developed using the new model (NEWMDL) programme of BEHAVE and tested in BehavePlus. Nutrient concentrations were used with FF layer and HR size class load data to estimate the quantities of nutrients held in the fuel and to describe nutrient distributions in the fuel complex. Significant differences in the nutrient concentration of the FF layers and fuel components were observed which has important implications for fuel management. The concentration of N determined in this study, relative to that determined in other similar studies on P. patula was low. Forest floor loads were predicted and nutrient pools calculated for typical ST and PLP stands at both low and high altitude to provide insight into the nutrient distributions within the fuel complex. / AFRIKAANSE OPSOMMING: Die karaktereienskappe en totale brandstoflading van die bosvloer (FF) en kaalkap oorskot (HR) word benodig om instrumente te ontwikkel wat gebruik kan word vir brandstoflading bestuur, brandgevaar ontleding en brandgedrag voorspelling vir P. patula, wat in die somer reënvalgebied van Suid-Afrika groei. Die bosvloer diepte, massa en asvrye massa is gemeet en daar was oor die algemeen ‘n groter variasie in diepte onder saaghout (ST) opstande as onder pulphout (PLP) opstande. Die bosvloerladings, voor verassing, het varieer van 21 – 168 t ha-1 en 27 – 72 t ha-1 vir ST en PLP opstande respektiwelik. Ladings het linieêr vermeerder met opstand ouderdom. Saaghout en PLP opstande is saam geanaliseer en het tot ‘n betekenisvolle korrelasie gelei tussen diepte en massa (r2 = 0.78, n = 31). ‘n Verliestydens- ontbranding prosedure is uitgevoer op die FF monsters en het die verhouding tussen FF diepte en die asvrye massa van die verskillende opstande verbeter. Mapping the potential of veld fire occurrence in the mountain regions of the South Western Cape, using GIS

Thesis (MSc)--Stellenbosch University, 2003. / ENGLISH ABSTRACT: Veld fires in the mountain regions of the South Western Cape are an annual occurrence. These veld fires occur as a result of human, natural and unknown causes. The Mediteranean weather conditions of the South Western Cape and its typical vegetation are conducive to these fires. Within the mountain regions of the South Western Cape, the use of fire can be advantageous for conservation and forest managers as a tool for fire management e.g. preparation of fire belts, reduction of veld fire occurrence by burning fuel load, rejuvenation of indigenous vegetation and enhancing the water yield of surrounding areas within their management area. Abnormally high incidences and run away veld fires within the management area of conservation and forest managers leads to. the loss of biodiversity, destruction of properties and loss of human lives, and extensive soil erosion. This study aimed at identifying factors contributing towards the occurrence of veld fires in the mountain regions of the South Western Cape, and using GIS to analyse spatially the contributing variables, and to generate seasonal veld fire hazard maps. Potential veld fire occurrence on a seasonal basis was mapped using spatial analyses of variables that are significant to the distribution of veld fires within the study area. Variables used to assess potential veld fire occurrences were: vegetation, slope, population density (human influence), proximity to roads, mean monthly maximum temperatures and mean monthly rainfall. The veld fire hazard maps generated indicated that potential for veld fire occurrence is high in the summer and autumn months, decreasing to a low in the winter and spring seasons. The exception is the Southern Cape sub-region where the possibility of veld fires can be quite high in winter as a result of Fohn-like berg winds. These winds are characterized by sudden increases in temperature and decreases in humidity that may pose severe fire hazards. Reducing and containing veld fires in the mountain regions of the South Western Cape depends on the effective use of the seasonal veld fire hazard maps. The maps can be used to delineate critical zones of veld fire occurrence which can be used for evaluating costeffective control measures and can be implemented to reduce the level of veld fire danger within the management areas of conservation and forest managers. There is a need for a Catchment Management System (CMS) (Richardson, Van Wilgen, Le Maitre, Higgins & Forsyth, 1994) that can be used to generate daily probabilities of veld fire occurrence and to link these to fire-spread models for predicting or simulating expected fire directions and severities or intensities, and educating people about fires and the damage it can do. / AFRIKAANSE OPSOMMING: Elke jaar kom daar veldbrande in die berggebiede van die Suidwes-Kaap voor. Die oorsake van hierdie veldbrande is van menslike, natuurlike of onbekende oorsprong. Die Mediterreense weersomstandighede en die tipiese plantegroei van die Suidwes-Kaap is ook bevorderlik vir die ontstaan van veldbrande. In die berggebiede van hierdie streek kan die gebruik van vuur egter ook tot voordeel van natuurbewaring en bosbou aangewend word deurdat dit gebruik kan word as 'n metode om die brande te bestuur, soos in die voorbereiding van brandpaaie, in die vermindering van die voorkoms van veldbrande deur vooraf van die brandbare materiale af te brand, in die vernuwing van die inheemse plantegroei en in die verhoging van wateropbrengs in die omliggende gebiede binne die area wat bestuur moet word. 'n Abnormale hoë voorkoms van veldbrande binne die bestuursgebied van bewarings- en bosboubestuurders lei egter tot 'n verlies aan biodiversiteit, die vernietiging van eiendom, 'n verlies aan menselewens en uitgebreide gronderosie. Die doel van hierdie studie was om die faktore wat bydra tot die voorkoms van veldbrande in die berggebiede van die Suidwes-Kaap te identifiseer, om GIS te gebruik om 'n ruimtelike analise van die bydraende veranderlikes te doen en om dan 'n seisoenale veldbrandgevaarkaart saam te stel. Die potensiële voorkoms van veldbrande op 'n seisoenale basis is gekarteer deur gebruik te maak van ruimtelike analises van die veranderlikes van belang in die verspreiding van veldbrande in die studiegebied. Die kaarte kan gebruik word vir die afbakening van kritieke sones vir die voorkoms van veldbrande wat dan gebruik kan word vir die evaluering van koste-effektiewe beheermaatreëls. Hierdie kaarte kan dan geïmplementeer word om die vlakke van veldbrandgevaar binne die gebiede waarvoor bewarings- en bosboubestuurders verantwoordelik is, te verminder. Daar is In behoefte aan In opvanggebiedbestuurstelsel (OGB) (Richardson, Van Wilgen, Le Maitre, Higgins & Forsyth 1994) wat gebruik kan word om daaglikse waarskynlikhede vir die voorkoms van veldbrande te genereer. Dit kan gekoppel word aan brandverspreidingsmodelle wat die verwagte rigting van brandverspreiding, asook die ems of intensiteit daarvan, kan voorspelof simuleer. Die publiek moet ook ingelig word oor veldbrande en die skade wat daardeur aangerig kan word.

