Com o intuito de contribuir para os estudos geográficos sobre a cidade, com enfoque na organização e produção do espaço, planejamento urbano e nas políticas públicas ambientais, este trabalho busca elucidar a relevância da Geografia para o estudo do meio urbano. Parte-se do estudo do espaço geográfico, como produto do trabalho humano. A ação humana transforma a Natureza Primeira em Natureza Segunda, que é assim entendida como natureza socializada. O espaço é, também, marcado por políticas adotadas pelo Estado, que atua como um fator por excelência de elaboração do espaço. Por meio de políticas territoriais, o Estado é o dotador dos grandes equipamentos e infraestrutura, sendo o grande indutor da ocupação e organização do espaço. O Planejamento Urbano se torna, assim, um importante instrumento na produção e organização do espaço, por meio de políticas públicas desenvolvidas pelo Estado junto à participação dos cidadãos, que exerçam sua cidadania, visando a um meio ambiente saudável e equilibrado. Desta forma, este trabalho estuda a efetivação das políticas públicas ambientais na escala local, tendo como unidade territorial de análise o município de São José dos Campos, sendo um município de grande porte, com alto desenvolvimento tecnológico e de destaque econômico no território nacional. O espaço urbano joseense sofreu grande intervenção do Estado. Embora a cidade tenha crescido com certo planejamento, nem sempre este ocorreu de forma justa e igualitária, o que é visível nos inúmeros problemas sociais e ambientais existentes no município. Por meio da análise da legislação urbanística e ambiental, em especial Planos Diretores e Leis de Zoneamento Urbano, além de trabalhos de campo, entrevistas, levantamento cartográfico e pesquisa documental, analisa-se a efetivação das políticas ambientais no município, se verifica se o que foi planejado em lei, está sendo executado na prática, se as questões ambientais estão sendo planejadas na escala local, com objetivo de alcançar as cidades sustentáveis, o desenvolvimento social e ambiental. / In order to contribute to the geographical studies of a city, emphasizing the space organization, urban planning and public environmental policies, this paper attempts to elucidate the relevance of geography as a science for studying the urban environment. The geographical space is understood as a result of the human action. The human action changes the First Nature into Second Nature, which is then understood as socialized nature. The space is also marked by politics adopted by the State, which acts as a main factor to construct the space. By means of territorial policies the State becomes the great provider of equipment and infrastructure acting as the great inductor of the occupation and organization of the space. The urban planning then becomes an important instrument for the production and organization of the space, through public policies developed by the State with the citizens participation, seeking a healthy and balanced environment. Hence, this paper presents the studies of the effectuation of environmental public policies in local scale, using as territorial unit for analysis, the municipality of São José dos Campos, a large city, with high technological development and an economical reference in national territory. The urban space of São José has been subjected to major state intervention. Although the city has grown guided by some planning, this was not always happened in an equitable way, binging about many social and environmental problems in the municipality. Through the analysis of urban and environmental lawmaking, in particular Master Plans and Zoning Laws, field research, interviews, mapping and documental research, the effectuation of environmental public policies in the municipality is analyzed, and it is verified if what was planned in the law is being executed, if the environment issues are being planned in the local scale, with the objective of achieve sustainable cities, social and environmental development.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / The basic sector formed the economic base of RS represented, by the agriculture and the cattle raising. Because of the emphasis of the basic activities in the organization socio spacial of the gaucho State, Santa Maria basic sector also contributed for its economic development, next to other sectors (secondary and third). Meanwhile, this sector takes over emphasis in the municipal district, once that its production is applied, mainly, to demand of the place population. So that, the search had as principal apprehension to analyze the basic organization of Santa Maria through the basic sector, due its contribution in the agriculture and the cattle raising of the State and the economic development of the municipal district. According this thought liner the specific aims obtained: (a) analyze the process of formation and occupation of Santa Maria-RS and its influence in the actual spacial organization, checking the situation of cattle raising and agriculture; (b) Identify the different activities, introduced and developed in the basic sector of the municipal district and, its contribution in the place/regional development; (c) Check the changes and the result restructure of Santa Maria rural area, searching to identify the responsible factors for these changes. Methodological reflection divided the work in fazes. Firstly, accomplished a great bibliographic review about the topic in study. Later, the information