Farming in the Langkloof : coping with and adapting to environmental shock and social stress

Thesis (MA)--Stellenbosch University, 2015. / ENGLISH ABSTRACT: During the period 2006-2012, the Langkloof area, situated in the Eden District Municipality, suffered severely from environmental shocks and social stress including drought, flooding, hail, wildfire, heatwaves and reduced labour demand. These events negatively impacted many farmers and their livelihoods. In response to these external shocks and stressors, large-, medium- and small-scale farmers adopted numerous coping and adaptive strategies. This study performed a comprehensive livelihoods analysis of large-, medium- and small-scale farmers in the Langkloof area, using the widely recognized sustainable livelihoods framework developed by the United Kingdom’s Department for International Development, with a particular focus on coping and adaptive strategies against severe environmental shock and social stress. Variables used in the analysis were the vulnerability context in which farmers pursue a livelihood; livelihood assets (social, human, financial, natural and physical); the policies, institutions and processes in the external environment that influence the degree of ownership and access to assets; livelihood strategies pursued; and the various livelihood outcomes ultimately produced. The analysis of coping and adaptive strategies employed by farmers during these periods formed an integral part of this study. Sixteen livelihood asset indicators were identified to determine the total assets (human, social, physical, financial and natural) of the farmers. After scaling the indicators, a Principal Component Analysis (PCA) was used to assign weights to each indicator and to subsequently calculate the total assets of each household. Regarding the coping and adaptive strategies employed by farmers against environmental shock and social stress, the average number of strategies was calculated for each household. Spearman’s rank correlations were calculated for total assets achieved (capacity) and the number of strategies employed against environmental shock and social stress. / AFRIKAANSE OPSOMMING: Die Langkloofgedied, geleë in die Eden Distriksmunisipalitiet, is gedurende die tydperk 2006-2012 geweldig geteister deur omgewings- en sosiale gebeure, wat droogte, vloede, hael, veldbrande, hittegolwe en ʼn gevolglike verlaagde arbeidsaanvraag sluit. Hierdie rampe het verreikende nadelige gevolge op boere se lewensbestaan gehad. Terwyl hulle lewensbestaan tot die uiterste uitgedaag is, is verskeie hanterings- en aanpassingstrategieë teen omgewingskok en sosiale stres geïmplementeer. Met die gebruik van die Verenigde Koninkryk se Departement van Internasionale Ontwikkeling se volhoubare lewensbestaansraamwerk is ʼn gedetailleerde en alomvattende analise van groot, medium- en kleinskaalboere in die Langkloof se lewensbestaan gedoen, met ʼn sterk skem op hul hanterings- en aanpassingstrategieë teen omgewingskok en sosiale stress. The research area of this work is online threat awareness within an information security context. The research was carried out on secondary school learners at boarding schools in Grahamstown. The participating learners were in Grades 8 to 12. The goals of the research included determining the actual levels of awareness, the difference between these and self-perceived levels of the participants, the assessment of risk in terms of online behaviour, and the determination of any gender differences in the answers provided by the respondents. A review of relevant literature and similar studies was carried out, and data was collected from the participating schools via an online questionnaire. This data was analysed and discussed within the frameworks of awareness of threats, online privacy social media, sexting, cyberbullying and password habits. The concepts of information security and online privacy are present throughout these discussion chapters, providing the themes for linking the discussion points together. The results of this research show that the respondents have a high level of risk. This is due to the gaps identified in actual awareness and perception, as well as the exhibition of online behaviour patterns that are considered high risk. A strong need for the construction and adoption of threat awareness programmes by these and other schools is identified, as are areas of particular need for inclusion in such programmes. Some gender differences are present, but not to the extent that, there is as significant difference between male and female respondents in terms of overall awareness, knowledge and behaviour.