collection in basic sources (area work) and in a second moment with IBGE dies (information). The area work realized through of the appliance of searching instrument, like this, elaborated an interview schedule to the Rural. Development Secretary of the Municipal District and EMATER. The final faze was formed whit the analysis and explanation of the information collections. What means in this search, we notice that Santa Maria Rural Area is concentrated in the district and the main basie activities are based in the agriculture, through the provisory agriculture of soybean and rice and in the cattle, raising, mainly the bovine cattle. However the dynamic of this productive sector occurred by the support of the original source and the inserction of the new activities stimulating the place economy. The new economic profiles are represented mainly by the Rural tourism and variety in the agricultural production, with vegetable and fruit, with precise localization in some district. The production is destinated, mainly to the place population, end the basic sector is the main furnisher of the products in the municipal district in study. / O setor primário constituiu-se a base econômica do Rio Grande do Sul, representado, pela agricultura e a pecuária. Em decorrência da importância das atividades primárias na organização socioespacial do Estado gaúcho, o setor primário de Santa Maria também contribui para seu desenvolvimento econômico, juntamente com os outros setores (secundário e terciário). Entretanto, este setor assume importância no Município, uma vez que sua produção destina-se, predominantemente, à demanda da população local. Desse modo, a pesquisa teve como preocupação central analisar a organização espacial de Santa Maria através do setor primário, uma vez que sua contribuição é expressiva na produção agropecuária do Estado e no desenvolvimento econômico do Município. Nessa linha de raciocínio os objetivos específicos buscaram: (a) analisar o processo de formação e ocupação de Santa Maria-RS e sua influência na atual organização espacial, verificando a situação da pecuária e da agricultura; (b) Identificar as distintas atividades introduzidas e desenvolvidas no setor primário do Município e, sua contribuição no desenvolvimento local/regional; (c) Verificar as transformações e a conseqüente reestruturação do espaço rural de Santa Maria, buscando identificar os fatores responsáveis por essas mudanças. Considerações metodológicas dividiram o trabalho em fases. Inicialmente, realizou-se uma ampla revisão bibliográfica referente à temática em estudo. Posteriormente, a coleta de dados em fontes primárias (trabalho de campo) e secundárias via dados do IBGE. O trabalho de campo realizou-se através da aplicação de instrumento de pesquisa, ou seja, elaborou-se um roteiro de entrevista direcionado à Secretaria de Desenvolvimento Rural do Município e EMATER. A fase final consistiu-se na análise e interpretação dos dados coletados. Como resultado desta pesquisa, observa-se que o espaço rural de Santa Maria concentra-se nos distritos e as principais atividades primárias assentam-se na agricultura, através das lavouras temporárias de soja e arroz e na pecuária, com destaque para o gado bovino de corte. Contudo a dinamização desse setor produtivo ocorreu pela manutenção da matriz produtiva tradicional e inserção de novas atividades impulsionando a economia local. Os novos contornos econômicos são representados principalmente pelo turismo rural e a diversificação na produção agrícola, com os hortifrutigranjeiros, com localização pontual em alguns distritos. A produção destina-se, principalmente à população local sendo, o setor primário o principal fornecedor dos produtos do município em estudo.

The analysis of METU-Technopolis buildings and their space organizations indicates that there are two kinds of designing and planning tendencies in METU-Tech. One of them is Northern European and other one is North American Type of office which are also known as two important office designing approaches in the world. Northern European and North American Type of office organizations have different approaches in shaping office space. While Northern European type places far more emphasis on using office space to support staff morale and thus to add value to organizational performance, North American type tends to overestimate cost minimizations. These two types of designing tendencies in the world have had enormous effects on METU-Tech building design. While some buildings like Silicon Block and Silver block give importance to functions in space, and cost minimizations, others like Twin Building gives more importance to space quality and occupancy needs. The aim of this study is to introduce these two different kinds of office design approaches in METU-Technopolis by examining Silicon Block, Silver Block and Twin buildings. These buildings have been examined in three main scales which begin with urban design scale, Macro-Scale development, then Middle-Scale development and finally Micro-Scale development and buildings activities in architectural scale. In macro scale, Urban Design Studio&rsquo / s METU-Tech workings, and in middle- micro scale, advantages and disadvantages of these two space organizations manner have been introduced in detail on Silicon Block, Silver Block and Twin Building. Furthermore, all these three building&rsquo / s statistical information, capacities, and design specifications have been presented in drawings, graphics, and photos.
